Technological development is accelerating in the mining industry (Abrahamsson and Johansson, 2021) and in large parts of the world there is an increased environmental awareness (United Nations, 2015). This can mean both challenges and opportunities. The mining industry has long been criticized for its adverse environmental effects. However, there is now a lively discourse about the role of mining in facilitating the green transition towards sustainable development. Mining is increasingly recognised as a prerequisite for the green transition, by supplying key raw materials to enable, for example, digitisation and batteries for electric vehicles. The green transition not only amplifies the demand for metals and minerals but also intensifies pressure on the mining sector to assume greater responsibility for environmental and societal welfare (Dehaine et al, 2020). New technology, such as digitisation, automation, and remote control, play a crucial role in advancing towards more sustainable mining practices. Despite the expanding role of advanced technology, human involvement will remain important in the extraction process (Rogers et al, 2019), but new technology will change how miners do their work, which in turn will lead to changed competence requirements for miners (Herbert and Hidalgo, 2021) and increased need for further education. Given the significant shift towards sustainable mining, it is important to study how these changes may affect the work, competences, further education and skills of miners as human expertise will continue to be critical in the extraction process. Consequently, there is a need for proactive research to prepare for the inevitable changes and implement measures to support miners through this changeable period to ensure a smooth transition that protects miners’ safety and working environment. This extended abstract explores how new technology will affect the need for further education of miners in the future.

The CSA Mine is located at Cobar, New South Wales, where it was in continuous operation from 1966 to the time it went into receivership on 29 January 1998. When it closed it was under the ownership of Golden Shamrock. Glencore International, in conjunction with Mt Lyell Mining, undertook a due diligence study to determine the feasibility to re-open the mine. This envisaged operating CSA Mine as a low-cost, copper concentrate producer under the direction of Cobar Management Pty Ltd (CMPL). The new workforce would consist of contractor trades people in operating functions under the co-ordination of CMPL staff, both on the surface and underground. This was the key to establishing the new culture in the workforce. The orebodies at CSA Mine are steeply dipping with copper-lead-zinc mineralisation in zones of strong alterations in a fine-grained siltstone host sequence. The predominant economic minerals are chalcopyrite, sphalerite and galena. The major gauge minerals are pyrrhotite, pyrite, chlorite, sericite and quartz. Ore for the project is being developed and mined from two high grade copper lenses within the QTS North system. Chalcopyrite occurs in two forms. The first consists of coarse chalcopyrite grains in association with pyrrhotite or pyrite. The second form consists of chalcopyrite grains intergrown with pyrrhotite grains. This form of chalcopyrite is quite rare. It allows electrochemical interactions between grains, resulting in rapid oxidation of the chalcopyrite surface. Physically this ore looks like, and has been mistaken for æpeacock oreÆ, ie bornite, but is infact oxidised chalcopyrite.

Scale build-up in titanium palladium alloy spent electrolyte heat exchangers in the residue treatment plant commissioned at Risdon, Tasmania in 1971 was shown to be a mixture of manganese dioxide and anhydrite (CaSO4). The manganese dioxide was deposited as a result of thermal decomposition of permanganate ions present in the spent electrolyte. It was shown that deposition of manganese dioxide and associated anhydrite scale could be prevented by prior reduction of permanganate ions to the manganous (Mn++) state by the addition of ferrous ions. In the plant this was conveniently accomplished by injecting into the inlet line to the heat exchangers sufficient zinc plant solution containing ferrous sulfate to decolourise the spent electrolyte. This action prevented deposition of such scale for another 21 years, until the heaters were finally decommissioned in March 1992. Measurements indicated that addition of the reducing solution lowered the anodic potential of the titanium alloy by 200 - 300 mV (depending on the solution resistance), but that it was still +300 to 400 mV with respect to a standard calomel electrode. It was shown that, if necessary, a small impressed current could be applied to provide anodic protection. Before scale deposition was overcome by the addition of ferrous sulfate solution, badly scaled heat exchangers were cleaned by recirculating a solution of hydrogen peroxide in spent electrolyte or dilute aqueous sulfuric acid, after laboratory testing of a variety of possible solvents for the scale. Corrosion tests indicated that attack on the titanium alloy by the acidic peroxide cleaning solution was insignificant.

The old Trekelano mining area is situated in the Cloncurry Gold and Mineral Field 14 km east-south-east of Duchess. It connected with the main Cloncurry-Dajarra railway line by a private line from Juenburra, a distance of 10 km. The distance by rail from Townsville is 561 km. The area was first mentioned circa 1902 - 1903 when a very short report said, that a Tony Allis had taken a parcel of copper ore out of a mine which, he called æThe InheritedÆ. After that report, nothing further was printed until about 1906, when traces of copper were noticed on a wagon track going to Kiama Well. The Trekelano deposit did not outcrop, with the cap covered by about two metres of soil. The deposit was named after an early pastoral holding. The early prospectors were however disappointed by TrekelanoÆs low copper grades, approximately five per cent Cu. This is understandable when, in those days, about 25 per cent was the cut-off grade for mines in the district. Meanwhile, The Hampden Mining and Smelting Company were constructing a smelter to treat their sulphide ores at Kuradala that was replacing their high grade oxides ore. By about 1910, the Hampden Mining and Smelting Company was experiencing smelting problems, and needed suitable oxidised copper ore to blend with the Kuradala pyritic ore. Someone must have remembered the Trekelano low-grade oxides, resulting in agreement to mine and cart the ore to Duchess, from where it was railed to Hampden, as Kuradala was known at that time.

GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

This paper examines the broader implications of recent and ongoing changes in mineral resource managementå and reporting practices and the impact that these might have on mining companies. It is likely that an International Reporting Code will be developed in the near future, based on a number of National codes produced in recent years. However, this is only part of the reporting story, as an International Code brings with it a range of further issues to resolve. For the Code to be effective, there needs to be international recognition and perhaps licensing of Competent Persons and an expanded base of sponsoring professional bodies. Also, in an increasingly global business, shareholders, regulators and other interested parties need to know and understand the general processes involved in resource and reserve estimation and reporting in order to recognise companies that maintain the highest standards. There is a current trend towards greater scrutiny of company performance in a range of areas under the banner of corporate governance, and many changes are happening that will place greater disclosure burdens on all companies in the future. Good corporate governance means management of company assets for the benefit of the stakeholders. For a mining company, there is no greater asset than its mineral resources and reserves and directors are just as responsible for effective management of their mineral resources as they are for financial good practice. The paper looks at the relevance of corporate governance principles to mineral resource management and the changes that this could bring to the way that companies deal with regulators, shareholders, financiers and others. Finally, increased scrutiny and further regulation inevitably means greater effort by the industry and higher costs. Despite this the author believes that there are substantial offsetting benefits to be gained by companies prepared to take the initiative in improving resource management practices and communicating these improvements to shareholders. In order to achieve the benefits however, the industry needs to fully engage in the changes that are taking place û setting its own standards and working with the regulators rather than sitting back and being legislated against. Mineral resource reporting provides a good model of how this process can work and there will be other opportunities in the coming years as the industry seeks to develop best practice in mineral resource management. The mining industry has undergone a profound and transformative shift in recent years, driven by the rapid advancement of emerging technologies such as automation, digitalisation, and electrification. These technological innovations have not only revolutionised operational efficiency and productivity but have also introduced an imperative need for new and innovative approaches to conducting mining activities. Specifically, the mines of the future face a new series of complex challenges when planning and developing greenfield or brownfield mining projects in the 21st century. These challenges include greater operational depths, higher seismicity levels, higher rock temperatures, increased environmental constraints and sustainability requirements, a higher degree of interoperability, lack of skilled workforce, and the need for sustainable and eco-friendly mining practices. Consequently, there is an essential need to formulate novel strategies and robust planning methodologies that re-evaluate how mines are planned, executed, and managed, from the early exploration stages to the post-mining era and the consequent uses of mine sites. This research focuses on identifying the factors influencing the implementation of modern technologies, such as autonomous machinery in mining operations, and their impact on mining method selection and longterm mine planning. The findings underscore a crucial need for a paradigm shift in how mines are planned and developed, going beyond mining method selection, which primarily focuses on geological and economic factors, and must evolve to incorporate the multifaceted implications of modern mining operations.

The development plan (long-term plan) of El Teniente Mine, Codelco-Chile, includes 100 per cent primary ore, located at increasing depths, which may involve several difficulties related to the application of the current panel caving method, such as a high seismicity level, a coarse fragmentation and ore pass damage. Therefore, it is a strategic priority for the El Teniente mine, to design and to test alternative mining methods, at similar or lower costs to ensure an efficient and safe ore extraction. In this context, the Macrotrench method is developed, as a competitive alternative to the current method. The document describes the panel caving method, the experience achieved in the primary ore exploitation from the geomechanical point of view. It also describes the æmacrotrenchÆ method as an alternative to the current exploitation method. Finally, the comparative advantages of macrotrench in relation to panel caving are presented. The results obtained during the engineering stage include the following aspects:the mining design, the material handling, a geomechanical evaluation of the method, and a comparative analysis.

Multiple-point simulation is a family of methods used to generate conditional facies simulations that present the same spatial dependence as a user-defined training image. The main advantage of using a training image is the easy integration of geological concepts in numerical subsurface models. The strength of multiple-point methods is that it allows making the best use of geological expertise when data are too sparse for inferring a model of spatial continuity. However, despite being appealing to geologists, the multiple-point methods are often not used in practice due to the difficulty of building complex 3D training images that contain realistic features.A new framework for multiple-point simulation is presented that involves small and simple training images. The main idea is to use random transformations to expand the range of structures available in the simple training image. The training image is not regarded any more as a global conceptual geological model, but rather a basic structural element of the subsurface. Complex geological structures are obtained, whose spatial structure can be parameterised by adjusting the statistics of the random transformations, based on field data or geological context. In most cases, such parameterisation is possible by adjusting two numbers only. One advantage is that the training images are so simple that they can be easily built even in 3D. The method allows building 3D models that reproduce shapes corresponding to a desired prior geological concept and are in phase with different types of field observations, such as orientation, facies or geophysical measurements. The flexibility of the approach allows for naturally integrating different types of data. This is demonstrated on an example involving seismic data assimilation. Examples where complex 3D folded structures are built from a simple training image and a few orientation data are shown.

The Regional Development Council has initiated a project that aims to find better ways for further investment by extractive industry companies in sustainable regional and community futures. It will be undertaken through collaborative actions that bring together the resources of private and public sector stakeholders in regional Western Australia.   The broad objectives of the project are to: describe and analyse the current situation with respect to the impediments to regional communities being more self sustaining, assess the effectiveness of the current and possible future levels of investment by extractive industry companies in the sustainable development of communities in regional Western Australia, identify and demonstrate collaborative ways in which extractive industry companies in Australia and other countries can play an enhanced role in sustainable regional and community sustainability through strategic engagement and investment; and confirm the effectiveness of the collaborative measures in delivering sustainable outcomes for regional communities by way of attracting and retaining populations and enterprises in Australia and similar environments.

You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

It is a very great privilege for me to be able to address you tonight and I am deeply sensible of the honour which has been done me. I am equally sensible of the inadequacy of my training for the position of President of your Institute.May I say at once what a very great pleasure it is to have so many members from the mainland States visiting us here in Tasmania. We do hope that you will find pleasure and profit in your stay.Since the Annual Conference is always held in the vicinity of one or other of the great mining fields, it has become the practice for the Presidential address to review the history of the particular field and t(j) indicate its place in the economic structure of the country.I propose to follow this practice and to try and present to you a short picture of thÇ mineral industry as it has existed in Tasmania. None of the information is new it is available in diverse and remote geological reports and in publications such as Witham's Western Tasmania and the more recent Peaks of Lyell. The last composite approach was written twenty years ago by P. B. Nye and published as a Geological Survey Bulletin.I have enjoyed preparing this address because on occasion I find it refreshing to look back and see what was known and what was accomplished in the days when the going was a little tougher than it is now, and to speculate upon the reasons that drove men to do what they did. I shall therefore discuss the search for minerals in this State; the discoveries over the years; the elation with which the new fields are greeted; the disappointments attending some of them; the mines that have come and gone; and the...

The Closure Risk model was developed as a new tool to aid decision makers in the complex area of mine closure. It uses a simple analytical technique that allows the decision maker to simplify what is often a complex mine closure process into more easily managed sub components. This systematic approach ensures that critical factors in the closure process are not overlooked. It also allows the most important issues to be highlighted. The model can also be used to produce quantitative estimates of risk by weighting and prioritising the issues to produce the Closure Risk Factor (CRF). Field trials at several mine sites in the Northern Territory of Australia in 2001 tested the model. The trials confirmed that the model has significant potential as a tool for decision-makers to assess in a structured, systematic manner, the major closure risks at individual mine sites. The risks include not only environmental impacts but safety and health, community, legal, financial, technical and other issues. The trials confirmed the value of a team-based approach and the inputs of key staff including environmental, production, mine planning, and community liaison personnel as well as mine management. Although the usefulness of the qualitative component of the model was established, it was found that, due to the influence of subjectivity, the utility of the prototype model to determine quantitative risk was of limited value. Using a continuous improvement approach, improvements to the model were sought. A refined model, incorporating the Australian Standard 4360 definition of risk and facilitated in-house risk assessment sessions was developed and tested against the data obtained in the field trial. This model, while maintaining the qualitative strengths of the original, allows more accurate absolute and relative quantitative scores to be calculated. This in turn facilitates comparisons between the issues at a single site as well as between different mines.

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. The most important aspect of modelling a geological variable, such as metal grade, is the spatial correlation. Spatial correlation describes the relationship between realisations of a geological variable sampled at different locations. Any method for spatially modelling such a variable should be capable of accurately estimating the true spatial correlation. Conventional kriged models are the most commonly used in mining for estimating grade or other variables at unsampled locations, and these models use the variogram or covariance function to model the spatial correlations in the process of estimation. However, this usage assumes the relationships of the observations of the variable of interest at nearby locations are only influenced by the vector distance between the locations. This means that these models assume linear spatial correlation of grade. In reality, the relationship with an observation of grade at a nearby location may be influenced by both distance between the locations and the value of the observations (ie non-linear spatial correlation, such as may exist for variables of interest in geometallurgy). Hence this may lead to inaccurate estimation of the ore reserve if a kriged model is used for estimating grade of unsampled locations when non-linear spatial correlation is present. Copula-based methods, which are widely used in financial and actuarial modelling to quantify the non-linear dependence structures, may offer a solution. This method was introduced by Bßrdossy and Li (2008) to geostatistical modelling to quantify the non-linear spatial dependence structure in a groundwater quality measurement network. Their copula-based spatial modelling is applied in this research paper to estimate the grade of 3D blocks. Furthermore, real-world mining data is used to validate this model. These copula-based grade estimates are compared with the results of conventional ordinary and lognormal kriging to present the reliability of this method.CITATION:Musafer, G N, Thompson, M H, Kozan, E and Wolff, R C, 2013. Existing production facilities are constantly looking at ways to increase capacity. Many recent solutions have focused on the implementation of capital and infrastructure projects. It is accepted that capital expansions are frequently necessary for production gains; however, in many cases existing assets have the potential to deliver substantially better throughput than they are currently achieving. By focusing on automation of production control systems, production reporting and business processes substantial gains can be achieved utilising existing assets. This potential can be realised quickly and has been proven across several sites and industries. In the Pilbara region of Western Australia throughput gains of between two per cent and 25 per cent (translating to millions of tonnes per annum) have been achieved from existing assets using the methodologies discussed. The improvement process involves evaluating the entire production chain from the time the ore arrives at the plant to the time it is dispatched. A technical evaluation of the performance of the control system and plant automation interfaces to upstream and downstream processes is conducted. The relationship of these processes to the business systems and the human interface to the systems is reviewed to ensure a complete picture of the system is understood. Technical evaluation targets include: individual equipment operation, the engineering level of control systems, feed controls, etc; managing recirculating loads, surge capacities, dynamic inventories as well as management of in-feed systems and integration into yard and out-feed systems; and communication flow between control and other systems, data alignment between rail and shipping schedules, yard systems, sales systems and maintenance systems including such fundamentals as truck dispatch links to plant control. In parallel with the technical evaluation, business system evaluation takes place, including analysis of the operational systems, methods and personnel.

The mining of iron ore is a high volume low margin business because the value of this commodity is significantly lower than that of base metals. The main metallurgical challenges in most of the iron ore projects proposed for treatment nowadays have been in finding the optimum flowsheet for the treatment of magnetite ores, mixed magnetite-hematite ores and even ores that have banded ironstone formations (BIF). The associated plant designs incorporate very high capacity milling systems to grind the ore down prior to magnetic separation and in being highly capital intensive requires substantial investment in mega processing plants with associated infrastructure to mill down the run-of-mine ore to the desired treatment size for upgrading.To minimise the cost of infrastructure, better beneficiation techniques and technologies are being sought to assist in reducing upfront ROM feed to allow for reduction in overall treatment plant footprint necessary in extracting the desired downstream product. This paper discusses such beneficiation techniques and advancement in technologies for the upgrading of coarse and fine iron ore utilising dense media separation (DMS), jigging, wet magnetic separation, dry magnetic separation, flotation and x-ray processing.Another group of iron ore projects involve the mining of hematite ore below the water table. Often the mined ore is wet and sticky. This combination requires high capacity processing of feed material utilising large scrubbers or attritioning units to effectively remove the slimes component present in the feedstock. The fines removed, usually below 1 mm, are then discarded in large tailings storage facilities. Approaches to recovering the saleable material contained within these fines will also be investigated in this paper. This not only implies possible reduction in slimes discard footprint, but also holds potential benefit in augmenting overall yield and recovery of hematite product.CITATION:van Niekerk, L M, 2013. The Black Star Open Cut is located immediately adjacent to the township of Mt Isa and is situated in the middle of extensive pre-existing infrastructure including two concentrators, two smelters, a wet fill plant and two shafts. At any one time there are in excess of 500 people working on the surface within an industry-accepted 600 m exclusion zone from Black Star blasts. Apart from the surface operations there are also the underground operations including the lead mine (closed in December 2005) and the Enterprise and X-41 mines that must clear for all Black Star blasts. The application of industry standard blasting exclusion zones (600 m) was risk assessed as imposing operationally prohibitive constraints which could cause significant business interruption due to the logistical challenges required to ensure that all personnel from surface plants were evacuated for each blast and potential for lost production whilst these personnel were not operating the plant. In was therefore an imperative for the blast exclusion zone to be reduced. This was achieved by the: use of a QA/QC team to ensure that relevant drill and blast implementation is within an acceptable tolerance (KPIs) from design; use of high-quality stemming material called HMR, which is a by- product of the concentrating process and is generally sized at -14 mm with very little fines; implementation of appropriate training and support to Black StarÆs own blast crews, reinforcing the need to achieve the designed amount of stemming in every hole; and provision of appropriate support from Black StarÆs management for additional resources to ensure that every blast achieves design within the KPIs but especially in high-risk areas. The blast exclusion zone was successfully reduced after monitoring the flyrock results from more than 176 blasts. Black Star Open Cut now maintains a minimum blast exclusion of 200 m in critical areas; however, general blasting currently uses a 250 m exclusion as this provides additional risk management whilst still minimising the logistics associated with clearing and securing the slightly increased area.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Aust- ralia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are begin- ning to experience where industry no longer `calls the tune'. We miners have been quick to point out and emphasize, that ours is a `high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to elim- inate, moderate, or control or economically compensate for predicted risks or changes.
