It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

The Mary Kathleen uranium deposit is in north-west Queensland, approximately halfway between the townships of Mount Isa and Cloncurry, at long. 1400 009 E and lat. 200 44' S. The deposit Iwas discovered by prospectors of the Walton McConachy Syndicate early in July, 1954, and climaxed a very intensive ground search by hundreds of part-time prospectors. during the uranium boom from March to July 1954ò Numerous small deposits, mostly in the vicinity of Mount Isa, were discovered in various rock environments, but Mary Kathleen is the only large deposit and, apart from a few tons of hand sorted material from the Milo lease, is the only deposit that has been worked. Exploration of the surrounding area, and proving of the economic worth of the deposit, were conducted from the time of discovery until February 1956 by a geological team camped near the deposit. Proving was carried out by drilling a pattern of vertical and inclined diamond drillholes at fifty-foot centres over the outcrop. An adit was driven eastwards through the deposit. Metallurgical research and design work in the South Australian Department of Mines Adelaide Laboratories were based on core samples and bulk samples from the deposit. The signing of a contract in March 1956 with the British Atomic Energy Authority to supply 4500 short tons of uranium oxide allowed mining to commence, and enabled the planned construction of water supply, township and treatment plant to proceed. The open out mine and plant are now serviced by a modern township, four miles away, which is connected to Cloncurry and Mount Isa by road. Although little field work has been done since the exploration phase, this paper differs in interpretation from a previous paper (Matheson and Searl, 1956) in that it is based on a revised structural inter- pretation (Compana, 1958), detailed mapping of progressive exposures in the open out, and a re-examination of diamond drill cores.\

The Pike River Coalfield is located on the West Coast of the South Island of New Zealand near the top of the Paparoa Range approximately 45 km north east of the coastal town of Greymouth. The Pike River Coal Company Ltd (PRCC) is owned jointly by New Zealand Oil & Gas Limited (NZOG) and private investors.   The project has followed a long and difficult road towards project implementation which is now a reality with mine construction scheduled to commence in November 2005. The first stage of the project, the consent and land access process has been the most difficult. Resource consents for the project were first applied for, granted and appealed in 1998. A second round of modified resources consents followed a similar path in 2001. Following consultation with a range of parties including local and central government as well as the Department of Conservation, in March 2004 the Minister of Conservation granted PRCC access through Department of Conservation land. In October 2004, the Environment Court issued a Memorandum of Consent granting resource consents with conditions that had been negotiated between PRCC and the appellants.   The second stage of the project, investigation and design, commenced in December 2004 and was completed in June 2005 with the PRCC board ratifying the project capital and operating budgets. While the investigation and design work was proceeding, PRCC were also engaged in securing private equity and bank debt funding for the project. Formal Board approval to proceed with project construction was granted in September 2005 following completion of fund raising.   The project consists of a number of significant construction activities, namely: +        10.5 km of mine access road through previous logged and virgin rain forest; +        2.2 km of tunnel through metamorphic rock; +        a coal preparation plant about 8.3 km from the mine portal; +        an underground coal preparation plant; and +        a major slurry pump station, high and low pressure underground water supply systems to support hydraulic mining units and underground coal transport respectively.   Project construction is expected to be completed in April 2007 with completion of the ventilation shaft. Mine production will commence in December 2006 with coal from pit bottom development which will be carried out by the mine owner.

Botanical exploration has identified many plant species that naturally accumulate very high concentrations of elements, particularly heavy metals. The enormous potential applications of some of these species to remove metals from soil (phytoextraction) are slowly being realised. The discovery of hyperaccumulation has resulted in considerable research into applications for removing contaminants (phytoremediation) or more importantly, in the context of this discussion, for commercially æfarmingÆ metals (phytomining) from metal-bearing soils. Currently published phytoextraction models estimate Ni yields using Berkheya coddii (a South African nickelophyte) are approximately $US 750 ha-1, excluding the cost of processing. Research indicates that B. coddii will also accumulate significant amounts of Co, resulting in a considerable increase in the value of the crop. Modification of the substrate by acidification, fertilisation and/or chelation indicate fruitful avenues for improving this yield by increasing the extractability of the target element, elevating biomass production rates and/or rendering other contained heavy metals extractable. Plant uptake of more insoluble elements, such as Au, may be induced in many plant species using chemical compounds. These chelates applied to the soil, form soluble complexes with poorly soluble metals forcing them into the soil solution. Plants may then accumulate these metal complexes through transpiration. Research has achieved foliar Au concentrations of 78 mg kg-1 in Iberis intermedia, 56 mg kg-1 in Brassica juncea and 9 mg kg-1 in B. coddii (on a dry weight basis). Therefore in theory B. coddii could phytomine a soil containing modest concentrations of Ni, Co and Au to yield 116 kg Ni, 36 kg Co and over 6 oz Au ha-1 at a current value of $US 4000. Root crops have also shown promise in chelate assisted Au accumulation (eg 6.8 mg kg-1 in Beta vulgaris and 118.5 mg kg-1 in Raphanus sativus). Phytoextraction, in its varied applications, is rapidly coming of age as a technology having considerable potential for application in environmental science and the minerals industry. Phytotechnology employs unique plant biochemical behaviours in the rhizosphere, driven by the sunÆs energy, to seek out and concentrate low levels of heavy metals at very low cost.

The Mount Gibson goidmine is located at the southern end of the Retaliation greenstone belt within the Murchison Province, approximately 300 km northeast of Perth, Western Australia. Economic gold mineralization occurs in the upper part of a Tertiary lateritic surface; its ultimate source presumably being Archaean greenstones. Gold is present in the laterite profile over a distance of 4 km in four separate prospects, from north to south, Mount Gibson Well, Midway, Orion and Tobias Find, the two last constituting the Mount Gibson mine. The area has'low relief. A low ridge to the west of the mineralized zone is formed mainly of rubble with minor outcrops of mafic volcanic and intrusive rocks. The terrain slopes gently to the northeast, and the maximum relief, in the vicinity of the mineralization, is about 20 m. The weathering profile comprises, from the surface: (i) soil, windblown sand or colluvium (thin), (ii) laterite; hardcap (including ferricrete and lesser silcrete and calcrete) is overlain by loose nodules and pisolites, and passes downwards into a mottled zone of variably ferruginized clay, (iii) clay; mainly pale brown, cream or yellow in colour, but in places contains relic quartz veins or dark ferruginous zones, (iv) clay with fragments of altered rock; normally grey to pale green in colour but sometimes includes an oxidized iron-rich horizon just above the weathered/fresh rock interface, (v) bedrock. The complete profile varies from 10-100 m thick, averaging 20 m. Zone (ii) is commonly 3-5 m thick. Loose pisolites of this zone fill cavities in the massive ironstone left by former tree roots, and cover irregular depressions which may represent former stream courses. Samples, representing 3 m intervals down the holes, have been collected from cuttings taken from rotary drill-holes along each of four traverses; one traverse at each-of the northern prospects and two traverses in the Orion part of the mine area. These samples have been submitted for X-ray diffraction analysis and for chemical analysis for a wide range of elements. Bedrock lithologies have been determined from microscope studies of bottom-of-hole chips.

The purpose of blasting during mining is to produce a muck pile that can be efficiently loaded and transported. There is an increasing awareness of the variation in muck pile characteristics and its economic implications. It is well known that good fragmentation by itself is not sufficient to optimise the muck loading efficiency. The swelling and configuration of the muck pile also significantly affect the productivity of the loading equipment. The characteristics of a muck pile depend upon the blast design parameters, explosive properties and rock mass geology. This study has focused on the dependence of muck pile configuration on blast design parameters, explosive properties and size distribution of the muck.The field work was done in two phases. In the first phase 12 blasts were monitored, while in the second, three blasts were monitored. The blast design parameters and explosive properties for each blast were documented and the following muck pile characteristics were measured:muck pile height and its distance from the facedistance of throwwidth of the power troughsize distribution by image analysis technique.The effects of burden, bench height, heave energy of explosive, row-to-row delay, powder factor and the mean particle size of the fragments on muck pile configuration were examined. It was observed that muck pile height and distance of throw are strongly influenced by the burden, bench height, heave energy of the explosive and the size distribution of the muck. The width of the power trough depends upon the row-to-row delay, powder factor and total burden. The behaviour and deportment of indium during the precipitation of sodium jarosite from Fe2(S04)3 - Na2SO4 solutions were investigated. Indium is readily precipitated with sodium jarosite, and the extent of In precipitation increases as the In concentration of the solution increases. It was shown that In 3+ substitutes for Fe 3+ in the jarosite structure to form a nearly ideal solid solution series. On a molar basis, the precipitation of Fe is slightly favoured over that of In, and the difference is reduced as the pH increases. Sodium jarosite precipitation becomes kinetically rapid at temperatures >70¦C, but increasing temperatures in the range 70 to 150¦C affect neither the relative precipitation of In and Fe nor the composition of the jarosite product. Low Na2SO4 concentrations result in reduced product yields and jarosite precipitates in which H3O' > Na+. The hydronium-rich precipitates have reduced In contents. Increasing the ZnSO4 concentration of the solution slightly increases the quantity of jarosite formed and results in the incorporation of -0.3 per cent Zn in the jarosite structure. Otherwise, the presence of ZnSO4 has no significant effect on the composition of the jarosite. Seeding accelerates the rate of jarosite precipitation but has a negligible influence on the deportment of In. The jarosite precipitation reaction at 98¦C is relatively rapid and near-steady state conditions are achieved in - 6 h even in the absence of seed. The initially precipitated jarosite is slightly enriched in In with respect to Fe. The ferric ion concentration of the solution has a significant influence on both the amount of jarosite formed and its composition. In particular, the jarosites precipitated from dilute Fe3+ media have significantly enhanced In contents. Hence, it may be possible to recover - 25 per cent of the dissolved In, at the 1000 mg/L level, in a jarosite precipitate assaying - ten per cent In by the controlled oxidation-precipitation of sodium jarosite from a ferrous sulphate processing solution.

This paper presents an analysis of significant Australian-based R&D programs focussed on the minerals industry, which was commissioned by CRC ORE. The landscape analysis may assist organisations with R&D management issues including program creation, program/partner selection, portfolio management, and public policy settings. The dataset was collated early in 2020, and contains programs being conducted by or with Australian-based ‘Research Service Providers’ (RSPs), most notably Universities and CSIRO. It does not include R&D being conducted in-house by mining and METS companies, or by them with other organisations that are not RSP’s. The dataset contains 65 R&D programs, with total annual cash funding of $229m (70% from industry and 30% from government). The total funding compares unfavourably with the combined R&D expenditure of Australian universities and CSIRO of over $12b, and minerals industry export revenues of over $200b. The R&D landscape is analysed by program numbers and funding, technical domain, geography, and funding source. Areas of relative strength are noted in ‘mineral processing’, CSIRO Minerals, and the CRC program. Areas of relative weakness are noted in ‘bulk materials handling and logistics’, ‘tailings and waste management’, and ‘social and community’. The field of preconcentration is noted as a current area of R&D strength, but it is under significant threat with the impending completion of CRC ORE. The overall R&D landscape is characterised by a majority of small-scale programs, low levels of industry coordination, a low focus on step-change innovation, and total funding lower than should be expected for such a large critical industry. It is hoped that key stakeholders in the Australian minerals industry, particularly governments, and mining and METS companies, reflect on the analysis and act to address holistic weaknesses.

Fresh air intake in an underground coal mine is of critical importance to the occupational health and safety of workers due to the dynamic, confined and dangerous nature of the mining environment. In most coal mines in South Africa, belt road is not separated from the fresh air intake to the sections. Intake air to coal production faces generally contains dust generated by conveyor belts, transfer points and travelling roads. Long roadways (up to a few kilometres in some of the existing mines) to the coal sections are involved in the ventilation circuits of individual sections. This leads to a progressive increase in the dust levels in the intake fresh air and thus high dust levels in the air delivered to the working sections downstream. In the process of reducing worker exposure to dust in the face area, attention to the monitoring of fresh intake air is generally given a low priority. This paper summarises the intake dust levels measured in selected South African underground coal mining sections over the past five years and its use as a parameter in assessing worker exposure to dust through a newly developed model called the Dust Exposure Level Index (DELI). Based on the measured data of the South African coal mines, the average section intake dust level was 0.78 mg/m3. Approximately 60 per cent of the samples collected for the study have exceeded the 0.5 mg/m3. The intake dust level measured at a longwall face was much higher than in the CM headings. The measured section intake dust levels furnish the South African coal mining industry with the latest depiction of the level of face area dust contamination due to the intake air. Further, this paper demonstrates the use of intake dust level as a parameter in estimating exposure levels of workers, as it clearly plays as a corner stone in effective control of exposure to face area respirable dust. It must be borne in mind that intake dust is a base level to the mine worker exposed to dust without carrying out any additional work in the section. If the intake air is seriously contaminated by airborne respirable dust; then the exposure of the workforce in the section will constantly be elevated by that background dust level.

The aquifer at Phosphate Hill, north-west Queensland, presents special management challenges. The site contains a phosphate rock mine, fertilizer plant and camp. All of the site water is provided by the Duchess Embayment Aquifer, located within the Burke River Outlier of the Georgina Basin. The Duchess Embayment is a triangular shaped, Cambrian marine sedimentary basin consisting of siliceous and calcareous phosphorites, shales, siltstones and sandstones. It is fault-bounded on all sides and has a regional dip of 5¦E. The aquifer is largely confined to the siliceous facies of the Beetle Creek Formation. It has a very flat potentiometric surface and an average thickness of 45 m with confining beds above and below. The siliceous facies derives from weathering of the calcareous phase and is highly transmissive while the calcareous zone itself contains less water and is dependent upon interconnecting fractures for its permeability. Recharge appears to occur where the siliceous facies crops out around the edges of, and within, the Embayment. Aquifer management issues revolve around two points: successful dewatering of the orebody for mining; and efficient management to maintain water quality and ensure supply over the predicted 30-year life of the project. Current operations are extracting water at levels much below that originally estimated. This is having a detrimental effect on mine dewatering with the SWL lowering at a rate slower than anticipated. As a result, ore parcels are now beginning to intersect the water table, providing a major constraint to the mining plan. The aquifer drawdown cone is extensive and very flat so to keep the water table at an appropriate level for mining the management plan will include more aggressive dewatering to lower the level of the entire aquifer. The additional water will either be disposed of downstream or stored in a holding dam or via the use of artificial storage and recharge. Water resource management will also need to maintain the current quality. About 37 per cent of the water currently extracted forms the low chloride supply required by the ammonia plant and the power station. This ratio is expected to remain applicable under any future operating conditions but the low chloride resource is restricted so will require prudent management to enable the supply to continue. At current usage rates aquifer recharge versus use will need careful monitoring to ensure that the resource remains viable in the long-term.

The Cawse nickel project is a new generation pressure acid leach (PAL), solvent extraction and electrowinning process used to produce LME grade nickel metal and cobalt sulphide concentrate containing 40 per cent cobalt by treating nickel and cobalt oxide ores from a lateritic ultramafic profile. The project is located 50 kilometres NW of Kalgoorlie in Western Australia. The commercial success of the Cawse nickel operation is dependent in part upon the ability of the principal ore type to be beneficiated. A simple process of rejecting lower grade material on the basis of particle size achieves this. The process is called upgrading and allows subgrade material to become commercial ore grade and also allows higher ore grades to be processed in the early parts of the operation. The success of the upgrade process is dependent upon the physical and chemical properties of the ore being processed and the nickel grade of the ore. The upgrade ore type represents >80 per cent of the Cawse nickel resource and is hosted mostly within a limonite unit, represented by goethitic clays in the upper saprolite zone. In the upgrade processing circuit the ore is crushed and slurried. It is then passed over a series of screens that remove all material over 0.5 mm. This ensures that coarse material is removed from the main ore stream. Upgrade is reliant on selectively rejecting lower grade or barren material, which can include silica, magnesite and relict saprock. To predict leach feedgrade, the grade control estimates the head grade and upgrade percentage for all ore delivered to the run of mine ore pad. To do this reverse circulation (RC) drill holes are logged for ore type, assayed for a range of elements and undergo simulated upgrade testwork. The percentage and grade of material rejected through the upgrade circuit has the most influence on upgrade per cent. This reject is determined by the physical properties of the rock mass and drum scrubber parameters. The correlation between nickel upgrade and reject can be established to predict upgrade from the known mass reject. Parcels of upgrade ore milled to date closely follow projected correlation trends. Upgrade circuit results have been excellent, with average nickel grades upgrading by 34 per cent, cobalt by 23 per cent, with 55 per cent mass passing.

The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

Agitation leaching data has generally not been analysed to extract the maximum amount of information that is available. Analysis of heap leaching systems has been developing over the last five years to include the underlying rate determining process. This has been found to be diffusion control for all copper leaching; irrespective of whether they are oxide or sulfide minerals. Extension of the diffusion model has enabled better scale-up protocols to be developed. Acid consumption in copper heap leaching operations has been found to be a first-order chemical controlled system. The analysis of the data is relatively straightforward. However the interpretation and scale-up is not as direct as for agitation leaching. The differences in the residence time distributions (RTDs) are required to properly account for the scale-up between test columns and field. The leaching of oxide copper in agitated systems has also been found to be diffusion controlled. However, there are significant differences in the control mechanisms. Initially the leaching control is the supply of acid to the mineral surface. This is limited by the diffusion through the surface boundary layer and is thus subject to the level of agitation. Higher agitation provides thinner boundary layers and faster diffusion rates. Similarly, higher grade material creates a thicker concentration boundary layer and relatively slower leaching. Acid consumption in agitated leach systems is also a first-order system. However, the interpretation of the RTD is easier from batch testing to continuous multiple CSTR series plant operations. Altering the method of acid delivery can significantly reduce acid consumption rates. Predilution of the acid minimises the local acid concentration near the addition point and can reduce the consumption by up to 50 per cent. Modelling of the combined leach rate(s) and acid consumption rates in agitated systems allows comparison of various leaching strategies and selection of the most appropriate. Similarly, the model allows the identification of economic limits to leach recovery; where the cost of acid consumption is greater than the value of the copper recovered. From this analysis selection of residence times for agitation leaching can be determined. The modelling tools are useful in identifying optimum conditions for the leaching process.

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

This paper deals with the design and implementation of a 17 MW (nominal) surface cooling installation at Impala Platinum No 14 shaft located in Rustenburg, North West Province, South Africa.The cooling requirements included the installation of a surface ammonia refrigeration plant complete with the storage of hot and cold mine service water for underground use. It was also necessary to install a surface bulk air-cooling facility, which cools 400 kg/s of ventilation air going to the underground workings. Primary cooling is to the surface bulk air cooler. The cooling duty of a surface bulk air cooler is heavily dependent on the ambient wet-bulb temperature. Because of the daily wet-bulb temperature variation in this part of the world, use was made of a cold thermal storage facility of four million litres. The excess chilled water is stored during the night, for use by the main drilling shift during the day. This keeps the refrigeration machines as close as possible to full load during the summer, thus maximising the use of the capital expenditure. This paper discusses the control philosophy used to maximise the cooling output, as well as the thermal process. The project consisted of two phases resulting from the underground development phases of the mine. The first phase started in January 1999 and was commissioned by the end of the same year in record time. The final commissioning of the second phase took place at the end of 2002. The most difficult part of the construction phase was the tunnelling of a subsurface air duct from the bulk air cooler to the operating vertical shaft. This was done without disruption to the hoisting of men, material and ore in the shaft. Owing to the size of the refrigeration machines, the ammonia quantities involved and the application on a mine (no ammonia can go underground, either in the service water or in the mine air) special precautions had to be taken. South Africa has developed high standards for ammonia refrigeration plants used on mines, which will be partially dealt with in this paper.

There was a time, in the memory of some here tonight, when the annual meeting of The Institute was a nostalgic occasion. Often, in the 1920s, there was comment on the decline of Australian mining and on the lack of new mineral discoveries. When some of our Presidents prayed then for a new Bendigo, and instead were given a Mount Isa, they were justifiably disappointed because of the vastly different capital requirements.In 1967 the mining picture is very different. The recent mining developments in Australia are certainly as important as several Bendigos and several Kalgoorlies. The mining industry in Australia has never been more dynamic than today (Table 1). And if we ask why it is so dynamic, the answer lies in the role which overseas capital is playing in the industry. The contribution of overseas capital should concern us not only because we are members of the mining and metallurgical profession, but also because we have a duty to make our profession contribute as much as possible to the well-being of Australians. It is not sufficient to argue that overseas capital is good for the mining industry; we must also examine whether it is good for the economy and the nation. In this context the current criticism of the inflow of overseas capital into Australian mining is useful, for it gives us an opportunity to see what has resulted from the inflow.In discussing this question I do not suggest that we emulate Captain Hancock, that legendary Moonta mine manager who, according to Oswald Pryor's cartoon, used to say to his miners: "When I say a thing is, it is, even if it isn't". The question can only be discussed on a factual basis; and I would submit that many of the important facts relating to overseas capital in our mining industry are often overlooked or ignored. I would further submit, on the basis of these facts, that Australia's present day mining industry has been largely built on overseas capital and that the overall benefits of that capital to Australia have been enormous.

"The mine geologist’s role in classifying ore from waste during grade control represents a critical link in the mining value chain. Any improvement in the ore/waste selection success rate (thus reduction in misclassification) which can be delivered by the mine geologist represents a value proposition. Improvement achieved without additional operating cost (for example extra drilling and sampling) will directly and immediately add value to the mining operation and therefore clearly must be pursued. Such improvement may be leveraged from existing resource drilling data which are typically less numerous but better quality than the grade control data. They are usually excluded from grade control estimates (termed the ‘base case’ approach here) because of the differences in quality.Various specialised geostatistical tools are available to account for differences in precision and accuracy between data sources during spatial estimation. This paper uses a conditional simulation (CS) case study to assess the benefit of integrating resource data into grade control estimates through ordinary kriging (OK) of pooled data sets, cokriging (CK), and ordinary kriging with variance of measurement error (OKVME) when the grade control data are:unbiased but increasingly imprecisebiased and increasingly imprecise. The premise assumed is that the resource data are unbiased and precise.The paper demonstrates that, if appropriately handled, resource data may be used to improve grade control estimates and thus improve ore/waste selection success without additional operating cost. Where grade control data are imprecise but unbiased it is recommended to integrate resource data using OKVME. This re-appropriates kriging weights from less precise to more precise data locations and improves the grade control estimation precision compared to the base case; it consequently provides an improvement in the grade control selection success rate. If grade control data are associated with significant bias, integration through CK is recommended as the biased data are zero sum weighted. Over the past seven years, a combination of New Zealand-, Australian- and German-led research voyages using the research vessels Tangaroa, Southern Surveyor, and Sonne respectively, have revolutionised our understanding of the Kermadec-Tonga arc-backarc systems. This convergent margin is the most seismically-active subduction zone system on Earth with convergence rates steadily increasing northwards from the Hikurangi Trench to ~250 mm/year at northern Tonga. In combination with the intra-oceanic setting, factors potentially producing magmatic, tectonic, and hydrothermal variability in this system include an increase in potentially subductable sediment northwards along-strike, intersection of the Louisville Ridge (hot-spot chain) and Osbourn Trough (paleo-spreading centre) with the arc at ~25¦S, and the possibility of Samoan (hot-spot) plume ingression in the northern Lau Basin. The bulk of the magmatism is submarine; whereas only a few emergent (some transient) volcanic islands exist, about 80 submarine volcanic centres of significant size (>1000 m above surrounding sea floor) are present between White Island in the south to north of Tafahi in Tonga. About 35 per cent of these centres are hydrothermally active. Important petrogenetic features of the volcanic rocks along this arc system are the abundance of rhyolite (some quartz-amphibole-bearing), and the outcrop of primitive olivine-clinopyroxene-phyric basalts in satellite cones of the major edifices. Many of the edifices consist of complex caldera systems. Eruptions from and degradation of these edifices were probably tsunamigenic. Many of the hydrothermal systems developed within the edifices are likely destroyed during the sector collapses which are the characteristic edifice degradation mode. There are three backarc spreading systems along this margin: the Havre Trough, Valu Fa-Eastern Lau Spreading Centre, and the nascent Fonualei Rifts. The latter are particularly notable in having captured the entire suprasubduction zone magmatic flux for a distance of about 150 km, shutting down the adjacent volcanic front arc volcanoes.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Townsville prospect is situated approximately 4 km north of the Ok Tedi copper-gold mine in Western Province, Papua New Guinea. Drilling in the 1990s delineated a resource of >1 Moz of gold within shallow, skarn breccia-hosted mineralisation associated with quartz-carbonate infill, together with pyrite, chalcopyrite, pyrrhotite, sphalerite, galena, tennantite-tetrahedrite, arsenopyrite, marcasite, and a variety of Au-, Ag- and Bi-telluride minerals. The deepest of these historical holes (TVL034) also intersected copper-gold-silver mineralisation more than 100 m below the gold-rich zone that is associated with calc-silicate skarn breccia. Although copper-gold-silver mineralisation in DDHTVL034 is associated with clinopyroxene-rich skarn, it was also noted that garnet in the skarn breccia became progressively darker in colour with depth, ranging from green at shallow levels to dark red-brown at depth. This indicated that the skarn breccia is zoned, with more proximal garnet skarn at depth possibly indicating an association with porphyry-style copper-gold mineralisation.Based on this skarn zonation model, recent drilling at the Titan prospect, located approximately 500 m south of TVL034, was targeted at potential copper-gold silver mineralisation beneath shallow skarn breccia-hosted gold mineralisation. DDHTVL 081 intersected 46 m at 6.36 g/t Au from 68 m and 80.7 m and 1.67 per cent Cu, 1.27 g/t Au and 20.32 g/t Ag from 184 m. "In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. One that encourages an understanding of the rigour of the project evaluation process and the robustness of the result will allow directors to understand better the implications of their decision.CITATION:Knight, R, 2016.
