With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has been recognized these 30 years. The thin layer-type coverage and the micro-topographic undulation of basement affect not only the excavation efficiency but also the economy of mining venture. Because of these distribution characteristics, no economic feasibility has been recognized through the past economic analyses. On the basis of a recent geological study about seamount rocks, a possibility of by-product substrate recovery for phosphorous supply with cobalt-rich manganese crust mining has been highlighted. In the mining model, the substrate rocks are utilized as phosphates for agricultural and chemical usages. Under some preliminary technical and economic assumptions, the possibility of cobalt-rich manganese crust mining venture is examined. The results show a better economy of the venture including the substrate rock usage for phosphorous supply. Introduction Cobalt-rich Manganese Crusts and the Economic Feasibility Cobalt-rich manganese crusts on the Pacific seamounts received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and higher cobalt concentration than manganese nodules (Cronan, 1980; Halbach, 1982; Manheim, 1986). In the earlier stage, the geological distribution characteristics were reported (Cronan, 1984; Clark et al., 1984; Misawa et al., 1987; Pichocki and Hoffert, 1987) and a systematic feasibility of the mining was studied (Hawaii DPED, 1987).

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.

The Kuroko-type seafloor massive sulfides (SMS) in the western Pacific have received much attention as sources for economic recovery of gold (Au), silver (Ag), copper (Cu), zinc (Zn), and lead (Pb). Since the end of the 1980s, the Kuroko-type SMS have been found in the back-arc basins and on oceanic island-arc areas. In Okinawa Trough (Halbach et al., 1989) and on the Izu-Ogasawara Arc (Iizasa et al., 1999) are the typical representatives in the Japan’s EEZ. They yield a higher concentration in Au and Ag than the SMS found in ocean ridge areas (Rona, 1985). Similar formation processes with the Kuroko ore deposits on-land in Japan have been expected and outlined by many researchers (Sillitoe, 1982; Scott, 1985). The higher Au and Ag contents have increased the chances for profitable mining operation, which is under consideration by a private company (Malnic, 2001). Information about the resource potential of the targeted Kuroko-type SMS deposit, such as the amount of SMS ore body, the inside structure, the mean metal yields, and the geographical details are necessary for a technical and economic validation analysis for the development. The Sunrise Deposit of Myojin Knoll on Izu-Ogasawara Arc in the Japan’s EEZ is selected as a target for the technical and economic validation analysis. The relatively higher amount of information on its resource potential is the reason why the deposit is selected.

Based on geochronological data it was confirmed that hydrothermal discharge has an episodic character: active and inactive periods of the seafloor massive sulfides (SMS) formation alternate (Cherkashov et al., 2017). There is an assumption of correlation of the periods of magmatic and hydrothermal activity with the stages of glaciation (Lund et al., 2016). During the cold periods, the level of the ocean was reduced from 70 to 150 m depending on the glaciation scale (Spratt, Lisiecki, 2016). As a result, the hydrospheric pressure on the upper mantle decreased and could provide increased magmatic and hydrothermal activity (Lund, Asimow, 2011). This assumption is confirmed by the correlation of warming and cooling stages with increasing of hydrothermal input to the bottom sediment near hydrothermal fields. According to data (Lund et al., 2014, 2016; Middleton et al., 2015) the peaks of hydrothermal activity, expressed in the layers of metalliferous sediments at the East Pacific Rise and the Mid-Atlantic Ridge, roughly correspond to the last two periods of cooling (20 and 60 ka). To test this hypothesis, we tried to compare the sequence of warm and cold periods in the Pleistocene with the dating of SMS reflecting the periods of hydrothermal activity. Results SMS samples were obtained from 12 sites within the Russian Exploration Area at the MAR segment 12-20°N. The results of dating 198 samples by the 230Th/U method demonstrated the absence of correlation between hydrothermal activity periods in different hydrothermal fields (Cherkashov et al., 2017). It was proposed that each field has its own evolutions scenario. Considering this point, only the oldest SMS dating for each field which fixed the beginning of hydrothermal activity was selected for comparison with the cold/warming periods.

Exploring for minerals on the seabed is challenging and expensive – and the ability to collect representative sub surface samples is essential. The research project MarMine led by NTNU has together with Seattle based Williamson and Associates developed and tested an ROV-based drill rig for mineral (seafloor massive sulfides and crusts) and rock sampling. The ROCS system is a single stroke drill and is simple, robust and possible to use from various larger ROVs. For the vehicle to provide a stable platform, the vertical bollard pull of the ROV and the vehicle mass are important variables. The developed drill uses a thin wall drill bit and barrel and operates at high RPM to reduce the required down weight and drilling moments. The system also contains an emergency release to be used if the core barrel is stuck. The drill is hydraulically powered with cylinders operating the tower and a rotation unit. It can rapidly be modified to provide samples from softer samples like unconsolidated material. At the Arctic Mid Ocean Ridge, a work class ROV was deployed with the drill mounted for testing at 2700 m depth in basalt rock. The recovery from the system was above 80%. Such core samples can be used for chemical analyses of metal and mineral grades, mineralogy and rock mechanical testing. The system provides a probing tool for marine mineral exploration, with low cost, low operational complexity and low risk. Proper resource estimation requires drilling deeper into the deposit, but the short core samples provided by the ROCS provide valuable a priori information planning for more extensive drilling campaigns.

Mineral zonation studies were conducted on hydrothermal vents of two hot spot volcanoes. One study site is located within the Axial Caldera of the axial hot spot volcano of the Juan de Fuca Ridge. The young high-temperature hydrothermal vent field consisting of two polymetallic sulfide chimneys, five meters high, located at 130°01.5'W, 45°56.5'N, along a fault complex at the base of the southwestern wall of Axial Caldera was sampled during four ALVIN dives in 1983. Temperatures of up to 270°C were measured within the orifice of one of the chimneys, which was then broken off and recovered with the submersible. Both black and white "smoke" was observed to be emanating from the one chimney sampled. The high-temperature chimney extends directly from a field of broken lobate lavas which are located at a water depth of 1,550 meters, about 200 meters east of the caldera wall. The chimney makes one of the shallowest active high-temperature vents studied to date. The vent is surrounded by clumps of vestimentiferan worms and is located within an elongate field of red-colored iron smectite blankets and chimneys. The low-temperature field forms a ribbon 150 meters wide, extending for about 1,300 meters at the base of the wall. Chemical analyses of the hydrothermal deposits ranging from the polymetallic sulfides of the chimney to the outer zones of the low-temperature field show a range of elemental assemblages consistent with temperature zonation around the vent. Submarine hydrothermal vents and associated mineralization on the Tonga arc have been identified in the summit calderas of two shallow-water volcanoes. The highest temperature vents (up to 270°C) occur at water depths between 430 and 540 meters below sea level (mbsl) near the summit of one volcano at 24°S (volcano 19). Clusters of large barite, anhydrite, and sulfide chimneys on the summit cone are vigorously discharging clear hydrothermal fluids with temperatures on the seawater boiling curve. There is abundant evidence of phase separation and associated gold and base metal precipitates. Pyrite, marcasite, wurtzite-sphalerite, tennantite, and chalcopyrite line the interiors of the highest temperature vents. Acid-sulfate alteration of basalts and basaltic andesites is evidenced by intense silicification and the presence of abundant alunite. One volcano at 21°S (volcano 1) has a chain of explosion craters on the flank of a neovolcanic scoria cone and associated massive pyrite, barite and native sulfur deposits at a water depth of 210 mbsl. Intergrowths of pyrite and enargite are associated with intensely argillic altered basaltic andesites. The reported alteration and Au-enriched mineralization styles of these vent fields are similar to other shallow water hydrothermal systems at island arc volcanoes and contribute to the diversity of seafloor hydrothermal activity in the western Pacific region.

Environmental properties of the northeast Equatorial Pacific along 131.5 degrees west, between 5 degrees and 13 degrees north latitude, were investigated in association with changes in water column structures during the summer seasons of 1998 and 1999. Climatic disturbances such as El Nino and La Nina, should have affected this area during the study period. In 1998, a thermocline where temperatures rapidly decrease with depth, was formed at 90~110 m water depth. However, in 1999, a very fluctuating thermocline was observed with latitudes. As a result of changes in the water column structures, biological and chemical environment also showed fluctuation parallel to the changes in other physical parameters. Inorganic nutrient depleting areas, especially for nitrate+nitrite and phosphate, or oligotrophic regions were extended down to approximately 100 m depth, which coincided with the surface mixed layer depth. In the euphotic zone, depth integrated nitrogen (N) and phosphorus (P) values were 34 g-N/m2 (grams of Nitrogen per square meter of sea floor), 7 g-P/m2 in 1998 and 130 g-N/m2, 18 g-P/m2 in 1999, respectively. The results indicated that nitrogen (96 g-N/m2) and phosphorus (11 g-P/m2) are supported by up-welling and down-welling phenomena with convergence and divergence in the study area. Biological parameters in the water columns were largely determined by the physico-chemical environmental parameters. Subsurface chlorophyll maximum layers were coincided with the formation of seasonal thermocline. Copepods were the dominant group of zooplankton community at three sampling stations (N5, N6, N10) terms of abundance, which was the same results of previous surveys for the past 3 years. Among copepod populations, Oncaea sp., Oithona sp. Clausocalanus sp., Acarocalanus sp. and juvenile copepodites were dominant Appendicularians, foraminiferans and radiolarians were also dominant. To investigate diel vertical migration pattern of zooplankton, repeated samplings from the water depth of 0~50m and 50~200m were conducted at KODOS (Korea Deep Ocean Study) area before and after sunrise. Zooplankton abundance was slightly higher after sunrise than before sunrise in the surface layer. Chlorophyll-a concentrations were relatively low as the concentration of sediment increased in most experiments possibly due to a decrease of grazing pressure of microzooplantkon such as ciliates, which is the efficient grazer on small-sized phytoplankton. Because copepod predation on microzooplankton may be prevented by the high concentration of sediment, resulting in lower grazing pressure on small-sized phytoplankton. The results obtained during the baseline study as a part of KODOS project since 1998.

Onslow Bay is a broad, shallow, high-energy shelf system bounded by the Cape Lookout and Frying Pan shoals. It is generally a sediment-starved shelf system dominated by hardbottoms with a scattered and discontinuous veneer of mobile Holocene sediments. Phosphate-rich beds of the Miocene Pungo River Formation crop out in a belt 150 km long and up to 50 km wide across the continental shelf in Onslow Bay, North Carolina. Previous research has demonstrated that a few of these beds contain vast quantities of potentially economic phosphate resources that occur in the surface and shallow subsurface sediments. Onslow Bay contains five phosphate-bearing beds predicted to include up to 20.7 billion tons of in-place phosphate concentrate with total sediment grades ranging up to 22.9% P2O5 and adjusted average concentrate grades of 29.8% P2O5. These phosphates are lithologically and chemically similar to phosphates currently being mined in the nearby Aurora phosphate district in North Carolina. Various lithologies of the Pungo River Formation and associated rock units of Oligocene and Quaternary age crop out on the sea floor to form extensive hardbottom habitats that dominate almost 100% of Onslow Bay. A large proportion of these hardbottoms appear to be sea floor deserts, whereas others are virtual oases with rich associations of benthic organisms. These important differences in benthic community structure appear to be greatly influenced by one or more of the following variables: 1) geologic framework (geologic formation, hardbottom composition, morphology, and spatial orientation relative to dominant currents and waves), 2) texture, movement, and accumulation of surface sediments, and 3) flow rates and chemical composition of discharged submarine groundwater.

In October 2004 Placer Dome entered into an exploration farm-in agreement with Nautilus Minerals, to explore for Submarine Massive Sulphide (SMS) deposits on Nautilus? PNG exploration tenements. Placer/Nautilus currently holds approximately 15,000 km2 of tenements in PNG waters, either granted or under application, covering all reported seafloor hydrothermal vent occurrences.

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970's. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980's, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

While there is no immediate worldwide shortage of hard minerals, the consumption of natural resources is constantly increasing, and there are ominous predictions of shortages to come. Means of meeting rapidly increasing demands are being implemented. These include such methods as exploration and discovery of new ore bodies, development of new mines, increasing production at existing mines, working or reopening known deposits of lower grade ore and tailings, recycling old materials, and developing more efficient and less wasteful processes to convert ores and metals into useful products. The United States, although itself mineral-rich, depends in large measure on imports for many key minerals and basic materials derived therefrom. According to the Department of the Interior, the U. S. depends upon imports for more than half of its supply of six of the basic thirteen raw materials required by any industrialized society - aluminum, chromium, manganese, nickel, tin, and zinc. By 1985 the country will also depend upon imports for more than half of its iron and tungsten, and by the year 2000 imports will have to supply more than half of the copper, potassium, and sulfur that it requires.

Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. For instance, we encounter the following variations, and combinations, off the Namibian Coast. ? Close inshore - holocene sand cover often masks large areas of potentially diamondiferous gravels. ? The U. S. Geological Survey in cooperation with the Institute of Oceanographic Sciences (IOS), U.K., conducted a sidescan sonar survey of the U. S. Exclusive Economic Zone in the Gulf of Mexico from August 7 to October 22, 1985. A reconnaissance-scale view of 120,000 square nautical miles of sea floor seaward of the shelf-edge was obtained by using the GLORIA (Geologic Long-Range Inclined Asdic) sidescan sonar system. After these data were merged with GLORIA data from an earlier survey (1982) of the northwestern Gulf, a preliminary mosaic was constructed at a scale of 1:375,000. From this mosaic, we can identify morphologic features and interpret sea-floor processes. The extensive deformation of the continental slope seaward of Texas and Louisiana by salt tectonics has resulted in a complex pattern of basins and salt dome highs. One continuous meandering channel was identified in this portion of the Gulf, extending from the shelf edge to the Sigsbee Abyssal Plain. Bottom currents have reworked the sediments in this channel's levees seaward of the Sigsbee Escarpment, the seaward edge of the salt front, suggesting that this channel may no longer be actively transporting sediment. Talus appears to lie along the base of the Sigsbee Escarpment, suggesting that erosion and deposition is occur- ring along this front. Three other discontinuous channel systems can be identified on the mosaic and appear to have contributed sediments to the deep Gulf.
