The understanding of the influence of the different types of apatite on the performance of mineral processing of igneous phosphate ores is still a challenge due to the difficulty to explain why some types of apatite floats in the froth flotation cell and others do not under the same conditions. Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão mine: predominantly blue apatite, followed by green apatite and less frequently yellow apatite. The chemical composition of these types of apatite was determined by electron microprobe analysis (EPMA) and LA-ICP-MS. Blue and green apatite respond well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite is the one bearing the lowest P2O5 content and the largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest P and Ca grades and lowest substitution level. A negative correlation of the amount of phosphorus with fluorine was observed. Furthermore, impregnation of iron oxide-hydroxides in the yellow apatite was also observed. Therefore, the low flotation behaviour is due to low crystallinity coupled with impregnation onto its surface.

The transition from open pit to underground mining represents a key strategic challenge in modern mine planning. This paper presents a multicriteria and multivariable methodology to plan such a transition, integrating technical, economic, environmental, and social considerations. The proposed framework focuses on risk reduction (de-risking) through the identification of alternative development paths, the use of stochastic simulation to model geological and technical uncertainty, and different mining strategies such as methods, production rates, sequence, etc. for ultimate underground implementation. The study summarizes the limitations of traditional planning methods—which usually treat the open pit and underground mine designs as independent processes—, also often it considers a single mining method and production rate for the underground option. Instead it is proposed an integrated approach that leverages synergies between both mining methods and scalable production rates. Also the proposed methodology incorporates the definition of critical variables (geotechnical, economic, and social, among others), the construction of multiple operational and technological transition paths, and the evaluation of each path under criteria of economic attractiveness and practical do-ability (capacity to be executed). Using simulation tools (SIMPLAN for operational performance and SIMVAL for economic evaluation), probabilistic distributions of the different path are obtained, enabling the quantification of the project’s Value at Risk (VaR). A subsequent multicriteria analysis weights the expected profitability against the feasibility of execution of each alternative, producing a decision matrix that provides a framework for evaluating the different project path. As a result, the proposed approach identifies OP→UG transition strategies that maximize business value by capturing remaining resources while minimizing financial and operational risks. Finally, strategic conclusions and recommendations for the industry are provided, emphasizing the importance of early transition planning even challenging the open pit sequencing of the latest push backs by introducing early underground operations. Future work includes strengthening the methodology—such as integrating real-time analysis and adaptive decision-making—and providing recommendations for its application in various mining operations. In summary, this paper delivers a technical and professional framework to guide mining companies on when and how to carry out a successful transition from open pit to underground mining, balancing resource recovery with financial, operational, and social security.

Approximately 40 concentrators throughout the world have successfully adopted computer control for flotation circuit operation since 1969. Successful use of flotation control, gaining up to 2% efficiencies, has largely derived from effective employment of on-stream slurry analyzers and integration of key measurement data through digital processors. Requirements for reliable measurement have also led to improved functional reliability in magnetic flow meters, pH, reagent feed, and other key elements. Methods used in computer control of flotation will be reviewed and variations in operating philosophies will be described with reference to the approaches taken to flotation automation.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

Hydraulic transport is commonly used in mining for moving particles or ore concentrates in pipes over long distances with a water stream. Control and monitoring of this process require sensor technology that can obtain relevant characteristics of the two-phase flow. This work investigates the acoustic emission (AE) technology for monitoring a hydraulic system with different sand concentrations, showing the strong relationship between friction behavior in the pipe and the measured AE signals.

The Conda Partnership's Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

"The reactivity of an enargite mineral electrode was investigated spectroelectrochemically under conditions typically found in alkaline sulfide leach solutions, with pH 11-13 and Na2S additions of 50 and 250 gL-1. A bulk enargite electrode was cycled between 0 and -1,000 mV for each set of solution conditions. Raman spectroscopy was used to determine and compare surface formations against species in mass-balanced EH-pH diagrams generated using STABCAL. Previously, it was determined that arsenic could be selectively leached under alkaline conditions at an average solution potential of -300mV, across the pH range 11-13. Operating under such conditions allowed for the selective leaching of arsenic with elemental sulfur formation. From several of the voltammograms obtained during this current testing, the formation of elemental sulfur appeared at increasingly reducing conditions with increasing sulfide concentration. At high concentrations, copper started to dissolve, possibly as a bisulfide complex, reducing the selectivity of the leach, unlike previous studies. However, the presence of the higher sulfide concentration is also anticipated to prevent passivation by consuming any surface formation of elemental sulfur. This study provides insight into the operating parameters of alkaline sulfide leaching in regards to the selectivity of arsenic leaching, as well as guidance for control of reagents and solution potential and, of course, the need for water treatment afterwards.IntroductionEnvironmental limitations on the pyrometallurgical processing of arsenic-bearing concentrates have forced operations to consider other solutions. Attempts to hydrometallurgically process enargite (Cu3AsS4) fall into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under basic conditions. The authors believe that the selective leaching of arsenic is more amenable because it produces a solid copper phase, preferably chalcocite (Cu2S) or covellite (CuS) that could then be processed using conventional methods already in place in the copper and gold industries. Potential leaching methods include alkaline sulfide leaching (Achimovicovica et al., 1999; Anderson and Twidwell, 2008a,b; Tongamp et al., 2009 and 2010), hypochlorite leaching (Vinals et al., 2003; Curreli et al., 2005; Mihaljovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and acid leaching (Gow et al., 2014b) with or without fine grinding to mechanically activate the enargite surface and increase normally slow leach reaction kinetics (Achimovicova et al., 1999; Balaz et al., 2000; Balaz and Achimovicova, 2006). The amount of copper flash smelting slag has increased during the recent years along with an increasing slag-to-metal ratio. During slag tapping, some copper sulfide is mechanically entrained. As a result, it is necessary to recover copper matte from the slag by suitable methods. At present, the most common way is slow, controlled cooling in a transfer ladle. However, research on the detailed effects of slow cooling and the function of slag modification is rare. This paper described experiments that were performed at different cooling rates (0.5, 1.5, 3, and 7 °C/min), with and without additive. A detailed characterization of the copper-rich phase and its particle size was subsequentlymade using SEM-EDSmicrographs and image analysis software.With a decrease in cooling rate, the particle size of the copper-rich matte phase became larger. The addition of gypsum and carbon as a slag modifier affected the size of the copper-rich phase slightly, and its chemical composition was modified compared with the experiments without additive.

Autonomous mining systems have been deployed for improving mine performance. However, there is a fear of job losses. Adoption of autonomous systems is envisaged to be resisted by major stakeholders in Ghana due to high illiteracy and unemployment. This paper assesses the preparedness of Ghanaian mining stakeholders for the adoption of autonomous systems to Ghana’s surface mining industry. Closed and open-ended questionnaires were administered to mine stakeholders. Respondents generally expressed unwillingness to accept autonomous systems into Ghanaian mines due to fear of increased unemployment. We propose setting up a mining education fund (MEF) for training stakeholders in autonomous mining systems. INTRODUCTION Mining contributes enormously to the sustenance and growth of global and national economies through the provision of raw materials, employment, revenues and foreign exchange (Carvalho, 2017; ICMM, 2017; Cordes et al., 2016; Solomon et al., 2008; Walser, 2000). The International Council on Mining & Metals (ICMM, 2014) reported that globally, formal mining employs approximately 2.5 million people. Many resource-rich countries, especially the developing ones, have experienced strong socioeconomic growth propelled by the discovery and extraction of valuable minerals. McMahon and Moreira (2014) reported a positive linkage between mining and sustainable development. They revealed that averagely, resource-rich countries have improved Human Development Index (HDI) scores than countries without mineral resources. Mining remains a crucial industry in Ghana’s economic development (Bermúdez-Lugo, 2016; Amponsah-Tawiah and Dartey-Baah, 2011). Over the years, mining has contributed significantly to the gross domestic product (GDP) of Ghana. In 2013, mining accounted for 1.7% of Ghana’s GDP and about 19% of government revenues (Ghana Chamber of Mines, 2015). The Ghana Chamber of Mines also reported that mining contributed over 50% of foreign direct investment, 37% of export earnings and 1.1% of direct employment revenues. The US Department of Energy (DOE) estimates that 65% of coal, 92% of metals and 96% of industrial minerals are mined using surface mining methods (DOE, 2007). Generally, mining is a capital-intensive venture, with high operating cost, hence there is a constant demand for mining companies to seek efficient cost reduction and production maximization strategies. One strategy being pursued keenly is automation, which is noted to improve productivity, and worker safety at minimal cost. According to Parreira (2013), mining automation involves direct teleoperation whereby workers remotely control the mining process using computers from a control room.

Surface tension and its control are important in the concentration of ores by froth flotation, both in terms of producing the proper bubble size distribution and to render the ore surface of interest hydrophobic such that adhesion to a bubble will take place. The influence a substance has on surface tension has traditionally been measured using static, equilibrium techniques. Yet many applications such as flotation involve rate-related effects of surface tension where equilibrium values are not reached. In the time frame of 1 - 300 seconds, aging effects have been noted for bubbles formed in dodecylamine acetate solutions; a slow decrease in surface tension occurs until an equilibrium value is reached, as studied by Finch and Smith (1972). Since stationary bubbles do not exist in flotation cells because of the turbulence generated by agitation and aeration, it is more likely that the chemical composition of the bubble is determined during its formation, under dynamic conditions. The chemical composition is extremely important because the induction time required for a particle-bubble entity to collide and adhere to each other is augmented by favorable surface tension (wetting) proper- ties between the surface of the particle and the bubble air-water interface or envelope, as considered by Mackenzie and Matheson (1963). Finch and Lyman (1976) have established that the probability of a "permanent" attachment taking place during this contact time is aided by the ability of an oil droplet (viz. bubble) to relieve non- equilibrium surface tension effects which are involved in the water-thinning process. This Maragoni effect, or surface elasticity, can be considered in the context of particle agglomeration addressed by Kao and coworkers (1975). Water drainage leads to the formation of a collector-frother meniscus appearing between the colliding entities, arising from their combined partial immiscibility in the water phase and promoted by hydrophobic bonding within the interface. Together they constitute a liquid bridge whose force of attraction drawing the particles together is proportional to the interfacial tension existing between the water phase and liquid bridge. This adhesive force shows an approximate linear decrease with separation distance until rupture occurs, that is, FX = Fmax (1 ? X/Xr) (1) for a distance of separation X and rupture distance G. The greater the surface elasticity of the bubble, the greater will be the rupture distance and the better will be the force of adhesion. Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

"Quartz is the second most abundant mineral in the earth’s crust. Not only does quartz have many valuable industrial applications, it is also one of the most concentrated gangue minerals encountered in the processing of other minerals. Minerals such as hematite, apatite, calcite, feldspar, barite, and many more. Numerous applications of industrial minerals are sensitive to the hardness and abrasiveness encountered with quartz minerals, while other applications may lead to processing challenges for the end user. Therefore, process and chemistry optimization must be applied to ensure optimal grade is obtained for these valued industrial minerals. Extensive studies have been conducted in processing various industrial minerals, thus achieving a range of quality specifications, which entailed the application of ArrMaz’s CustoFloat and CustAmine collectors towards the separation of quartz from other minerals. INTRODUCTION Industrial minerals often have the misfortune of the gangue mineral being very similar in surface charge, and coordination properties, to that of the mineral of interest. An example is seen in phosphate beneficiation, when dolomite can be a gangue minerals (Table 1). Therefore, the development of processing reagents are quite complicated. Some minerals, like clays, may be washed away. However, most require the manipulation of the pH, in efforts to fine tune the system to the narrow difference in isoelectric points of the different minerals, as well as the knowledge, and resources that are necessary to exploit the differences to yield and an optimal grade/recovery. In some cases, the application of a depressant may be required, such as the phosphoric acid commonly applied to achieve the optimal balance of grade/recovery for phosphate from a mineral with elevated concentrations of dolomite (Wang, 2016), or the application of hydrofluoric acid to assist in producing feldspar product from a mineral rich in quartz (Heyes, 2012).ArrMaz's CustoFloat and CustAmine product lines have successfully been applied to the processing of industrial minerals for more than 50 years. Applications include, but not limited to phosphate, sand (glass, foundry & high purity quartz), clays (feldspar, kaolin, etc.), and many carbonaceous and sulfate minerals. The successes of these 50 years are largely due to ArrMaz's ability to tailor make the processing chemistries to fit the ever changing and declining mineral feed grade and variations in water quality (Moore, 2015; Moore, 2016). This technical knowledge of mineral processing is strongly complimented by the intimate service programs in place at many of the beneficiation plants."

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

Coal was discovered in South Africa in the mid 1830's. The earliest exploitation of modern times was probably in Natal where, in a letter dated 20 August 1842, a Captain Smith mentions that a wagonload of coal brought to Pietermaritzburg, was sold. Until the discovery of diamonds in 1867 and the Witwatersrand gold in 1886, coal mining satisfied a very small domestic demand. By 1889, at least four collieries were operating in the Middelburg-Witbank district, some 120 kilometres East of Johannesburg, and mining had star- ted at Vereeniging, about 50 kilometres to the South of Johannesburg. A map of South Africa is shown in Figure 1 and an enlargement of the main coal mining areas in Figure 2.

Its stock price soared from $1.75 in January to $15.98 in August. The City of Toronto’s Coxwell Bypass Tunnel (CBT) is currently being constructed by North Tunnel Constructors ULC. The scope of the CBT project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five large diameter (20 and 22 meter) storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the CBT to date and reviews the approach taken in both design and construction of the tunnels and shafts to mitigate risks and reduce cost and schedule of construction.

In the constant search for ways and means of improving the quality of coke and thus making its use at the blast-fornace more satisfactory and economical, it has become increasingly evident that the present laboratory tests do not show the full picture of a coke's value as a blast-furnace fuel. This fact was recognized by Dr. A. C. Pieldner thirty-five years ago: (Ref. 1) here is perhaps no phase of fuel technicology which has aroused more discussion or regarding which there is more difference of opinion than the properties of coke which make it most suitable for blast-furnaces and other uses." Dr. Fieldner followed this assertion with a statement to the effect that men who write on this subject today (1923) have, because of conflicting experimental evidence brought forth in recent years, far less positive opinions on the matter than did writers of some years past. One is led to wonder if these statements are not just as true now as they were when first made.

Recovering valuable metals from tailings not only provides a source of income but also helps conserve natural resources, thus reducing the environmental impact of mining activities. This study aimed to recover cobalt using tailings of the Küre flotation plant, which were determined to contain 0.17% Co. Flotation tests were conducted on samples taken from the tailings to investigate the effects of pH and pH conditioning time, as well as types and amounts of depressant, collector, and frother on the grade and recovery of Co in rougher flotation tests. Optimal flotation conditions were determined to be pH 6, a pH conditioning time of 7 min, and dosages of 50 g/t, 100 g/t, and 20 g/t of sodium hexametaphosphate, X-231, and DF250, respectively. According to the rougher flotation test results, a concentrate with a Co grade of 0.46% and a Co recovery of 84.15% was obtained. In the concentrate obtained using cleaner flotation tests, the Co grade increased to 0.49% and Co recovery increased to 90.56%. These results show that froth flotation, carried out with the appropriate reagents, is a successful method for recovering Co by enriching the flotation plant tailings.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation.
