This paper explains and discusses a computer program developed to deter- mine the optimum combination of fan pressures that will give a required distribution of airflows in a mine ven- tilation system. The program is based on an existing simulator, VNETPC and two experimentally developed relationships: (1) linearity between fan pressures and added regulator resistances and (2) a non- linear convex function relating the system air power and the fan operating Pressures.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNllzarubezhgeologia, VNlloceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of the Russian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous- Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deep- sea drilling (leg 1-130), thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

The mineral resources of Hamersley Iron are structurally complex with fluctuations in mineral chemistry. Besides orebody charact- eristics, mineral recovery is also affected by stringent product quality demands from the competititve steel industry. Under such conditions, a geological ore reserve estimate has little meaning because it is unqualified and presupposes the defini- tion of ore. A system was developed in Hamersley - the Mine Planning Technique - to optimise recovery from available resources. This incremental planning method reduces a geological reserve statement into a simple, logical sequence of events. While there are limitations in the method used, the benefits are enormous. Among its' numerous applications, the schedule - the end product of the technique - plays an important role at Management level in decision making and policy formulation on all aspects of resource exploitation.

The authors have studied and analysed many mineral resource and related projects in Australia. These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of-these parties on projects and conclude with a number of points as guidelines for potential project developers. This paper represents the view of the authors only and should not be taken as a representation of the views of the Australian Resources Development Bank Limited.

The Nelson province was chosen as the prime area for rhenium sampling, based on its mineral associations. Sample preparation involved benefication by grinding and flotation. A modification of published procedures for rhenium analysis was developed and the results compared with those obtained for molybdenum on the same samples using atomic absorption spectroscopy. The results of the analysis for both metals is discussed and the relationships between rhenium and the molybdenum mineralisation of this region is commented on. A metallogenic province is defined for molybdenum and rhenium and the tectonic setting for this is discussed. Some consideration has been given to rhenium possibilities in Fiordland and the Coromandel Range.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

The object of this paper is not to describe any particular type of engine in close technical detail but rather to give a general picture of past and present practice in this important section of the industry. The subject involves the study of almost 600 years of coal mining history which has fluctuated from stagnation to extremely rapid progress.Up to the year 1300, coal was obtained from outcrops and exposed beds, but this easily worked source soon gave out, so by that time shafts had to be sunk to the coal seams, and coal mining proper commenced its career.These early shafts were very shallow, and winding equipment was not a matter for much concern. Raising coal was generally achieved by human labour, which was called "coal bearing." Coal was loaded into baskets. strapped to a man's back, and carried from the underground workings to the pit bottom. The unfortunate individual then climbed ladders to the top of the shaft, unloaded the basket, and descended the shaft for the next load. Men, women and even children, were employed as the mine expanded, and were generally bound to the colliery for life, performing daily work which would now be regarded as slavery. This primitive method of raising coal to the surface was slow, inefficient and highly dangerous, yet for want of a better method it continued until in 1602 it isrecorded as having been abolished in Wales, one of England's great coal districts. Geomorphological mapping is significant in the spatial distribution of representing land form and understanding various features of geomorphology. Geomorphological mapping began very early in China, as the map, showing conekarst(karst pinnacles) of Juiyishan, Hunan province, it was drawn in 168B.C., which was excavated from Han tomb. Mawangdui, Changsha. Its original idea of map-making is rather similar to that of modern map and could undoutedly be the oldest map of tropical karst discovered in the world.Before liberation, landform mapping was done piecemeally and only a small number of maps were prepared by a few editor as insets.

Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

The use of operational research in mining is illustrated by simple examples of the techniques of simulation, linear programming, theory of sampling, and experimental design.Statistical simulation of the delays in answering telephones was used to compare the efficiency of alarm systems in collieries, and to determine stock control policy for a bin in mucking, filling, and tramming operations. Linear programming was used to help minimize transportation costs between collieries and washeries. The theory of sampling was applied to separate and balance the components of error introduced at the' various stages in the collection and reduction of routine samples of coal, and to the assessment of errors of estimates of grade in orebodies from drill samples. 'l'he principles of experimentaldesign were used to compare wear of different conveyor beltings and costs of battery and diesel locomotives in underground transport.INTRODUCTIONIn operational research some of the procedural techniques and professional attitudes of mind found among scientists and, in particular, mathematicians and statisticians, are applied to operational problems in industry ranging from policy making in the broadest sense to the humblest sampling procedures. These apply in mining equally with other industries.Anyone who reviews a procedure critically and in a systematic way may legitimately claim to be doing operational research. Mining of narrow vein mineralisation, invariably depending on the mining method selected, involves the extraction of both ore and waste rock. The level to which mining of waste rock can be minimised depends on numerous factors, but particularly the thickness and dip of the deposit. Resue mining is a method of mining that allows split face firing within stopes to allow waste and ore to be mined separately, allowing dilution to be minimised. This paper examines the technique of resue firing and its applicability to the mining of narrow vein deposits. Particular emphasis is placed on the conditions in which resue mining presents a suitable option for mining of narrow veins.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm's operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as 'business risk' and 'financial risk' respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or 'silver bullet'. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such 'diversification of portfolio' decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.

The Mount Charlotte grinding circuit at KCGMÆs Fimiston mill was recently equipped with three 650 mm CAVEX cyclones in order to improve the overflow P80, reduce the fines bypass to the underflow and improve the underflow density/recovery of water to the overflow. After the first two sets of surveys were conducted air core boosters (ACBs) were installed on the 650 mm CAVEX cyclones in an attempt to further increase their performance. JKTech was approached to assist with the examination of the data obtained from the surveys; this data was intensively modelled to determine, to a high degree of confidence, the impact the changes to the cyclones had on the classification and the benefits to the plant. This paper outlines the outcomes of the trial and the methods used to determine those outcomes.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

In all metallurgical plants metallurgists require analyses of the various intermediate products, eg flotation feeds, flotation concentrates, tailings, mattes, slags, etc to monitor the efficiency of the plant processes and for plant control purposes. Traditionally these samples have gone to off-site laboratories and there can be some considerable delay before analytical data are received. On-line monitors have to be used for plant control purposes and these are difficult to maintain and can give poor quality data. Recent technological advances in automation in analytical laboratories now allow a far quicker turn-around time for analytical data so they can be of more use to the metallurgist. Automation, which involves the use of robots and fewer people in laboratories, has the added benefit of providing higher quality data as the possibility of human error and bias is minimised. Differences between conventional manual laboratories and automated laboratories are described. Automated analytical laboratories are now becoming the laboratories of choice for mining companies which require large numbers of samples to be analysed on a 24/7 basis on similar sample types using the same sample preparation methods and analytical procedures. Automated laboratories have now been installed in platinum, iron ore, copper and aluminium producing mining companies. A further advantage to metallurgical plants is now the possibility of siting automated analytical laboratories in-plant and designing the plant around the laboratory. Concentrator streams, slags, etc can be sampled by automated samplers, the samples transferred by automation to the in-plant laboratories and all sample preparation and analyses carried out by automated processes. These laboratories require a minimum of staff. Such automated in-plant laboratories have been installed on a platinum mine flotation plant, a platinum mine smelter and steel plants. One is in process of being installed on an iron-ore mine with the sampling being carried out by an automated sampling tower. The procedures followed in planning an automated analytical laboratory for a metallurgical plant are described in detail in the paper. The platinum plant smelter automated system which includes rapid transport of samples by air-tube to the laboratory for the analysis of the samples by XRFS is also described in the paper. It is concluded that automated analytical laboratories can be retro-fitted to most metallurgical plants but they are best suited to greenfield sites.

There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.
