Intensive work on the deoxidation of steel with manganese-silicon alloys by the U. S. Bureau of Mines has shown that the use of those alloys, which may be produced from our domestic manganese ores, would decrease the ferromanganese requirements of a very large tonnage of our steel by from 60 to 80 per cent and in some cases by 100 per cent. The open-hearth heats made with these alloys have been of excellent quality. The tonnage of our ferro-grade ores Which has been made available by the bureau's ore-dressing studies, combined with the products resulting from such processes as those developed by the bureau and by Bradley for Cuyuna ores, should easily fill our reduced ferromanganese requirements when manganese-silicon alloys and ordinary Spiegel are used in the way described in this report. There are no technical difficulties in the application of this practice, and any difficulties involved in its wide and immediate application would only be those arising from habituated ideas of the necessity of ferromanganese. General acceptance of this practice and development of the available sources of domestic ferro-grade material by already proven processes should make this country independent of foreign ores. The recent determination by Eckman and Rossini of the heat of formation of sulphur dioxide appears to be of much greater accuracy than any previous measurement . The value obtained by them , 70,940 cal . , is in good agreement with that of Thomsen ( 71,080 ) , but differs by about 1,700 calories from Berthelot's result ( 69,260 ) , and by 1,940 calories from the provisional figure ( 69,000 ) adopted by Lewis and Randall in their studies of the free energies of the sulphur compounds . This large discrepancy suggested the desirability of a recalculation of the free energy of sulphur dioxide . In addition it is now possiblt to fix the specific heat of S₂ gas with greater certainty than at the time of the original calculations . These two changes are incorporated in the recalculations described below , and directly affect the values of AH , and the Ar terms in the free energy equation . In the determination of the integration constant of the latter equation , the free energies and specific heats of water vapor and the oxides of carbon are required as auxiliary data . In this work these are based , with certain exceptions , upon the equations previously deduced , which differ appreciably from the corresponding equations of Lewis and Randall . 56 · The principal equilibria employed below , and the plan of calculation , remain the same as in the calculations of Lewis and Randall . Before beginning this revision a search of the literature was made , extending to August , 1930 , for studies of additional equilibria . Only one reaction was found that gives promise of increased accuracy . This is the equilibrium of sulphur dioxide with copper , cuprous oxide , and cuprous sulphide . In this case , however , certain of the subsidiary data are lacking , and until they become available , the existing studies of the equilibrium in this system can not be successfully utilized . The changes in the numerical data mentioned above , especially in the thermochemical constants , are therefore solely responsible for the rather significant differences of the revised from the original values of the free energy .

"INTRODUCTION In previous reports 5 results were given of a manhole investigation carried out over a period from June 1929 to July 193C in cooperation with the Edison Electric Illuminating Co. of Boston. Mass., and during 1931 in cooperation with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co., to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by the Edison Electric Illuminating Co. and to develop methods of eliminating these hazards. These investigations have demonstrated that the detection, control, and elimination of combustible hazards in manholes can best be obtained by a close cooperation of the interested parties through a systematic and continuous inspection of manholes, under proper supervision.The investigation carried out during 1932 has been along lines similar to those conducted during 1929, 1930, and 1931 test crew consisting of two men, one an employee of the Consolidated Gas Co. and the other an employee of the Edison Electric Illuminating Co., was continuously employed during the year in the testing of gases in manholes served by the Edison system. The test crew was under the direct supervision of John Campbell, superintendent of the special service department of the Edison Electric Illuminating Co., and F. M. Goodwin, vice president of the Consolidated Gas Co.As in the previous investigations, all tests were numbered. The test-data sheets, on which the information regarding the tests was recorded, were prepared in triplicate, ono copy going to the Edison Co., one to the gas company, and the third to the Bureau of Mines at Pittsburgh, Pa. These test-data sheets were then filed (1) according to the town, (2) the street location, and (3) the manhole number; in this way a complete record of each manhole tested was immediately available. A typical test-data sheet was given in the 1931 report. These data sheets were found to entirely satisfactory and no changes were made during the 1932 investigation. The procedure of sampling manhole atmospheres, shipment of the samples to Pittsburgh, and method of analysis has been the same as that described in the 1931 report and need not be repeated here. Likewise, there has been no change in the method of calculation of explosibility of the samples analyzed or the use of charcoal filter tests given in appendix A."

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. "INTRODUCTION Loss of life from coal-mine explosions in the United States in 1949 was the lowest in any year since before 1870. Although fatality reports from coal nines before 1910 were incomplete,' the explosion fatalities from single disasters or individual States exceeded the 1949 total in each year as far back as 1870, when the records become fragmentary. Since 1890, the only other year in which fewer than 35 were killed was 1946, with a total of 32. Figure 1 shows the total yearly fatalities from explosions in all coal mines and those in anthracite mines alone since 1870. The fatalities in bituminous coal mines were not completely reported before 1910, but enough reports were issued by major coal-producing States to compile reasonably representative figures back to 1885. Any corrections would be additions to these totals.The reason for the moderate total of 46 explosion fatalities in 1948 and the low total of 8 killed in 1949 is thought to be the serious and careful attention devoted to elimination of coal-mine explosion hazards after the disastrous explosions in 1947. The standards now being observed generally with respect to ventilation, rock-dusting, and inspections for gas are better than those found earlier in even the mines having the best reputations for safety. Exceptions are still numerous, but they are fewer, month by month, because of the pressure of Federal and State inspections and a changing conception of the hazards that should not be permitted underground. The prevailing precautions have not eliminated all ignitions of gas or dust, but they have limited propagation to small explosions and have prevented serious loss of life.The number of ignitions (14) reported for the year was less than the average (24) for the 5 years 1944-48 and only half the average for the fiscal years 1929-44. Another favorable factor is that Bureau of Mines representatives were probably in closer contact with both small and large mines in nearly all coal-mining districts. Inspectors now assigned to individual districts are better able to keep informed on the happenings and the progress of safety in their districts. In 1948, one-fourth of the explosions were in mines that employed fewer than 10 men; this condition was duplicated in 1949."

This book has employed miners' narratives to illustrate basic concepts about the escape process. One of the most powerful means by which people make sense of their experiences is through the telling and internalization of stories [Bruner 1990]. By couching one's own and others' motives and actions in terms of a coherent narrative, a person is able to learn from mistakes and plan future behaviors that may help ensure survival. A growing body of research suggests that decision-making skills used to deal with emergency situations can be taught and assessed by simulations based on narratives from the real world [Bransford et al. 1986; Brecke 1982; Brener 1984; Connolly et al. 1989; Halff et al. 1986; Jones and Keith 1983; Lacefield and Cole 1986]. Such techniques have been used to address the decision-making of medical personnel, civil and military flight crews, and even people involved in broader life events such as political and military situations [Babbott and Halter 1983; Dugdale et al. 1982; Farrand et al. 1982; Gilbert 1975; McGuire 1985; McGuire et al. 1976; Flathers et al. 1982; Giffin and Rockwell 1984; Jensen 1982; Janis and Mann 1987]. Given the validity of this method of study and the promise it holds for helping people improve the quality of their responses to nonroutine occurrences, it is perhaps surprising that there have been no studies of emergency decision-making among blue-collar workers prior to those conducted by the present authors and their colleagues. The purpose of this chapter is to describe underground coal miners' decision-making performance on a table-top simulation whose problem structure is derived from interviews with a group of eight miners who escaped from the 5 Left section at Brownfield Mine. The exercise was constructed by a panel of domain experts (mine safety and rescue personnel) with the assistance of an educational psychologist. The simulation includes actual predicaments with wise and unwise decision alternatives that, in the opinion of these domain experts, are characteristic of such escapes. Results reported in this chapter are the scores of a sample of experienced mine workers who completed the simulation. Because the exercise is a series of objective performance tasks coupled with detailed and immediate feedback, this simulation can be used to teach and refresh critical escape skills, as well as to provide data concerning the proficiency of miners at the time of exercise administration.

"Coal mine dust research throughout the world has been stimulated by the recognition of its importance in the development of coal miners' diseases, particularly coal workers' pneumoconiosis (CWP). A historical look at the problem and the present state of knowledge in this area of importance to the worldwide coal industry is presented. A summary of progress made in this area is provided and some research ideas for the future are discussed.1. INTRODUCTIONI thank Dr. Yong Won John, President of the Korean Institute of Mineral and Mining Engineers, for his invitation to address the International Symposium on Coal Mining and Safety. This presents me with an interesting opportunity to take a broad look at the research in coal mine dust and where we are going. From this broad perspective, we can all view the progress and problems that are apparent in the present state of knowledge of coal mine dust. One important element in the review of coal mine dust research and its role in miners' diseases is that of its history. The existence of diseases attributed to the mine atmosphere is often traced back to Pliny the younger in the first century A.D. His work on natural history mentioned observed human effects attributed to mine fumes and vapors. However, the subject of the effects of dust in the mine was not mentioned in published literature until 1556 when Agricola discussed the ailments of miners in his day (Seaton 1975).For many centuries, many medical ailments of the lungs were often categorized together and distinct diseases were often not recognized until more modern times. The ability to distinguish different lung diseases was limited until the discovery of X-rays in 1986. Nonetheless, Zenker in 1866 applied the term pneumonokoniosis to any disease where dust gathers in the lymphatic depots of the lungs. This term was changed to pneumoconiosis in 1932. While pneumoconiosis was defined in the 1800s, scant attention was paid to control of miners' diseases until recent decades. The first attempt to control disease through control of the mine atmosphere has been attributed to the South Africans who instituted a silica control in 1910 (Drinker and Hatch 1954)."

"SummaryAir velocity distribution surveys on four mechanized longwall faces are presented and discussed. Although there are discernible patterns in the velocity distribution, there are wide differences in distribution in the cases examined. This can be attributed to differences in mining and face geometry. An important factor is air leakage into the goaf.IntroductionOver the past two years several intensive air velocity surveys have been carried out in West Virginia coal mines as part of a programme aimed at understanding dust transport mechanisms on mechanized longwall faces. These are presented here and some of the patterns of velocity distribution are discussed.Ventilation survey methodologyThe air velocity vector consists of three mutually perpendicular subvectors; the vertical subvector is directed toward the roof, one of the horizontal subvectors is parallel to the coal face and the other pointing to the gob. The air velocity which was measured in this paper is the horizontal subvector parallel to the coal face.To record the velocity distributions at the longwall faces, the surveying stations and the surveying points were established as follows.(1) The first station usually was set at the third support from the headentry T-junction. Within the first few supports, the air coming from the intake airway encounters a sharp right-angle turn at the T-junction, and forms a turbulent region close to the coal face. The intake air in this region is also influenced by the motors that drive the face conveyer. But when the air reaches the different. But for the same face the number was the same. The main air-travelling area was divided into six to 12 equally sized sub-areas, and each surveying point was situated approximately at the centre of the sub-area.The velocity survey was carried out by two persons, one reading the meter and the other taking down the readings. A complete survey at one station took about 5-8 min. Usually, the dimension of the cross-sectional area was measured during that time.A third person used the smoke tubes to observe the following: (I) the air movement patterns at different locations; (2) the extent and the direction of the air leakage; and (3) the machines' influence on the main airflow. At the same time he observed and recorded the roof conditions and the compactness of the roof-caving in the gob."

Table 1 and figure 1 show the number of fires and fire injuries that occurred in underground metal/nonmetal and stone mines by state during 1990-2001. Table 1 also shows the injury risk rates, employees' working hours, and lost workdays. Overall, 65 fires occurred in 20 states; these include 2 fires and no injuries for contractors. Six of the fires caused nine injuries. The yearly average was 5.4 fires and 0.75 injury. Forty-one fires with 2 injuries occurred in metal mines, 14 fires with 7 injuries occurred in nonmetal mines, and 10 fires with no injuries occurred in stone mines. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations. The Ewhr value was 260 x 10° hr (Irr = 0.007), and the LWD value was 83. Idaho had the most fires (eight fires and no injuries), followed by Louisiana (seven fires and two injuries), Michigan (six fires and six injuries), and Missouri (six fires and no injuries). Of these states, Michigan had the highest injury risk rate value (Irr = 0.146). Table 2, partly illustrated in figure 2, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires during the six time periods show an increase during the fourth period followed by a sharp decrease during the fifth period and a sharp increase in the last period. The number of fire injuries show an increase followed by a decrease during most of the periods, accompanied by a decline in employees' working hours during most of the periods; an increase is seen during the third and fourth periods. The In values follow patterns similar to those shown by the injury values. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables related to fires for 1990-2001. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

"In the natural-gas Gasoline industry, the methods used in determining the amount of gasoline in natural gas are many and varied; they include the specific-gravity test, laboratory tests involving absorption, charge in volume of the gas or in the absorption medium, absorption in charcoal with subsequent distillation, compression of the gas which results in the condensation of the gasoline, and the absorption of the gasoline vapors in an absorption oil, from which the gasoline is distilled and measured. Each of these various tests has advantages, and disadvantages. It is however, conceded in the industry that the tests in which the gasoline is obtained and measured as such are the more reliable.This paper deals with certain factors which should be considered in making absorption tests using ""mineral seal oil"" as an absorbent; this method of testing is widely used not only in the field, but in control work in absorption gasoline plants where the gasoline content of the intake and discharge gas is determined daily. In control work it is frequently found that the plant produces more gasoline than the tests show, which gives the plant the appearance of making more gasoline than is actually present in the gas treated, or in other words operating at more than one hundred per cent efficiency. Obviously then, the tests as made in these cases are in error, and in hope of correcting some of these variances, the following factors have been studied at the U. S. Bureau of Mines petroleum station at Bartlesville, Oklahoma."

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems'' and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

"IntroductionMassive sulphides occurring in metal mines are inflammable and furnish the fuel for many mine fires. Actual sampling has shown that dangerous amounts of sulphur dioxide and hydrogen sulphide may occur in mine atmospheres after blasting in massive sulphides. Probably some .of the finer sulphide in the material being blasted burns while it is in contact with the flame from the explosion. It’s also possible that oxygen of the explosive enters into the reaction.That sulphide dusts are explosive under some conditions has long been suspected, but the theory has not been generally accepted as having been proved. Evidence now at hand appears to be conclusive that such explosions do occasionally occur in mine workings in massive sulphides. Information from several mines working in heavy sulphides shows that occasionally, sulphur dioxide in larger amounts than could be expected from the blasting alone are occasionally thrown out into the mine atmosphere during blasting. Accidents have occurred and lives have been lost by men being caught in such gases. Also it appears in a few cases that damage done to timber in stopes by concussions has been greater than could 112.ve been expected from the regular blasts. In most of these cases the unusually large amounts of Sulphur dioxide could only be accounted for by an explosion or by an ignition of sulphide dusts. When this occurs it is probable that the settled dust is stirred up by the first shot of a round, then the dust cloud is ignited by this or a succeeding shot.In one instance, the senior author, while wearing breathing apparatus, returned to a station to take a gas sample immediately after a raise round had been blasted, and encountered a heavy white fume or smoke that was corrosive to the skin and which forced a retreat. The sample, which was taken farther back in a greatly diluted atmosphere, showed a high percentage (0.18) of sulphur dioxide. The station and the raise which was just being started were very dry and the walls and floor of the station contained settled sulphide dust which apparently was ignited by the blast."

"A fire hazard exists in nearly all mines. Progressive mining companies recognize this danger and take all possible precautions to prevent any conflagrations, but in spite of such safety measures, mine fires do occasionally occur and endanger life and property. In order to be prepared for such an emergency, miners are trained in the use of self-contained breathing apparatus and the necessary fire-fighting equipment is kept on hand. Men trained to wear breathing apparatus can penetrate workings full of poisonous fumes, but in order to successfully combat fumes or to rescue miners, the rescue crews must be trained in fire-fighting operations and know how to proceed with a minimum loss of time when they get to the scene of action.In order to perfect fire-fighting plans and to train men of the Globe-Miami district under conditions approximating those found at an actual mine fire, mine-reseue maneuvers were held at Globe, Arizona, on October 17-20, inclusive. The work was done under the direction of Orr Woodburn, director, and his associates of the Globe-Miami District Mine Rescue and First Aid Association. He was assisted by Albert Tallon, safety engineer, and Herbert Finnegan of the Old Dominion Co.; Herbert Hodson, safety engineer for the Inspiration Consolidated Copper Co.; A. 3. Martinson and J. M. Harrington of Car One, and F. D. Gardner of the Southwest Station, Bureau of Mines. Invitations were issued to mining men likely to be interested and representatives of mining companies from other districts were present and observed the work.The Globe-Miami District Mine Rescue and First Aid Association is maintained by the mining companies in the district and each company contributes to the organization's support in proportion to the total number of men on the pay roll. A central station*, between Globe and Miami, has been established and a truck with 10 sets of 2-hour self-contained breathing apparatus and the necessary accessories is always in readiness to respond to a call to any of the mines in the district. Besides being in readiness for emergency work, the station employees train men in the use of mine-rescue apparatus and in first-aid to the injured at the mines of the association. The Globe-Miami Mine Rescue organization has been developed to high point of, efficiency under Mr. Woodburn's direction and is one of the best in the country. The three largest mines of the district such maintain a crew of 15 men trained in the use of breathing apparatus, and other mines keep crews of 5 men each."

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.

The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. "IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .
