This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Exploration for seafloor massive sulfides is currently mainly focused on investigation for active hydrothermal vent fields. However, most of the resource potential is thought to be related to inactive, large deposits that had enough time to accumulate sufficient tonnage. At the same time, ageing of these deposits will ultimately result also in burial acted by either sediments and/or volcanic deposits. We currently lack the technologies to explore for these deposits in a time- and cost-efficient manner. In the fall of 2012 we used a number of AUV-based technologies to explore and image a sulfide occurrence at the Palinuro Volcanic Complex in the Tyrrhenian Sea (Mediterranean Sea; Fig. 1) where sampling and drilling have documented a buried polymetallic barite-pyrite dominated site (Petersen et al., 2014). Sulfide mineralization is here covered by volcaniclastic and pelagic sediments and only red sediment staining and the presence of few tubeworm bushes indicated recent hydrothermal activity - black smoker venting is absent. We used AUVbased high-resolution bathymetry, sidescan sonar imaging, subbottom profiling, as well as magnetics to describe, in a quantitative way, the previously known sulfide-bearing areas as well as to successfully explore for new hydrothermal sites including large chimney structures (Figs. 2). Additionally chemical sensors (CTD, Eh, turbidity) investigated the water column for signs of hydrothermal activity in areas not previously investigated, but at the end, only weak anomalies were found in the southern part of the summit.

The removal of rock blockages in mining operations has long been a risky undertaking, especially in high overhead conditions. Moreover, the assessment of where to put charges and the placement of them has been difficult due to the lack of visibility and safe access to the area. Traditionally, wedging long poles with explosives on them to keep the operator at a relatively safe distance has been the tried and true method of attempting to remove the blockages. Unfortunately, this is not a perfect system as it usually takes several attempts to remove the blockage. Each successive attempt results in even more dangerous conditions for workers and/or damage to the mine due to the successively larger amounts of explosives used until the hang-up finally comes down.Over the years, different ideas have been proposed to improve this process and reduce the inherent safety risks. Some of the technologies that have been trialled include projectiles fired at the hang-up; large, cumbersome arms; and massive amounts of explosives, each of which come with their own inherent safety risks that result in dangerous situations for miners and the mine.After gaining a thorough understanding of the process, Penguin Automated Systems Inc has developed a robotic system that is capable of working in a rock blockage safely. The idea combines the latest in telerobotics technology with 3D scanning and underground geospatial positioning. The hang-up removal is performed by scanning the inside of the hang-up to rapidly develop a geospatially placed 3D model for the operator to use. The 3D model is detailed enough that the operator can attempt to pick the ‘keystone’. A blasting engineer or the operator can then determine the exact position where the explosive charge should be placed in the 3D model and thus at the actual hang-up. The operator, controlling the robotic arm, uses the 3D virtual reality model of the robot system and the actual drawpoint information model to display the location information, the arm can then reach into the hang-up to position the charge using the kinematic model of the robot system. The 3D model is used to provide views inside the hang-up so that the operator can move the arm safely and precisely. This process allows the operator to place the charge (using the 3D representation of the drawpoint) from a long distance away. As the process continues, the end of the arm drills the rock and precisely loads the explosives. The robot then returns the blasting cable to the command station, which is located in a truck at a safe distance from the blockage.This paper will review the development of the system and present the results to date.CITATION:Baiden, G, 2016. "Effective control of metallurgy by manual adjustment of cell levels is common flotation practice. With an on-stream XRF analyzer interfaced to a process control computer it is possible to program the computer to carry out this function automatically. This paper describes the development and implementation of closed loop control of the concentrate and tailing grades at the Clarabelle Mill of the International Nickel Company of Canada, Limited, The XRF analyzer was used as the sensor, cell level as the control and the computer as the controller.IntroductionThe International Nickel Company of Canada, Limited recently brought on-stream Clarabelle Mill having a rated capacity of 35,000 tons per day. The plant was required to increase milling capacity in the Sudbury area by 9,000 tons per day and to improve milling efficiencies by replacing the obsolete crushing and grinding equipment at the Copper Cliff Mill. This represents the fourth mill built since 1959 and incorporates the latest thinking in a continuing evolution of instrumentation and control concepts. Table 1 illustrates control progress at Inco since 1959.In 1967 Frood-Stobie Mill came on-stream incorporating a central control room, an on-stream analyzer, a data gathering computer, and a significant change in instrumentation from direct-contacted pneumatic to miniature electronic. The computer successfully controls the analyzer but has very limited process control capability. Based on this experience a process control computer system was installed at Clarabelle Mill with the objective of carrying out extensive supervisory control and a limited amount of direct digital control."

Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

In underground blasting, the pull of the initial cut is the limiting factor for the success of the rest of the round. By improving the pull of the first cut, a critical step is made towards improving the entire round. This project attempted to optimize a burn cut’s effective pull by varying the depths of the relief holes in the burn. The effect of varying the depths of the relief holes was investigated, including depths longer than that of the cut’s charged holes. The overall objective was to consistently achieve greater pull than in a standard burn, using an identical amount of explosives. Increased pull results in savings of both time and cost in underground heading advance.

The Jinping-II hydroelectric project in China features four parallel headrace tunnels approximately 18-km- (11-mile-) long. Two will be excavated by tunnel boring machines (TBM) and two by drill-and-blast. A nearby fifth tunnel is being excavated by a 7.2-m (23.6-ft) TBM to draw down ground water in advance of excavating the headrace tunnels. Unique onsite assembly of a 12.43-m (40.7-ft) main beam TBM and backup system was completed on Sept. 18, 2008 in the remote mountains of the Sichuan province. The equipment was assembled onsite, without previously having been assembled and tested in a factory, using a method called onsite first time assembly (OFTA). "Rock properties have a material impact on mining processes, including drilling performance. An investigation using point loaded index (PLI) data converted to uniaxial compressive strength (UCS) has revealed that a direct relationship between grain size and UCS exists at Mogalakwena Mine. This correlation is best seen in unaltered rock, with lower correlations for altered rock types. Measurements from the new RockMa system installed on drill rigs can be used to obtain rock strength data to validate the current rock strength domains and create additional data for the next benches below. An investigation of penetration rates in different lithologies shows that rock composition plays an important role in determining drill performance. Additionally, there is an inverse relationship between rock strength and drilling penetration rate – a measure of how efficiently a hole is drilled.The domaining of grain-size-adjusted UCS at Mogalakwena Mine will allow more accurate scheduling of drill rigs through increased knowledge of rock strength in various areas. Successful rock strength domaining has the potential to be incorporated into blast indexing and predicting crushing/milling performance.IntroductionThe optimization of mining and processing through geometallurgical characterization of ore are key drivers of value realization (Deutch, 2013). Rock strength is one such property and is affected by, among other variables, composition, texture, and grain size (Ozturk, Nasuf, and Kahraman, 2014). Mogalakwena Mine is exploiting the intrusive Platreef PGE (platinum group element)-bearing orebody which forms part of the northern limb of the Bushveld Complex. This complex orebody exhibits areas of metasomatic alteration, metamorphism, and sporadic mineralization of the footwall and hangingwall (Nex et al., 2006). Understanding this variability is paramount due to the implications for rock strength and hardness, which in turn affect crushing, milling, and liberation efficiency. These variables must be known prior to blasting in order to optimize mine and plant processes using in-situ variables. This necessitates predictive modelling (Deutch, 2013). Geological and geotechnical data was sourced from the Overysel (OY) exploration database for the study. Point load testing was done for each borehole and the results converted to uniaxial compressive strength (UCS) (Akram and Bakar, 2007). The relationship of lithology, texture, and grain size with UCS revealed an inverse relationship between grain size and UCS in unaltered rock. The relationship was not present in altered rock types. A comparison of mean strength and hardness results indicated that Bond work index and UCS may be related. Drilling performance is affected by UCS (Bourgoyne et al., 1986), and this was proven using recent measurements obtained during drilling. Lastly, grain-sizeadjusted UCS values were applied to a 3D model for the OY property."

Hydrochem Developments Ltd. has developed and put into full scale operation a novel type of vertical flotation column incorporating a multiplicity of mechanically agitated stages. Characteristics of this flotation column include a low height to diameter ratio, high upgrading factors and the possibility of modifying geometry and operation to specific flotation requirements. A commercial unit is currently handling up to 100 tpd rougher concentrate at Dickenson Mines Limited, Balmertown, Ontario. Design parameters and plant performance will be discussed.

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

The system can also track and monitor all known persons coming into contact with RFID enabled explosives materials and articles at the production level, at the magazine level, at the logistics level and to final use enabling a complete and real-time auditable chain-of-custody.

Heavy mineral deposits are becoming more complex in terms of their compositional variation, particle mineralogy and size distributions, and present challenges for the operation of separation equipment to achieve the required grades and recoveries. Changes in equipment design and concepts potentially provide new opportunities for the beneficiation of heavy mineral sands deposits. The development of a framework for the fundamental understanding of separator performance issues is a first step to develop new machines. This paper will present a first step analysis of electro-static and magnetic separation machines with their application to real separation scenarios.

The Barrick Zaldivar mine is an openpit, heap-leach copper mine in Region II of northern Chile at an elevation of 3,300 m (10,826 ft), approximately 1,400 km (870 miles) north of Santiago and 175 km (109 miles) southeast of the port city of Antofagasta. In 2006, Zaldívar produced 307 million lbs of copper, with reserves estimated at 5.7 billion lbs. The mine uses conventional methods of openpit mining: Pure cathode copper is produced by three stages of crushing and stacking the ore, followed by heap leaching and bacterial activity to extract copper from the ore into solution. A solvent extraction and electrowinning process then removes the copper from solution and produces the cathode copper. A flotation plant also recovers copper contained in the fine fraction of the crushed ore. In 2006, an existing A-frame structure that covered copper ore from the mine?s secondary crushing operation was damaged beyond repair. The material delivery configuration of this original structure had the conveyor carrying incoming ore directly over the low roof to drop ore into the building at its peak, and ore trickling from the sides of the conveyor had accumulated on the roof, overloading it. A better solution had to be found, and fast: First, the Chilean Commission does not permit uncovered piles of this type since the extremely fine material leads to serious pollution problems. Second, Barrick Zaldivar is very concerned about worker safety, and the amount of dust created by the uncovered pile was not acceptable. Finally, some amount of copper was lost in the dust generated by the winds of the Andes. The major issues faced by Barrick Zaldivar in designing a new structure included:

Backfilling increases the stability of underground stopes and may help reduce the environmental footprint from the mining operation. The barricades holding the backfill in place must be designed to prevent failure based on the total and effective stress states, which depend on fill properties, stope geometry, and filling rate. This paper presents results from a numerical study aimed at analyzing the stress states associated with the response of paste backfill following stope filling, with an emphasis on the short term behavior. The simulations illustrate how stresses evolve with backfill drainage and filling rate in a vertical stope.

This paper describes the economic study of longwall versus bord and pillar mining using all continuous miners for a colliery located at the South Coast district of New South Wales, Australia. In this district longwall mining appears to be a better economic proposition than bord and pillar. The internal rate of return on investment is found to remain approximately constant for each method irrespective of life. The economic importance of percentage extraction of coal is shown to be small for high values of minimum rates of return, becoming more significant as the minimum rate of return decreases.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

Traditionally, iron ore has been reduced with coke in a blast furnace and the hot-metal product of the blast furnace containing carbon, manganese, silicon, sulphur and phosphorous, was subsequently refined in a steelmaking furnace. During iron making as well as during steelmaking, significant amounts of slag are produced. Two decades ago, more than 13 m tonne of blast furnace slag and 4 m tonne of steelmaking slag per annum were produced in the USA alone. It is, therefore, not surprising that many attempts have been made to re-use iron and steelmaking slags. However, these slags are not merely metallurgical waste products but, on the contrary, their compositions and physical properties are judiciously designed to optimize the operations in the respective metallurgical reactors. The variation in composition and properties of blast furnaces lags are largely determined by the gangue in the ore and ash in the coke and much progress has been made in the re-use of such slag. With respect to steelmaking slag, emphasis has in recent years been placed on hot-metal treatment before refining and ladle treatment after decarburization. The bulk removal of silicon, phosphorous and sulphur from the hot-metal product of the blast furnace by specially designed slags prior to refining in a basic oxygen furnace, has reduced tap-to-tap time, lowered cost and produced steel of much higher quality. The use of synthetic slags in ladle refining techniques subsequent to decarburization in the basic oxygen furnace has resulted in reduced hydrogen and nitrogen contents and reduced solute impurities. Moreover, inclusion shape and composition control, again by the use of specially designed slags has led to the achievement of much improved mechanical properties of the steel. In these revised process routes, slag of different compositions are produced in the variety of unit processes and hence the re-use of steelmaking slags has become much more complex. Clearly, a thorough understanding of the design and use of these different slags is a pre-requisite to the development of re-use strategies. Japanese steelmakers have spearheaded attempts to reduce slag volumes in the individual unit processes and to strive towards ‘slagless steelmaking’ by recycling slags internally. Steelmaking slag volumes have been reduced on commercial scale from about 140 kg/tonne steel to 60kg/tonne steel. Moreover, model predictions have shown that, in principle, all slag can be recycled and the phosphorous extracted to produce fertilizer. The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

"INTRODUCTIONThe Afton Mines property is located 180 air miles east-northeast of Vancouver and nine miles west of Kamloops, a city of 60,000 people in south central British Columbia. The deposit is located adjacent to the Trans-Canada Highway at an elevation of 2,231 feet above sea level.Interest in the property dates back to 1898, when a 330 foot shaft was sunk on the Pothook claim immediately south of the existing operations. Since that time many companies and individuals have investigated the possibilities of the area but it was not until 1972 that Afton Mines Ltd. located a significant zone of copper mineralization. The feasibility study was completed in the period 1974-1975, by Teck Corporation Ltd., who control Afton through 50% direct ownership and 65% ownership of Isa Mines, who own a further 23%. Construction began in March, 1976. Ore production started in August, 1977, and the first ore was fed to the mill on December 8. This was the third mine to be brought into operation by Teck since 1975, the others being Newfoundland Zinc and Niobec.The orebody is a porphyry copper deposit which has undergone supergene alteration. It is 1,700 feet long in a west-northwest by east-southeast direction, 300 feet wide and dips at 55° to the south. The mineralization in the supergene zone, which accounts for two-thirds of the known deposit, is rather unusual in that the copper is present primarily as native copper and chalcocite. The grade is one percent with the distribution: 70% native, 25% chalcocite, and 5% chalcopyrite with bornite, covellite, and cuprite."

Three-dimensional time-lapse velocity tomograms were generated to image stress redistribution around a longwall panel to produce a better understanding of the mechanisms that lead to ground failure. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Most similar studies have utilized active sources including longwall shearers, controlled explosions, and hammer blows. These active sources generally require a person to initiate and measure the location and time of the source, and are not conducive to continuous monitoring. This method utilizes mining induced microseismic events as passive sources and lends itself well to continuous monitoring. Two event location methods were compared in order to move toward quantification of tomographic results in terms of ground conditions. Additionally, LAMODEL was utilized to determine the expected stress distribution around the longwall panel and compare these images to the velocity tomograms. Eighteen tomograms were generated, one per day, and high velocity regions in the set of tomograms generated from the initial location algorithm correlated with abutment stress redistribution predicted by numerical modeling. This research is significant as it has the potential to improve safety in underground mines and is the only example of long term passive velocity tomography implementation for the purpose of inferring stress redistribution around an area of active mining. Though still immature, this technology has the potential to allow mine personnel to image areas of active mining on a regular basis and detect areas with anomalous velocity distributions indicating potential safety hazards.
