This paper is essentially an address, rather than a detailed presentation of facts, because the third edition of `Nuclear Electricity - An Australian Perspective' has just been completed and will be available for the seminar. That 96-page booklet contains a lot more information than The AusIMM would be prepared to print in the seminar proceedings. Hence I have kept this paper brief, and ask readers to obtain a (free) copy of Nuclear Electricity at the seminar or from The AusIMM. It can be read as a supplement to the paper (or vice versa). According to one of Australia's well known critics of nuclear power, Professor Ian Lowe, `the pro-nuclear lobby's predictions of the future use of nuclear energy .... have been regularly and consistently wrong by large amounts, always overestimating the future demand for uranium" (Aust. Society, April 1989). While I do not accept this as a bald statement applying to all those in favour of increased use of nuclear power, there is sufficient truth in it for it to be credible. Certainly in the 1950s and the 1960s, when the new technology for producing controlled power from atomic fission was first being commercialised, there were some very exaggerated projections of the role of nuclear power. Many people thought that it would take over from fossil fuel fired electricity generation in much the same way as the motor vehicle took over from horse-drawn transport. And these early projections were not simply concerned with electric power generation, they included excavating harbours and digging canals with nuclear explosives.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

The paper contains the publication of timber shapes recovered from the Burra Mines during open cut operations in the 1970s. The timber was in the process of being disposed of for fire wood. All timber shapes still in existence in September 1990 were drawn.The collection revealed a number of different types of caps and legs. There were also end plates and wall plates from what appeared to be a hanging sets of shaft timber.

The Sao Chico gold project is located on the Tocantinzinho trend which is the most mineralised zone in the Tapajos Mineral Field of Brazil (see Figure 1). The Tapajos goldfi eld was the site of the biggest gold rush in Brazilian history in the late 1970s and 1980s when approximately 500 000 garimpeiros (artisanal miners) rushed to the area to exploit extensive areas of newly discovered alluvial gold. Approximately 20 - 30 million ounces of gold were produced from these operations before the easily won alluvial gold deposits were largely depleted. The Tapajos region has had little exploration by modern exploration methods compared to any other equivalent gold fields in the world. The gold occurs in sulfide veins developed in shear zones within Proterozoic granites. Gold grades vary from approximately 15 g/t in the hard rock veins, to up to several ounces per tonne in the supergene weathered upper portions of the veins. Goldbearing vein zones in the weathered profile are free digging. In addition, tailings dumps from previous mining operations contain gold grades of approximately 1 g/t. Metallurgical test work conducted to date indicates that gold recoveries of at least 70 per cent can be achieved via gravity concentration. Gold Anomaly, via its 100 per cent owned Brazilian subsidiary, Gold Aura Do Brasil Mineracao Ltda (GOAB), plans to mine the tailings and weathered vein material by open cut methods to generate a quick cash fl ow and to provide a better understanding of the mineralisation as part of a feasibility study for mining the underlying sulfide zone mineralisation (see Figure 2). Mining will utilise locally hired excavators and trucks and ramp up to a rate of 100 tonnes per day. To treat the gold-bearing material, GOAB has purchased an integrated 'state of the art' gravity concentration processing plant from Gekko Systems of Australia. The processing plant includes a scrubber for clay and oversize removal, coarse gold gravity separation via an inline pressure jig and an inline spinner; and fine gold gravity separation via a Falcon Concentrator. The plant is expected to be operational by late 2010. This is an ABSTRACT ONLY. No paper was prepared for this presentation.

The U. S. Department of Interior's Bureau of Mines, in conjunction with a cooperator in the U. S. A., are developing a new highwall mining system (HMS) for coal extraction in unreclaimed and active contour strip mines. This prototype system is comprised of a computer-based remote control (CBRC) system to monitor and remotely control a thin-seam continuous miner (TSCM) and a 76*m long multiple-unit continuous haulage (MUCH) conveying system, plus other manually- operated support equipment located on the highwall bench. The TSCM and MUCH coal haulage system are both controlled remotely by a single operator in a protective enclosure at an ergonomically- designed workstation located on the highwall bench. Two other personnel work on the bench to operate other support equipment. Full-scale mock-up fabrications were employed in the design of the unique remote control operator workstation. The HMS should allow the safe and economical exploitation of increased coal reserves where they outcrop in hilly regions of the United States. It should also be competitive with conventional auger mining and other coal extraction techniques, with a productivity goal at a highwall site of 20 tonne/man-h. Extensive simulated surface tests of the miner and haulage system should be completed in early 1988 at Bureau test facilities at Pittsburgh, Pennsylvania. These will be followed by actual coal production trials of the entire system in 1988 at a highwall site in West Virginia/USA.

I should like to congratulate Dr. Salamy on his most informative paper.Under the heading of "future development" Dr. Salamy states the intention of using 3 in. lifters. In this connection I should like to mention one or two of our findings at the Croesus Plant of North Kalgurli (1912) Limited. We have converted a 5i ft. x 11 ft. grate discharge ball mill to a high level overflow rod mill. When we were considering this conversion we explored the literature and decided on using 2t in. lifters on alternate liners-the results were not encouraging. Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. In addition, its management needs must be consistent with that business; for example, it should be maintainable using skills, equipment and materials normally available to the business.CITATION:Henderson, S J, 2016. The permeability coefficient is an essential parameter for the study of seepage flow in fractured rock mass. This paper discusses the feasibility and application value of using readily available RQD (rock quality index) data to estimate mine water inflow and grouting quantity. Firstly, the influence of different fracture frequencies on permeability in a unit area was explored by combining numerical simulation and experiment, and the relationship between fracture frequencies and pressure and flow velocity at the monitoring point in fractured rock mass was obtained. Then, the stochastic function generation program was used to establish the flow analysis model in fractured rock mass to explore the relationship between flow velocity, pressure and analyse the universal law between fracture frequency and permeability. The concepts of fracture width and connectivity are introduced to modify the permeability calculation formula and grouting formula. Finally, based on the on-site grouting water control case study, the rock mass quality index is used to estimate the mine water inflow and the grouting quantity. The results show that it is feasible to estimate the fracture frequency and then calculate the permeability coefficient by RQD. The relationship between fracture frequency and RQD and the relationship between structure surface frequency and permeability follow an exponential function. The calculation results are in good agreement with the field monitoring results, which verifies the rationality of the calculation method. The relationship between the rock mass RQD index and the rock mass permeability established in this paper can be used to invert the mechanical parameters of the rock mass or to evaluate the permeability and safety of the rock mass, which is of great significance to the prediction of mine water inflow and the safety evaluation of water inrush disaster management.

The C.S.A. concentrator of Cobar Mines Proprietary Limited was expanded in 1974 to treat 80 000 tonnes of copper-lead-zinc ore per four week period. Jaw crusher product is fed to two par- allel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. Improved control of grinding rate and product sizing has been obtained from this circuit compared with the system of two parallel single stage autogenous mills. The history of world nickel production has been affected significantly by the supply and demand situation and fluctuation of LME price of nickel metal. In the beginning of the 1980s, the decline of price and demand lead to the withdrawal of un-competitive producers and the shrinkage of the production capacity. During the same period, Sumitomo Metal Mining maintained the production level with continuous improvement of the traditional matte electrorefining process. However, Sumitomo has recognised that the continuous improvement alone does not promise us the ability to catch up with rapid changes in the world. In the meantime, Sumitomo intensively researched chloride hydrometallurgy and has developed the chloride process for the nickel refining. This includes the solvent extraction and chloride electrowinning in the mixed sulphide process and the chlorine leach of the anode slime arising from matte electrorefining. In the late-1980s, Sumitomo Metal Mining decided to develop a new nickel refining technology based on chloride hydrometallurgy. The new process was designed from the comprehensive aspects involving safety and the environment. Construction of the plant for the matte chlorine leach electrowinning (MCLE) process was commenced in 1991. The MCLE plant with a capacity to 2000 tonnes per month has been commissioned at Niihama since 1992. The process has provided high productivity, overall good economics and high quality of electrolytic nickel produced. After the establishment of the process, Sumitomo has maintained continuous improvement of the new process and has attained the best practice of the work classification.

Regional conceptual and grassroots exploration by Epithermal Gold Pty Ltd. during the latter part of 1984 resulted in the virgin discoveryof the Mt. Fullstop Gold property located 115 kilometres west of Townsville, North Queensland. A major compilation of Epithermal, Hotsprings and Bonanza gold ores of volcanic association as defined by Lindgren in 1933 Ind refined by Buchanan and Eimon was reviewed. The geologic characteristics observed at Mt. Fullstop were found to be similar to those recorded with some S.W. United States gold Deposits.

Geotechnically massive strata may lead to a host of problems during longwall mining. These include windblast on initial goaf fall, sudden loadings on powered supports, periodic weightings, fractures that may propagate to surface, and extreme subsidence problems. It is essential to identify these problems prior to mining and to appropriately deal with them. The problem is essentially that the rock mass does not breakup evenly and when it does so it tends to produce large blocks which may suddenly move. The rock types that produce these problems tend to be massive sandstones, massive siltstones and sometimes igneous sills. The fundamental problem with these is that they do not breakup readily. This is because the ratio of stress they are subject to compared to their strength is low. Thus, the shallower mines with lower stresses are more subject to this problem than deep highly stressed ones with similar strength rock.

The carbonatite-hosted apatite deposit at the Cajati open pit mine in the Jacupiranga igneous-carbonatite complex is located in south-eastern Brazil. The major styles of apatite mineralisation include veins or veinlets, small pods or patches, disseminated apatite and locally massive aggregates. The metallurgical concentration of the apatite is accomplished by grinding the carbonatite, removal of magnetite with a magnetic drum, size classification with cyclones and flotation to suppress carbonates and collect apatite. To examine the character of the apatite grains and to apply those observations to apatite beneficiation, specimens of carbonatite were collected from recent exposures in the mine and from selected drill holes. This study utilised a variety of microscopy methods, including transmitted and reflected light, cathodoluminescence (CL) and scanning electron microscopy with wavelength-dispersive spectrometers for mineral compositions. It was found that LREE, Na and Sr are the main elements replacing Ca in the apatite, with relatively low oxide contents (<0.5 per cent, but up to about one per cent for Sr). LREE and Sr contents consistently increase in the latest intrusions (C4, C5 and SP24). Chemical and morphological modifications of apatite were recognised to be related to detrimental effects on flotation recovery. Three examples illustrate this relationship: 1.  Apatite with reddish CL is fractured. Locally that apatite exhibits no CL due to CL quenching caused by iron entering the apatite structure.2.  Apatite from the xenolith-rich area exhibits abundant fine, platy silicates that appear to interfere with flotation and lower apatite recovery.3.  So called æhardÆ apatite, which is more difficult to grind, occurs in an area in the mine that was affected by hydrothermal activity. That activity is evidenced by the development of a bright, white CL rim in the apatite, and by the presence of late veins of carbonates and sulfides that fill fractures and appear to contribute to higher cohesiveness of those apatite grains.

Culture and leadership go hand in hand, especially when it comes to investing in safety. But the reality is that most safety leaders haven’t been taught the fundamental soft skills needed to lead effectively. In fact, only one in four safety leaders demonstrate effective skills and behaviours. Furthermore, when compared to its peers in other high-risk industries, our research indicates mining has the most room for improvement when it comes to effective safety leadership. In this presentation safety culture, climate and leadership will be outlined. Additionally, research data collected from our clients, across a variety of industries, will be shared to inspire reflection on the value of safety leadership. Finally, strategies to empower leaders and increase safety leadership behaviours will be described.

The emergence of affordable, portable and versatile wireless devices has enabled a new frontier in mine safety equipment. Existing solutions provide methods for tracking personnel and assets in underground mines but are not designed to optimally integrate into existing and emerging systems. Mine management are often required to coordinate primarily independent emergency, personal protective equipment (PPE), tracking and collision avoidance systems from multiple vendors. These systems involve a variety of wireless technologies that require separate integration projects that discourage adopting new services and policies.

The surface treatment works in the Mount Isa Mines Limited copper stream consist of a concentrator and smelter with annual capacities of 5.6 million tonnes of ore and production of 155 000 tonnes of anode copper respectively. Both plants have been sites for process optimisation in recent years, the emphasis being to achieve productivity gains in each particular plant. The continued low real world prices for copper resulted in an in-depth review of the entire copper process stream. This indicated the need for developments within both the concentrator and smelter, and changes to operating strategy to ensure that the entire treatment stream could be optimised. The paper reviews these changes.

Historically, key closure risks have been studied during operations and then further assessed as cessation of mining approaches. Only in the past couple of decades or so has progressive rehabilitation and closure become an integral part of regulatory frameworks, sustainable mine planning and more recently, new project and development planning. It is now broadly accepted that the best closure outcomes occur when rehabilitation and closure are properly considered upfront, during the early stages of a mine development project and well before mining occurs. Increasingly, regulatory processes are requiring more diligence on early closure planning, often as part of the environmental impact assessment (EIA) and approvals process, rather than later in dedicated closure study phases. There is an opportunity to use the information generated during this phase to make better decisions on project selection, design, mining methodology and all other facets of the mining operation.

Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

The electrification of Australian mine sites will see a boom in the use of batteries of all chemistries. Lead acid batteries, a traditional mainstay of the mining industry, are expected to nearly double by 2030, however their use will be eclipsed by the explosive growth in lithium batteries. By 2030 the lithium battery market is forecast to be nearly four times the size of the lead acid battery market. Unfortunately, this will result in a corresponding avalanche of waste batteries to be disposed of. Barely a day goes by without battery generated fires being reported in the media and they have become an increasing nightmare for waste management companies and waste facilities. The safe recycling of batteries will also become increasingly important for mine sites to achieve their sustainability goals and reduce their environmental footprint. What are the risks posed by waste batteries, what are the regulatory requirements and how can you manage or eliminate these risks? What current practises does your mine site currently have for the safe management and disposal of batteries from your site? How prepared are you for the coming avalanche of waste batteries?

The Ok Tedi copper and gold project, located in the Western Province of Papua New Guinea, commenced operations in 1983. The open cut mine has undergone several significant transformations throughout its project life including changes of ownership, mine life extensions and varying production performance profiles. As of today, the Ok Tedi Mine is a 100 per cent PNG owned company (67 per cent State and 33 per cent Western Province and Communities) and has a life-ofmine plan extending out to about 2032.
