On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Common-wealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. Except for the mineral fuel commodities, the detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. In October 1977, responsibility for the collection of data on mineral fuels-coal, petroleum, natural gas, and natural gas liquids-was transferred to the newly created Department of Energy. Although chapters covering these commodities will no longer appear in Volume I of the Minerals Yearbook, quantity and value data have been included in most of these summary tables to maintain statistical consistency in State and national value of overall crude mineral output. This shift in responsibility has also resulted in changes to the composition of the "Nonmetals" and "Mineral Fuels" groups in table 1 and table 2. The commodities-asphalt and related bitumens (natural), carbon dioxide (natural), helium, and peat-have been removed from the "Mineral Fuels" group, and are now included under the "Nonmetals" group. There has been no change in the components of the "Metals" group.

With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

"Introduction In studying the mine disaster files of the Bureau of Mires for preparation of a bulletin on coal-mine explosions, a table was compiled covering various features of fan installations and the handling of air currents at the time of and after the disasters. As a sidelight on this discussion, there was tabulated the loss of life and number of men injured.Discussion of collected dataOf the 164 disasters tabulated, 148 were explosions, 14 were fires, and 2 involved both fire and explosion. The total loss of life was 4,158 and 412 were injured. There were 145 disasters in bituminous coal mines, 13 in anthratice mines, 2 in lignite mines, 1 in a cannel coal nine, and 3 in metal mines. By States, 35 took place in Pennsylvania; 17 in West Virginia; 16 in Oklahoma and Alabama; 15 in. Kansas and Illinois; 12 in Indiana; 7 in Colorado; 6 in Kentucky; 3 each in Ohio Tennessee and Wyoming; 2 each in Arkansas, Montana, Washington, Virginia, New Mexico and Utah and 1 each in Iowa, Missouri, Maryland, and California."

In This Chapter [Geologic features associated with anomalous methane emissions Gas outbursts and blowers Methane drainage strategies for mitigating anomalous methane emissions and General considerations for a methane drainage program] This chapter summarizes how certain geologic features may be associated with unexpected increases in gas emissions during coal mining. These unexpected emissions have the potential to create explosive conditions in the underground workplace. Also discussed are the generally used practices to alleviate potential hazards caused by gas emissions associated with these geologic features. INTRODUCTION Unforeseen mine gas emissions in quantities sufficient to create hazardous conditions have been attributed to sources outside the mined coalbed since the first documentation of methane explosions in coal mines [Payman and Statham 1930]. Geologic features such as faults have long been recognized as conduits for gas flow from strata adjacent to mined coalbeds [Moss 1927; Payman and Statham 1930]. Other features such as sandstone paleochannels, clay veins, and localized folding have also been recognized for their impact on gas emissions into mine work-ings [Darton 1915; Price and Headlee 1943; McCulloch et al. 1975; Ulery and Molinda 1984]. The fact that strata adjacent to mined coalbeds can emit large quantities of methane gas into mine workings is not surprising from a theoretical perspective. Many researchers have recognized that during the burial and diagenesis of the organic matter forming today’s minable coalbeds, similar dispersed organic matter in adjacent strata has produced methane in quantities far exceeding the storage capacity of the coal and surrounding rock [Juntgen and Klein 1975]. It is not surprising then that large quantities of methane can remain trapped in these strata. A potential hazard occurs when mining of a nearby coalbed causes pressure differentials and mining-induced fractures conducive to gas flow into the mine workings from these strata. This gas flow may be facilitated or temporarily impeded by the presence of geologic structures or anomalies.

STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. The Soviet-controlled Government in Afghanistan continued to emphasize development of the country's mineral resources, primarily to supply raw materials and fuel to industrial areas in the Soviet Central Asian republics. In addition to expanding production of natural gas for export to the U.S.S.R., a $600 million2 Soviet-Afghan cooperation project, 1 of 167 such projects established since 1981, was devoted to exploiting the Ainak copper deposit, south of Kabul in Logar Province. Also being developed was the large Hajigak iron ore deposit in the Hindu Kush Mountains, 100 kilometers northwest of Kabul. In addition to these minerals, Afghanistan already produced small quantities of barite, cement, coal, gypsum, salt, and possibly some lapis lazuli. Afghanistan was the world's leading producer of lapis lazuli, a semiprecious gem stone, prior to the Soviet invasion in 1978, but production, although no longer reported, has probably been significantly reduced. It was also reported that Soviet mining engineers and technicians have commenced producing uranium from Lashkangah in the mountainous Khawaja Rawash area near Kabul.3 The Government was also considering mining chromite from Herserak and Mohammed Agha Kulanger, near the border with Pakistan.4 Afghanistan's overall economy remained stagnant in 1983, a result of continuing armed resistance to the Soviet-installed government. The gross domestic product (GDP) was estimated at about $2.8 billion, only marginally higher than the 1982 level. The value of exports was estimated at $720 million, up less than 2% over that of 1982, while imports rose approximately 8% over the same period. Natural gas was by far the leading export, earning about $295 million, up 4% over that of 1982. Approximately 90% of Afghanistan's natural gas production was exported to the U.S.S.R. Gas exports were used to pay the country's debt to the U.S.S.R., and also to pay for its supplies of petroleum products and other goods, which were imported almost exclusively from the Soviet Union. Some of Afghanistan's petroleum products were supplied by the U.S.S.R. as grants in aid, as Afghanistan did not have any domestic petroleum refining capacity.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

A few of the more progressive mining companies have taken precautions to safeguard employees or man-trips. Specially constructed men-cars -have been provided with special devices or mechanisms to stop the cars on slopes, if the hoisting cable should break. Cars have been equipped with safety chains to connect and hold them together if a coupling should break. Steel frames covered with heavy wire netting have been placed over cars to reduce injuries to the riders from roof fails on slopes. A safety cable passing from the front car to a point above the cable socket on the slope hoisting cable is used frequently as a precaution in case the socket loosens o the main cable breaks at the socket. Such devices are commendable, but the percentage of man-cars and man-trips protected is relatively small - entirely too small. Man-trips that travel level haulage roads are rarely protected safety devices, and haulage roads are seldom inspected by mine officials to determine the condition of roof and ribs.

There has been a persistent need to forecast roof falls so that miner’s exposure to hazardous underground environments can be minimized. Several monitoring techniques have been developed and are used today with varying levels of acceptance in the mining industry. This paper examines the potential for monitoring microseismic emissions activity as a means of forecasting roof falls. The use of this activity to forecast roof falls has drawn only limited attention, resulting in a lack of published field performance data. This deficiency is being partially addressed by analyzing data obtained during longwall mining at Moonee Colliery in 1998. The Moonee data base contains a wealth of information concerning roof fall forecast parameters and the seismic alarm criteria used to develop these forecasts. Four seismic alarm criteria were developed and used by Moonee with varying degrees of success. Roof falls were forecasted 73% of the time with average forecast times of 54 minutes. Ninety percent of the predicted roof falls had a warning time, i.e., the time between warning and roof fall event, of greater than 1 minute. The fraction of forecasted roof falls decayed logarithmically as a function of warning time, until only 20% of events were predicted more than 100 minutes prior to roof falls. False alarms occurred in 50% of the warnings. Many of the false alarms were quickly followed by a cessation in mining which could have temporarily halted the on-going failure process. If mining had continued immediately after the false alarms, a roof fall may have occurred soon after. The microseismic activity collected from Moonee Colliery demonstrates that techniques to forecast roof rock instabilities in underground mines are possible.

To measure the loading behavior of friction bolts, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) installed strain gauges on the interior of friction bolts and developed a battery-powered miniature data acquisition system (MIDAS) that fits inside the hollow portion of the friction bolt. The advantages of this system are that it is protected from face blasts and eliminates the need for external wiring. Laboratory pull-out tests showed that friction bolts installed in a concrete block with resin were loaded to about 1.8 tons/ft of bolt length; bolts installed without resin were loaded to 1.3 tons/ft. Three strain-gauged friction bolts were installed at Hecla Mining Company’s Gold Hunter Mine, Mullan, ID, in the wall or rib of a mechanized cut-and-fill stope. The object of these tests was to establish an installation procedure for the bolt-and-MIDAS combination and to evaluate performance. The stope was advanced in three 15-ft increments and strains induced in the rock bolts by stress changes in the rock were recorded every 30 minutes. The MIDAS proved to be rugged enough to withstand the shock and vibration from nearby (5 ft) face blasting. Data from MIDAS showed that the friction bolt installed with resin was the most sensitive to each face advance. It showed a steady increase in loading to a maximum value of 1000 microstrain. The friction bolt installed without resin showed stick-slip behavior with loads to a maximum of 400 microstrain before the stope was completed.

To insure domestic production of aluminium for, essential civilian and defense uses, the Government, under authority of the Defense Production Act of 1950, programed and promoted an aluminum-expansion program that will more than double the primary production capacity that existed in 1949. In view of this vastly increased production, the raw materials, with respect to both quantity and sources, are reviewed. The raw-material consumption pattern, the requirements during an expansion period when excess quantities of materials for starting up new facilities are consumed, and the probable requirements for production of 1.7 million tons per year of primary aluminum are discussed. The raw materials that presented the most difficult supply problems were bauxite, electrical power, and fluoride salts, and the supply pattern for these materials probably will undergo changes. A major part of the electrical energy for the increased capacity was to come from thermal generation, Jamaica-was to become a major source of bauxite, and synthetic fluoride salts were replacing natural cryolite in increasing quantities. Other raw-material requirements discussed are: Soda ash; lime, and limestone; starch; filter cloth; fuel; alumina; the carbonaceous materials, green and calcined petroleum coke, high-and low-temperature pitch and coke or anthracite; cryolite; aluminum fluoride; the materials going into production of synthetic fluorides, acid-grade fluorspar, and sulfuric acid; and labor. INTRODUCTION The raw materials for the aluminum industry that have received the most publicity are bauxite, the ore that supplies elemental aluminum, and electrical energy, the means by which aluminum oxide is reduced to metal. A number of other important materials are, however, required in large quantities in the production of primary aluminum metal.

The National Institute for Occupational Safety and Health (NIOSH) has initiated a study of a roof bolter to reduce noise exposure to mine roof-bolter operators. An important segment of this research entails determining the affect of various drilling configurations on the performance (penetration rate) and sound power emissions when drilling into granite. Test conditions included using various combinations of rotational speeds and thrusts, using 2.54- and 3.49-mm- (1- and 1 3/8-in.-) diameter hexagonal and round drill steels, using vacuum and wet conditions and using drill media of differing compressive strengths. This paper details the affects of each of these variables on the performance and sound power level emission. When drilling into granite, it was found that wet drilling generated lower sound power levels and performed better than vacuum drilling.

Injury experience at coal mines and mechanical-cleaning plants (excluding officeworkers ) in 1967 was 222 fatal and 10,115 nonfatal disabling work injuries during an exposure time of 241.8 million man-hours. These injuries occurred at a frequency rate of 42-75 per million man-hours worked; the severity rate was 7,699 days lost or charged per million man-hours. Each of these general measures of injury experience was lower than similar data recorded for 1966. Employment at 6,885 coal mines and 569 mechanical-cleaning plants, excluding officeworkers, averaged 139,312 men in 1967. The average number of days worked was 220. Coal production totaled 560.8 million short tons, at rates of 2.32 tons per man-hour and 18.32 tons per man-day. A total of 2,779 onsite officeworkers at coal mines and mechanical- cleaning plants worked 5.2 million man-hours in 1967 without a disabling work injury.

This research was part of an effort to investigate means of reestablishing non¬polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. Chemically undesirable overburden material was selectively backfilled with the intent that it would be below the future root zone, be above the reestablished aquifer, and would not be leached as a result of deep percolation. After 2 years the buried material remains above the spoil aquifer and below the maximum rooting depth. Unsaturated water flow from the land surface to the buried material occurred during wet climatological periods. No significant leaching of buried material was observed, however. Overburden sample contamination from drill stem joint grease with Pb, Zn, and Cu additives caused substantial error regarding DTPA extractable trace metals. A grease with teflon and talc additives was recommended for use in future sampling programs. DTPA extractable trace elements in overburden material had no statistical relationship to post-mine ground-water quality. Overburden columns leached with water produced leachates comparable to overburden and spoil ground-water trace metal quality. A depositional model described the Rosebud Coal overburden as a fluvial system with distinct units of sand, silt, and clay, with distinct chemical properties. Physical and chemical characteristics of the model were comparable to the in situ geochemical system, a relationship which may aid in locating overburden materials unsuitable for reclamation.

"INTRODUCTION Red-iron-ore deposits in northeast Alabama have been exploited at vari¬ous times for nearly 6o years. About 3-1/2 million tons of ore have been produced in the Gadsden district; but mining activity has been dormant since 1926, and furnaces within this section of the State now suffer a shortage of red ore.To alleviate these shortages, work by-the Bureau of Mines was recommended after preliminary investigations. 4/5/ Diamond drilling, to determine the lateral and vertical extent of ores of known deposits in Greasy Cove and on Shinbone Ridge, was done from August 1946 to May 1947, as Project 9-106, Alabama Red Iron Ore. Three holes were drilled in each area.ASKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of domestic mineral resources to the end that they- make the greatest possible contributions to the national security and economy. "INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.
