Until now there has been controversy about which tests should be performed to diagnose early Hand-Arm Vibration Syndrome (HAVS). Initial screening questions, especially about tingling and numbness, routinely given to patients prior to examinations proved to be a very important tool in the diagnostic process1, 4. However, standardized tests that are simple, quick, valid and reliable are needed to support a diagnosis of HAVS. Purpose: To find the most valid and reliable tests to diagnose HAVS. Material and Methods Five major tests were performed on Group I and Group II. Group I: Control group of 12 volunteers including students, nurses, secretaries and physicians with no history of using vibrating tools (age 20 to 50y, mean age 38.5y; 5male, 5 female.) Group II: 12 workers (age 17 to 65y, mean age 39y; 9 male, 3 female) were sent by a local trade union with a history of using vibrating power tools on their jobs for varying amounts of time (mean 12.2y, from 0.5 to 35y.) Pre-enrollment survey showed that each had more than 4 complaints commonly associated with use of vibrating tools (including numbness, tingling, weakness, pain, finger color or nail changes, temperature change, and difficulty moving.) 1. Sensory nerve conductive tests: Amplitude and nerve conductive velocity (NCV) were evaluated. 2. Cold Stress-Temperature recovery time tests were done on the index finger of the dominant hand following these steps: Confirm water bath is within 4-5º C. Place the finger temperature probe on pad of the index finger of the dominant hand. Record temperature every 15 seconds. Place subject’s hand in the cold- water bath for exactly five minutes. Record temperature every 15 seconds for ten minutes. 3. Blood test: Venous blood was taken by a 21-gauge needle with the yellow collection tube adapter. S-ICAM, Sera Thrombomodulin, Norepinephrine levels were evaluated by Henderson Research Centre, Canada. 4. Finger Sensory Evaluation: Semmes-Weinstein monofilament test and 2-point discrimination tests were performed on bilateral fingers. 5. Digital blood pressure test: blood pressure was measured in bilateral index fingers. Results 1. Median nerve sensory conductive amplitude from palm to wrist : GI: mean 96 ± 31µm; GII: mean 43± 30µm; for dominant hands. GI vs GII: P<0.001

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state&apos;s total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state&apos;s coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

"Petroleum engineering is a comparatively new branch of engineering, with which few people, even petroleum operators and mining engineers, are thoroughly familiar. Petroleum engineers are responsible for the accurate keeping of well logs and all pertinent data upon formations encountered, for the careful analysis of such information, and recommendations as to most suitable places for drilling, for detailed study of methods of drilling, casing, and so on in order to obtain maximum production for a minimum cost.The Bureau of Hines has from time to time carried on work in all branches of petroleum engineering in the various fields of the United States. Such work is also being carried on extensively by the California State Mining Bureau, which has in its employ a number of men who have had, besides their technical training, actual experience in oil field work. This is about the only state at the present time which is carrying on this work in a definite way. It has therefore been the practice of the employees of the Bureau of Mines to go to other states and give such advice and assistance as might prove of value in development work and in prolonging the production of the fields."

Riveting operations in aircraft manufacturing involves the use of power tools for manually drilling holes for the rivets, power drills for the setting of the holes for the rivets, as well as rivet guns to drive and set the rivets. To close the rivet, the rivet is driven against a metallic bar commonly called a “bucking bar”. The bucking bars are typically held firmly to increase the quality of the riveting, as well as keep the bucking bar from “dancing” against the metal piece being riveted. Thus, employees in aircraft manufacturing involved in riveting are exposed to hand-arm vibration from several sources, and epidemiological evidence suggests that vibration-related musculoskeletal disorders are associated with long term exposure to riveting tasks in the aircraft manufacturing of aircraft.1,2 Recently, tungsten technology has been introduced into aircraft manufacturing for bucking bars, which are heavier than traditional steel bucking bars of the same size. Rivet guns with tungsten pistons instead of steel pistons have also recently been introduced with the objective of reducing vibration exposure to the riveter. The objective of this study was to assess vibration characteristics of steel and tungsten bucking bars and rivet guns to identify the combination that simultaneously reduced the combined exposure to both the “riveter” and “bucker”. Methods Vibration (10g tri-axial accelerometer, Biometrics S2-10G-MF Series 2) was measured from eight experienced employees using seven different rivet guns on size 6 rivets, with the same person bucking for all subjects. Vibration was also measured on two different bucking bars for these same eight subjects, with the same person driving the rivets using the various rivet guns. The rivet guns consisted of three E4 steel piston guns with different RPMs (Guns A-E4, B-E4, C-E4), an E4 vibration dampened rivet gun (Gun D-E4D), an E3 steel piston rivet gun (Gun E-E3) and an E3 and E4 tungsten piston rivet guns (Guns F-E3T and G-E4T). The bucking bars were made of 90% tungsten (1694g) and cold-rolled steel (843g), and were the same shape and size. A two-way repeated measures analysis of variance was performed on the vibration (mean frequency weighted resultant acceleration) on both the rivet gun side and the bucking bar side, and mean rankings were used to assess the vibration simultaneously for the rivet gun and bucking bars to investigate which combinations provided the lowest vibration exposure. Results Frequency weighted resultant acceleration was significantly lower on the E3 tungsten (F-E3T) rivet gun than the E4 steel piston (B-E4) and the E4 tungsten piston (G-E4T) rivet guns (Figure 1). When measuring vibration on the bucking bar, the E4 (A-E4) steel piston rivet gun resulted in lower vibration on the bucking bars than the E4 tungsten piston (G-E4T) and E4 vibration dampened (D-E4D) rivet guns (Figure 2). Additionally, use of tungsten bucking bars resulted in a 35% decrease in resultant frequency weighted acceleration than when using steel bucking bars.

Hand arm vibration syndrome (HAVS) affects industrial workers exposed to long term hand-transmitted vibration from powered-tools. Peripheral neuropathy is a major component of the symptom complex of HAVS. Long term exposure to vibration causes myelin damage in peripheral nerves and reduces nerve conduction velocities in rats1. This study addresses the effects of acute vibration at constant acceleration of 49 m/s2 on myelinated fibers in peripheral nerves in Sprague-Dawley male rats using the ‘rat-tail vibration model,’ which simulates hand-transmitted vibration2. Methods Male Sprague-Dawley rats (~300 g) were assigned to vibration groups: 1 hr continuous vibration at 60 Hz; 4 hr continuous exposure at frequencies of 30, 60, 120 or 800 Hz; immediate and 24 hr following a 4-hr cumulative exposure of continuous and intermittent vibration at 60 Hz. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage accelerated by a B&K motor type 4809 and vibrated. Intermittent vibration was delivered in bouts of 10 min vibration alternating with 5 min rest periods repeated over 6 hr. Sham controls were restrained without vibration. After vibration exposure, the rats were anaesthetized, and the ventral nerve trunks from the proximal tail segment 7 were fixed in glutaraldehyde, embedded in epon-araldite and sectioned at 0.5 µm thickness and stained with toludine-blue for morphological quantitative analysis. The total number of myelinated axons in each cross-section of the nerve was counted using the Image J software. Myelin damage was identified by focal increase in area and intensity of toludine-blue staining and unraveling of the myelin sheath. Statistical analysis for comparing sham and the different vibration groups was done using Dunnett’s test. Animal treatment and all surgical procedures were approved by the institutional review board and compiled with the Laboratory Animal Welfare Act. Results The rats tolerated continuous vibration very well and exhibited no behavioral signs of stress. When exposed to intermittent vibration, there was increased vocalization, a startle reflex at the beginning of each bout of vibration, deposition of porphyrin around the eyes and transient hypersensitivity to touch.

Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

The following pages discuss the objectives, the background, the scope and a statement of the problem of the study of methods to improve the pillar extraction practices in underground coal mines. 1. OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

This report describes the development and underground operation of a semi-automatic, raise climber, Man and Supply Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 4000-lb payload capacity, control from the traveling cage and from up to five remote stations, operating in vertical or inclined raises 5 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The &apos;system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an armored cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The system can be installed by two men in five shifts. The hoist has been demonstrated successfully in two underground applications. The first demonstration was in a 5-ft diam, 60 deg inclined raise over a 2-month period. The second demonstration utilized a vertical 5-ft diam borehole to access a blast-hole stoping area. The system successfully provided two shift-a-day service over a 7-month duration demonstration. This report provides a detailed description of the hoist design and its demonstrated performance in two mine applications.

The feasibility of using small-scale models to simulate residential masonry foundation walls subject to fatigue loading was investigated. Five wall segments were modeled in one-quarter scale using dynamic similitude equations. The walls were dynamically loaded using a sinusoidal base motion and wall accelerations were monitored. The stiffness, natural frequency response, and damping characteristics were measured. The number of cycles of testing necessary to cause initial visible cracking was recorded. Analysis of the data indicated the importance of the relationship between the forcing function and the natural frequencies of the structure in influencing cracking damage.

Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

Repeated exposure to hand-arm vibration through the use of vibrating hand tools can result in the development of the disorder known as hand-arm vibration syndrome (HAVS; (1,3)). One of the hallmark symptoms of HAVS is cold-induced peripheral vasospasms that result in finger blanching (4). Although the vascular and neural pathology associated with vasospasms has been described, little is known about cellular mechanisms leading to this damage (4). To understand how vibration may alter vascular and neural physiology and anatomy, rats were exposed to a single bout of tail vibration and the molecular responses of neural and vascular tissues were measured to determine if there are immediate or sustained affects of vibration that may underlie longer term changes in physiology. Methods Experiment 1. Male Sprague Dawley rats (n = 32, 6 weeks of age) were housed in AAALAC accredited facilities. All procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guidelines for care and use of laboratory animals. Vibration exposures were performed by restraining rats in Broome-style restrainers, and securing their tails to a vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control rats were treated in the same manner, except that the tail platform was mounted on isolation blocks and not on a shaker. The vibration exposure was 125 Hz, 49 m/s2, for 4 h. Rats were euthanized with an overdose of pentobarbital (100 mg/kg) 1 h or 24 hours after the exposure. RTqPCR was used to measure transcript levels for endothelin 1 (ET-1), the 3 forms of nitric oxide synthetase (NOS) NOS-1, NOS-2, NOS-3 and norepinephrine receptor subtypes 1D, 2A, 2C, in artery tissue, and to measure calcitonin gene-related peptide (CGRP) and nitric oxide synthase-1 (NOS-1) in ventral nerves. Data were analyzed using 2-way ANOVAs. Experiment 2. Male Sprague Dawley rats (n =24, 6 weeks of age) were maintained as described above. Animals were exposed to a single bout of restraint or vibration. Another group of animals served as cage controls. All animals were euthanized 24 h after the exposure, and tail arteries were isolated and frozen. Reactive oxygen species ROS) were measured using electron spin resonance spectroscopy (ESR). Arteries were homogenized over ice in 1 ml of PBS with protease inhibitor cocktail, using a tissue tearer (Biospecs Products Inc. Racine, WI USA). The sample was split into two 0.5 ml samples. One set had PBS and the spin label hydroxyl-TEMPO [0.1 mM] added while the other set had hydroxyl-TEMPO [1.0 mM] plus the specific hydroxyl radical scavenger, dimethylthiourea (DMTU), added to confirm the presence of the hydroxyl radical. Samples were vortexed and then placed in a flat cell for ESR analysis. The ESR spectrometer settings were: receiver gain, 6.32 x 102; time constant, 0.02 s; modulation amplitude, 1.0 G; scan time, 20 sec; magnetic field, 3490 ± 100 G (2). Data were analyzed using 1-way ANOVAs.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa&apos;s coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa&apos;s coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio&apos;s 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio&apos;s 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

Motion capture involves recording the position and global orientation of joint sensors of a real object, in most cases a real person performing some human activities. This information is usually recorded at uniformly spaced instances of time, or as it is often called frame-by-frame. Then the recorded motion data sets are processed and mapped into a skeleton hierarchy of a virtual, computer simulated human figure to control the motion of the virtual human in the computer simulation. In the first part of the paper we review several new techniques developed to facilitate the manipulation, noise reduction, storage and reuse of captured data, which have a potential to reduce the overall cost of motion simulation and improve its realism. In the second part of the paper we consider the real life problem of reducing a worker?s risk from being hit by underground mining machinery in a confined space. We formulate a set of requirements to motion editing for this particular task and analyze the limitation of existing techniques

We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

As the American petroleum industry surveyed its position in early 1937, it had many reasons to be optimistic concerning its future. The industry had emerged successfully from the depression, and for the first time since 1929 it had produced over one billion barrels of crude oil in a single year. The demand for gasoline and fuel oils was up, and reserves of crude petroleum and production capacity seemed adequate for the future. Although production of crude oil dropped slightly in 1938, the oil industry was still in a good position with respect to its supply of raw material, which improved economically in 1939 with the decrease of crude-oil stocks in storage above ground. However, by 1940 a threatening cloud (the invasion of France and its rapid surrender) had appeared on the horizon. This aroused Somme fears as to the industry&apos;s immediate future, and these fears were intensified the following year when the United States entered World War II. As the war progressed, more and more ships, planes, and vehicles were produced, and the problem of obtaining enough liquid fuels to supply them intensified. Hearings were held in August 1943 before a subcommittee of the Committee on Public Lands and Surveys of the 78th Congress to determine the advisability of passing legislation to promote the development of synthetic liquid fuels.

It is apparent that coal will play an increasingly important role in satisfying the nation&apos;s energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.
