The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. X-ray diffraction (XRD) data was extracted from various sources to develop qualitative ternary and tetrahedral plots differentiating mineralogy, bond work index (BWi) and hardness of ore bodies at different mine sites. A large number of historic reports and compiled characterization laboratory data were used to create a searchable "data lake." The data lake provides a means to locate, consolidate, and visually represent XRD from disparate sources. Visualizations with large amounts of mineral ore XRD characterization data provide a qualitative assessment of ore properties, including comminution qualities such as material hardness. The visual map can be employed to quickly estimate expected ore character and behavior, given XRD analysis of samples from newly characterized and unfamiliar ore. The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. The Grootegeluk coal-processing plant treats 3 kt of raw coal per hour to produce a middlings fuel coal and a coking coal fraction with ash contents of 35 and 10 per cent respectively. The plus 0,5 mm fraction is treated by heavy-medium processes, the final top size of the coal being 15 mm. About 400 t of minus 0,5 mm coal per hour is subjected to froth flotation. The routes originally considered for the processing of this fine coal were froth flotation, shaking tables, heavy-medium cyclones, and water only cyclones in combination with froth flotation. The results from tests on the fines arising from a small-trial open-cast mine are discussed. When the froth flotation route was decided upon, further tests were conducted on the selection of the equipment most suited to the particular requirements of this coal and the rest of the plant. Tests using different types of flotation cells and dewatering equipment are discussed. During the commissioning, several operational problems were encountered, and the work done to find the best solutions is discussed.

In recent years, the quality of iron ores has decreased due to the increase in the content of impurities, namely quartz, aluminum, phosphorus, and sulfur. It indicates that the removal of impurities from iron ore is an extremely challenging task. In particular, the high amount of phosphorus in iron ore could be a problem for energy consumption and CO2 emission in the steelmaking process. To reduce the impact of phosphorus, mainly two approaches: the utilisation of low-phosphorus iron ore, or dephosphorisation of high-phosphorus iron ore using mineral processing technology, have been suggested. In this paper, the removal of phosphorus from a low-grade high-phosphorus iron ore containing 0.1 mass% P and 57.5% Fe by alkaline roasting and wet grinding is discussed. The iron ore consists mainly of hematite, goethite, and quartz. Effects of sodium hydroxide concentration used as an alkaline source, roasting temperature, grinding time, and particle size on the dephosphorisation of highphosphorus iron ore were investigated. The dephosphorisation efficiency, iron loss, and mineralogical components of low-grade high-phosphorus iron ore under various experimental conditions were characterised by using XRD, SEM-EDS, and particle size distribution analysis. Results showed that the phosphorus content was lowered from 0.1 mass% to 0.034 mass%, while the iron grade reached 59.8 mass% from 57.5 mass% by alkaline roasting with 0.05 w/w NaOH at 300 °C for 2 h, followed by wet grinding in an attritor with water for 30 seconds at room temperature. Under the experimental conditions, the dephosphorisation rate was about 54.7%, and the solution obtained by wet grinding contained 22.7 mg/L of phosphorus and 21.5 mg/L of iron. The utilization of centralized blasting systems is progressively becoming a feature of the South African mining industry, owing to increased pressure from the Department of Mineral Resources (DMR) to ensure safer blasting conditions. The purpose of a centralized blasting system (CBS) is to ensure reduced blasting-related incidents and to improve the underground working environment for the mine?s employees. The brief from Samancor Western Chrome Mines (WCM) pertaining to this study was to explore?at a conceptual level?all variables pertaining to the implementation of the CBS. Studies have indicated that Sasol?s SafeBlast? was preferred due to low overall risks and user-friendliness. Empirical observations, however, indicated that attention should be given to the current shaft-clearing procedure and to the installation of additional transformers. This is required to co-ordinate the power supply from 2 level to 10 level with the required supply of the network slave station. A cost analysis indicated that an electronically initiated CBS will result in a R24 cost increase per panel, which relates to a mere 1% cost increase per panel. This cost, in addition to the R1.1 million capital cost, proved to be negligible in comparison to the possible direct and indirect costs incurred by the mine in the event of a blasting-related incident. It was found that Samancor should conduct further studies incorporating the necessary requirements to ensure a successful transition, while considering all stakeholders on the mine. This study proved that the transition to a CBS would ensure safe and efficient blasting at Samancor?s Mooinooi Mine.

"Kansanshi mine, located in northwestern Zambia, uses conventional openpit mining to produce primarily copper, with gold as a by-product. The ore is extracted from a deposit with highly complex mineralogical suites that are difficult to process, sometimes leading to poor recoveries. The mine was using an ore classification system called ‘Mat-Type’, which classified various ore types into 22 different quality categories, ranging from poor to good quality. Ore with poor recovery was classified as ’poor quality’ ore and directed to long-term stockpiles. Due to a lack of proper integration between the technical and functional areas forming the mine value chain, Mat-Type unintentionally misclassified ore. A geometallurgical analysis was therefore undertaken to review Mat-Type and a new geometallurgical ore classification system, called ‘OXMAT ’, was developed to replace Mat- Type.When implemented, OXMAT eliminated nine of the 22 ore categories and the remaining 13 ore categories could now be more accurately and consistently defined, leading to a significant change in the quantity of ore being mined. OXMAT demonstrated that within a defined test volume of the geological model, waste tonnes could be reduced by 19% while ore tonnes could be increased by 17%. This paper therefore demonstrates the value created through integrated geometallurgical modelling. IntroductionKansanshi mine is located in northwestern Zambia, approximately 10 km north of the provincial capital Solwezi and about 160 km west of Nchanga mine in the Central African Copperbelt (Broughton and Hitzman, 2002). The location of Kansanshi mine relative to other major copper deposits in the Copperbelt is indicated in Figure 1.Kansanshi mine uses conventional openpit mining methods to exploit copper- and gold-bearing veins hosted in a structurallycontrolled mineral deposit. Mining is carried out in two areas of the deposit, the Northwest and Main pits. A third area of the deposit, called Southeast Dome, is currently not being exploited (Figure 2)."

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and - importantly - metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These 'geometallurgical variables' drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many `traditional' (ie grades and tonnes) reserve models, the variables that drive the project are missing!

Waste Printed Circuit Boards (PCBs) are a metals-rich fraction of electronic waste (e-waste) streams, and globally it has been demonstrated that they can be recycled gainfully to recover the metals. Reported successful cases of PCB recycling are carried out in large volumes, using high-level technology and high capital investment smelter house operations. This presents entry barriers for recyclers in developing economies where capital may not be accessible, and the waste volumes are not sufficient to warrant large scale operations. Hydrometallurgical processes have the potential to provide an option for the scalable processing of smaller volumes of PCBs and can be set up at relatively lower capital costs. However, to date, the hydrometallurgical treatment options available rely on precursor communition and classification processes that also require high capital and energy costs. This paper presents an overview of the work done under the Minerals to Metals signature theme towards understanding e-waste recycling processes and developing pre-processing and characterisation of PCBs in order to unlock potential for local end processing in developing economies, using South Africa as a case study. The structure of PCBs is reviewed, and the current size reduction techniques and the subsequent leaching processes are discussed. The optimal design of production phases and ultimate pit limit for an open pit mining operation may be generated using conventional or stochastic approaches. Unlike the conventional approach, the stochastic framework accounts for expected variability and uncertainty in metal content by considering a set of equally probable realizations (models) of the orebody. This paper evaluates the performance of a new stochastic network flow approach for the development of optimal phase design and ultimate pit limit using a gold deposit as the case study. The stochastic and conventional frameworks as considered here utilize the maximum flow and Lerchs-Grossman (LG) algorithms, respectively. The LG algorithm is restricted to considering an estimated (average-type) orebody model, while the stochastic maximum flow algorithm is developed to simultaneously use a set of simulated orebody realizations as an input. The case study demonstrates that, when compared to the conventional LG algorithm as used in the industry, the stochastic approach generates a 30 per cent increase in discounted cash flow, a 21 per cent larger ultimate pit limit, and about 7 per cent more metal, while it maintains a consistency in phase size.

SYNOPSIS The history of the early diamond fields and primitive methods of diamond recovery are traced, giving a brief description of the improvements made in final diamond recovery processes and techniques up to the present day. In particular the emphasis is on the effect of improved equipment in reducing final hand sorting time and labour, better security and greater recovery of fine diamonds.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analysts' inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted `floor' value, thus representing a valuable complement to any DCF valuation.

Discussion I. R. M. Cheston (Visitor): I should like to congratulate the authors on this interesting paper which graphically illustrates the overall effects of the gradual developments in diamond concentrating processes which have taken place over the past few years. These final stages of diamond concentration represent only a minor factor in the cost of diamond production but because of the shortage of highly trained people for this work, any easing of the burden on the sorting staff has an importance far beyond the immediate economic sphere. The search for the solution of problems posed by the economic and social conditions of industry is never-ending. The Diamond Research Laboratory is, even now, carrying out further work to improve still more the operation of general diamond recovery processes as described in the paper. Before looking at some of the latest developments in this field of final recovery, there are a few points arising from the paper on which I would like to comment. On page 321, reference is made to the X-ray sorters originally developed by the DRL. The paper gives a figure of 100 per cent recovery of diamonds from +7 mesh concentrates in two passes through the prototype machine. Not wishing to claim miraculous powers for our group, I would prefer to see this given as virtually 100 per cent recovery of all fluorescing diamonds. Firstly however much care is taken, there is bound to be an occasional operating loss. In the test work, 100 per cent recovery was made on many occasions but this was not always so. Secondly, although most diamonds fluoresce strongly under X-rays, some diamonds only fluoresce weakly. Type IIB diamonds, in fact hardly fluoresce at all, but the incidence of this special type of diamond is very low in most deposits. However, in operating the commercial X-ray machines, there is a certain background level of reflected radiation from other feed particles. Unless the diamond fluorescence is several times greater than this, it is not possible to achieve sufficient sensitivity in ejection. A certain small but variable proportion of diamonds from each deposit is always found to fluoresce too weakly to be recovered by the X-ray machine. Tests have shown, that for the De Beers mines, this proportion is considerably less than I per cent. These diamonds are nearly all dark brown or black in colour and therefore of low value. The degree of fluorescence does not, however, depend entirely on the colour or quality of the diamond and some of the brightest fluorescence comes from the lowest quality of boart diamonds. Investigations into the property of the diamond which causes this low fluorescence are being carried out. On page 322 it is suggested that zircon fluoresces in the same colour spectrum as the diamond. This is not quite accurate. The total light given out by zircon under X-rays is of the same order as that of diamond. However the zircon radiation has a much wider spectrum band than the diamond fluorescence. Reference is also made on page 322 to the effect of selective milling in small laboratory mills on diamonds. Perfect diamonds are very hard and very strong and are extremely difficult to break. Imperfect diamonds, which form the majority of diamonds recovered from most deposits, although hard, can be very brittle. Even under slight impact some of these diamonds may shatter to powder. Milling conditions must therefore be extremely closely controlled to minimize breakage, and even so, some breakage will always occur. As suggested in the paper, the necessary conditions are: the use of small balls, slow speed mills and very limited water addition. Tests elsewhere have suggested that the water content of the pulp in such a mill must be less than 25 per cent by weight of pulp to prevent diamond breakage reaching significant proportions. The skin flotation techniques described on page 323 operate on a very small scale. It is of interest to note that in West Africa a large-scale continuous skin flotation machine is used to recover the fine diamonds. In this operation the feed is dried and, after standing, is mixed with water and fed in a single layer onto a woven phosphor-bronze conveyor belt. This belt runs at a shallow angle into a water bath and as the particles are carried through the air-water-interface, the diamonds float off and over a weir into a collecting box. The bulk of the particles, being wettable, sink to the bottom of the tank and are continuously removed. If treated without prior drying, the diamond recovery is poor. If material is treated immediately after drying, a lot of the gangue particles also float. During standing, in the hot and humid atmosphere of West Africa, it is found that the gangue particles recover their wettability much faster than the diamond particles. Optimum selectivity is obtained after standing for approximately 24 hours. At the DRL we have been experimenting with optical filters to differentiate between the fluorescence of diamonds and zircon. A study of the end effects in specimen cores under compression tests, with a view to the elimination of these effects by A. L. PAINTING (Student) It is well known that a cylindrical rock specimen tested under uniaxial compression in conventional fashion is subject to end effects; that is, towards the end of the core, the stress and strain distribution becomes non-uniform. The experiment described illustrates such end effects with an aluminium core between steel platens. An attempt was then made to nullifythese effects by compressing the core between pads of mercury. The resulting stress and strain distribution was significantly more uniform, but a slight over-correction was introduced.

General aluminium corrosion charts based on 1100 alloy listing product and temperature have been developed by AFSA, mainly from available sources. The categories of corrosion expectation are fairly wide. As a result the charts are more useful in indicating what is not suited as distinct from what is. The question of how to develop useful information is assessed. Having discarded improbable options one is left with the need to refine the possible. Within each alloy group corrosion potential differs. From an engineering application point of view, the corrosion resisting marine alloys, the 5xxx series show increasing corrosion as the percentage of Magnesium increases. An important issue is that as the welding filler used for 5xxx series is Mg rich (to avoid hot cracking), the filler is likely to show the weakest resistance. In addition, when subjected to fatigue loading, the preference for critical joints is to dress the joint to the level of the base material. Overheating of the weld extends the HAZ zone and weakens the material as Mg moves to the grain boundaries. Indicator chart refinement approaches suited to aluminium use in commercial transport are discussed.

Lebowa Platinum Mines has been in operation since the late 1960s and is a relatively small producer compared to Anglo Platinum?s other operations. The mine has never had substantial capital investment to expand its production scale even though its resource base is estimated in excess of 100 years at current mining rates. It is forecast that the mine will become unprofitable after 2008 due to the workings of the ageing infrastructure, the Merensky Reef operations being further from the shafts, decrease in productivity and increase in operating costs. In order to reverse the forecast decline in operational inefficiencies and profitability the replacement of the Merensky Reef operations at Vertical and UM2 shafts with the development of a 120 Ktpm Brakfontein Merensky Reef Mines is in progress. This paper covers the operational readiness framework developed from the control budget estimate and outlines an integrated business process adopted to ensure that the requirements of the investment proposal are met. The operational readiness framework, which addresses the transition process, will ensure that at operational start-up, all appropriate operating systems, procedures, information and legal requirements are in place, whereas the business integration process will aim to develop and sustain an organization with the appropriate infrastructure and workforce equipped with the necessary skills to meet Brakfontein?s requirement, and where possible embark on an optimized accelerated production initiative to ensure that the objectives of the investment proposal are sustained. The optimization of sample spacing In South African gold mines by J. M. RENDU*, Eng. Se.D., M.S. (Min.) U.S.A. (Graduate Member) A first attempt is made at optimization of sample spacing in South African gold mines. The De Wijs model, which is shown to give a good representation of the geostatistical properties of gold values, is used to analyse the influence of the distance between samples along a stope face on the error of estimation of the stope value. The influence of other factors such as the face advance before resampling, the sample density, and the stope size, is also considered. Practical conclusions are drawn concerning the optimum sampling policy to be followed in various situations, and it is shown that sampling on a regular grid does not necessarily give the best results.
