The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The problem of corrosion of reinforcement in concrete structures is internationally recognised and represents the single biggest expenditure in the preservation of steel reinforced concrete structures. While the corrosion protection of the reinforcing steel is no substitute for design and the placement of good quality concrete, it does provide for a viable and economical extension of structural integrity and service life in the day-to-day and practical environment in which concrete structures are constructed. The mechanism of corrosion attack and consequent deterioration of reinforced concrete structures is well understood and documented. New structures can be designed and built to withstand corrosion. However, due to short-term economical restraints, many new reinforced concrete structures continue to suffer as a result of corrosion damage, which results from the corrosion of the steel reinforcing. This paper explores the economic and practical benefits offered by the application of hot dip galvanizing as a viable means of protecting reinforcing steel concrete structures. The paper also discusses technical misconceptions that exist with respect to the application and performance provided by the use of hot dip galvanized reinforcing steel.

Often plant performance suffers as a result of poor control. Poor control leads to low mill throughputs, poor classification and less than satisfactory concentrate grades and overall recoveries. By using the appropriate control tools, substantial gains in plant performance can be made. Mintek?s MillStar and FloatStar controllers have been implemented at various sites across the world. The MillStar controller incorporates leading technology that controls process units from the mill feed through to the flotation feed. Typical results show that milling circuit throughput is increased by 6-10 % and the final product grind size is tightly controlled, thereby enhancing flotation performance. The FloatStar controller is aimed at stabilising and optimising flotation circuits. Through improved level control alone, recovery improvements of up to 1 % have been achieved. Furthermore, by using on-line grade analysers, the controller stabilises final concentrate grades, whilst maximising flotation recovery.

Unplanned stope panel collapses occur on most near-surface and shallow mines in South Africa. Although these incidents often occur during blasting, they pose a major threat to the safety of underground workers and the economic extraction of orebodies. Most stope panel collapses occur due to excessive panel lengths (resulting in excessive stope spans) that are not designed according to a systematic design procedure or methodology. Instead, panel lengths are often dictated by the equipment in use and by previous experience under similar conditions. Hence, a rock engineering design methodology for the design of stable stope panels between pillars is of vital importance for optimum safety and production in shallow mining operations. Using the proposed design methodology described in this paper, rock mechanics practitioners and mine planners should be able to identify and quantify the critical factors influencing the stability of stope panels. The critical factors should then be used as input to the design of stable stope panels that will provide the necessary safe environment for underground personnel working in stopes. The proposed design methodology is an iterative process, which includes aspects such as rock mass characterization, estimation of rock mass properties, identification of potential failure modes, consideration of appropriate stability analyses and other elements of the rock engineering design process. This process continues after implementation. During monitoring, new data should be included in the database and the design process repeated on a regular basis. Design approaches included in the proposed design methodology include empirical methods such as different rock mass classification methods, analytical methods such as elastic and Voussoir beam analyses, kinematic analyses, probabilistic analyses, and numerical analyses. The investment decision making process in the insurance and finance industries is affected by new advances such as simulation techniques. These advances have improved the discounted cash flow method (DCF). In DCF, a dynamic and flexible model construction is not possible because it does not consider uncertain conditions. Each project should be evaluated taking into account the related uncertainties because the related uncertainties determine the characterization of the project. Related uncertainties can be processed in dynamic DCF, which is applicable to both financial and non-financial industries with different kind of uncertainties, such as power generation and petroleum projects. The dynamic DCF method can estimate net present value (NPV) while managing related project uncertainties with a simulation method like Monte Carlo Simulation. The simulation method is preferred because its output is unbiased. Therefore, a more realistic financial evaluation of the project can be concluded. In spite of the improvement of dynamic DCF, this project evaluation method is not used frequently in mining industry. However, the mining industry is ideally suited to this concept because it is highly dependent on estimations such as orebody size and ore grade. During the project evaluation stage, these uncertainties can be included with the dynamic DCF method. This study aims to contribute to increasing the usage of this method in mining projects. A copper reserve in Turkey is selected as a case study to apply uncertainty assessment for the evaluation of NPV.

In over ninety per cent of mineral sand plants, the most commonly used equipment is the spiral concentrator. The tonnage treated over typical spiral plants can range from as low as 200 ton per hour up to 6 000 tons per hour. Due to the limited capacity of each spiral, plants consist of multiple spirals assembled into banks. The mixture of minerals present in the sand feed requires several spiral stages to achieve the desired mineral recovery. Due to the complexity of the spiral circuits, there are always some design and operating problems that present themselves in plants. These range from slurry distribution, spirals operating at incorrect design parameters and feed variations. The material being treated is difficult to maintain in suspension due to its high density, resulting in segregation and preferential flow in pipelines, distributors and sumps. The objective of this paper is to highlight common problems associated with spiral installations to designers and operators of plants. Practical solutions are recommended in order to prevent and minimize these mistakes in the design. These solutions may be used to improve performance on operating plants.

The influence of local geology and rock mass characteristics on deformations during a rockburst caused by a controlled blast was studied. This was done by means of visual examination, mapping and photography both before and after the blast. We found that the ejected material was bounded mostly by fractures associated with the bow-wave fracturing and bedding surfaces and that existed prior to the blast. Most of the damage was caused by shake-out. This information is important input for the design of rockburst resistant support systems under conditions of moderate stress.

Seismic events and pillar failures observed in two platinum mines in the Rustenburg area, South Africa, were investigated. We studied the sources of approximately 300 largest seismic events recorded in 2009. Moment tensors of these events were estimated from amplitudes and polarities of P- and S-waves. The inverted mechanisms contain isotropic implosive components in many instances. Analyses of uncertainty of the moment tensor solutions confirmed the significance of the implosive component in general. Several documented cases of pillar failure were considered in detail. For each of these a seismic moment tensor was calculated from an elastic stress model assuming an instant removal of a failed pillar. The geometries and magnitudes of the theoretical seismic moment tensors are in agreement with the observed (i.e. inverted from seismic data). The results indicate that either pillar failure or fracturing in the proximity of the reef (within a fraction of the dominant wavelength of seismic waves) are responsible for a significant portion of the large events recorded in these mines.

Pressure tunnels are constructed nurously in related with powerhouse. In some cases, according to high internal water pressure, rock mass around tunnel can seldom suffer this pressure. So installation of concrete lining which interacts with rock mass and suffers parts of this pressure and transfers the rest of the pressure to the rock. In this paper hydromechanical interaction between rock and lining is investigated. With using empirical and numerical methods concrete lining for Symareh waterway is designed. Initial support of 10 cm reinforced shotcret with wire mesh and rock bolts pattern of 2.5*2.5 m with length of 4 m is suggested. By using FLAC package final lining with paying attention to axial force and momentum in reinforced concrete was designed. Reinforced concrete with 60 cm thickness and two rows of bars, 18 mm diameter and 20 cm spacing are designed. Also for preventing cracks in concrete which caused by the change of temperature and shrinkage, bars with 10 mm diameter and 25 cm spacing, and also bars with 8 mm diameter and 10 cm as minimum shear bars are suggested. Dans certaines galeries, suite à une haute pression interne de l'eau, le massif rocheux autour de la galerie ne peut pas supporter cette pression. L'installation d'une couche de béton a l'intérieur de la galerie donc réagit avec les roches et support d'une partie de cette pression et transfère le reste de la pression aux roches. Dans ce papier, l'interaction hydromécanique entre la roche et la couche en béton a été étudiée. En se basant sur les méthodes empiriques et numériques le système de support de galerie de passage d'eau de Saymareh a été conçu. Un soutènement initial d'une épaisseur de 10 cm de béton étant renforcé par un grill métallique et une maille de boulon (2.5 * 2.5 m) d'une longueur de 4 m a été proposé. En utilisant le logiciel de FlAC, la couche finale en béton selon les forces dans le béton a été conçue. Le béton renforcé d'une épaisseur de 60 cm et deux ranges d'armateurs (18 mm de diamètre) avec un intervalle de 20 cm a été conçu. De plus; pour éviter des fissures dans le béton suite au changement de la température et de l'extraction, des armateurs de 10 mm de diamètre et de 25 cm d'intervalle pour augmenter la résistance au sciesiement du béton ont été proposes Unter Druck stehende Tunnels werden hauptsaechlich im Zusammenhang mit Kraftwerken gebaut. In einigen Faellen, wo der Wasserdruck zu hoch ist, Kann selten die Felsenmasse diesen hoehen Druck allein aufnehwen. Deshalb werden sie mit Betonauskleidung versehen, die wegen guter Wechelwirkung mit der Felsenmasse einen Hauptanteil des Druckes aufnehmen Kann, wobei der Rest an die Felsenmesse weitergeleitet wird. In dieser Arbeit wird die hydromechanische Wechelwirkung zwischen der Gesteinmasse und der Auskleidung untersucht. Mit Hilfe empirischen und numerischen Verfahren sowie Kombination der beiden wurde eine Betonauskleidung fuer die Symareh Wasser Kannal koustruiert. Als erstes wurde ein 10Cm dicker armierter Beton mit einem Mashengitter von 2.5*2.5 sowie den gleichen Felsbolzenabstaenden und einer Laenge von 4 m vorgeschlagen. Mit Hilfe des FLAC Programms wurde die Hauptauskleidung unter Beruecksichtigung von Axialkraeften und Momenten im Stahlbeton koustruiert. Der 60 Cm dicke Stahlbeton wurde mit zwei Reihen von Stangen, 8 mm im Durchmesser und in Abstaenden von 20 Cm koustruiert. Ferner im Sinne der Vorbeugung gegen Rissen im Beton, die durch Temperatur aendeungen und Schrumpfungen bedingt sind, wurden Stangen mit 10 mm Durchmesser und 2.5 Cm Abstaenden zur Erhoehung vor Scherfestigkeit des Betons vorgeschlagen.

This paper will focus on two topics, namely (1) an innovative process for the neutralization and partial sulphate removal of acid streams produced during coal mining and processing and (2)optimization of this integrated neutralization process by adding small amounts of synthetic organic polymers. The integrated lime and limestone process has been developed to neutralize acid mine water and to remove sulphate (to less than1 200 mg/l), magnesium and metals. Limestone and lime treatment is the most cost-effective technology for neutralization and partial sulphate removal of acidic/sulphate-rich water to sulphate levels of less than 1 500 mg/l due to precipitation of magnesium and removal of the associated sulphate fraction (through gypsum crystallization). Neutralized mine water of this quality may be suitable for irrigation. The process consists of the following stages: 1. Limestone (CaCO3) neutralization to raise the pH to 7 and CO2-production. 2. Lime (Ca(OH)2) treatment to pH 12 for Mg(OH)2precipi-tation and gypsum (CaSO4.2H2O) crystallization. 3. pH adjustment with CO2recovered from stage 1 and CaCO3 precipitation. Retention times of 1 hour, 4 hours and 1/2an hour were required by stages 1, 2, and 3 respectively. The sulphate level was reduced to 1 094 mg/l, which is less than the original aim of 1 200mg/l. Chemical costs associated with neutralization, using limestone instead of lime, are reduced by 69% in the integrated limestone/lime process. The overflow water from the clarifier of each of the above stages generally contains a wide variety of colloidal impurities that may cause the water to appear turbid or may impart colour. This results in very slow sludge settling rates that cause overflow water with a high degree of turbidity and colour. There are a number of successive or simultaneous stages involved in the agglomeration of particles. To get optimum neutralisation of the acid water and partial sulphate removal to below the saturation level of gypsum (i.e. 1 500mg/l), maximum sludge recovery is needed. The higher the concentration of seed crystals, the larger the surface area. Therefore, effective removal of suspended and colloidal matter from the overflow of each stage is required and can be achieved by coagulation and flocculation. The polymers PAC6 and 3095 were effectively used as coagulant and flocculant respectively. The addition of these polymers resulted in a clear overflow in each of the above stages with a very low turbidity.

Due to the approaching depletion of reserves in the Witbank Coalfield, and the fact that the Waterberg Coalfield is as yet under developed, there is increasing pressure to extend the lives of the operating coal mines in the Witbank Coalfield. One potential source of coal is the old pillars, often small and at shallow depth, that were not left with secondary extraction in mind. At face value, some of these pillars appear to be suitable for secondary mining due to their high safety factors. However, it is known that over time, these pillars have scaled and the current sizes are smaller than the as-mined dimensions. It is also known that at shallow depth, the overburden is often less likely to fail during secondary mining, resulting in high abutment loads on the unmined pillars. The paper proposes a systematic method to pre-evaluate those old pillars for the possibility of stooping. The method consists of elements of fundamental methods and newly developed technology. In essence, it revolves around using empirical methods to estimate current pillar dimensions, followed by numerical modelling to investigate the probability of progressive pillar failure and then fundamental methods to determine the limits of applicability of the numerical model.

In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product. Wellbore stability is a major concern for drilling in naturally fractured formations. The infiltration of drilling mud into the fractures is a factor, which may compromise wellbore integrity due to the loss of strength experienced by the fractures. The reduction in the fracture frictional and cohesive properties is attributed to weakening of the infill materials and lubrication of fracture asperities by the mud filtrate. One way to investigate the influence of mud infiltration on wellbore stability in fractured formations is to use a numerical modeling approach. A requirement for the numerical model is the ability to predict the region of mud infiltration. This paper describes a numerical technique to model the extent of mud infiltration for application in coupled fluid-mechanical simulations in densely fractured rock masses using the computer code, UDEC. Several factors are considered including fracture pattern, in-situ stresses, reduction in joint frictional angle and cohesion, viscosity of the mud filtrate and fracture plugging. Results of numerical simulations are presented to illustrate the technique and show the influence of these factors on the extent of mud infiltration. Un des problèmes importants posés par le forage en milieu fissuré saturé, est celui du maintient de la stabilité du puit. L’infiltration de boue de forage dans le massif peut avoir pour effet de réduire les propriétés frictionnelles et cohésives des fractures et de compromettre ainsi la stabilité du puit de forage. Le radoucissement des propriétés des fractures est attribué à la dégradation du materiau de remplissage et au pouvoir lubrifiant des boues. L’analyse numérique offre un moyen d’investiguer l’influence jouée par l’infiltration de boue sur la stabilité du puit. Un des critères de sélection du modèle numérique sera son pouvoir de prédiction du domaine d’infiltration de boue. Cet article décrit une technique numérique permettant de modéliser l’infiltration de boue de forage dans le cadre de simulations hydro-mécaniques, en milieu à haute densité de fractures, effectuées avec le logiciel de calcul UDEC. Parmis les facteurs tenus en compte, on trouvera la nature du réseau de fractures, les contraintes in-situ, le radoucissement en friction et cohésion des joints, la viscosité de la boue et le bourrage des fractures. Des résultats de simulations sont présentés pour illustrer la technique et montrer l’influence de ces facteurs sur la taille du domaine d’infiltration de boue. Bohrlochstabilität ist ein wichtiger Aspekt für das Bohren in geklüfteten Gebirgsformationen. Das Eindringen der Bohrlochstützflüssigkeit in die Klüfte kann die Bohrlochintegrität wegen des Verlustes der Festigkeit des Kluftsystems gefährden. Die Reduktion der Reibung und kohäsiven Eigenschaften ist der Schwächung der Kluftfüllung und der Schmierwirkung der eingerungenen Stützflüssigkeit in Bezug auf die Kluft-Asperities geschuldet. Numerische Berechnungen sind ein Weg zur Untersuchung des Einflusses der Infiltration der Bohrlochstützflüssigkeit auf die Bohrlochstabilität in geklüfteten Gebirgsformationen. Eine Voraussetzung für numerische Modelle ist die Fähigkeit den Bereich der Infiltration der Stützflüssigkeit zu prognostizieren. Diese Publikation beschreibt ein numerisches Verfahren, um die Reichweite der Infiltration von Stützflüssigkeiten mittels fluid-mechanisch gekoppelter Simulationen im engständig geklüfteten Gebirge mit dem Programm UDEC zu modellieren. Ergonomics is the scientific discipline concerned with the understanding of interactions among humans and other elements of a system, and the profession that applies theory, principles, data and methods to design in order to optimize human well-being and overall system performance. Despite the fact that the application of ergonomics principles can make a major contribution to the management of significant occupational safety and health risks, ergonomics is currently applied on a limited scale in the South African mining industry. The objective of this paper is to provide a perspective of ergonomics, the main aim being to create a point of departure for the development of strategic objectives to enhance existing health and safety initiatives through the application of sound ergonomics principles. Two of the major consequences of poor ergonomics, namely work-related musculoskeletal disorders and worker fatigue, and possible means of introducing ergonomics into the South African mining industry, are discussed.

The Imhoflot G-Cell, a new development in the pneumatic flotation technology (which incorporates centrifugal forces in the separating vessel) is a recent innovation in the mineral processing world. The G-Cell was invented by Dr Rainer Imhof and commercialised by Maelgwyn Mineral Services Ltd. In a short time span a number of plants and units have been successfully commissioned in the mineral processing industry. In addition, a number of industrial G-Cell flotation plants are in the process of construction for the purpose of coal preparation and environmental remediation. In this paper two industrial installations have been highlighted together with a pilot plant test programme investigating ultra fine flotation recovery for a base metal operation.

Navachab Mine experiences difficulties with pit wall stability in certain areas of the mine. The main reason for the instability is the fact that the geology comprises many joints and faults. Blasting, without impacting negatively on the stability of the pit walls, poses a major challenge. The mine has installed a technologically advanced seismic monitoring system with monitoring sensors positioned at various locations and depths throughout the pit. The electronic data recording system records all relevant information on a continuous basis with early warning signals in cases of potential danger. From the information recorded by this micro-seismic system it was established that the energy release into the high-wall is predominantly influenced by the mining rate, water content and mining tempo and to a lesser extent by the blasting operations. To limit the negative effects of blast vibrations, the use of Electronic Delay Detonators (EDDs) was introduced. The optimal delays were determined through signature trace analysis. The vibrations obtained during blasts initiated by means of electronic delay detonators were monitored and compared to those traditionally obtained when standard pyrotechnic delay detonators had been used. The measured vibration data indicated an improvement of 25% to 100% drop in vibration amplitude compared. The accuracy and programmability of EDDs presented huge potential for blast optimization in terms of limiting the vibrations without compromising fragmentation. The whole project was conducted over a twelve week period with some 4000 EDDs. The average size of a blast was in the order of 350 holes using about 40kg explosives per hole, which equates to 14,000 kg explosives over 12 different blasts. The paper deals in detail with the blast optimization process with regard to: - determining the rock response time; - establishing the signature traces; - analyzing the wave interference patterns; - predicting the direction of constructive and destructive wave interferences; - optimizing of the inter-hole and inter-row delay periods; - measuring the ground vibrations. The results obtained during electronic blasting are compared to those obtained during pyrotechnic blasting. Comparisons are being made with regard to the following: - ground vibration measurements; - pit wall stability measurements; - blast safety.

Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimize the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focused on ore characterization and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blast ability indices, as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined, a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model; however, it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained, thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900?s. This versatile product displaced the expensive and easily-poisoned platinum-based catalyst in nearly all applications by the 1930?s. MECS has been manufacturing the vanadium-based catalyst since 1925 and today is the leading supplier in the world of sulphuric acid catalysts in a variety of forms. Currently, MECS has world-wide customer/technical support for the catalyst as well as a dedicated catalyst manufacturing plant in Martinez, California. MECS also has a strong technical and research and development program dedicated to creating new and improved products and services. This paper will describe some of the technical details of vanadium-based sulphuric acid catalysts as well as offering a unique look into how caesium-promoted MECS catalysts can be used in single and double absorption acid plants, and off-gas plants running on irregular gas feeds, to reduce emissions and pre-heater run times. An update on MECS technical services extended for use in characterizing converter performance is also presented.

Vanadium-based sulphuric acid catalyst has been utilized to oxidize SO2 to SO3 since the early 1900?s. This versatile product displaced the expensive and easily-poisoned platinum-based catalyst in nearly all applications by the 1930?s. MECS has been manufacturing the vanadium-based catalyst since 1925 and today is the leading supplier in the world of sulphuric acid catalysts in a variety of forms. Currently, MECS has world-wide customer/technical support for the catalyst as well as a dedicated catalyst manufacturing plant in Martinez, California. MECS also has a strong technical and research and development program dedicated to creating new and improved products and services.
