SAFEX International, as the name suggests, is a global organisation, which has the fundamental objective of improving the safety of operations concerned with the manufacture, storage, transport, and use of commercial and military explosives and pyrotechnic products throughout the world. It is a nonprofit making organisation of manufacturers of explosives from all parts of the world, founded in 1954 with the aim of exchanging experiences within the explosives industry. Every third year SAFEX organises a Congress during which members present papers on selected themes and discuss reports of significant incidents that occurred since the previous Congress. Admission is for SAFEX members only, thereby creating a safe environment for discussing problems “within the family”. The XV Congress will celebrate the Association’s 50th anniversary in Geneva where it was founded. An overview of the Congress indicates its structure and covers aspects such as the training event, technical seminars and the themes for the plenary sessions and associated workshops. The paper also highlights the special event for the chief executives of member companies and the review of incidents that occurred in the industry since the last Congress. The Congress concludes with a social programme for delegates and their partners on the last day.

This paper considers the current methods of analysis employed, the validity of assumptions made and the reliability of results and predictions derived; where appropriate, alternative methods are proposed which are more accurate and can be applied with greater confidence. In regard to data collection, new local blasting data has been analysed and conclusions drawn but, due to the restricted amount of space available, reference to data set A only has been made in the text. The problem of mathematical model choice is considered and results for two and three parameter power laws are compared. The very important matter of parameter determination is discussed fully, with major emphasis being placed on the comparative merits of log-log linear, log-log planar and direct power law regression. Supporting data analysis examples are included. Assumptions regarding the normality of ‘best-fit’ regression model residual distributions are questioned and the reliability of associated safety limit determinations is discussed.

In this paper, the model of optimizing selection on preparation of Powdery Emulsion Explosives(PEE) is established by the Neural Net Theory(NNT). On the basis of some data in the study of PEE, the training, prediction and optimizing selection of the Neural Net (NN) model are finished by a compiling procedure. The Vulcan McCook quarry has been in operation for about 100 years. It is located about 17 miles from downtown Chicago and is surrounded by both industrial and private structures. Recent issues have forced the quarry to blast very close to structures and this will be necessary years into the future. This paper discusses the implementation of electronic detonators to McCook. "A model for fragmentation in bench blasting that originates from dimensional analysis of fragmentation in asteroid collisions is presented. Percentiles of the size distribution are obtained in the basic model as the product of a rock strength-to-explosive energy ratio, a bench shape factor, a scale factor or characteristic size and a percentage passing-related factor. The parameters of the model are fitted to 169 bench blasts in different sites and rock types, bench geometries and delay times, for which thefragmentation of the muckpile was obtained by sieving. The basic model is found to significantlyimprove with an additional factor describing the rock mass structure in terms of the spacing and orientation of discontinuities, and another one describing the delay between successive contiguous shots; the latter is conveniently formulated as a function of the P-wave velocity and the holes spacing. The rock strength property chosen is the strain energy at rupture that, together with the explosive energy density in the rock (or energy powder factor), forms a combined rock strength/explosive energy nondimensionalfactor. The model, called xP-frag, is applicable from 5 to 100 percentile fragment sizes, with all parameters determined from the fits significant to a 0.05 level. The expected error of the prediction is below 25 % at any percentile. These errors are half to one third of the errors expected with the best prediction models available to date."

In open-pit mining operations, the drill and blast processes have a significant impact on the downstream operational performance of crushing and grinding of ores and recovery of metal. The blast pattern parameters, combined with the material properties, defines the run of mine fragmentation, which in turn drives the subsequent energy requirements for further processing and mill throughput. A common parameter used to describe a single hole or collection of holes is powder factor, the ratio of explosives to the quantity of material blasted. One often-neglected aspect of calculating powder factor is the explosives contained within the length of hole drilled into the top of the bench from the previous bench, known as subdrill. Explosives in the subdrill directly affect the bench below and thus do not contribute significantly to the results of the upper bench, even though they are traditionally included in the powder factor calculation. This paper presents geospatial data modelling methods that link individual holes from an upper bench to the bench below. This enables a new method for the calculation of powder factor, whereby the explosives in the subdrill from the bench above are included in the powder factor calculation of the bench below. This method allows for a clearer understanding of the impact of subdrill on fragmentation, and how variations in blast designs in the upper bench, i.e. hole diameter, burden, spacing, subdrill length, explosive type, primer position, etc., and accuracy of implementation, i.e. actual hole depths and explosive mass per hole, affect the powder factor and blasting results in lower benches.

The site is the Iron Mountain Quarry, Granite Falls, WA., an aggregate quarry with an annual production of in excess of 1,000,000 tons. The problem is to pioneer a forty acre addition of on top of Iron Mountain. The entire area had a vertical relief of fifty to one hundred feet with no level surfaces. How does one achieve the minimum cost?

The Brazilian Regulation NBR 9653 is a guide intended to evaluate mine and quarry blasting effects in urban areas. The first version, written in 1986 by the Committee of the Brazilian Associate of Technical Norms, is currently being revised. Current regulations specify a maximum PPV limit of 15 mm/s (0.59 in/s) without consideration of frequency or type of structures being protected. The present regulation is still a draft and it is not validated. Several different agencies and institutions have participated in the Committee such as the Environmental Agency from the State of São Paulo (CETESB), University of São Paulo (POLI-USP), University of Rio Grande do Sul (UFRGS), National Department of Mineral Resources (DNPM), Aggregate Industry (ANEPAC and SINDIPEDRAS), besides a number of industry representatives, explosives manufactures and independent consultants. The present regulation proposes to modify the limits of particle velocity and introduces new definitions and criteria for evaluation of vibrations, as well recommendations to address blast vibration complaints.

In mining simulation for fragmentation results prediction is of utmost importance to study feasibility, ensure safety, and estimate the correct use of resources in drilling an explosive to meet requirements and avoid excessive usage. One critical case is fragmentation prediction, developed through models. Developing a fragmentation model in a mining unit aims to control blasting results to align theoretical and real data and improve correlation. Therefore, it is essential to collect post-blast fragmentation data, organize it, and systematically process it to develop a suitable model that meets variable requirements. Using a robust system of equations, this model should generate the required results with minimal variability between simulation and actual results. Additionally, this model must be adaptive to reduce this variability. Studying the most known and used models in mining resulted in our work correlating Cunningham 2006, Swebrec, and CZM models. Thus, the Simfrag model was created, presenting a robust foundation and combining the most notable advantages of the aforementioned models.

Certain blasting applications are more prone to the generation of significant levels of nitrogen dioxide post blast fumes, more commonly referred to as after blast smoke, generally ranging in color from dark yellow to bright red. This paper reviews basic background chemistry defining the observed fumes and attempts to correlate geology, blast design, and explosive composition effects on the level of nitrogen dioxide that can be observed in various blasting conditions. Additionally, a test setting for evaluating the generation of post blast fumes is presented with pertinent test data detailing generic explosive formulation modifications which effect the overall level of post detonation generation of nitrogen dioxide.

The study done in Dofia In&s de Collahuasi aims to improve the fragmentation in one of the most difficult rocks to deal with in an operation, It is the Ignimbrita. In order to avoid ejections and to increase the efficiency of the explosive it has been obtained an improvement in the stemming quality by using the Blasting Optimisation Program in Ignimbrita. Different materials were used in the stemming. In 1997 it was used soil material (Paleorrelleno), then in 1999 started the use of crushed gravel and during this year it is being implemented the utilisation of Stemtite only loaded with drill cutting. The first improvement was obtained with the utilisation of gravel, yielding good fragmentation results in comparison with the stemming with detritus material. The stemtite has made easier the blasting operation and it has signiticantly improved the fragmentation.

During the construction of a 1020 MW underground hydroelectric project in Bhutan a huge rock fall took place in the Downstream Surge Chamber (DSC) during March 2016. The total quantity of rock in the fall area is estimated to be about 1,50,000m3 (2.6 billion cubic feet), out of which about 25,000m3 (0.44 billion cubic feet) of muck was removed. The removal of muck was stopped apprehending that the cavity formed due to the rock fall may get further aggravated leading to widening and destabilising the adjacent transformer hall cavern or it might day light as the top cover was about 190m (623 feet). As the fall has virtually blocked the 314m (1030 feet) long cavern and divided it into two different chambers (south and north), and that the muck cannot be disturbed, it was decided to erect concrete wall on either side of the fall up to the cavern roof and then later address the filling of the cavity with appropriate fill material. As the access to the DSC was there for the southern side it was decided to extend a cable tunnel which was terminated at a distance on the north side of the cavern by D&B so that once it gets punctured into the north wall of the DSC it can be used to access the fall from this front too. This is a unique situation where in every blast approaching the DSC, the parting between them is diminishing and hence the tunnel blast will be exerting axial load on the parting wall leading to dynamic transient loading conditions and buckling may take place on the northern wall of DSC. This paper describes the various drill blast combinations adopted for successful excavation of this tunnel.

To meet salt production needs over the remaining life of the Cayuga Mine at Lansing, New York, the Salt Division of Cargill, Inc. decided to build a new underground screening plant. The new plant required a chamber 50 feet wide by 250 feet long and nearly 70 feet high. On advice of their mining contractor, Dynatec Mining Company, the company chose an ingenious excavation method similar to sublevel stoping. This method eliminated the need for an access ramp, reduced equipment needs and excavation time substantially.

In order to expand the capacity of Modern Landtill, a groundwater extraction system consisting of a linear system of pumping wells over 2,700 feet long had to be replaced. The new system would be covered by landtill cells to a depth of approximately 400 feet, and therefore would have to be maintenance free. In addition, the new system had to be proven to be more effective than the previous system, groundwater extraction had to be maintained during construction and construction could not disturb either the landfill operation or nearby residential neighbors.

Cripple Creek & Victor Gold Mining Company (CC&V) operates the largest surface gold mine operation in Colorado and is located west of Colorado Springs in Teller County between the towns of Cripple Creek and Victor. Gold was first discovered in the Cripple Creek mining district in the 1890s. CC&V has been conducting gold mining and precious metal extraction operations in the Cripple Creek Mining District since 1976. Current reserves are only amiable to surface mining since previous underground mining has depleted near surface ore rich veins.
