The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers' back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry's growth has stopped, and in 1940 gravel constituted two-thirds of the total production. The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

The U.S. Bureau of Mines investigated methods of separating valuable rare-earth materials from Fe in neodymium iron boron (NdFeB) magnet scrap. A selective oxidation treatment of the scrap oxidized the rare-earth portion while leaving elemental Fe. Magnetic and leaching procedures were tried for separating the metallic Fe and rare-earth oxides, but the extremely fine grain size of the oxidized scrap prevented recovery by either technique. The best separation of rare earths from bulk NdFeB magnet scrap was obtained by dissolution with H2S04 followed by precipitation of recyclable rare-earth salts. By precipitating neodymium-alkali sulfate double salts as an intermediate that can be converted to a variety of useful products, many materials-handling and economic disadvantages found with direct precipitation with fluoride or oxalate were avoided. Iron was removed from magnet leach solutions by precipitation as a jarosite, eliminating a major disposal problem. Research was also conducted with contaminated mixed SmCo5 and NdFeB swarf. Using a flotation-leaching technique allows the SmCo5 to concentrate in the froth, while the grinding-medium contaminant sinks and is removed as tailing. The NdFeB is dissolved by H2S04 during the process.

The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

The Federal Bureau of Mines examined a low-temperature tar obtained from a small-scale commercial unit for carbonizing North Dakota lignite for products that might be important to the economic processing of the tar. Tie tar may be divided into three distinct parts: (1) Tar acids, 45 volume-percent; (2) tar bases, 1 volume percent; and (3) neutral compounds, 54 volume-percent. It has a boiling range of approximately 150° to 380° C. (the decomposition temperature) and yields 18 weight-percent as hard pitch. The tar distillate up to 365° C. may be separated as: (1) Tar acids, 48 volume-percent; (2) tar bases, 1 volume-percent; and (3) hydrocarbons, 51 volume-percent. The tar-acid distillate, boiling to approximately 265° C., was characterized in some detail; the neutral fractions and the tar bases were less thoroughly examined. In general, as might be expected of a primary low-temperature tar, the lower boiling fractions are less in quantity compared with the usual high-temperature tar. The homologous series of each major class appears to be rather complete, although some components are present in very small amounts. The tar is quite unstable thermally, and might be more conveniently processed by extraction methods rather than by distillation procedures. The neutral fraction of the tar is highly aromatic, and might be considered as base stock for the production of liquid fuels.

The Bohemia district, situated about 30 miles southeast of Cottage Grove, Oreg., in the Calapooia Range, has been the major producer of lead and zinc in Oregon. Sporadic production has been Maintained from the district since its early discovery about 1858. In 1942, a selective-flotation mill was built at the Champien mine, which operated for only a short time and was forced to close because of the war and lack of labor. The Champion mill reportedly has been operated as a custom mill for the treatment of ore from the Musick and Helena mines, located in the district sometime in the past. This report summarizes the results of laboratory ore-dressing studies made on ore samples from the Musick and Helena Mines.

The Baum-type jig used so widely to clean bituminous coals has not been adopted for anthracite. If proved suitable for anthracite, its use might lower preparation costs in some plants. Cleaning trials on a Pennsylvania anthracite in a laboratory-size Baum-type jig were undertaken by the Bureau of Mines to provide indicative information that would be helpful in determining whether the cost of a full-scale installation would be justified. Clean coal surpassing standard anthracite specifications was obtained in all sizes from Stove through No. 5 Buckwheat. Recovery effi¬ciencies were acceptable down to 3/16-inch size, but there was excessive loss of coal in the finer sizes. Thus the fine refuse produced in a commercial plant might re¬quire retreatment. A comparative cleaning trial in a dense-medium pilot plant provided a recovery efficiency only l percent higher than obtained in jigging.

Placer gold and platinum-group metals (PGM) In the Slate Creek area, northern Chistochina Mining District, are derived from silicified and carbonate-altered, Cretaceous-Tertiary (?) dikes and related mafic and ultramafic rocks. Gold In the placer deposits is also derived from Tertiary conglomerate and altered Jurassic-Cretaceous argilllte. The argilllte and Igneous bedrock sources show a unique Ag-Au-Cu-Hg-PGM association that Is attributed to a combination of magmatic, hydrothermal, and supergene processes. The bedrock and placer deposits contain a variety of gold silver-lead-copper and PGM alloys. The observed geochemical, mineralogic, and alteration features are consistent with current geological models for turbidite-hosted gold deposits. No economic gold or PGM lodes were Identified, but several areas warranting more detailed investigation were Identified. Conventional geochemical sampling and analysis of small sample splits weighing between 10 and 30 grams were shown to be unreliable as a consistent means of identifying gold- and PGM-bearing bedrock. Pan concentration of pulverized rock samples was shown to be a more effective, but still Imperfect means of Identifying gold and PGM source rocks. Geochemical data and mineralogic examination indicate that gold and PGM in potential lode sources are very finely and erratically disseminated, are chemically combined with other elements, and may not be entirely free-milling or amenable to simple gravity concentration.

"The increased costs of exploration and drilling of new oil fields and the continued success of water flooding in nearly depleted oil fields have created a demand for information on the results obtained from individual projects. The Bureau of Mines has published several reports concerning water-flood activity in the Midcontinent area and at the request of the industry has continued to collect and disseminate this information. This report was written in response to these requests. It describes in detail the water-flooding projects in Anderson, Franklin, Linn, and Miami Counties, Kans., and includes methods of water treating and the results obtained. The production histories of each county and many water-flood projects are shown graphically from the date of the first development. Maps of most of the major projects, showing their status as of January 1, 1953 are presented also.The practice of injecting water to stimulate oil production was legalized in Kansas in 1935, and the first water-flooding project authorized in this four-county area was initiated by the Texas Co. in December 1935 in Linn County. Forty-nine projects2/ initiated in the area to January 1953 are estimated to have recovered approximately 10 million barrels of oil that would not have been produced by methods used previously. About 7,900 productive acres had been, or are, flooded by these projects, and approximately 136 million barrels of water had been injected.These four counties in the eastern Kansas shallow production area3/ were an important factor in the early history of the Kansas oil and gas industry. This position has been maintained from the very beginning through the early period of vacuum and air injection and into the era of water flooding. The location of the area and the relative position of the four counties and water-flooding areas in each are shown in figure 1.The first drilling for oil in this area in 1860 resulted from investigations of the existence, and use by the Indians, of so-called tar or oil springs. The first wells drilled were nonproductive, and the impending Civil War caused the search for oil to be discontinued. In 1884 a few shallow oil wells were drilled near Paola, and completion of several gas wells near that city led to subsequent drilling of an oil well, which was completed in June 1885, having an initial flow of 10 barrels of oil daily.In 1904 the original Paola gas field became a good oil-producing field. In 1905 the Rantoul field in Franklin and Miami Counties was opened; and drilling activity spread throughout the adjoining area, resulting in development of several shallow oil pools in Linn and Anderson Counties. The first ""shoestring"" pool in eastern Kansas to produce oil was probably the Paola or Pressonville shoestring, which was discovered in 1917. The rate of oil production from the area declined until 1919, when the Centerville shoestring pool was discovered. Discovery of the Colony gas field in 1921 was followed within a few months by drilling of the Garnett and Garnett and bush City shoestring pools. The Schermerhorn pool (now part of the Centerville field) s discovered in 1927, and the Kincaid shoestring pool was first drilled in 1931. To finalize the three years granted for the study of miners physiological responses to emergency situations, all the data obtained, were summarized into the following relevant sections; A.. Information on elements of the Man Test required under Subpart 4, Part 2, Title 30 in the Code of Federal Regulation (see Table M-T and Ref. I., Section A). B. Investigation on possible emergency activities, its simulation in the laboratory and the physiologic data obtained on miners performing them This included some studies under cool ambient conditions, expected to prevail in coal mines. C. While in section B the steady state responses have been obtained, time was devoted to establish a unit that will allow data gathering for non-steady state, i.e., transient responses to rapidly changing activities. Section B and C contained elements that were relevant to section A; the Man Test. Therefore some of the information described under section A Man Test, were actually measured during the battery of tests in either section B or in section C.

"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the past 12 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development, of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. These plants, as the first step in the development of a synthetic fuels industry, would serve a threefold purpose:"

Seven coal-related waste samples (mining, cleaning, and gasification) were characterized chemically and mineralogically. Laboratory extracts of each sample, using a variety of different extraction methods, were used in both acute and chronic bioassays. A coal slurry sample (coarse fraction) and two coal cleaning refuse samples were chemically and mineralogically similar, and generated acidic water-waste systems, both in the laboratory and in the field. Acidic laboratory extracts and field samples of acid mine drainage in the area where the solid samples were collected, tended to be in equilibrium with some type of CaSO4 phase and with maghemite. The chemical composition of the extracts was sensitive to the method used to generate the extracts, but generally had the same prevalent chemical character as the field samples. The acidic wastes contain appreciable quantities of soluble Al, Mn, Ni, SO4, and Zn as indicated by both laboratory extraction and field data. Long-term extractions suggest that some constituents (Al, Fe, SO4) continued to be released by the acidic wastes after 22 weeks with no apparent associated change in pH. Two mine spoil samples, essentially shale, tended to generate water-waste systems that were neutral in pH and consequently released lower quantities tit potential pollutants than the acid wastes. The gasification residue was compositionally similar to coal-fired power plant slag and fly ash and generated moderately alkaline extracts with low concentration of soluble potentially toxic constituents. All of the solid wastes contained a variety of organic compounds, many of which are on the EPA Priority Pollutant List. However, these compounds were essentially insoluble in aqueous media. Each extract was tested for acute toxicity with tour species of freshwater aquatic organisms; green sunfish (Lepomis cyanellus), fathead minnow (Pimephales promelas), a crustacean (Daphnia magna), and a snail (Physa anatina). The extracts of the two mine spoil samples and of the gasification residue were not toxic to any of the organisms while the extracts from the acidic refuse and slurry samples were acutely toxic to all of the organisms. For all cases, pH was significantly correlated to mortality while Al, Fe, Mn, Ni, and Zn were significantly correlated to mortality in specific instances. Data from 96-hour LC-50 determinations showed that dilutions up to 1:1000 were necessary to eliminate mortality. The most toxic extracts were those with the lowest pH which necessitated the largest amounts of dilution to eliminate mortality. Chronic bioassays with the same test organisms were investigated with leachate samples from a relatively unweathered refuse sample and an older, more weathered refuse sample. The unweathered refuse sample generated a leachate that was acutely toxic while the leachate from the weathered refuse sample was not acutely toxic. No detrimental chronic effects were noted in organisms exposed to dilutions of the non-toxic leachate while low concentrations of the acutely toxic leachate produced lower hatchability for the Lepomis cyanellus and Pimephales promelas eggs, increased mortality with chronic exposure for Lepomis cyanellus, Daphnia, Physa, and reduced weight gain for Physa. Dilutions of a toxic, high-Fe leachate resulted in the precipitation of ferric hydroxide that was implicated as the major causative factor accounting for the physical and physiological toxic effects exhibited by all of the test organisms in these acutely sublethal concentrations. The toxicity of this leachate demonstrates the potential effects that these types of wastes can have on the aquatic ecosystem if they enter a receiving water in a natural setting.

This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.

This report summarizes the findings of a 9-yr research program, sponsored by the U.S. Department of Energy and conducted by the Bureau of Mines, to evaluate refractory liner materials for coal gasifier reactors. Commercially available refractories were exposed to coal gasifier reactor environments, reproduced in the laboratory with a high-temperature, high-pressure test facility, followed by extensive postexposure evaluation. Thirty-six castable or gunnable refractories and cements and 24 refractory brick were evaluated. The behavior of castable refractories reinforced with stainless steel fibers was also examined. Gas environments that were evaluated included steam, H2, CO2, CO, and typical high-and low-Btu gas mixtures. Exposure pressures ranged from 100 to 1,000 psig, temperatures from 5000 to 1,1000 C, for periods from 50 h to 2,000 h. In some exposures, sodium and/or potassium hydroxide were introduced in order to simulate a high-alkali environment. It was found that intermediate-and low-alumina refractories produced from domestically available raw materials, rather than high-alumina refractories produced from imported raw materials, gave the best service as liner materials and that alkali attack was probably not a serious problem with most refractories. Based on the results of this program, good choices of refractory liner materials for gasifier reactors can be made.
