Feasibility studies in the development of mining projects are fundamental to most investment decisions. It is important that the issues addressed and the degree of detail involved in feasibility studies are consistent with the investment decisions to be taken. Emphasis should be placed on a thorough analysis of critical project parameters prior to detailed investigations being undertaken into other activities which are not relevant to the decisions at hand. Therefore, the issues to be decided upon should be influenced significantly by the stage of development of the project and by the reliability of technical and financial information used in the study. Some of the more critical parameters of feasibility studies are commodity prices, inflation rates and discount rates. Advice is given on the selection of these inputs and also on their application in the feasibility study as the project progresses through its various development stages. The use of econometric models to assess the effects of a Government's policy on an industry is gaining momentum. This is particularly so for the Mineral Industry and it is important that mineral industry management understands the techniques involved in developing econometric models. Models are usually constructed outside the industry by either government departments or their consultants and used by the policy makers to investigate artificially the implementation and ramifications of new policies. This paper discusses the application of econometric models in Governmental policy determination, highlights the use of various models in Australia and gives an overview of the techniques involved using Australian examples.

The coal under the ridgeline is the most valuable part of the known reserve at Solid EnergyÆs Stockton Opencast Mine. Some ridgeline mining had been attempted in the past with mixed results. Solid Energy recognised that significant project planning was required in order to overcome the formidable technical issues associated with mining the area. It also recognised that the local community also had concerns about the potential impacts of this work including the visual impact of changing the topography of the ridgeline and the nearness of the Department of Conservation estate.   This paper outlines some of the risks and challenges that were faced and the management approaches that were adopted to address them.

Mount Isa Mines operates Hewlett Packard 1000 computer systems for process control in its major mineral processing plants. To simplify control systems implementation, a process control software package has been developed. This package is now used at the Lead/Zinc Concentrator where the HP computer is interfaced to Foxboro Interspec/Spec 200 system and Honeywell TDC 2000 front-ends. The HP computer controls crushing, grinding, flotation and tailings disposal. This paper outlines the development of process control systems at Mount Isa Mines. The creation of the process control package is described and the reasons for its development highlighted. The application of the software package and the implementation of process control systems at the Lead/Zinc Concentrator is detailed.

The foam behaviour of low molecular weight polypropylene glycols (PPG) was investigated as a function of concentration and molecular weight (190 - 2000 g mol-1). For each polypropylene glycol, foam stability increases with concentration and passes through a maximum, beyond which foamability is suppressed as the solubility limit of the glycol is exceeded and droplets of glycol form. Light scattering data as well as static and dynamic surface tension results provide the key information leading to these interpretations. A maximum in foamability was observed for the PPG molecules with increasing molecular weight (caused by a change in molecular conformation at the interface). This suppresses the Marangoni effect and leads to a decrease in foam stability.

This paper reviews the historical data on relative height changes of landmasses with respect to sea level for Pacific Rim countries.It discusses existing theories of the Greenhouse effect, and the interaction with the vertical movements of the continental plates which leads to different effects for different places. Possible future scenarios are described and directions for future research and measurement programs are given.Relative sea levels are governed not only the increase of water from deglaciation but also by a range of other factors such as variable water storage in lakes and the atmosphere, thermal expansion of the ocean, ocean currents, and the shape of the ocean and the continents. Sea floor spreading, for example, is ultimately more significant than deglaciation in sea level control but is generally much slower.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. The general theme of the paper is a resume of factors which induce management to explore for oil, gas, coal and uranium in Australia. It is non-technical in the sense that apart from brief references exploration techniques are not covered. The central theme is the interplay of such diverse factors as taxation, mining 'regu- lations, exploration costs, availability of competent personnel, potential markets within and outside Australia, projected prices of sources of energy and their distortion by governmental action including restrictions on international trade for economic or political reasons, the role of the so-called multi- national companies, extreme views by pressure groups on the preservation of the environment, the availability of funds for exploration and the possible returns to the providers of exploration monies.

The Bunga Beds of the Late Devonian - Boyd Volcanic' Complex is a well exposed succession of rhyolite, sedimentary rocks and minor basalt outcropping along the south coast of New South Wales. The sedimentary rocks vary from shallow water basin margin facies, to deep-water basin centre facies, and the majority of .the volcanics are associated with the deep water facies association. The volcanics are dominated by rhyolite domes, lavas and cryptodomes, whose margins are extensively autobrecciated and quench fragmented. In situ pyroclastics represent a very minor volcanic component and are restricted to the remnants of two small doors- top tuff cone successions. Pyroclastic debris is common in the sedimentary succession enclosing the volcanics and was clearly derived from shallow to emergent basin margin areas through mass-flow redeposition. The succession has bearing on the origin of the fragmental component of, the volcanics that host Kuroko- type massive sulphide deposits. The characteristics of these fragmental volcanics are not well documented. We suggest that based on the Bunga Beds,'Kuroko-type volcanic successions are dominated by coherent rhyolite/ felsic lavas and intrusive domes, autobreccias and hyaloclastites, that in situ pyroclastics are rare or lacking, and that redeposited volcanic debris is abundant. Pyroclastic debris is most likely to have been derived from shallow areas marginal to the deep-water volcanic centre that produce the Kuroko-type volcanics and sulphides.

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities. The attachment of a spherical particle to a bubble is theoretically investigated under the condition of a mixed sorption coating of a collector. It is shown that the attachment is determined primarily by the hydrodynamic factor involving the displacement of liquid from the gap between a bubble and a particle. The dependence of the attachment on the state of the surface of particle (sorption coating) is due to a change in the boundary conditions on the interface with water both in the case of surfactant chemical sorption and in that of the physical adsorption of oil. It is demonstrated that at large distances the thinning of a interlayer is facilitated by a physically sorbed collector, while near the bubble this is done by a chemically sorbed one.

The Cooperative Research Centres (CRC) Program was established and is supported by the Australian Government at a total cost of $140 million per year. Six of these centres have been established to help Australia's mineral industry: three in exploration, one in mining and mineral processing and two in extractive metallurgy. Since the CRC Program has now been in operation for five years, it is a good time to ask whether the minerals industry is being served adequately by these centres. In this paper, the performance of one CRC, namely the A J Parker Cooperative Research Centre for Hydrometallurgy, will be discussed in terms of the objectives of the CRC Program. As will be shown, the Parker Centre has made considerable progress since its establishment in 1992.

Aquatic macroinvertebrates have been used as a monitoring tool for many years. They are ubiquitous and occupy a central role in the ecology of rivers. They are a key link in the aquatic food chain, forming a pathway between primary producers (such as algae and macrophytes) and predators (such as fish, platypus and birds), and some are sensitive to flow conditions, water quality and habitat condition. They are not very mobile and are good indicators of local impacts. As most aquatic macroinvertebrates are benthic, they are better able to integrate effects of changes in water quality, and habitat condition and structure. Their diversity is crucial to the maintenance of a balanced, functioning and healthy river ecosystem. Thus, data on benthic macroinvertebrate community structures can be used for predicting potential impact, assessing the extent of damage and for gauging recovery from damage. Over the past eight years, State agencies throughout Australia, through the National River Health Program have developed models (AusRivAS) to assess river health using macroinvertebrate communities. The Queensland Department of Natural Resources and Mines has sampled both macroinvertebrates and water quality throughout Queensland, including areas affected by mine discharges. This paper will assess results obtained from sampling in the Mt Morgan area to illustrate the usefulness of this method of river health assessment.

Stereological transformation relies on knowledge of the textural characteristic that governs the relationship between the one-, two- and three-dimensional liberation spectrum. Transformation functions can be built from fractionation of real mineralogical particles. Alternatively, transformation functions can be built from simulated textures, geometrical textures or artificial textures. These transformation functions can be useful when the texture of an ore has not yet been characterised for the preliminary assessment of liberation. Recently, Lin et al (1995) developed a methodology for generating such an artificial texture. The artificial texture can be used to produce broken particles of known volumetric composition. Data from image analysis on several artificially generated samples is readily available, and can be used to build the associated stereological transformation function. In this work, the methodology for calculating the transformation function from LinÆs artificial texture is presented. The new texture is implemented for stereological transformation applications.

There are a number of points on which I would like further information, but I will confine my remarks to a relatively small saving which is of particular interest in view of another paper to be presented this afternoon.Mention is made of a 50 per cent reduction in the amount of zinc used in the precipitation of gold slime from the pregnant solution. Would Mr. Harris enlarge on the methods by which they obtained this reduction; and could he give an actual figure of zinc consumption either by ton of ore treated or per ounce of bullion recovered.AuthorsWe consider the reduction of zinc is due to improved clarification of the pregnant solutions. The sand clarifiers used prior to the installation of the 50 ft. -thickener were not satisfactory due mainly to the blending of the hessian and matting under the sand. Under these conditions the leaf clarifiers were fed with overflow solution from the clarifiers and were overloaded in consequence. The addition of Calgon has also been beneficial.The present consumption of zinc per ton of solution treated is 088 lb. per ton.A. L. Nchanga Division of ZCCM has installed and operated a trolley assist system on part of their truck fleet for some three years. This paper examines how the system came to be chosen and how the many features of construction and operation were dealt with. The economics and productivity of the system are presented as are the personnel aspects of acceptance and training. Zambia Consolidated Copper Mines is a state controlled copper mining company formed by the amalgamation of the former Nchanga Consolidated Copper Mines and Roan Copper Mines. The company operates seven copper mines the largest producer being the Nchanga division, which is scheduled to produce some forty-two percent of Zambia's copper production. The division operates four open pits and an underground mine which produce annually some 192 000 and 96 000 tonnes respectively of copper contained in ore.

Paste backfill technology is gaining rapid acceptance in the Canadian mining industry. The authors were able to work on four different mining sites employing paste technology in their operation. In each site the paste backfill is prepared with very fine tailings containing significant amounts of sulphur minerals. The research program involved laboratory testing on samples prepared in the laboratory, on control samples obtained at the backfilll plant during pouring into the stopes and on core samples obtained from drilling in backfilled stopes. The laboratory testing provided detailed knowledge of the mechanical behavior of the paste backfill. The need for a means of measuring the in-situ mechanical properties of the backfill became clear. A review of various trials published in literature and an evaluation of available technology suggested the Cambridge Self-boring Pressuremeter. A first field campaign confirmed the efficiency and dependability of this instrument leading to the conclusion that it offers a very good method for the in situ measurement of paste backfill properties.

Leadership challenges for mine management over the next decade will be primarily about doing more with less labour. This will require a greater focus on people leadership and management, reducing uncertainty by evening out employment peaks and troughs, understanding and addressing our demographic destiny and its implications whilst identifying and holding onto our mission critical employees, managing creativity and accepting diversity whilst providing flexibility in employment for work-life balance. Greater emphasis will also be required on the non-technical social skills of complex interactions with community and education providers and finally a greater emphasis on forecasting and planning for the provision of future skills needs. Skills needs will become an ever increasing priority in risk management as retention starts with attraction and remember: SATISFACTION = REALITY                                EXPECTATIONS These are the challenges and opportunities for leadership and mine management of the 21st century to assist in better meeting and maintaining our human resources needs and thus contributing to the sustainability of the sector in Australasia.
