The research affiliate projects of the Continental Shelf Division of the Marine Minerals Technology Center concentrate on the development of technologies and methodologies for the exploration 4 and assessment of nonfuel continental shelf mineral resources within the U.S. Exclusive Economic Zone. Three of the FY 1990-91 research grants are summarized below. Scientists at the Center for Applied Isotope Studies at the University of Georgia have developed ?An Advanced Design for a Seafloor Gamma Isotope Mapping System? for the rapid collection of data on seafloor sediments. This system is designed to detect gamma radiation emitted by naturally occurring radioactive elements found in marine sediments. This data can be used to study seafloor lithology and has direct application in marine mineral surveys. The purpose of this study has been to redesign and calibrate the system for marine mineral survey work. Recent modifications of the sled design, gamma radiation detector, and supporting software have resulted in considerable improvements in sensitivity, functional operation, and data acquisition.

The manned spheres and three ballast spheres are made of maraging steel; the electric power resource (100 kwh) and maximum underwater speed (5 knots) is two times more than of the analogous vehicles while the batteries are of NiFe type; the MIR submersibles have the seawater ballast (and trim) system which means practically unlimited vertical manoeuvrability ; and the weight in air is equal to "Nautilus" - 18,6 tons (in case of equal energy resource the weight of MIR-1 or MIR-2 would be 17 tons). For a period of twenty years - from 1985 to 2005 - the Japan Oil, Gas and Metals National Corporation (JOGMEC) and Pacific Islands Applied Geoscience Commission (SOPAC) have jointly conducted surveys of deep-sea mineral resources in the EEZs of SOPAC’s twelve member countries. The overall Programme has obtained excellent results and has identified numerous sites with potential marine mineral resources of manganese nodules, cobalt-rich manganese crusts, and polymetalic massive sulphides. The survey cruises have identified numerous sites with potential marine mineral resources such as: manganese nodules in the Cook Islands; cobaltrich manganese crusts in the Marshall Islands, FSM, and Kiribati; and polymetalic massive sulphides in Fiji. Based on collected samples and acoustic data, inferred resources for manganese nodule, cobalt-rich manganese crusts, and polymetalic massive sulphides, have all been estimated to be about- 200 million tons in the central Cook waters- 200 million tons in the three seamount selected Marshall waters- and 500 thousands tons around the triple junction of the North Fiji Basin.

The paper describes recent advances in the technology for mapping of the seabed with acoustic instrumentation. These instruments are typically single beam echo sounders, multibeam echo sounders and high resolution sub bottom profiler. For the single beam echo sounders, new features for deep water mapping are described, as well as the possibility for combining investigation of shallow areas with side scan sonar and vertical echo sounding in the same instrument. Multibeam echo sounding technology for deep and shallow water is reviewed, and some new high resolution instruments using dynamic beam focusing is presented. The sediment profiling technology deals with a novel design for high resolution sub bottom profiling, based upon a Mills Cross transducer with resolution as good as 3 degree in its largest configuration and a frequency range of 2,5 ? 7 kHz. Remarkable features of the system are a very high ping rate even for deep water, and the capability to map buried objects or structures by several simultaneous beams. Some results obtained with the first installation on the French research vessel ?Beatemps Beaupré? are presented.

In its first three years of operations, the in-house programs of the continental Shelf Division of the Marine Minerals Technology Center (MMTC/CSD) have focused on the development of drill systems - technology and the improvement of techniques and applications of reconnaissance methods to marine mineral deposit characterization. Many of the technological advances made to date have been in direct response to specific requests from industry for drill systems needs, and from federal and state agencies seeking technical support for various research efforts. These cooperative programs have proven to be an extremely efficient and effective way for the MMTC to achieve some of the main program goals that were established for the organization at the outset: primarily, to encourage and assist U.S. industry in marine minerals research activities and to encourage cooperative work among research institutions, government agencies, and industry. After the simulated ‘mining’ experiment (INDEX) in the Central Indian Ocean (in 1997); the restoration of benthic environment was monitored for 4 years (2001-2005) at 5 locations in and around the test site and at 3 reference stations (20-80 km) from the test site. A comparison of long-term monitoring data with the pre-mining and post mining observations has shown that: • The concentration of silt fraction which was the highest (50-60%) at most locations during ‘pre-mining’ and ‘post-mining’ phases, had reduced (40-50%) during monitoring phases. • There was a corresponding increase in clay concentration (50-60%) during the monitoring phase, implying change in the size of sediment particles settling on the seabed, a trend that was also observed at the reference locations. • The initial increase in water content and decrease in shear strength after the experiment, which appeared to be returning to normal in monitoring-1 (2001), was reversed during subsequent monitoring phases (2002-2005), indicating changes in benthic environmental conditions. • Sediment organic matter and pore-water chemical data have not only indicated partial restoration of geochemical properties after the experiment, but also cyclic changes during the monitoring period.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

The U.S. Geological Survey (USGS) recently completed phase 1 of a mapping effort that makes the United States the first nation to systematically acquire image maps of its underwater lands. In 1984, the USGS, as part of its mission to map and characterize the resources of the Federal lands, began a mapping effort in the newly proclaimed Exclusive Economic Zone (EEZ). The goal was to provide sonar image maps of this frontier area within 10 years. The mapping program is on schedule, with two-thirds of the EEZ sea floor, approximately 2 million square nautical miles, happed in 7 years. The deep water EEZ (depth greater than 200 m) around the 50 states is now complete except for the North Slope of Alaska, where ice precludes our surveying with a surface ship. Phase 2 of the EEZ mapping effort will begin in 1994, focusing on the American Flag islands of the western Pacific. Approximately 1 million square nautical miles of sea floor remain to be mapped around the islands.

The United States is dependent on foreign imports for about 80 percent of its ilmenite, about 60 percent of its rutile, and virtually all of its monazite. Nearshore marine sand deposits and beach-complex sediments in the southeastern United States are important domestic sources of ilmenite, leucoxene, rutile, zircon, monazite, and a number of other less well known economic heavy-mineral (HM) species. Because global onshore reserves of placer titanium minerals may fall short of demand in as few as 20 years, offshore research in HM placers will become more important. The Atlantic Continental Shelf (ACS) defined by the shoreline and the 200-m isobath varies in width for the modern U.S. coastline from a fraction of a kilometer to about 150 km offshore of Cape Cod, Mass., and includes an area of about 3.91 x 105 km2. It probably contains 3-7 x 1011 m3 of sand and gravel which may locally contain commercially exploitable placer HM deposits.

Deep seabed mining requires technology to collect materials and transport them to the surface. An international patent search was conducted to define the state of the art in seabed mining technology. Over 350 patents were identified from 12 patent systems. The majority was from the United States, Japan, and the former USSR. Patent activity in this field peaked in 1983 when 34 patents were issued. Since 1984, on average 6 patents have been issued annually. The technology represents ten major classifications. With the exception of Deepsea Ventures, Kawasaki and International Nickel, it appears that much of the technology developed and tested in the 1970s by consortia active in seabed mining was never patented. Over the past two decades, identifiable trends in marine technology could influence seabed mining application such as more sophisticated communication systems, advances in hydraulic manipulators, improved computational technology in navigation, modeling of vessel ? ocean interactions, and improved materials. The most significant recent activity has been in European applications, which disclose remotely controlled subsea vehicles for mining diamonds.

Natural methane hydrate has been scientifically studied as a global carbon reservoir. However, in Japan, it?s potential as an energy resource has been industrially highlighted, because there are few domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in the sea around Japan. Less CO2 discharge from methane compared with coal, oil and conventional natural gas for the same calorie value is considered an advantage for its use as an energy resource. Because methane hydrate is distributed at shallow depth in sediments on the ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has a considerable impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate its behavior in the environment after leakage if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on the seafloor and in the water column can be studied through the analyses of natural cold seepages and hydrothermal activity.

In contrast with the United Kingdom, the Netherlands, and Japan, the marine mining industry in the United States exists at a very rudimentary level. Depletion of onshore resources has undoubtedly been an important factor in the development of marine mining industries abroad. However, the institutional framework presented by government can advance or present obstacles to the development of a marine minerals industry. The role of government involves questions of the degree of risk sharing between government and industry, as well as questions of the strategic and economic importance of developing the technology and the infrastructure to recover minerals. In 1984, the Minerals Management Service (MMS) created a program office to handle these questions and to respond to a potential increase in commercial opportunities that might result from the Presidential Proclamation establishing a U.S. Exclusive Economic Zone. A critical component to the success of the program has been the formation of partnerships with coastal States to pursue projects in areas of mutual interest. Such projects involve commodities showing commercial promise and strong public need. Such a cooperative approach lessens the risk of Federal, State, or private interests working at cross purposes.

There are two environmental issues which have only recently begun to need planning in detail for marine mining. One is the environmental consequences of mine closure; the other is environmental terrorism. In principle it is not difficult to predict the pattern and rate of biodiversity recovery after mine closure on metalliferous depositional seabeds. 1-5 years to a self-sustaining community of organisms is a generalized guideline, depending on depth and particulate composition. The rate and pattern of biodiversity recovery on some metalliferous hard-rock habitats is far less predictable due to the patchiness and rareness of the habitat. Ecoterrorism at mines, whether on-land or marine, is now to be expected. A good example of resource industry ecoterrorism is the fire-bombing of logging and cement trucks in Oregon in 2001. But there have also been bombs at mine sites, as at Asbestos, Quebec. It is also possible to regard some resource-loss lawsuits as frivolous, hence forms of ecoharassment. Marine mining operations should take note of the development of environmental terrorism (and terrorism in general) and its various manifestations and impacts. Potentially these range from minor work stoppage inconveniences, to serious financial risk jeopardizing the economics of a mine, to jail for company executives, managers and environmental staff, and to harassment and killing of mine personnel.

For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base. This led to the formation of a Shelf Working Group, whose task it was to outline and implement a departmental program to advance our knowledge of shelf resource potential. The Company Bauer Maschinen is very well known in the field of specialist foundation equipment. In the diaphragm wall market, we have experiences both in manufacturing and executing projects all over the world since 1984. We have a population of more than 300 units working all over the world in all climate and soil conditions. Especially for hard soil and rock conditions, we have developed several cutting tools and systems to optimize the performance, e. g. the “flipper tooth” Besides the execution of land based foundation projects, we have performed our firs offshore project with the trench cutter in 1994. Our task was to take samples out of the alluvial soil off the coast of Namibia in a water depth of max. 200 m. We converted a drill vessel and launched the cutter thru the moon pool. The samples had a cross section of 3,40 m² and a max. depth of 5 m. They were used to estimate the content of diamonds. The first time, we reached the seabed of the deep sea was together with our seafloor exploration rig MeBo, where we can take cores up to a length of 160 m in a maximum water depth of 4000 m. With our customer MARUM, we have done several expeditions since 2005. The last expedition took place in the Black Sea to explore gas hydrates.
