Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

The plant and processing site at Porgera has been built on a levelled mudstone ridge about lkm E of the mine. Excavation of 7xl06m3 of soil and rock was necessary to achieve the required area. The exposed mudstone belongs to the Chico Formation and is weak, sheared and readily breaks down by slaking upon exposure. Tectonic uplift and subsequent erosion have produced the present landscape of narrow bedrock ridges, with deep colluvium in the incised valleys. The deep excavation to a maximum of 60m, has rapidly unloaded the mudstone, and subsequent stress relief has caused rebound and dilation of the material. The processes of pore pressure equilibration, softening, progressive failure and loosening, combine to deteriorate the newly exposed rock mass. A composite iron ore-reductant pellet is a mixture of fine iron ore and fines of coal/char/coke, bonded at essentially room temperature with sufficient green strength for subsequent handling. In ironmaking, these pellets offer the advantage of fast reduction, utilisation of fines, non-coking coal and coke breeze. The composite pellet-based alternative ironmaking processes constitute a promising route for ironmaking in future. The present paper is a brief review of kinetics and mechanism of reduction of iron oxides into iron and other associated reactions, when these pellets are heated to high temperature. It would draw significantly from investigations conducted by the author and his co-workers.

The Coal Mining Engineering Branch of the New South Wales (NSW) Department of Mineral Resources, in its continuing effort to improve coal recovery from underground coal mining operations, has undertaken a study of the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces. The strata movement was monitored by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were connected to the suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors started subsiding as soon as the face retreated past the borehole and continued to subside until the subsidence levelled off when the face retreated 900 m past the borehole. The zone of major caving and bed separation extended to roughly 10 to 13 times the extracted seam thickness and high tensile strains developed inthis zone. The bulking factor of broken strata was less than 1.14 which indicated that the roof layers collapsed in big blocks. The goaf compaction was almost complete when the face retreat was 200 m. Low tensile strains prevailed in the strata overlying the zone of caving and bed separation.

Mineragraphy is a coined term to signify the field of microscopic investigation of ore minerals. The term is not euphonius and is sometimes regarded as superfluous because the subject is no more than an enlargement of the scope of petrology. In the past the practical field of petrology has been largely limited by the instruments which were designed for the study of rocks and' the microscopical properties of the transparent minerals. The addition of mineragraphy has been brought about by the use of the reflecting microscope and a totally different technique.The use of the petrological microscope, as it has been employed in the training oi geologists and mining engineers for nearly half a century, has been justified many times, not only in its application to general geological problems, but also in the more restricted field of the exploration and examination of ore deposits. It provides information of the gangue minerals and rocks associated with an ore body which is of great value in some mining fields. In cases where ore deposits occur selectively in certain favourable types of rock, the recognition and delineation of these rock types is a useful guide in prospecting. The Boulder Belt at Kalgoorlie forms one of the most striking examples in Australia where important significance is attached to different rock types, and the petrological microscope is essential to their elucidation.

The E26 Lift 1 North Project took 37 months from the approval on 1st January 2019 to the commencement of production on 1st March 2022. This was five months ahead of the feasibility plan. When compared to the previous E48 Block Cave construction 12 years prior, which was of a similar size and design with ten extraction drives, crusher and conveyors, the E26 Lift 1 North project has been delivered at 29 per cent less capital cost. Key metrics achieved by the project include 12.7 km of development, 240 km of production drilling for drawbells and undercut blasting, 107 drawbells fired ready for production as well as only three Lost Time Injuries compared to 16 during E48 construction. The Lift 1 North Project Team has established a significant point of difference with the delivery being completed by the ‘Owners Team Model’ not Lump Sum or Turn-key. E26 Lift 1 North is now supplying the Northparkes processing plant for the next eight years. This paper discusses major milestones achieved throughout the process, modifications to processes from previous block cave construction at Northparkes as well as novel approaches to work to achieve the successful delivery of the project.

New sedimentological and biostratigraphic data indicate that the Leron Formation in the Markham Suture Zone, Papua New Guinea (PNG) represented Pleist- ocene alluvial fan-delta deposition in shallow marine to lacustrine environments. The distribution of sedimentary regimes in the Leron Formation indicates that during collision zone evolution, various tectono-sedimentary regimes do not always track the movement of the triple-junction systematically as idealized by Crook's (1989a) model. The migration of various tectono-sedimentary regimes are also controlled and influenced by the effects of second-order geometric features of the convergent margins. Leron Formation in the Markham Valley represents late to post-collisional marine to fluvial molasse. Foraminifera indicate that the collision and concomitant suturing of the Markham valley occurred after 1.32Ma.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. This article focuses on TurkeyÆs gold potential with respect to exploration, development and operation after 1985. Apart from TurkeyÆs geology, which offers a substantial number of volcanic-associated gold (Ag) and gold-copper (Au-Cu) projects, there are numerous other factors which make the country a favourable place for mining. Turkey has a mining history which goes back to pre-Roman times and an excellent mining code which ensures security for long-term production. In the country, the Government and local villagers are very positive and the country works extremely well logistically with excellent road and telecommunication links. The opportunities for new discoveries in Turkey are very high. Moreover, Turkey has its eyes turned west as it moves towards joining the European Community and it is no surprise that international companies believe it has got its timing as well as its partner relationship right. Newmont, Teck Cominco, BHP Billiton, Rio Tinto, Eldorado Gold, etc all have direct or indirect interests in Turkey, as do an increasing number of midtier and junior exploration companies. Turkish Koza Gold Mining is the first Au producing company of Turkey. The Eldorado Gold owned 245 t Kisladag Au deposit in Western Turkey is currently also producing Au. In the meantime Anatolia Minerals Development is advancing the 131 t resource at the C÷pler Au deposit in North Eastern Turkey. These are significant world-class deposits. Further encouragement for investment in the Au mining sector has been provided by the introduction of a new mining law in 1985. Foreign investments in the country were encouraged and have seen a rapid increase in the last two decades. Gross domestic product (GDP) growth is in excess of five per cent per annum, inflation is down from 70 per cent to single figures, the budget deficit has been cut by 40 per cent to 11 per cent and industrial output and productivity are increasing rapidly. Turkey is politically and economically stable, is a member of the European Customs Union, has a supportive mining legislation, is highly prospective and under-explored and hosts significant recent gold discoveries.

Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

Northparkes Mines is located 27 km northwest of Parkes in central west New South Wales. The E26 deposit is the largest of all defined to-date in the area, containing over 50 per cent of Northparkes' resources and reserves. The combination of orebody geometry and geotechnical characteristics provide ideal conditions for the block cave method of mining of the first lift of the E26 deposit. Although this method of underground mining has been used for decades in other countries, E26 is the first example of its use in Australia. Copper-gold mineralisation at Northparkes is related to quartz monzonite porphyries that have intruded coeval Ordovician volcanics. Sulphide mineralisation (dominantly bornite and chalcopyrite) occurs principally within quartz veins associated with the porphyry intrusions. Veining and mineralisation occurs within both the porphyries and volcanics. To optimise the recovery of a resource within a block cave mine, a good understanding of the rock mass and ore flow characteristics is essential. These have a significant effect on the fragmentation size and range and on parameters such as the drawzone spacing, height of interaction zone and dilution entry. As ore within a cave column moves and mixes when material is extracted from below and beside it, the total reserve extracted is unique for a particular draw strategy/production history. Until recently, reserve estimates and production schedules were based on the application of a uniform dilution factor to the tabulated resource. However, given the complicated flow and mixing within the cave column, such a simplistic approach can produce erroneous results. Northparkes Mines purchased and sponsored the upgrading of a commercially available software package specifically developed for modelling removal of resource blocks under caving conditions. This Gemcom software package, PC-BC, has been used for mine planning, reserve reporting and production scheduling. Blocks within it resource block model are converted into a mineable reserve taking into account mixing and dilution during depletion of drawcolumns (by horizontal and vertical redistribution of insitu tonnage and metal). As PC-BC gives individual drawpoint reserves, it can be used during the planning stage to determine whether or not a drawpoint is economic. For E26 Lift I an optimal layout containing 130 drawpoints has been developed based on a nominal 14 m x 14 m drawpoint spacing and a 0.8 per cent equivalent copper (eCu) cut-off grade. Annual production schedules for the depletion of material above this layout are based on: I higher tonnage removal from higher grade drawpoints in the early years of production; and 2 drawpoint production rates proportional to the total tonnage of orr remaining in the drawcolumn up to the optimal height of draw tier subsequent years. The reserve is tabulated from the combined annual production schedules over the life of the lift. The pre-mining reserve for Lift I of E26 is 26.6 Mt at 1.43 per cent copper and 0.39 g/t gold, of which approximately 23.4 Mt will be extracted under caving conditions. By scaling down the annual production schedule, weekly drawpoint tonnage calls can be given for short-tern production scheduling.

The ~2500 km long Kermadec-Tonga arc northeast ofNew Zealand is the longest continuous intraoceanic arc in the world. At least 94 volcanic centres along the arc are submarine, most (87 per cent) within the Kermadec arc (de Ronde et al, 2003a). Volcanic rocks range from basalt to rhyodacite with trace element and isotopic data indicating significant magma source heterogeneity both along and across the arc.   The entire ~1300 km of the Kermadec arc has now been surveyed for hydrothermal emissions (de Ronde et al, 2004). First-stage surveys utilised surface vessels. In February 1996, the first sulfide samples from the southern Kermadec arc were dredged from the Brothers and Rumble II West caldera volcanoes (R/V Tangaroa cruise TAN96/03; Wright et al, 1998; de Ronde et al, 2003b). In September 1998, low-temperature, diffuse venting was discovered at Monowai, Rumble III and Clark volcanoes, and high-temperature, black smoker venting was found within Brothers caldera (R/V Sonne cruise SO-135; Stoffers et al, 1999). The NZAPLUME cruise of March 1999 surveyed 13 volcanic centres (each mainly comprised of single, large volcanoes) of the southern Kermadec arc and documented hydrothermal emissions above seven of them (de Ronde et al, 2001; Baker et al, 2003; Massoth et al, 2003). In July 2001, additional mineralised and hydrothermally altered samples were dredged from Brothers volcano (R/V Tangaroa cruise TAN01/07). The NZAPLUME II cruise of May 2002 confirmed venting was still occurring at all the known hydrothermal sites, and that ten active vent sites occurred along the mid-part of the arc, between Brothers and Raoul Island (de Ronde et al, 2002). In September-October 2004, NZAPLUME III surveyed the northern-most part of the Kermadec arc where another nine volcanic centres are hydrothermally active.   Second-stage exploration of the Kermadec arc hydrothermal systems utilised deep submergence vehicles. In October-November 2004, the Japanese submersible Shinkai 6500 made four dives on Brothers. Samples recovered include vent fluids, chimneys, altered rocks and various animals and microbes. In April-May 2005, a more extensive expedition using the American submersible Pisces V made 23 dives on nine different volcanic centres, eight of them for the first time.   Extensive plume surveys show Brothers volcano is host to the most hydrothermally active sites of all those known along the Kermadec arc. In total, nine dives have been made on Brothers, six on the NW caldera site and three on the cone site. The NW caldera vent site is a long-term hydrothermal system that is today dominated by evolved seawater but has had episodic injections of magmatic fluid. The cone site is a nascent magmatic-hydrothermal system where crack zones localise upwelling acidic waters (de Ronde et al, 2005). A SE caldera site represents the main upflow of a relatively well-established magmatic-hydrothermal system on the seafloor where sulfide-rich chimneys are extant. Each of these different vent sites represent diverse parts of an evolving hydrothermal system, any one of which may be typical of submarine volcanic arcs.

A unique, regional grid of deep (12 - 14 second record length), seismic reflection and refraction data has been recorded by the Australian Bureau of Mineral Resources (BMR) across the offshore Gippsland Basin and parts of the adjacent Bass Basin, in southeastern Australia. These data have been combined with onshore mapping to produce a new model for the development of the Gippsland and adjacent Bass Strait basins. Overall, the Gippsland Basin contains up to 12 - 14 km of sediment in an ESE-trending depocentre bounded on its north and northwestern margins by a detachment ramp, and on its southern side by a relatively linear, listric fault system. The basin, together with the adjacent Bass and Otway Basins, appears to have formed as part of a linked, largely- strike-slip to 'transtensional' system, which started to extend through Bass Strait, probably during the latest Jurassic. Each of the basins developed by movement on a common detachment or detachment complex, which produced headwall extension at their western ends, in the areas now occupied by the Strzelecki Ranges, Otway Ranges - Torquay Sub-basin, and Robe Trough. Adjustments and reactivation from the mid Cretaceous of several postulated microplates in the region, largely in response to Tasman Basin rifting, gave rise to the wrench-related and compressional structures which form the major petroleum targets in the Gippsland Basin. However, the same process formed largely extensional stuctures in the Bass Basin. Our interpretation of the tectonic history of the Gippsland Basin leads us to the conclusion that there may have been several phases of petroleum generation and migration, and that potential petroleum traps appear to exist in the deeper section, in structures sometimes not reflected at the top or near-top Latrobe Group levels.

IN the recent monograph on Broken Hill, N.S.W., by E. C. Andrews,* two independent petrological reports appear as Appendices 1 and n, by W. R. Browne and F. L. Stillwell respectively. In these considerable differences of opinion occur. Andrews contributes to some of the questions at issue, but no analytical review of the differences appears in the body of the report. Their development may invite question, and the following notes have been prepared partly in explanation and partly as a summary of some of the divergences. The soope of Browne's report extends over the whole district of Broken Hill, while Stillwell's deals with the rocks within 25 chains of the main lode. The more difficult and important rock-types occur in both areas, raising similar questions. In both cases observations extended beyond the limits of the prescribed areas. Broadly, Browne faces his problem as a study of a series of primary igneous rooks, acid and basio, whioh are intrusive into a series of sillimanite gneisses. The development of the sillimanite gneisses is regarded as belonging to an earlier period than the intrusion of the igneous rooks, while the gneissio structures of the latter are features which are incidental to their orystallization, and are not acquired subsequent to their consolidation. He finally produoes a picture in which his views of igneous injection and differentiation takes a prominent place. One direct result is the claim that three separate periods of metamorphism have oocurred in the Broken Hill area. Stillwell primarily examines the rooks as schists and gneisses since their present dominating features have been acquired during metamorphism. The effort is made to understand suoh differences as might arise from differing conditions of metamorphism upon rocks of similar and different oonstitution. The aim is to divest the rocks of those oharaoters which are due to metamorphism before approaching the questions of intrusive relatio'nships between igneous rocks andsediments.

Rio Tinto has embarked on a journey to use automation to improve the performance of its surface mines. The driver for automation is to improve the accuracy and consistency of mining processes and less to do with cost savings through labour reduction. A key task in most surface mines is blasthole drilling. The degree to how well this is done cascades through the downstream mining process. It impacts scheduling, excavation, slope stability, material handling, beneficiation and final product blending. Improved blasthole drilling was identified as an objective that has a significant business case in most of Rio Tinto's surface mines. This paper describes Rio Tinto's drill enhancement project that has developed a robust system for automating most of the functions on a Terex SKSS16 drill rig. Automated drilling is currently being used in production at the West Angelas iron ore mine in the Pilbara region of Western Australia. A description of the essential elements of the drill automation system is given together with an overview of how automated drilling is performed remotely from the mine office. A review of some of the benefits of the enhanced drill system is given together with the future plans to extend the functionality of the automated drill and the expected benefits.
