ABSTRACT The Saskatchewan Ministry of Environment recognizes the importance of environmental protection as an important contributor to Saskatchewan’s economy, with the environmental performance of industry closely monitored. Unfortunately, environmental regulation is often accompanied by significant process that does not always add value to environmental protection activities. The Saskatchewan Ministry of Environment has embarked on a visionary restructuring of its regulatory framework from conventional command and control regulation to a results-based regulatory framework. This new regulatory framework will provide for establishing clear environmental protection and resource management objectives; streamlining the environmental acts and regulations; developing an environmental code of practice; relying on qualified persons; enhancing compliance and enforcement tools; eliminating of many permits; and developing greater certainty in environmental assessment decisions. Results-based regulation promises to deliver enhanced environmental protection with less process. The uranium industry in Saskatchewan will be used as an example of the potential effects of results-based regulation.

BECAUSE of its simplicity, the dip needle is widely used for locating magnetic rock formations in drift-covered areas. Although it responds only to strong magnetic disturbances, it has the advantage that surveys with it can be carried out rapidly, at relatively low cost, by untrained operators. More accurate surveys can be made with a much more sensitive instrument known as the magnetometer, but this must be operated by a specialist and the resulting survey costs are much higher. Mining men use the dip needle for the location of magnetic ores or mineral deposits associated with magnetic rocks. In certain districts, a survey with the dip needle may aid in solving geological structure. In the Little Long Lac and Crow River gold camps of Ontario, it has recently been used for these purposes. In interpreting the results of a dip needle survey, an understanding of the chief magnetic and mechanical factors determining the dip recorded by the needle is definitely necessary. For example, many observers locate a magnetic body by the highest dip values, apparently unaware that these frequently may not lie directly above the body. It should also be realized that a careful dip needle survey may yield information regarding the dip, breadth, and perhaps depth, of the magnetic body. Moreover, the observer should know when numerous closely-spaced dip readings are necessary, and when the dip may be measured at more widely separated intervals. The purpose of the following article is primarily to describe the factors affecting the registration of the dip needle, with a view to aiding investigators in a more accurate and complete interpretation of their results. To explain the cause of magnetic disturbances (anomalies) and the action of the dip needle, a knowledge of certain fundamental magnetic terms is necessary.

THE Mackenzie River Valley proper extends from Great Slave lake to the Arctic ocean (see map, Figure 1). From Fort Providence, near Great Slave lake, to Aklavik, near the Arctic coast, the distance by river is 1,000 miles. This will give some idea of the extent of the region. Throughout the length of the river valley, the Precambrian complex rocks are overlain by unaltered sedimentary rocks several thousand feet in thickness. These sediments are dominantly marine and Palaeozoic in age. In places, the Palaeozoic strata are overlain unconformable by Cretaceous an Tertiary sediments. The strata have been folded and, in general, the inclination of the beds to the horizontal is comparatively gentle. Here, then, we have the essentials for potential oil fields covering an area over 1,000 miles in length. This is probably the largest comparatively unexplored potential petroleum region in North America, and surface evidences of oil in the form of seepages occur in several places. Many of these seeps were known to the early explorers, and the first Geological Survey report on the Mackenzie River region, containing the results of field work carried out by R. G. McConnell in 1887-88, noted the petroliferous character of the Devonian strata and the indications of petroleum(l). This region is, however, handicapped by distance from markets and sources of supply of materials; by lack of modern transport facilities; by short season for river transport, and mountainous country separating the valley from the Pacific seaboard; and by the long winter season with weather that makes outdoor work difficult. These factors have tended to discourage the enthusiasm of would-be promoters, and so development in this region has been slow In 1920, a test well drilled about fifty miles northwest of Fort Norman discovered oil in commercial quantity, and three additional wells proved a small area to be productive.

Introduction The property of Rouyn Merger Gold Mines, Limited, is in Rouyn and Joannès townships, Western Quebec, seven miles east of the town of Rouyn. Traversing it is the east-west trending Cadillac-Bouzan fault. Diamond drilling in 1944 and 1945 along a shear zone south of the fault indicated an ore deposit lying at the contact between sedimentary and volcanic rocks and dipping approximately 60° to the northwest. In the summer of 1945 it was decided to sink a shaft to investigate the indicated ore zone. In the immediate vicinity of the deposit, bed-rock is overlain by clay beds, in some places as much as 70 feet thick. Consequently, possible shaft sites were limited to those locations where overburden would not be excessive. The most favourable site was about 125 feet to the south of the ore zone as projected vertically from bed-rock to the surface. Accordingly, it was decided to sink the shaft at this point, with an inclination of 60° N. W., paralleling the dip of the ore zone.

"In the Introduction the author briefly discusses the company history as it relates to the development of its contracts with the Japanese steel mills. The main part of the text describes how Coleman Collieries Limited approached the problem of mining coal profitably in thick, steeply inclined seams. For many years a basic room-andpillar system was worked by conventional methods. Main roadways were driven on strike across the mineable area. These roadways acted as haulage routes for coal, materials and men. Rooms were developed to the rise of the main haulage route by pairs of men using air-operated hand picks. As these rooms advanced the miners would lay and extend a sheetiron chute down which mined coal would gravitate to a controlled loading point, where it was loaded into trains of mine cars. Connecting roadways or ""OFFS"" were driven at predetermined intervals between adjacent rooms, forming pil1ars or blocks. Extraction of the blocks followed on a line conducive to good strata control some distance behind the developing rooms. A need for higher productivity, expansion of the operations and a scarcity of qualified miners resulted in the company deciding to mechanize its underground mines. Joy 6 CM continuous miners and 10 SC shuttle cars were selected as being machines that could reasonably negotiate the problems associated with the pitching seam. The equipment, nonetheless, has definite limitations and Coleman therefore developed a modified version of the room-and-pi11ar system such that the miners and cars could work on cross pitch. In the area described, main roadways were driven to the rise on an average gradient of 12 degrees. Panels, which consisted of two parallel roads with interconnecting cross-cuts, were then developed on strike to a boundary point. Blocks formed in the development of the panels were subsequently extracted on retreat. Problems associated with each phase of the operation are thoroughly discussed, together with roadway support methods and equipment used for the conveyance of coal and materials."

"IntroductionCyanidation is the principal process for extracting gold from ores . Many primary gold ores, however, are partially or totally refractory in the conventional cyanidation process.Considerable success has been achieved with new gold leaching techniques, such as intensive cyanidation, pressure cyanidation, carbon-in-leach cyanidation, etc. These techniques however, do not offer substantial gains in gold extraction from refractory pyrites.The more drastic pretreatment processes such as roasting, chemical oxidation, autoclave oxidation, and bacterial oxidation all utilize oxidation to break down the structures of pyrite and arsenopyrite. This generally renders the gold amenable to cyanidation.Comparative cost studies indicate that the oldest commercial pretreatment method, i.e. high temperature roasting, is currently the least expensive option if the sulphuric acid can be sold. It operates with air at atmospheric pressure and is characterized by fast reaction rates. For an alternative hydrometallurgical con centrate treatment method to be competitive, it too should operate with air at atmospheric pressure and with fast reaction rates. The NITROX process meets these conditions."

Introduction The Horne mine, the property of Noranda Mines, Limited, has in the last six years become one of Canada's leading gold and copper producers. Since the smelter was blown-in during December, 1927, up to the end of 1933, it has produced approximately 1,200,000 oz. of gold and 35O,OOO,OOO lb. of copper. The property is situated within an area occupied entirely by pre-Cambrian rocks and characterized by the complexity of rock types and structures common in such terrain. But apart from this the mine also presents other features of unusual interest in the size, number, and variety of the ore-bodies, the mineralogical associations, and the rather exceptional values both in gold and copper. It is not surprising, therefore, that a study of the geology of the mine should bring to light many interesting problems. The present paper summarizes, as concisely as possible, the results of such a study. Actually, it is a much abridged version of a more comprehensive and detailed paper completed by the writer a year ago (1), but embodying certain corrections and additional data made possible as a result of further development at the mine and of field work carried out during the summer of 1933. Owing to limitations of space, the paper is, in the main, a presentation of conclusions arrived at in the course of the study. Much of the supporting evidence cited in the thesis referred to has, of necessity, been omitted here.

Phelps Dodge has recently operated a commercial scale, super fine grinding circuit of copper concentrates for use in a medium-temperature pressure leaching process. Two 355 kW vertical stirred mills were installed in series, targeting a grind of 80% passing 7.5 µm and 98% passing 15 µm as outlined in Phelps Dodge's concentrate leaching patent portfolio. This paper details the operation and results of the test program at Bag dad, as well as some of the operating challenges encountered.

IN THE preliminary design of a coal washery, the most important factor to evaluate is the ash content of the final product. The ash content permissible may be imposed by market demands, but, in the final analysis, sooner or later - as most consumers today are buying coal on a 'heat value' basis - the coal operator has a certain margin of latitude. and the ash content of the coal to be delivered can be determined on the basis of maximum returns and highest profits. A few years ago, the most desirable separation was selected on the basis of the plus-minus 0.10; that is, the most desirable gravity of the separation was selected at the point showing a minimum amount of near gravities in the raw coal. The reason for this was an expected wide error over these near gravities. Today with the recent development of cry accurate, automatically controlled cleaning apparatus, a much larger latitude is possible, and the most desirable gravity of separation can be selected, almost exclusively, on the basis of the economic factors involved. To illustrate these new methods of investigation we shall give two examples, based on actual coals from the western United States.

Overhand cut-and-fill mining of narrow vein orebodies inevitably leads to the creation of horizontal pillars. As the thickness of the overlying crown pillar diminishes, stresses build up in the pillar. More often than not, this situation causes an increased level of seismicity and possible pillar burst. One well-known strategy to reduce the hazard of crown and sill pillar burst in cut-and-fill vein mining is that of destress blasting. The paper first reviews the methods used for the monitoring and assessment of potential pillar burst in narrow vein cut-and-fill mining. The influence of horizontal stress, mine depth and pillar thickness on stress build-up in the crown pillar is examined through a characteristic narrow vein numerical model. The paper then presents, with reference to three mine case studies, the benefits of destress blasting and the factors affecting its success as a ground control technique.

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. MINE operators are concerned with temperature conditions in their mines, particularly the effects of high temperatures on the l1ealth and efficiency of tl1eir employees. This paper is written to focus attention on the variables of heat transfer between rock and air. It illustrates the difficulties of predicting the manner, and the extent, of heat transfer from theoretical concepts, prior to actual operation of a mine airway. There are ~1any sources of heat in mines. The most important is that of the rock surrounding the airway. This heat, in turn, is a product of the age of the rock, faulting, proximity to recent igneous activity, oxidation of sulphides, hot ground waters, etc. The sources of heat may be constant for any one mine, but they are far from constant when dealing with various mining districts or e1•en with a number of mines in the same district. "There has been a continuous evolution with the use of pre-cast concrete elements in the construction of aluminum smelters. In 1990, Phase I of Alouette was built using cast-in-place concrete exclusively. Whereas, other AP 30 technology plants such as Hillside 2 in the mid-1990s used pre-cast concrete beams with cast-in-place floors. Mozal 2, in 2002, used pre-cast concrete beams with pre-cast partial-slab operating floors. Alouette Phase II went further. Not only were the potroom building beams and floors pre-cast, but the entire pot support system, insulating walls and basement jersey walls were pre-cast. Once the techniques for bending and welding the reinforcement bars and the design for attaching electrical insulating plates to the concrete was perfected, the challenge for the project remained only in the logistics of transporting the pieces to site and simple erection. The overall impact on the project was dramatic. Using prefabricated concrete not only allowed advancement of the schedule, but totally eliminated formwork, re-bar installation, and form removal activities along with the handling of all the materials involved with these activities. With the elimination of these labour and material-intensive portions of the job, exposure to work injuries was dramatically reduced. The most prevalent activity for lost time accidents is during the rough work associated with concrete formwork, placing concrete and form removal. Another area where prefabricated elements were successfully used on Alouette Phase II was for the insulating walls enclosing the pot area, known as the ""claustra walls"". Usually these walls are constructed in-situ using mortar and breeze block. Success was also achieved with prefabrication of the perimetric walls that are installed at the lower floor of the potroom. A big advantage of using prefabricated concrete in the electrolysis area is in assuring electrical isolation for the operating floors. Since approximately 2003 we have witnessed the unprecedented escalation in commodity prices. Coupled with economic chaos following the 2008 economic downturn this has caused difficulties in controlling schedule, capital costs and operating costs for mining projects. Once again escalation has returned to commodity prices fuelled by growth in the BRIC countries especially China and Brazil. This is further exasperated by the missing generation of skilled technical personnel not graduating from universities in the 1980s and 1990s owing to depressed commodity prices. This paper examines the six tenets for successful project implementation.

Black Hawk Mining Inc. has completed a comprehensive program on the prediction and management of acid rock drainage (ARD) at their Keystone Gold Mine (Keystone) near Lynn Lake, Manitoba. The program, initiated in 1994, followed a phased approach utilizing initial acid-base accounting (ABA) results and subsequent laboratory kinetic testwork to define site-specific sulphide oxidation and neutralization consumption rates in waste rock. Net acid generating waste rock at Keystone was defined through the kinetic testwork as waste rock yielding a net potential ratio (NPR) of less than two. A preliminary waste rock management program based on blending of potentially acid generating and acid neutralizing waste rock was advanced. Subsequent refinement of the management program followed the analysis of over 1580 ABA samples collected from individual blast holes during the initial bench development phase of the Keystone pit. Uncertainties in actually achieving adequate blending within the dumps at a mining- scale resulted in the development of a revised waste rock management program based on segregation. Recognizing that any successful management plan requires that the ARD characteristics of the waste rock be identified prior to in-pit blasting, the extensive ABA database was utilized to develop a rapid characterization scheme. By implementing a characterization scheme based on total sulphur concentrations and fizz rating, waste rock could be quickly segregated without delaying the natural flow of ore from the pit. Interestingly, it also became apparent that gold values were strongly correlated with total sulphur, such that traditional fire assays were supplanted with a simple and more cost-effective total sulphur determination. The program highlights the importance and benefits of collecting and exploiting data beyond that necessary to acquire appropriate development permits.

"""A matter of serious concern to the mining industry in British Columbia""; this comment reflects the attitude of the Mining Association of British Columbia toward the proposed new B.C. Mineral Royalties Act. The proposed legislation, introduced by the provincial government in February and now being debated by the legislature, combines a basic 5% royalty on the selling price, less approved p1ocessing and transpo1•tation costs, of minerals produced in B.C. with an ""excess"" royalty of 50% of any price increases over a predetetmined base. Government estimates project annual revenues of $20 million from the new royalty structure. The accuracy of these figures has been contested by the mining industry. Based on current world prices for copper the industry estimates that the provincial revenues from this mineral alone may run as high as $140 million in 1974 and $150 million in 1975. The Mining Association has warned that the new royalties “threaten to become confiscatory""."

Experimental determination of the response of an AG/SAG mill treating two components of significantly different impact resistance is challenging for two main reasons: firstly, small scale laboratory tests have yet to be confirmed as valid representations of the full scale milling environment, and secondly pilot plant testing requires 10-20 tonnes of ore per scenario which precludes the use of drill core, rendering the process very expensive. In order to mitigate these difficulties, modelling was considered as a potential way forward. However, as the JKSimMet AG/SAG model currently has no capacity to simulate the interaction of two ore types with differing impact resistance, density and/or feed size distributions, an alternative modelling approach was developed. This approach aims to essentially calibrate the AG/SAG process under a set of given conditions, for which survey data and the ore properties of the main components in the feed blend already exist. This paper describes a new conceptual model, which provides a simplified approach for investigating the multi-component behaviour of two ores of differing hardness/SG in a given AG/SAG milling environment, and which can potentially be used for scale-up from laboratory/pilot testwork and geometallurgical estimation of throughput.
