Theoretical and experimental research sponsored by the U.S. Bureau of Mines shows that medium frequency (MF) electromagnetic (EM) signals propagate great distances in an underground environment such as a tunnel or mine. This propagation is enhanced by different mechanisms associated with the geology, and with the existence of metallic conductors in the entryways. In stratified geologies, a transverse electromagnetic (TEM) mode of signal propagation is possible if a low conducting layer is bounded above and below by higher conducting layers. In general, the difference in conductivities must be at least several orders of magnitude. Such geological waveguide conditions often exist in underground mines. Propagation via the waveguide effect is known as the "seam mode" of propagation. Another mode of propagation, the "tunnel mode," exists in underground entries with electrical conductors such as power cables, metal pipes, and phone lines. A monofilar mode of propagation exists when signals are impressed upon conductors and return via the surrounding rock. A bifilar mode of propagation exists when all signals exist only on local conductors. In a given location there is a combination of monofilar and bifilar modes that make possible an interaction between the conductors and a transmitting device in a tunnel or entryway. Signals can be impressed on or received from local conductors via magnetic dipole antennas (loops) or line couplers.

"INTRODUCTION There is considerable interest among mining companies and government agencies in finding new ways to better control the generation and dispersion of respirable coal dust. Mine face ventilation generally has been considered the most effective tool for lowering the concentrations of respirable dust. Unfortunately, only a limited amount of research has been undertaken to determine the relationships between the various face ventilation parameters and the dust dispersion patterns. If these relationships are better understood, more efficient ways of controlling dust generation and dispersion may be evident. A practical and economical way to gain more in-depth understanding of these relationships is through scale model studies. Past research (1, 2, 3) has substantiated that scale models can be successfully used in studying ventilation parameters provided that geometric, kinematic, and dynamic similitues are maintained.To better understand face ventilation and dust dispersion, a 1/5 scale model of a room and pillar mine face was constructed. This model was then used to conduct experimental investigation on two ventilation parameters. The parameters which were examined included the line brattice distance from the face and the air quantity. The values of these parameters were varied in numerous experiments so that their effects on dust dispersion could be measured.The experiments of this study were unique in two ways. First, two different substances were used to simulate the respirable coal dust. Experiments were conducted with a tracer gas (methane) serving as the dust simulation substance. They were then repeated with an actual dust (Arizona Road Dust) replacing methane as the dust simulating substance. In previous scale model studies, the dust simulation substance has been limited to a tracer gas such as methane. The validity of using a tracer gas to simulate dust is not clearly known yet. The other unique thing about these experiments was the number of points measured for methane (or dust) concentration. Twenty five points in a grid arrangement were measured during each experiment of this study. The number of points measured for concentration in other studies has generally been very small (often 2 to 4). It is difficult to obtain an accurate assessment of how the ventilation parameters are effecting dust dispersion when only 2 to 4 points are measured."

Miners' nystagmus is the result of a peculiar form of eyestrain, which often results in impairment of vision and a consequent diminu- tion of the wage-earning capacity of the workman. Historically it has been pointed out by Shufflebotham that "This disease was first recognized by Gillett, of Sheffield, about 1854, although no case was mentioned in medical literature until 1861, when the symptoms were described by De Conde, a Belgian physician. Cases were reported by Pepp Müller as early as 1860, by Von Graefe in 1873, and by Bell Taylor, of Nottingham, and by Nieden in 1874. In this country (England) we are indebted to a very large extent to the observations and writings of the late Simeon Snell and for his pioneer work on this many-sided disease; in France Dransart occupies a similar position." In the treatise on "The Effects of Arts, Trades, and Professions," by C. Turner Thackrah, published in London in 1832, it is stated that- The complexion of the colliers, even after the removal of the dirt, is generally sallow and unhealthy. Their eyes, from the swelling of the lids, appear small, are affected with chronic inflammation and intolerant of full light. * Sickness and vomiting sometimes affect persons at their commencing the employ; and many, after a few years' trial, are obliged, by the injury which their health has sustained, and especially by the weakness of their eyes, to leave the mine. According to Greer, an authority on industrial diseases and acci- dents, miners' nystagmus occurs in 5 per cent of all miners, but it is quite probable that the reference is to European coal miners rather than to men employed in all branches of the mineral industry. According to the same authority, miners' nystagmus "is associated with a twitching of the eyelids and with considerable diminution of the range of movement of the eyes, and is particularly liable to occur in patients whose vision is subnormal owing to errors of refraction, especially astigmatism. It causes much inconvenience to those suf- fering from it and prevents them from following their usual occupa- tion as, owing to the movements of the eyes, everything at which they look appears to be in a state of perpetual motion, and in conse-

Carbon monoxide poisoning is one of the most widely distributed and most frequent causes of industrial accidents . Carbon monoxide gas is a product of incomplete combustion , and since it is without color , odor , or taste , its presence is frequently unsuspected in many places where it exists . It is an ever present danger about blast and coke furnaces , smelters , and foundries . It may be found in buildings having a leaky furnace or chimney , and in buildings where a gas stove is used without a proper flue connection , such as is often found in tenements , tailor shops , and boarding houses . Hospitals receive annually a great number of victims of poisoning , either by accident or in an attempt at suicide , from artificial illuminating gas . People may be affected by leaks wherever water gas is formed or used . The exhaust gases from gasoline motors under average running conditions usually contain 5 to 7 per cent carbon monoxide , and sometimes as much as 13 per cent ; deaths from running an automobile engine in a closed garage are not infrequent . A similar danger may arise in operating gasoline engines in launches without sufficient ventilation . The gas is formed also in stoker rooms , in gun turrets on battleships , in petroleum refineries , and by the Lablanc soda process in cement and brick plants . In underground mines carbon monoxide may appear as the result of shot firing , mine explosions , or mine fires , and in tunnels where automobiles , coal or oil - burning locomotives are operated . In spite of the common occurrence of carbon monoxide poisoning there appears to be no uniformly recognized treatment for a person overcome by carbon monoxide . In the rescue work of the United States Bureau of Mines , however , a method has been developed which has been supported by laboratory investigation , and has proved successful in practical experience , over a period of years . As outlined in this article , the method is useful in the hands of first -aid men as well as physicians .

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

"Initiated as a part of the Bureau of Mines program for development of strategic minerals for national defense, various mines in the Poughkeepsie Gulch and Mineral Point mining districts were examined by C. R. Wilfley, W. R. Hamilton, .and N. E. Wvvlwy, Jr., Bureau Of 'Mines engineers, in July and August 1943, July 1944, and September 1945. In a subsequent report a proposal was made to evaluate this isolated area 'of some 15 square miles located in Ouray and San Juan Counties, Colo.Reconnaissance work in the area was begun in June 1946. Mapping and sampling were begun in July and was completed in Pougkeepsie Gulch and extended westward to include the Hendrick Gulch area of the east side of Ironton Park. Project work was recessed for the winter on October 15, 1946 after approximately 6 square miles of the Poughkeepsie Gulch,district been mapped and 801 samples had been taken.In this report the physical features, climate, and ore deposits districts are described, and a brief history of mining and production lead, zinc; and silver is given.The individual mines and prospects in, the area are described in detail.A list of patented claims and ownerships is given in appendix I, and analyses of samples are tabulated in appendix II.The San Juan preliminary project was directed by Paul T. Allsman, chief, Salt Lake City Branch, Mining Division and was supervised by William M. Traver, Jr., supervising engineer, Colorado Field. Office.Chemical analyses were made by the Salt Lake City laboratory under the direction of H.E. Peterson, chemist, and S. R. Zimmerley, chief, Salt Lake City Branch, Metallurgical Division.Harold A. Because of the increasing shortage of fuel in the United States, especially of residential fuel in the Eastern and New England States, it was essential that the maximum production of anthracite be obtained to help win the war and to prevent human distress. The nine railroads that depend on the anthracite region for a substantial portion of their business were not congested unduly with other traffic, because the region was not participating in industrial activities to the same degree as in many other sections of the United States; consequently, transportation of anthracite to the New England States, New York, New Jersey, and eastern Pennsylvania over a shorter rail haul than for any other fuel was desirable. The prevention of floods that would cause a loss of anthracite production was important to the war program. Every shutdown deprives the northeastern section of the United States of anthracite that is needed badly. Failure to prevent inundation of anthracite mines halts production, endangers the lives of workmen, damages, sometimes beyond repair, vital underground equipment, and threatens the permanent loss of a large portion of the Nation’s anthracite reserves. Funds were made available to the Department of the Interior, Bureau of Mines, for the fiscal year ended June 30, 1945, through a supplemental appropriation for anthracite investigations, one of which was to conduct inquiries and scientific and technologic investigations that have a bearing on the anthracite mine-flood problem. As part of the investigation, the Bureau proposed to obtain the cooperation of the anthracite-mining companies and the State in effecting a program to prevent the inundation of mines in the anthracite region. No large engineering projects were undertaken by the Bureau during the fiscal year ended June 30, 1945, on the anthracite mine-flood problem. Small projects were chosen that could be completed within 1 year to prevent loss of anthracite production at a critical time. It was believed that such projects would lessen the chance that flood water would inundate active mine workings.

On a continuous miner coal face methane concentrations are affected by the quantity of fresh intake air reaching the face. When mining the box cut on a 12.2-m (40-ft) two-pass extended cut face, the continuous miner is always at the point of deepest penetration, and operation of the machine-mounted dust scrubber and water spray system improve the flow of fresh air to the end of the box cut. However, when the continuous miner leaves the box cut to begin cutting the 40-ft slab, little is known about how much ventilation air reaches the end of the box cut. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health conducted a full-scale study to answer this question. Tests were run to determine how much ventilation air reaches the end of the box cut with the continuous miner at three locations in the 40-fttwo-pass extended cut mining sequence; at the end of the 40-ft box cut, at the start of the 40-ft slab cut, and 6.1 m (20 ft) into the slab cut. During these tests, methane gas was uniformly released at the end of the 40-ft box cut. Methane concentrations measured0.3 m (1 ft) from the roof and face of the box cut were used to estimate face airflow quantities. Fresh air flow rates of 1.89and 4.72 m/sec (4,000 and 10.000 cfm), scrubber flow rates of 0, 4,000 and 10,000 cfm, water spray pressures of 0 and3827 kPa (0 and 120 psi), and a blowing curtain setback position of 15.2m (50 ft) were used during these tests. To improve ventilation to the end of the 40-ft box cut when the continuous miner was starting the 40-ft slab cut and 20 ft into the slab cut, the blowing curtain was advanced from its 50-ft setback to locations 40-ft and then 8.5 m (28 ft) from the face. Analyze variably saturated flow in mining and other environmentally sensitive settings through the use of personal computer (PC) based software. The Problem There is an increasing need for mining companies to quantify water contaminants and their migration in the unsaturated zone. New and innovative computer models are therefore necessary to more accurately assess the potential impact of mining activities on groundwater resources and the environment. Applications for unsaturated flow modeling include (1) assessment of the impact of surface or underground extraction mining on flow conditions; (2) assessment of various hydrologic designs for resource recovery, such as in heap leaching or in situ leach mining; (3) assessment of the transport of conservative nonrcactive constituents in response to migration from spoil piles, or acid mine drainage; and (4) assessment of any combination of the above to facilitate expeditious permitting for mining operations. Since the mid 1970's there has been a proliferation of mathematical models and procedures for solving unsaturated now problems; however, few of these approaches have been integrated into software for public use. Commercially available unsaturated flow software models typically are limited to a single application and have restricted approaches. For example, computer codes that solve the unsaturated flow problem based on an analytic expression arc restricted to a simple geometric shape, homogeneous and isotropic materials, and provide only information regarding pressure and flow conditions in specified wells. The variably saturated computer codes that take advantage of the finite difference or finite element approach arc often restricted to either steady state or transient solutions; utilize one specific moisture-retention relationship and moisture-dependent permeability function; do not account for hysteresis; and are used with specific hardware such as a mainframe or work station. This restricts their use because they arc hard to interface, and arc often poorly documented, support dependent, and expensive. The mining community needs a flexible, more broadly based, variably saturated fluid flow simulator for the PC-platform to more accurately predict fluid movement in the mining environment.

Develop an environmentally feasible method of mining shallow oil sands without removing overburden. Approach Oil sands are extracted through a single borehole by cutting into the sands around the borehole with a high pressure water jet, and pumping the resulting slurry to the surface. Although oil can be extracted from shallow fields by open-pit mining methods, this type of mining may create significant environmental impacts, including; (1) disruption of the surface, (2) accumulation of waste rock piles, (3) accumulation of tailings, (4) damage to the ground water quality, and (5) surface water pollution. The borehole mining system developed and successfully field tested by the Bureau of Mines offers a method for extracting oil from oil sand with minimal disturbance to environmental quality. (For examples of other applications of borehole mining, see Technology News Nos. 95, 63 56, and 48.) How It Works Prior to the start of mining operations, baseline conditions for ground subsidence and ground water quality are established at the test site so that the degree of subsidence and changes in ground water quality can later be determined. Oil sands mining is conducted using the Bureau of Mines borehole mining system. The borehole mining tool consists of a 12-inch-diameter pipe string and accessories capped with a three passage swivel terminated with a mining section. The mining section has an auger at the bottom. Four slurry inlet holes and an eductor are located above the auger, and a single cutting nozzle is located near the top of the mining section. The tool generates a high velocity water jet that erodes and slurrifies ores. The slurry is drawn into the inlet of the eductor which lifts the slurry to the surface where it is deposited into a slurry discharge sump. To detect evidence of subsidence, surveys of the land surface are made at regular intervals during, and until 30 days after, the termination of the mining operations. Samples of ground water from the borehole and two adjacent monitor holes are taken on alternate days during the mining operations, and are later analyzed to determine if any ground water contamination has occurred.

Rock masses in deep level mines are subject to high stresses, which can result in unexpected failure of rock into mined-out openings. Historically, various independent methods have been used to discern the causes of rock bursts and to evaluate stress conditions in rock masses susceptible to violent failure. Personnel from two research centers of the former U.S. Bureau of Mines, Spokane and Twin Cities, investigated a rock burst that occurred in May of 1994 in a rock mass between the 4400 and the 4600 levels of the Sunshine Mine, Kellogg, ID. The team evaluated the current state of stress in the pillar and the most likely cause of the rock burst by studying the seismic history of the pillar, examining the geology, analyzing the available in situ stress data, calculating possible fault-plane solutions for the burst, and performing a seismic velocity tomographic survey. The results of the study showed that post-rock-burst seismicity was concentrated about 15 to 30 m west of and about 15 m above the rock-burst location. The pillar is composed of a very hard sericitic-to- vitreous quartzite of a type rarely found in the mine, but that is often found in other district mines having a history of seismic activity. In situ stress analysis of the pillar and the surrounding rock mass showed a probable stress rotation from northwest-southeast to east-west. Of four fault plane solutions, the most probable was either a left-lateral, strike-slip movement with a compressive principal stress oriented nearly north-south, or a right-lateral, strike-slip movement oriented east-west. Finally, tomographic images showed low-velocity areas (interpreted as areas of low stress) associated with the crosscuts and haulageways, and high-velocity areas (interpreted as areas of high stress) associated with the rock-burst location. High velocities were also found in a planar area oriented in an elongate northeast-southwest direction.

"Arsenic has been recently quoted at 10 1/2 - 11 cents per pound, an increase over the prevailing price of last fall, when arsenic was cents, as against pre-war prices around 4 cents is evidently a sustained demand for this material. The following statements are intended to summarize briefly some particulars regarding arsenic.Commercial arsenic is the white arsenious oxide (As203). This is the form in which it is generally marketed, as the uses of arsenic demand its industrial application in this form. Arsenic as an element finds rather restricted use in the hardening of lead shot, ere it is to some extent replacing the use of antimony, while white arsenic is employed in a variety of manufacturing processes, chief of which is the manufacture of insecticides and sprays. The poisonous nature of most arsenic compounds, the commonly known ones being paris green and lead arsenate, and its relative cheapness, make arsenic a material suitable for this purpose. The stimulation of agriculture during the war greatly increased the demand for arsenical insecticide. Glass making consumes a large amount of arsenic as it has been impart increased brilliancy to the glass. Crude commercial arsenic is often used to kill weeds along railroad tracks. Arsenious oxide is used also for preserving hides, while the disulphide, AS2S2), finds an application in dehairing hides for the finest grade leather, as it least affects the product. Orpiment (As233), is used in textile dyeing. Wall paints and wall paper formerly consumed considerable arsenic in the form of paris green, but this use has been largely,given up due to the poisonous nature of the dust from the product. Sodium arsenate for a similar reason, is now little used in printing where it had found application. The great objection to arsenical yes and paints is the risk of poisoning from use of the manufactured article. Sodium arsenite is the principal poisonous in¬gredient of many cattle and sheep dips. Arsenic compounds are also used medicinally."

One of the largest items in the expense of operating a refinery is the cost of the fuel used in distillation and for miscellaneous purposes such as in the heating of buildings and in the generation of electricity, On a B. t. u. basis, the average refinery consumes approximately one-tenth as much fuel as it produces. Theoretically, the fuel consumption at refineries should be much smaller than this, but furnaces can riot be designed to be 100 per cent efficient' and, in addition, a large part of the waste heat is low-temperature heat which would not pay for the expense of recovering it. Annual surveys of fuel consumption at refineries have been made by the United States Bureau of Mines, beginning with 1925. During the 5-year period, 1925-1929, the refineries made steady progress in fuel economy. This is evidenced by the Computed figures of heat requirement Per barrel of crude oil refined, which show a decline from 829,000 B. t. u. in 1925 to 639,000 B. t. u. in 1929 (see fig. 1). In 1930, however, the trend in fuel economy was reversed and the quantity of heat utilized in refining the average barrel of crude oil rose to 672,000 B. t. u. There were undoubtedly a number of reasons for the apparent decrease in fuel economy at refineries in 1930, chief of which were the tendency to carry the distillation farther instead of merely topping the crude and a gain in the consumption of waste oils, such as acid sludge, which in actual practice yield less heat per unit consumed than has been theoretically assigned to oil. The consumption of natural as fuel at refineries has declined since 1927, but this has been more than compensated by a rapid increase in the use of refinery or still gas. The total consumption of oil as refinery fuel in 1930 was not much below the 1925 total, but the consumption of coal has declined rapidly, so that in 1930 liquid and solid fuels contributed only 56 per cent of the total heat units- utilized at refineries as compared with 77 per cent in 1925 (see fig. 2).

Several experimental programs were conducted at the Pittsburgh Research Center to investigate the level of mine fire detection and alarm capability possible using state-of-the-art technology. These programs involved comparison of the response and alarm time of optical and ionization type smoke sensors to smoldering and flaming coal combustion in a smoke chamber. Coal combustion experiments conducted in the smoke chamber demonstrated that a CO concentration of 5 ppm above ambient corresponded to an optical density of 0.022m1. For the four smoke sensors for which a continuous analog signal was available, a smoke sensor alarm was defined as the average background signal plus ten times the peak-to-peak noise. This alarm criterion resulted in the association of the alarm for three of the four sensors with a smoke optical density of 0.022m-1. and 0.033m-1 for the fourth smoke sensor. The smoke sensors used in the smoke chamber studies were incorporated into large scale diesel fuel fire experiments conducted under normal ventilation conditions in the Safety Research Coal Mine (SRCM) at the Pittsburgh Research Center. These experiments showed that a diffusion mode smoke sensor alarmed earlier than a diffusion mode CO sensor; and, based upon the measurement of the optical transmission at the location of a pump mode ionization type smoke sensor that a pump mode ionization smoke sensor alarmed at an average smoke optical density of 0.021m" for the twelve experiments conducted. A series of 30 and 330 kW diesel fuel fire intensity experiments were conducted under zero airflow conditions in the SRCM. It was determined that :(I) thermal sensors are inadequate at 30 m from a 300 kW fire;(2) a diffusion mode ionization smoke sensor can be more effective for mine fire detection than a diffusion mode CO sensor;(3) recommendations can be made for sensor spacing in a mine entry based upon the measured CO buoyancy induced spread rates along the mine roof and the time for a developing coal fire to ignite a conveyor belt.

Three -dimensional boundary value problems are difficult to solve. Indeed, while the separation of the scalar wave equation can be effected in 11 different coordinate systems, an analytic solution requires that the boundaries, both external and internal, possess the same symmetry as the coordinate system. Numerical methods are thus of great importance for the solution of such problems; however, despite the availability of high-speed, large memory digital computers , the solution to a significant three -dimensional problem is by no means trivial. It is unfortunate that the results reported here by Jones are invalid. Jones discusses a model in which a three-dimensional island lies off a linear coastline where all the interfaces lie in the coordinate planes in a Cartesian system. A downward plane em wave polarized with the electric field parallel to the linear coastline, and two of the islands coast, is incident downward. This, of course, requires that the incident electric field is perpendicular to the other faces of the idealized Cartesian island. The significant equation used by Jones for his finite difference calculations is [ ] where n2 = sµ? . is the conductivity, µ=µo is the permeability of the appropriate medium, and w is the angular frequency of a Fourier component of the incident field. We see that the displacement current term is omitted, which is an excellent approximation for the parameters of interest in this model. In the similar equation for the y- component of the diffusion equation, the same considerations which we are about to discuss are equally valid. It can be seen from the equation that the field components are related and thus any errors introduced will be propagated into all three components. This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

A specially recommended cable is a rubber-sheathed cable that has met the minimum performance requirements for cables as set forth in Schedule 20. The first in the series of recommended cables was listed September, 1930, by an ad- vance notice published as Information Circular 6375 which described the conditions under which the cable tests were made. Since that time six additional cables have met the test re- quirements and have been specially recommended. The cables listed were all twin (parallel duplex) cables having outer belts or cov- erings of approximately -inch high-grade rubber compound, and have the same general appear- ance and relative dimensions as the types of twin cables in general use. The cables were tested under conditions designed to show their approximate perform- ance under mine conditions. Only twin-type cables have met these test conditions. Although the recommended trailing cables are much better and safer for mine use than other cables and withstand being run over by a 7-ton car, they should not be considered as 100 per cent safe. The 7-ton car test represents the minimum limit requirement effective at present under Schedule 2-C, but the test car operates on a straight and level track, and thus does not represent the more severe conditions of mine use such as might result from uneven and curved tracks.
