The word governing derives from gubernare meaningto pilot a ship. Being inclined to metaphors, one could be forgiven to think that politicians act this verb and captain the Nation's ship into some definite course. In the case of at least the mineral resources industry, it seems that there are not many James Cook followers in our parliaments: Australia's approach to mineral and energy policy is often chaotic - witness the 1935 to 1961 ban on iron ore export-ing which prevented the development of a significant steel industry at time when the World was hungry for this metal, just to mention one amongst many other examples.The follies of Australia's mineral policies are well il-lustrated in the case of uranium mining. Although Australia had the Western World's largest economic reserves of uranium, it is onlythefifth producing nation and its uranium potential is largely unrealised. At the root of this situation are the interventionist attitudes and policies of successive Federal Governments which for more than four decades distorted the Investment decision and, in more recent times. discouraaed investment.

The middle-Devonian Dulladerry Volcanics is a complex of A-type, predominantly rhyolitic ignimbrites, lavas and breccias. They form a NNW trending belt some 90 km long and 10-20 km wide, east of Parkes, NSW. The volcanics are dominated by widespread ignimbrite units with minor basalts, sediments and rarer andesites. The volcanics were deposited in a sub-aerial, possibly continental rift setting and are similar in chemistry and age to the Eden - Comerong - Yalwal Volcanic Zone (EVZ) on the NSW south coast. The volcanics exhibit an unusual Atype chemistry (high Zr, Y, Nb, REE, Ga). This distinctive composition illustrates that the volcanics are not comagmatic with the adjacent Yeoval Granite Complex or Eugowra Granite, which show typical I-type fractionation trends. Epithermal gold veins occur in basalt and andesite in the Dulladerry Volcanics at Mt Aubrey (Hopf, 1992), near Baldry. Alteration also occurs in the Glen Isla and Red Hill areas, with epithermal sinter recognised at Glen Isla. Copper and minor gold mineralisation occurs at the contact of rhyolite and andesite at Reedy Creek, but is not of epithermal origin. The analogous EVZ also contains several epithermal gold fields and it is this style of mineralisation which provides the most prospective targets in the Dulladerry Volcanics. Although the Dulladerry Volcanics also contain high background levels of REE and metals such as Zn and Pb, the general lack of fractionation and water-undersaturated character of A-type magmas does not lend itself to the development of significant concentrations of these elements into a fluid phase and mineralisation. The prospectivity of A-type volcanics in general could not be regarded as high. The engineering geological mapping of Metropolitan Area of Jopo Pessoa in the littoral zone of the Parafba State, northeast of Brazil, made possible the ambient characterisation for space using and its implications on the environmental resources. This region comes lately denoting an accented industrial growth and this work would help future projects of urban planning, distinguished by quick ground occupations for residential, industrial installations, farming, beyond mineral extractions. The mineral sector supplies material and substance demanded by industry and civil constructions, like as clay deposits, sands, calcareous rocks and mineral water. Many companies working there do not have the permission or inspection of ambient agencies for planned extractions of mineral resources. The consequences of this activity pass for the low profit of the reserves, bad uses of the sources, ground degradation, vegetation suppressions and physical impacts on landscapes, beyond noises and vibrations. These activities have causing accelerated alterations and transformations in the environment, compromising the sustainable development. It thus becomes clear that urgent solutions must be find to solve the problems with human interferences by closer inspection and management for disciplined use of its natural resources.

The alluvial diamond deposit in the Kimberley Region of Western Australia which became to be known as the Bow River Diamond Mine was discovered in 1982 by joint venture partners Freeport of Australia Inc and Gem Exploration and Minerals Ltd. Mining commenced in 1987. This paper describes the exploration programs and results from discovery to commencement of mining and reviews the public reporting of this process in the light of 1992 Ore Reserves Code (JORC, 1992). This case study illustrates the difficulties involved in resource estimation of alluvial diamond deposits. The study also shows that current reporting standards were, to a large extent, adhered to a full ten years before the diamond reporting section to the Code was formulated.

Records of ex-solution intergrowths with tetrahedrite as a component are rare. Intergrowths of this nature of tetrahedrite with galena have been described by Guild (1917) and Schneiderhohn (1922), and in Broken Hill ore by Stillwell (1926), but both Schneiderhohn (1922) and Gruner (1929) have commented specifically on the apparent absence of exsolution intergrowths of tetrahedrite and chalcopyrite, despite their frequent association in ores, and their related atomic structures. Schwartz (1942), reviewing the literaturerelating to ex-solution among ore minerals, lists only two instances of such intergrowths, one an occurrence of lamellae of chalcopyrite oriented along the octahedral planes of tentantite (the arsenical isomorph of tetrahedrite), the other of blebs of tetrahedrite in stannite. Coal exports are forecast to grow strongly, so that coal is likely to remain very important to Australia for the foreseeable future. However there is no sign that prices or profitability will rise of their own accord. Therefore the intense squeeze on costs will continue for the foreseeable future. This will mean lower manning, more outsourcing and probably an increasing rate of company attrition. As well, the political pressure from the greenhouse debate is only going to intensify and the pressure on the Federal Government after Kyoto is likely to be irresistible.

In early June, 1986, a fire of unknown origin erupted in one of several main entries of a coal mine located in southwestern Colorado. The fire was aggressively fought with high-expansion foam. As a result of several strategic decisions, the fire appeared to be held in-check. Unfortunately, sufficient quantities of foam were unavailable and as soon as the foam was depleted, control of the fire was lost. To prevent further damage and the possibility of an explosion, all entries to the mine were sealed.

The WA Goldfields is a highly productive gold and nickel mining area, but is arid with highly saline groundwater. Groundwater is widely used to supply process water to mines in the region but high groundwater salinity, commonly exceeding 50 000 mg/L TDS, tends to increase processing costs, limit end uses for the water, cause problems with disposal and potentially increase impacts on a sensitive arid environment. The area has low rainfall (200 - 270 mm/year) but run-off, particularly during cyclonic events, is high. Our experience suggests that stream flow from catchments in the area can produce a divertible yield of 8 - 17 ML/km2/year. An evaluation of stream flow harvesting using AnglogoldÆs Jubilee Pit predicted that 1000 ML/year of good quality water could reliably be supplied to the Sunrise Dam Gold Mine. Because of high rainfall variability, it is likely that an alternate source of water supply will be necessary when operating a surface-water harvesting scheme in the WA Goldfields. However, a combination surface/groundwater supply could have substantial cost, operational and environmental benefits compared to traditional supply systems that utilise groundwater only.

As a part of Solid Energy's progressive rehabilitation of the Stockton Mine, it was determined that significant rehabilitation of the existing Mt Frederick Sidecast would be required to ensure the long-term stability of the sidecast. The goal of this rehabilitation is to reshape the existing stockpile into a more stable slope configuration, and the construction of a comprehensive stormwater collection and discharge system. The reconfigured slopes will facilitate the final revegetation of the exposed surfaces and the management of surface and groundwater discharges from the area. This paper briefly describes the specific details of the project and the significance of seismic conditions on the long-term stability of the reconfigured stockpile.

An uniquely-designed flash furnace for smelting of nickel concentrate and for the recovering of metal values from the slag generated has been in successful use for nearly six years. Within the last eighteen months the ability of the furnace to treat slag arising from converting operations without significant reduction in capacity has also been successfully demonstrated. Previously, converter slag had been treated separately in an electric furnace. The salient features of smelter developments are outlined and slag chemistry is discussed. The low cost method for the introduction of coal to partially replace light fuel oil is reviewed and total energy requirements evaluated.

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM tunnelling twin light rail tunnels through cohesive soils and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a listed historic building on shallow foundations as well as modern buildings on deep foundations; one major office block was actually constructed directly over the alignment during the latter phases of design process. This paper provides an overview of the general site conditions, tunnel design and the technical basis for excavation support and tunnelling decisions. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed. Project construction has now commenced and a brief summary of progress to date is included in this paper; this will be updated for the presentation to be made in Melbourne.

These vary from complex textural problems in the lead-zinc concentrator and their subsequent effect on grinding and flotation to scheduling of converter slag treatment in a chalcopyrite concentrator. Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. The increase in the zinc feed grade to the cleaner retreat circuit with magnetic conditioning was demonstrated to a very high level of statistical confidence.CITATION:Gurnett, I, Voigt, P, Lumsden, B and Lines, P, 2012. Sluice-boxes are by far the most widely used concentrating devices by small-scale operators in PNG who work alluvial gold deposits. The sluice-box designs and their operating conditions used are known to vary widely. The selection of sluice-box configuration and the operating parameters such as the water flow rate is purely based on past experience. Some use small flowrates to increase the fine gold recovery at the expense of efficient separations and capacity while others use high flow rates resulting in increased fine gold losses but with high throughput rates. Recent work has revealed that the combination of riffle height, their spacing and wash water flow rate are the most important parameters that determine the success or failure of such operations. This combination has been shown to depend on the in situ gold and gangue size distributions of the deposit being processed. This paper describes a design procedure which uses a non-linear optimisation method to determine the optimal combination of the above parameters to maximise the metallurgical efficiency of such operations.

The paper is introduced by some general comments on the Electrolytic Zinc Company West Coast Mines operations. An outline of the geology of the Rosebery Mine orebodies preced- es a resume of the mining methods used prior to the current mechanization programme. The reasons for the introduction of longhole stoping techniques are given together with a brief explanation of both sublevel longhole and longhole stoping methods. The application of remotely controlled loaders within these stoping methods is discussed. A description of the remote control mechanisms, used on Atlas Copco 310 and 511 Cavo loaders, is followed by comments on these mechanisms from both a maintenance and production viewpoint. A summary of perform- ance statistics and operator safety records vindicate the selection of remotely controlled loaders for the longhole stoping areas at Rosebery Mine.

The Martha deposit in Waihi, New Zealand, is a giant adularia-sericite epithermal gold-silver deposit that formed 6.0 to 6.1 Ma, and has produced over 6.4 Moz gold and 39.9 Moz. Fluid inclusion analyses were undertaken on a limited number of vein samples from Martha. The results from this eight week student project are preliminary but agree with previous studies. There is little variation between primary and secondary inclusions and between different vein types, except that homogenisation temperatures of the inclusions in sphalerite grains are on average 20¦ to 30¦C higher than the average quartz vein values. Overall the temperatures of homogenisation ranged from 182¦ to 258¦C and final ice melting temperatures ranged from 0.0¦ to 2.8¦C. Unusual black inclusions were also found associated only with the ginguro bands. Some of these appear to be solid sulphide inclusions but others are not so clear.

Shortly after the outbreak of war in September, 1939, it became apparent that considerable quantities of certain metals and alloys which at that time were not being produced in Australia would be required in increasing amounts for the prosecution of the war effort.Australian industry had relied on overseas sources of supply for the relatively small quantities of many special metals which were needed under peacetime conditions. As the war progressed so great became the demand for mooy of these alloys in Great Britain and other allied countries that it was necessary for them to place an embargo on the export of these materials, and thus it soon became evident that if Australia's production of munitions was to expand and develop it would be necessary for her to become independent of overseas sources for many of these essential 'items. The shipping position also became very acute, and this, accentuated the difficulties of obtaining these alloys. Because of the conditions outlined aqove, the manufacture of over thirty different metals and alloys .was undertaken at Newcastle during the past decade. It is with two of these that this paper proposes to deal. They are tungsten powder and ferro-silicon.TUNGSTEN POWDERTungsten is a rare and comparatively new metal. It is used extensively in the production of high speed tool steel, some grades of which contain up to 22% tungsten. Such articles as twist drills, reamers, milling cutters, and lathe tools are made from tool steel, and the demand for these during the war years was greater than ever before. The use of tungsten in the manufacture of high speed steel was first developed in 1914 by the Germans, and when it was discovered that they were using tungsten bearing steel for the production of munitions there began a world-wide search for ores of this rare metal.

Stringent environmental benchmarks imposed by governments and successful legal challenges in the country of origin have changed the risk profile for all mining companies over recent years. In developing countries, however, where high government standards may not always be in place, direct community action has often made worthless substantial investments in otherwise viable mining operations. Real limitations are therefore imposed from these risks on all areas of mining activity, wherever they may be. Thus, the bar has been raised for all companies developing or operating mines. This paper argues real financial and global industry reputation benefits accrue when all known environmental risks, where practical, are managed. In response, among major international mining companies, as the industry moves towards greater global consolidation, senior management teams have increasingly adopted corporate governance standards including æTriple Bottom LineÆ (shareholder/government/community) sustainability reporting. Sustainability reporting is encouraged by improved international stockholder and financial investor perceptions by contributing to lowered social, community and geopolitical risk which lowers the cost of access to funds as well as improving staff morale and productivity. New mines must not only be primarily financially viable but must operate throughout in a sustainable way. Case studies of some recent mining operations, who have not foreseen or proactively managed major environmental risks, demonstrate the dire financial and personal implications for managers, directors and shareholders from not identifying and managing these environmental risks. Merely having a corporate policy statement on environmental standards or high level Government approvals process for a mining activity does not preclude mining operations from the risk of direct action by local populations or future adverse legal implications from risks which were perhaps identified but not mitigated effectively. Methods and processes for the identification and active management of environmental risks in the global arena are discussed to add a practical element to sustainability, based on the authors recent strategy development processes with governments and major mining houses such as BHPBillition, Rio and Xstrata. Emphasis is placed on proactive, innovative yet practical solutions which, where possible, show positive contributions firstly to the financial bottom line but also the community at large.

This paper describes the use of modelling and simulation techniques in the analysis of the heavy medium plant at the Lead/Zinc Concentrator of Mount Isa Mines Limited. The objective of the study is to determine how to increase heavy medium plant recovery at a higher than current rejection rate in order to achieve the desired throughput through the grinding and flotation sections of the concentrator. Three options were considered: 1. Install smaller aperture preparation on screen to enable the cyclones to be fed finer materials. Install smaller diameter cyclones. 3. Maintain low viscosity medium.

Tests were conducted in plexiglass and Rockite models to determine if crater blasting could be improved by changes in charge geometry or by alterations to the borehole. Circumferential grooves were placed at various locations in the borehole in an attempt to control the initiation site of the crater. Grooves located at or above the top of the cylindrical charge had no effect on the resulting crater. Grooves placed too low in the borehole were successful in controlling the initiation site but the growth of the fracture system was not sufficient to reach the upper surface. Grooves located at a height of two thirds of the charge length were quite successful in that resulting craters were bigger by at least a factor of six than the normal crater. Testing was conducted in Rockite models to investigate charge geometry. Spherical charges in ungrooved boreholes resulted in crater sizes that were three times larger than those caused by cylindrical charges.
