"One of the main functions of the U. S. Bureau of Mines, as authorized by Congress, is to investigate safety and health conditions, to disseminate information regarding safe and unsafe practices in mining, and to aid in improving safety and health conditions of mining communities and in promoting the welfare of the miner. Among several methods of reaching the miner and interesting him in safety work, perhaps the most effective is through the 11 mine safety stations and 11 railroad cars known as mine rescue, or more correctly, mine safety cars.Frequently, the Bureau of Mines receives requests for information regarding the purpose, equipment, personnel, and construction of its safety cars used in the field service. It is the intention of this circular to present to the mining public in particular, and to the public in general, some definite information regarding these safety cars and their functions.The cars are operated throughout the mining fields of the United States and are headquartered as follows (see fig. 1): Car 1, Reno, Nev.; Car 2, Raton, N. M.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa; Car 11, Anchorage, Alaska.One of the most important purposes of the U. S. Bureau of Mines safety cars is to render service at mine fires and explosions where human life is endangered. State mine inspectors and other interested persons are supplied with itineraries of the car operating in their districts from time to time, so that they may know at all times where the car can be found in case of emergency. When these disasters occur the car may be reached direct or through its field headquarters, and upon receiving word of a mine disaster, or request for assistance, it immediately proceeds to the scene of trouble. Frequently a special locomotive is supplied by the railroads and in many instances the movement of the car is given the right of way over all other railway traffic. Upon reaching the destination, the facilities and personnel of the car are immediately available for rescue and recovery operations.Following most mine disasters a thorough investigation is made by engineers of the Bureau of Mines, and a confidential report is submitted to the operator. The information gained in this manner from a large number of mine fires and explosions, together with the knowledge gained from the experimental work carried on at the Experimental mine of the bureau at Bruceton, Pa., serves as a basis upon which the bureau is able to recommend preventive measures whereby similar occurrences may be averted. The concentration limits of flammability and autoignition temperatures of trichloroethylene in atmospheres of air, oxygen, and nitrogen tetroxide have been determined in a spherical vessel. The autoignition temperatures of TCE in atmospheres of air, oxygen, and nitrogen tetroxide were found to be 419°, 396°, and 221° C, respectively. The flammability zones of TCE-air, TCE-oxygen and TCE-nitrogen tetroxide mixtures at 100° C were found to be 10.5 to 41, 7.5 to 91, and 13.5 to 69 volume percent TCE, respectively. In addition, maxi-mum combustion pressures of 50 ps and 140 were recorded for constant volume combustion of the lower limit mixtures of trichloroethylene in air and oxygen, respectively.

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. A Bureau of Mines method for recovering nickel, cobalt, and copper from low-grade domestic laterites is described, which includes the unit operations of solvent extraction and electrowinning. Previous Bureau work indicated that addition of Na2S04 (sodium sulfate) to the nickel electrolyte improved current efficiency in nickel electrowinning. The present study determines the compatibility of Na2S04 with nickel strip-ping in the solvent extraction operation of the Bureau method. The effect of adding 100 g/l Na2S04 on nickel stripping, phase disengagement, and pH was determined in comparative laboratory-scale tests. In continuous-circuit testing, Na2S04 reduced stripping efficiency to the extent that five, instead of four, strip stages were required for complete stripping of nickel from the loaded solvent. In tests made in a phase-disengagement cell that had a variable settler area, the addition of Na2S04 did not significantly affect phase separation characteristics. The pH of the nickel electrolyte in the temperature range of 20° to 65° C was also unaffected by the addition of Na2S04. An economic evaluation showed that the energy saved by adding Na2S04 to the electrolyte would more than offset the cost of adding another stripping stage.

This paper reports the results of solution calorimetry conducted to obtain the heats of formation of crystalline FeS04?6.952H20 and FeS04?1.008H20, from. which values were derived for the stoichiometric compounds FeS04?H20 and FeS04?H20. Also included are derived values of the free energies of formation and dehydration. This work was undertaken primarily to fill a need for data for pure, easily obtainable ferrous compounds that are suitable for use as calorimetric intermediates, The ferrous sulfate hydrates meet the essential requirements for this use.

A pure scandium solution was concentrated from 10-4 mole per liter to 0.5 mole per liter by continuous foam fractionation in a spaced, packed column. Recovery in the foam was 77 percent using a spaced, packed draining column with sodium n-methyl-n-"coconut oil acid" taurate as the surfactant. The technique was first studied batchwise in a small unpacked column to determine the more important variables. Optimum surfactant concentration was found to depend on scandium concentration. Extraction and, in general, enrichment ratios were highest in the 2.5 to 3.5 pH range at temperatures ranging from 50° to 70° C. An airflow rate of 136 ml./min. was satisfactory in the equipment used.

To facilitate compliance with title 30 CFR 75.1001-1(b), which requires testing and calibrating of trolley line automatic circuit interrupting devices at intervals not to exceed six months. Approach Calibration of a circuit breaker ideally implies the passage of the expected fault current through the sensing circuit, and observing a successful circuit interruption at the preset level within a specified time. On trolley lines, the required current may be a few thousand amperes, with maximum duration well exceeding one-tenth of a second. Any method of obtaining this calibration current Involving the trolley wire can contribute to wire sagging and other permanent damage to the haul-age system due to the high energy dissipated during the test. Also, control to assure that exactly the required level and duration of current flow is obtained implies the use of equipment which is simply not available In the ordinary mine. Under a Bureau of Mines contract, a circuit to achieve the necessary calibration pulse was conceived and built. How It Works Two prototype units were fabricated and have been field tested by MSHA technical support engineers in under-ground mines. The equipment consists of an electronics Package 20 x 24 x 8 inches and weighing 93 pounds, including a side-mounted circuit breaker, with a set of 8 foot long detachable, AWG #4/0 leads with plier-type clamps. The total lead assembly weighs 21 pounds.

The citrate process for sulfur dioxide emission control was developed in pursuit of the Bureau of Mines goal of minimizing the adverse environmental impact of mineral-processing operations. This publication describes the gas analysis procedures used during development of the process. The research required the capability to analyze SO2, H2S, CO, CO2, COS, volatile hydrocarbons, NO, NO2, O2, N2, and H2. The methods described include gas chromatography, electrochemical detection, infrared spectroscopy, and the use of a computer program to predict the product composition in complex reactions. Laboratory and pilot plant applications are discussed.

[A colorimetric method5/ for the determination of benzene in amounts as low as 0.001 mg has been developed recently at the U.S. Bureau of Mines Pittsburgh Experiment Station by the authors, with the assistance of chemical personnel fro a the Allegheny County (Pa.) Relief Works Division. The method is based on the direct nitration of either liquid - or gas - phase benzene, followed by neutralization, extraction with butanone, and final treatment with sodium hydroxide which produces a violet color. The color is matched with color standards of known values. Although the method is adaptable to many conditions the primary objective was a procedure that would be suitable for hygienic investigations. The development worth included a study of possible interference by chemicals that be present in those situations in which the method. would be employed. In this study it was found that a specimen of hexane prepared by the Gulf Research Laboratory, Pittsburgh, by fractionation of West Virginia natural gas gave positive result for benzene, whereas a specimen of pentane prepared in the same manner showed only a trace, and specimens of n -heptane and octane (2,2,4 trimethylpentane) supplied by Eastman Kodak Co. save a negative result. According to information obtained from the Eastman Kodak Co. the latter two compounds were highly purified, the n-heptene being prepared from line and the octane synthesized in the laboratory. On nitration of a larger amount of tae natural hexane a visible quantity, of needlelike crystals which resembled those of m-dinitrobenzene was obtained. The hexane from this nitration was recovered by distillation and again nitrated, but no crystals or colorimetric indication of benzene was obtained. This imitated that the specimen of natural hexane contained a substance which at least had the chemical behavior of benzene.]

Electrical resistivity surveys were conducted at three sites in Wyoming in an attempt to detect underground rubble zones in oil shale and to determine their size and resistivity contrast. The zones were detected at Rock Springs sites 4 and 5, but none were detected at Green River site 1. The resistivity of the rubble zones at sites 4 and 5 is greater than that of the surrounding rock. The zones at sites 4 and 5 are concluded to be roughly ovaloid in shape, with a horizontal diameter of 33 m and a vertical thickness of 24 m. Both rubble zones and the blasting that created them are considered to be centered at a depth of 24 m.

The method of mining bituminous coal in Pennsylvania cannot be treated in an extended manner in this publication since this would require more space than justified. The general plan of operation of most mines is on the room and pillar system, using double entries from which the rooms are driven In the early mining in the Pittsburgh coal bed the "checkerboard" plan was much used, but this entailed a large loss of coal in the blocks of coal that were left standing. In recent years there has been a tendency towards the adoptions of the panel, room and pillar method, also the block system, which ad mats of concentrated mining within a relatively small section of the mine It is not unusual to use 4, 6, or 8 parallel entries for the panel development. The longwall advancing method has been tried in some of the thin beds of the central coal field, but so far it has not passed beyond the experimental stage. The average extraction' of coal throughout the State is 714 per cent, but it is estimated that 15 5 per cent of the loss is avoidable, so the actual extraction should approximate 87 per cent. Pennsylvania is exceptionally well provided with means of transportation by trunk lines, branches, and by intra State railroads, among which are the Pennsylvania, Baltimore & Ohio, New York Central, Buffalo, Rochester & Pittsburgh, Western Maryland, Bessemer & Lake Erie, Pittsburgh & West Virginia, Pittsburgh & Lake Erie, Erie, Monongahela Division, and Montour railroads, all of which reach some of the bituminous mines The Monongahela River furnishes water transportation for Allegheny, Greene, Fayette, and Washington counties During 1923 the coal traffic on this river amounted to 18,709,084 tons, and of coke, 385,426 tons Coal is moved on the Allegheny River also, the total in 1923 being 911,178 tons s.

Various chemicals, including compounds of copper and lead, were added to a mixture of No. 2 and No. 6 fuel oils that was fired in an experimental furnace. Tests were made to determine (1) the effectiveness of these chemicals in removing soot deposits on probes devised to simulate heat-transfer surfaces in boilers and (2) the effectiveness of the chemicals in preventing the deposition of soot on the probe surface. Test conditions were regulated so that the temperature of the products of combustion adjacent to the probes was in the range of 625° to 700° F. The clean-metal temperatures of the air-cooled probes were comparable with the water-tube temperatures in boilers operated at 40 to 100 p.s,i.g. The dosages of the fuel oil additives used in these tests were generally larger than those usually recommended for most proprietary compounds.

The U.S. Department of Labor?s Mine Safety and Health Administration (MSHA),through its winter alert program, warns U.S. mine operators and miners at underground coal mines of workplace hazards that can arise when the weather turns colder. MSHA records indicate that, historically, most explosions in underground coal mines occur during winter months. ?The changes in weather can increase the risk of fatal accidents,? says David G. Dye, Acting Assistant Secretary of Labor for Mine Safety and Health. ?Each miner and mine operator must take individual responsibility to eliminate the kinds of hazards that can cause fatal accidents in the workplace. Safety is not the other guy?s job?safety begins with you.? In fact, MSHA?s slogan for this year?s campaign is ?Winter Alert Starts Now and Safety Begins with YOU.? This message reminds miners and mine operators of the risks of colder weather and educates them about helping to reduce risks and hazards. ?Safety requires the joint effort of both management and labor,? Dye says. ?Everyone at the mine site must see safety as an individual value and act to ensure a safe working environment.?

This study is intended to serve three roles. First, it represents a global overview and summary to supplement and complement the five regional companion volumes of the 1991 edition of the Minerals Yearbook International Review. In this regard, it also extends previous time series under this title that appeared as the introductory chapter to the international volume of the Minerals Yearbook from the inception of that volume in 1963 until it was subdivided into separate regional volumes in 1989. The basic statistical presentations herein generally contain data through and including that for 1991, although in a few instances the most recent statistics are those for earlier years because more recent, comprehensive global statistics simply are not yet available owing to delays in data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting the world's mineral industry that have occurred between the end of 1991 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

"Co-Directors, Generic Mineral Technology Center for Respirable DustEarly in the 1980s, the U.S. Bureau of Mines initiated the concept of the Generic Center, incorporating it into its mining research program, and in 1983, the Generic Mineral Technology Center for Respirable Dust was established. The Generic Center concept was first envisioned by the U.S. Bureau of Mines as a way to bring together the various different scientific, engineering and medical research interests in the respirable dust area to effect a coordinated and efficient organization for advancing knowledge in that field. The result was a combination of the collective talents and skills of more than 100 scientists, engineers, medical personnel and graduate students, through the formation of a consortium of five major research universities, including medical facilities, to perform respirable dust research. The Generic Mineral Technology Center for Respirable Dust consortium comprises The Pennsylvania State University (with its Hershey Medical Center) and West Virginia University (with its Medical Center) as the lead universities and the University of Minnesota, Massachusetts Institute of Technology and Michigan Technological University as affiliates.Although respirable dust-related disease remains the nation's worst industrial hazard, the fundamental understanding of all aspects of respirable dust associated with the mining and milling industries, including the interaction of dust and lungs, has grown significantly over the past near-decade toward the larger effort to reduce the incidence and severity of disease caused by respirable dust. Continued progress toward making the mine work environment cleaner and healthier remains the immediate objective of the Respirable Dust Center.The Respirable Dust Center's research program and technology transfer activities, described in this paper, exemplify the Generic Center concept first envisioned by the U.S. Bureau of Mines. Interdisciplinary and interactive studies continue to result in significant progress toward making mine atmospheres cleaner and healthier."

Laboratory experiments were conducted to study the carbon deposition characteristics of a high-gravity, paraffin-base crude oil. The results of these experiments indicate that a fuel supply adequate to initiate a combustion wave can be deposited in high-gravity-oil reservoirs. These results are significant because there has been considerable doubt whether oils over 35° API gravity are able to deposit sufficient fuel. Considered in these studies were the effects of air flux, temperature, initial oil saturation, and time on carbon deposition. Conditions that maximized carbon deposition in the laboratory and an understanding of the nature of carbon formation are shown by graphical interpretation of the data. Statistical techniques were used to design and analyze the results of the retort tests. For the same amount of laboratory work, this approach yields more information about the systems that were studied than the classical method of research presently used in many laboratories. In addition, the accuracy of calculating the effect of each variable on carbon deposition is twice that of the classical approach. This paper develops the statistical approach to research without complex mathematics, thus enabling the reader to grasp the concept of how statistics can be applied to study many complicated problems.

Objective To characterize the roof fall risk associated with underground limestone mining. Background During the first 5 years of this decade, more than one-fourth of the underground mining fatalities occurred as the result of fall of ground. The large openings in underground stone mines present limitations in observing ground conditions because of floor-to-roof heights ranging from 20 to 60 ft or more. Generally, the status of ground conditions in under-ground stone mines is based on observation and experience obtained during mining development. Some mines use monitoring instruments to gain information on roof conditions, but this practice is typically focused and localized to address issues in a particular area or section of the mine. The Roof Fall Risk Index (RFRI) described here provides a method of systematically characterizing the risk of roof falls to enhance the safety of mine workers. Approach As in many industries, a defective product signals the potential for failure. Similarly, defective rock or strata in an underground stone mine presents a potential risk. Assessing ground conditions relative to the concentration of defects observed provides a way to index or rate these conditions and the subsequent risk. Through observations at approximately 50 underground limestone mines in the United States, strata defects were categorized to develop a quantitative method for determining the RFRI. This method is specifically geared to underground lime-stone mines because strata defects are difficult to see and limited by the experience and knowledge of the observer. Overall, 10 defect categories were deter-mined: 3 that relate to geology, 4 that result from mine development, 2 that are indicative of the roof profile, and 1 that addresses moisture or water flow (see RFRI Chart 1). The defect categories are also weighted to reflect the conditions indicative of roof or strata movement or separation (categories 4 through 8). These weights are multiplied by the assessment value to determine the total category value. The benefit of using monitoring techniques to gain information on roof conditions is also factored into the RFRI for overall assessment of an area in the mine. Each defect category is assessed with a value of 1 to 5 based on parameters as defined in each defect category, with 5 indicating the highest degree or level of defect. The assessment value of 3 is also used when information on a parameter is unknown. The parameters for the defect categories are illustrated in RFRI Chart 2 for use in determining the assessed value. How It Works The RFRI provides a means to categorize the risk for roof falls in underground stone mines. The concept of this calculation is aimed at providing an indication of the level or degree of defect relative to the area of the mine examined. The RFRI for the calculation produces a distribution where RFRI values approaching 0 represent a stable condition and those ap-proaching 100 represent an unstable condition.

GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. "The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."

To develop a quick, safe, and effective method that allows workers at mineral processing operations to clean their dust-soiled clothing periodically throughout the workday. Background Reducing workers' respirable dust exposure to silica and other harmful dusts and contaminants is an ongoing goal in the U.S. mining industry. One area of known worker exposure is from contaminated work clothes. A U.S. Bureau of Mines report documented a number of cases where a tenfold increase in a worker's dust exposure was measured from contaminated work clothes. In these cases, the dust emitted from clothing caused the worker's dust exposure to exceed the permissible exposure limit in less than 2 hours. The most effective way to eliminate this dust source is to have workers clean or change their work clothes. There are two federal regulations that impact the clothes-cleaning process. The first states that at no time shall compressed air be directed toward a person, but that when compressed air is used, then all necessary precautions shall be taken to protect persons from injury. The second regulation states that compressed air should only be used for cleaning purposes when it is less than 30 psi and used along with personal protective equipment. For the mining industry, by default, the only approved method to perform clothes cleaning is to have workers vacuum their clothes using a HEPA filter system. This is very difficult and time-consuming and, in most instances, not very effective. Most workers would prefer to use a single compressed air hose to blow dust from their work clothes. However, not only is this method prohibited by law, it usually creates a significant dust cloud in the work environment and contaminates coworkers.
