This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

Microwave heating has been proved an effective method to rapidly heat iron oxide. This offers an opportunity to apply microwave heating in the steelmaking process. The reduction reaction of iron oxide is traditionally achieved at high temperature with reducing gases such as H2 and CO generated from various sources, including coke, coal, and natural gas. This study investigates the differences in iron oxide reduction using conventional and microwave heating under H2 and CO atmospheres. A special microwave thermal gravimetric device was designed and built to facilitate the investigation. With this device, iron oxides can be heated by electric resistance heating, microwave heating, or a combination of methods. The incoming CO and/or H2 also can be preheated to simulate a potential utilization of recovered heat. The iron oxide weight and temperature can be monitored during an entire reduction period. A series of reduction experiments have been conducted. The results are presented and discussed.

Triboelectric Separation - Beneficiation of Coal The performance of triboelectric separators is highly sensitive to the selectivity of the particle charging process. This paper presents a quantitative study on triboelectric coal beneficiation. The performance of different charging media was studied. Stainless steel was identified as having a work function between that of coal and silicate gangue and found to be the optimum charging medium for coal beneficiation. Recent results from separation tests were performed where silicate gangue was separated from crude coal using a parallel plate free-fall separator are illustrated.

"Gas dispersion studies have been used to benchmark and optimize plant flotation performance for more than a decade, although this technology is not as widely in use as it likely should be based on the significant improvements that have been reported. Part of the reason may be a general lack of awareness within the industry of just what these improvements have been. This paper reviews a number of the reported case studies, groups them into categories of improvement, and draws some general conclusions. The paper will be of interest to plant engineers and technology providers seeking new approaches and tools for improving their own and clients’ processes.INTRODUCTIONThe sector of flotation hydrodynamics that is now known as gas dispersion technology, and the corresponding terminology, had its beginnings in the 1980’s and early 1990’s in the laboratories of McGill University where the students of Prof. J.A. Finch and Dr. C. Gomez conducted studies of gas holdup, superficial gas rate and water recovery on laboratory flotation columns (Laplante et al., 1983; Xu et al., 1991;, Banisi and Finch, 1994; Finch et al., 1999; Nesset, 2011). Sensors were developed for gas holdup (eg), gas rate (Jg) and bubble size (Db) distribution (Tavera et al., 1996: Finch et al., 1999; Dahlke et al., 2001; Chen at al., 2001; Hernandez-Aguilar et al, 2002, 2005). The sensor measurements were rapidly adapted for use in mechanical flotation machines in plant environments (Gomez and Finch, 2002; Gomez et al., 2003; Cooper et al, 2004; Torrealba-Vargas et al, 2004; Nesset et al., 2007). Somewhat parallel developments were being conducted by Gorain and colleagues at the University of Queensland’s JKMRC on pilot and industrial flotation machines using the McGill approach but utilizing alternate sensor designs for eg, Jg and Db (Gorain et al., 1997, 1999; Schwarz and Alexander, 2006) to link flotation kinetics to bubble surface area flux (Sb). Early industrial applications were those led by the university teams from McGill (Canada), the JKMRC (Australia) and the University of Santa Maria (Chile) at plants in North and South America, Australia, South Africa, Asia and Europe. Industrial organizations that brought the technology on-board in the early 2000’s included Teck Resources (then Teck Cominco), COREM, Vale (then Inco), Anglo American Platinum. Several of the major flotation cell manufacturers also purchased the McGill bubble viewer technology for their own equipment studies. The sensors have continued to evolve with multiple and continuous measurement of Jg (Torrealba-Vargas and Finch, 2006, Bartolacci et al., 2008), gas holdup by acoustic means (O’Keefe, 2007) and a combined Jg-Db device called the Anglo Bubble Sizer (Harbort and Schwarz, 2010). A review of the gas dispersion technology use and development have been provided by Gomez and Finch (2002), Harbort and Schwarz (2010) and Nesset (2010)."

The small and remote mine operators must comply with the Federal Mine Safety and Health Administration regulation requiring them to train and maintain mine rescue teams. The alternative is for the operators to contract with established teams within two hours travel time of their mine. Many of these remote operations are too far away from established teams and have too few employees to make up the necessary teams. Many cannot comply with the regulation either from a manpower or economic standpoint. The Office of Arizona State Mine Inspector, under the direction of the Honorable James H. McCutchan, State Mine Inspector, entered into a contract with the Bureau of Mines to develop the concept of a volunteer mine rescue program. This program with the assistance of the mining industry and volunteer rescue organizations, has planned and instituted a statewide volunteer mine rescue organization. The trained and equipped volunteers are stationed throughout the state and can respond to a mine emergency within the time constraints.

Humankind's interest in measurement of human physical strength probably dates to the first humans. At that time, life was truly a struggle in which the fittest survived. To a great extent, fittest meant strongest. Interestingly, current interest in human physical strength in the workplace stems from 1970-1980s vintage research demonstrating that persons with adequate physical strength are less likely to be injured on physically demanding jobs. Survival in many modem workplaces may still be a case of survival of the strongest. There is, however, a flip side to this issue - that persons with limited strength are more likely to be injured on "hard" jobs. To address this problem, we can apply what we know about physical strength to job design. "Hard" jobs can be redesigned to be within the physical strength capability of most people. Since physical strength is important to these jobs, we must find ways to quantify it through testing. This publication concerns human physical strength testing. Its purpose is not to recommend any particular type of testing, but rather to describe the types of testing available and their uses. It is up to each individual user of strength testing to decide which testing technique is most appropriate for his or her particular application. This booklet discusses four types of strength testing: isometric, isoinertial, psychophysical, and isokinetic.

Le principal élément des travaux a été la restauration du parc à résidus et des zones d?épanchement qui totalisaient 4,5 millions tonnes de résidus répartis sur une superficie de 74 hectares. Les résidus sont fortement générateurs de drainage minier acide. La première partie de la présentation consiste en un bref rappel du concept de restauration suivi d?une description des principaux éléments de travaux avec l?emphase sur les leçons apprises de l?exécution des travaux. La deuxième partie de la présentation est axée sur les résultats du programme de suivi en cours depuis la fin des travaux en 2001. Les éléments de suivi se rapportent à la baisse du niveau de la nappe phréatique à l?intérieur de la cellule, au tassement des résidus dans la cellule, aux mesures de température et d?oxygène à l?intérieur de la cellule et finalement à l?amélioration dans la qualité de l?eau de surface. ABSTRACT The reclamation of Poirier Mine, in Joutel, was carried out between 1998 and 2001. The main component of the works has been the reclamation of the tailings basin and tailings spill area which contained a total of 4,5 million tonnes of tailings and occupied some 74 hectares of ground surface. The mine tailings are highly acid-generating. The first part of the presentation will deal with a brief review of the reclamation plan followed by a short description of the main work components laying emphasis on experience gained during construction. The second part of the presentation will deal with the results obtained from the environmental monitoring program still in progress since the end of reclamation work in 2001. The aspects discussed include the drawdown of pore water inside the covered tailing pile, the settlement of mine waste material, the monitoring of moisture, temperature and oxygen underneath the liner and finally, the reduction of loadings in surface water.

"Hydrophobic polystyrene nanoparticle suspensions were evaluated as potential flotation collectors for pentlandite. Experiments involving both clean model mineral suspensions and complex ultramafic nickel ores confirmed that conventional water-soluble molecular flotation collectors such as xanthate could be partially or completely replaced by hydrophobic nanoparticle flotation collectors. The ability of nanoparticles to induce flotation was demonstrated by floating hydrophilic, negatively charged glass beads with cationic polystyrene nanoparticle collectors. Electrostatic attraction promoted the spontaneous deposition of the nanoparticles on the glass surfaces raising the effective contact angle sufficiently high to promote the adhesion of beads to air bubbles. As little as 10% coverage of the bead surfaces with our most effective nanoparticles could promote high flotation efficiencies, whereas conventional small molecular flotation collector requires ~ 20% or higher coverage for a good recovery. Surface functionalized nanoparticles enhanced the ability for nanoparticle collectors to selectively deposit onto surfaces of the desired mineral particles in the presence of gangue. For example, poly (styrene-co-vinylimidazole) nanoparticles were designed to selectively deposit onto nickel mineral (pentlandite) in the presence of Mg/Si slime. Flotation tests of ultramafic nickel ores at Vale with these nanoparticle collectors have shown improvements in both pentlandite recovery and selectivity. On-going work includes attempts to identify specific applications where nanoparticle flotation collectors might be cost effective.INTRODUCTION Most mineral processing operations include multiple stages of froth flotation to concentrate and isolate the desired product. Before flotation, chemical collectors are routinely added to ground ore slurries, selectively binding to mineral-rich particles, increasing their hydrophobicity thus promoting selective flotation. (Fuerstenau, Jameson, & Yoon, 2007) Conventional collectors are surfactants with a short hydrocarbon tail and a head group, such as xanthate. A typical conventional collector is potassium amyl xanthate (PAX), which is a small molecule with an extended molecular length of about 1 nm. Critical characteristics of a good collector include the ability to selectively adsorb onto desired mineral surfaces and to lower the water/mineral surface energy. Despite the extensive role of flotation in mineral processing, some ores are difficult to process by flotation. For example, ultramafic nickel sulfide ore containing both valuable pentlandite and large quantities of unwanted Mg/Si slime [primarily serpentine, (MgFe)3Si2O5(OH)4] responds poorly to flotation. (Mani, Xu, Quinn, & Stratton-Crawley, 1997) Fibrous hydrophilic Mg/Si slime usually masks the surface of pentlandite (known as “slime coating”) due to electrostatic interaction (Edwards, Kipkie, & Agar, 1980) and dramatically depresses pentlandite flotation. Consequently, new approaches are required for processing these difficult ores."

"A mine production locomotive, the world’s first applied industrial fuel cell vehicle, has been designed and tested in the context of a number of proof-of-concept projects supported by the Fuelcell Propulsion Institute, an international consortium of stakeholders dedicated to facilitate the commercialization of fuel cell vehicles.The locomotive’s simple electric-powered motor and controller system was ideal to study a number of requirements related to fuel cell power application: hydrogen power plant operation, underground hydrogen use, risk and regulatory requirements, production performance versus the conventional battery- powered locomotive version under measured duty cycles and production requirements, power plant design improvements for other fuel cell vehicles, and cost benefit aspects.This article will focus on the design and testing aspects of this project which has led to successful performance demonstrations of the vehicle under surface and underground conditions at two mines. It will also present information on the creation of a safe, reliable, and efficient power plant that fulfilled its design objectives, including longer productivity time for a given vehicle fill-up."

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. Deformed and annealed single crystals of aluminium (9) and cadmium (10) first start to recrystallize along slip planes and in deformation twins.The present work deals with the process of recrystallization of single crystals of lead after deformatjon by creep.Two factors enter into these experiments that were not met with in other work on this subject. As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre (JKMRC), techniques have been developed to measure the electrical properties of the various minerals. The measured values will be used to model the behaviour of the various minerals in high-tension roll and electrostatic plate separators. The resistivities of ilmenite, rutile and zircon from a number of Australian producers have been measured by applying a DC voltage across a test sample and measuring the resulting very small current flow. By appropriate design of the measurement cell and attention to the experimental procedure, reproducible resistivity values have been obtained, ranging from 106Ωm for ilmenite to 1013Ωm for zircon. However, the conditions of measurement are radically different from those under which electrical separation takes place. It is not certain that the measured values reflect the resistivities seen under high-tension separation, during which the particles are subject to a high intensity corona field. Consequently, an alternative technique for measurement of resistivity under conditions of corona bombardment has been developed. It is based on the experimental procedure of Castle and Yelle (1979) used to measure the resistivity of fly ash under the conditions occurring in electrostatic precipitators. This paper describes the development of the segmented ground plane measurement surface and a high-voltage switched resistor network which comprises the in situ resistivity apparatus. Results are presented comparing the measurements made under corona bombardment with those made using the DC measurement cell. The equipment has also been used to study the current distribution from a corona wire, as a function of high-tension voltage and wire-to-plane spacing.

"Work in CSIRO with several Australian ores has shown that?by heating a high-phosphorus goethitic iron ore and then leaching with caustic or acid, the phosphorus levels in the ore can be lowered to a commercially acceptable value of around 0.08 weight per cent phosphorus (P). With increasing heating temperatures up to 1300¦C, the extent of phosphorus removal increased. This is considered to be associated with mineralogical changes in the iron oxide phases in the ore during the heating.Little phosphorus was removed from four high-phosphorus goethitic iron ores containing 0.12 - 0.16 weight per cent P in leaches with boiling water. However, leaches with sulfuric acid removed ten to 20 weight per cent of the phosphorus and leaching with sodium hydroxide removed even more phosphorus to produce leach products containing between 0.08 and 0.12 weight per cent P from three of the ores.After heating at 300¦C, leaches at a low pulp density of 0.5 weight per cent solids with 1 - 5 M NaOH and 0.1 - 1 M H2SO4 gave leach products with 0.06 - 0.09 weight per cent P. The lixiviant concentration required and extent of phosphorus removal depended on the ore. At a higher pulp density of 25 weight per cent solids, leach residues with between 0.07 - 0.14 weight per cent P were obtained.More phosphorus was removed from ores heated at 900¦C. Leaches at both the low and high pulp densities, with 1 - 5 M NaOH and 0.1 - 1 M H2SO4, gave leach products with 0.05 - 0.09 weight per cent P. However, the lowest phosphorus levels were obtained after heating the ores at 1200 or 1300¦C and leaching with 1 M NaOH or 0.1 M H2SO4. Leach residues with 0.02 - 0.06 weight per cent P were obtained, even from leaches at the higher pulp density of 25 weight per cent solids. Leaching tests on heated samples under heap leaching conditions at ambient temperatures have shown that phosphorus levels can be reduced to similar levels to that achieved in an agitation leach within ten days.CITATION:Fisher-White, M J, Lovel, R R, Sparrow, G J and Washington, B M, 2013. A new high intensity grinding technology has been developed and is now being commercialized by Hicom International of Australia. This has led to the development and manufacture of Hicom 120 grinding mills which are now being sold internationally for a range of mining industry applications. The first commercial process application has been for the diamond sector, where the ability of the mill to remove host kimberlite rock by attritioning, with no damage to the thereby liberated diamonds, is seen to be a most beneficial attribute. There are, however, many other mineral industry applications for this mill. The design of the Hicom mill is unique. Based on a high speed centrifugal motion of the grinding chamber, very high power intensity is delivered to the grinding process. Most significantly, a high acceleration field, 50 times stronger than gravity is produced, creating very high power input per unit of mill volume, and exceptionally fast particle breakage rates, typically 50 - 100 times greater than those in conventional tumbling mills. A mill developing such forces has significant implications to comminution technology and practice.

The year 2019 marks the 70th anniversary of Flash Smelting. The technology was operated on industrial scale for the first time at the Outokumpu Harjavalta copper smelter in Finland in 1949. Since then Flash Smelting technology, now owned and developed by Outotec Oyj and the first plant, now owned by Boliden Harjavalta Oy, have been evolving throughout history by optimizing the process for various feeds and raw-materials, as well as through developing the equipment and operating practices. Even though sustainability was not a popular theme during the first days of Flash Smelting, it has still been the key principle in guiding the development. This is well proven by the wide adoption of Flash Smelting for the processing of copper and nickel concentrates, mostly due to its ability to fulfil the economic and resource efficiency criteria demanded by its operators. This paper describes the history and improvements of the Outotec® Flash Smelting process by looking into the early days of operation and how the development of the process and equipment has taken place over time as a joint effort between the technology provider and the users of the technology. INTRODUCTION In the 1940s, Outokumpu Oy refined the concentrate produced in the Outokumpu mine into metallic copper initially in Imatra, and later from 1945 to 1949 in Harjavalta, based on the most modern electrical melting process of the world at that time. After the war, Finland lost a significant part of its hydropower production, and due to the increasing use of electricity, the availability of electricity weakened, and the price rose. To maintain Outokumpu's profitability, it was forced to look for a melting solution that was not based on electricity.

Bateman Engineering managed the establishment of a second diamond treatment plant at the Letseng Mine in the Mokhotlong District of northern Lesotho, about 100 km from the town of Buthe Buthe. Letseng Diamonds Proprietary Limited, is owned 70 % by Gem Diamonds and 30 % by the Government of the Kingdom of Lesotho. The second plant, which commenced construction in late 2006, doubled Letseng Mines' hard rock processing capacity from 2.6 million t/yr to 5.2 million t/yr, making it the worlds' seventh largest diamond mine by throughput. Bateman Engineering provided the engineering design, procurement and construction management of the new plant.

From observations of the linear displacement of oil by water from a porous medium as visualized in transparent models, new insight into the mechanism of vircous fingering, as occurring in the case of unfavorable oil-water viscosity ratios, has been obtained. A mathematical description of the observed phenomena leads to formulas. expressing both oil production and pressure drop across the formation as a func-tion of cumulative water injection with the oil-water viscosity ratio as a parameter. Theoretical results are compared with those obtained from scaled laboratory experiments in sand-filled rubes in which water was injected at the one end and production was obtained from the other end. In the second part of the paper the same principles are used to calculate a more realistic production scheme in which production of oil and water is obtained from wells regularly distributed over the field. Results show satisfactory agreement with production data of an actual oil field. Application of the theory is extremely simple as only a limited number of readily available parameters have to be known and results are presented in an analytical form. INTRODUCTION When oil is displaced from a porous medium by water having a viscosity lower than the oil. the oil-water interface is essentially unstable and has the tendency to break up into what are called "fingers" or "streamers". This Viscous fingering has been noted before by Engelberts and Klinkenberg' and has recently been demonstrated in transparent models by van Meurs-. It is highly questionable whether it is at all possible to perform relative permeability measurements In the laboratory reproducing the same distribution of water and oil in the cores as Present in practice. Therefore, we based our descriptive theory on an idealized model which was "tailored" to the fingering mechanism as observed in transparent models under scaled conditions. This approach was the more attractive, as a highly simplified model had already yielded an adequate description of the process. Though we are aware our theoretical approach can be extended in several ways, it is given here in its simplest form to explain the fundamental principles and to avoid complicated formulas. SIMPLEST CASE OF A LINEAR DRIVE Observations and Theoretical Model In Fig. 1 a series of photographs shows how water penetrates into a formation saturated with an oil which is considerably more viscous than the water. The technique for obtaining these photographs, using transparent models, has already been described?. The fingers can be clearly observed and are seen to be mainly parallel to the flow direction. Note that the contours of these fingers are not smooth but show protrusions of water enclosing oil pockets.

The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

The Bolivar Cu-Zn skarn deposit in the Piedras Verdes mining district of Chihuahua is one of many base and precious metal deposits in the north-northwest trending Sierra Madre Belt extending across the states of Chihuahua, Durango and Sonora in northwestern Mexico. The information presented here is drawn from two papers on the Bolivar property1,4 plus new information. Historical mining and exploration for polymetallic Cu-Zn-Pb-Ag-Au deposits in the Sierra Madre Belt dates to Spanish Colonial days. Access to the Bolivar Property (Figure 1) is by paved road (approximately 305 km southwest from Chihuahua) and approximately 80 km by all-season gravel roads to the villages of Cieneguita (population ~1,000) and Piedras Verdes (population ~500) adjacent to the property. [ ] The Bolivar property comprises an old Cu-Zn producer (the Bolivar Mine), exploration concessions adjacent to the Bolivar Mine, and a new camp at the mine that supports mining, exploration and maintenance. From 1980 to 2000, former operators extracted approximately 300,000 tonnes of ore that was hand sorted to an average grade of 5-6% Cu and 25-30% Zn. From 2005-2010, Dia Bras produced from the mine just over 600,000 tonnes at an average grade of 1.7% Cu and 8.6% Zn. Dia Bras transported mineralized rock 275 km by truck and rail to its Malpaso mill, located about 30 km west of Cuauhtémoc in central Chihuahua, from 2005 until October 2011 when the new Piedras Verde mill was commissioned only 5 km from the mine. (Note: the Company cannot use the term ?ore? because it has never completed a feasibility study.)
