Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.

Seventy-nine gold deposits and prospects have been discovered in theJiamusi region of northeast China, and constitute one of the most important gold metallogenic belts in China. All these endogenic gold occurrences can be subdivided into three main deposit types: 1. porphyry related; 2. metamorphic-intrusive hosted, and 3. sediment-hosted deposit.   The first two types of gold deposit are spatially and temporally related to Mesozoic Yanshanian granitoid intrusions with hydrothermal activity channelled along crustal-scale fissures. The ultimate cause of the Yanshanian magmatism is considered to be the subduction of Pacific oceanic lithosphere beneath the Eurasian continent. In contrast, the chemical sediment-hosted deposit is typified by the Dongfengshan gold deposit, and genetically related to Proterozoic sedimentation and Mesozoic igneous activities.

Circulating Air Classification of Manufactured Sand Due to environmental concerns, the supply and use of natural gravel has been limited by the Swedish government. The Swedish concrete industry is therefore examining manufactured sand as an alternative that has equal or better product quality, and which the Swedish quarry industry already has the ability to deliver. However, in order to comply with the specifications set by the concrete industry, a better means of classification is needed, as the proportion of fine particles (filler) smaller than 63 - 125 ¦m in size must be reduced. One classification technology that meets the requirements may be air classification. This paper examines the process of circulating air classification, which is not yet commonly used in the Swedish quarry industry; suggesting that a better understanding of the process is needed. The circulating air classifier in this study has two internal machine parameters that can affect the separation point; namely, the speeds of the circulating fan and the separator fan. We study their effect on the separation point as well as the interaction between these parameters. Full-scale parameter tests are also conducted, in which size distribution is measured before and after the circulating air classification. This study shows how the different parameters affect the separation point and that it is possible to produce manufactured sand according to specifications. Computational fluid dynamics (CFD, Fluent) is used to study the internal flow of the air circulating within the classifier. A single-phase study of the flow field is conducted to support and explain the findings from the full-scale tests.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

In recent years the production of steel from directly reduced iron ore pellets has expanded rapidly. However, continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Although at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for direct reduction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluation of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those designed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of parameters such as reducibility, swelling and sticking tendency, however, it is necessary to develop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.

In November 1999 Waihi Gold Mining Company commissioned its new crushing and conveying plant used to transport both ore and waste from the Martha Mine to its ore processing plant and also its tailings dam construction area. To date, a record monthly throughput of 854 000 tonnes throughput has been achieved. This paper outlines the measures taken subsequent to the commissioning of the system to achieve greater than design throughput and to mitigate the environmental and safety issues associated with operating the system in the middle of a town.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Concern exists about the potential release of metals from the proposed mining operation at Martha Hill to the Ohinemuri River. Speculation on possible impacts is fuelled by the dearth of published data on existing metal levels not only for this river system but for streams throughout the Coromandel. At first sight this lack of data is surprising given the apparent interest in this subject and the fact that future mining activity in this region has been a possibility since at least 1979. That such a situation has arisen is not altogether unexpected given the difficulties faced by various organisations, including the mining industry, in determining metal levels which are generally acknowledged to be low. This paper presents data for a number of stations in the vicinity of the proposed operation; it explains the analytical procedures which were adopted and the rationale for them and relates the information which has been obtained to water quality criteria.

The cave propagation behaviour of a jointed rock mass is strongly governed by the unique nature of joints and discontinuities, together with the intact strength of rock bridges that make up the rock fabric. A discrete finite difference (DFD) modelling technique has been developed to allow for the detailed consideration of the rock mass structural fabric at many scales and through many different stress paths that can be used for complex mine-scale analysis. The DFD methodology uses interfaces to explicitly represent large-scale structures and ubiquitous joints embedded within the simulated rock mass matrix to characterise intermediate structures. Through simulated testing of DFD materials, properties such as strength anisotropy and scale effects can be obtained. The Olympic Dam iron-oxide copper-gold (IOCG) uranium-silver deposit is second in size only to Norilsk, the gigantic metalliferous deposit. Olympic Dam is the largest publicly declared uranium, fifth largest copper and third largest gold resource. The deposit is typified by texturally destructive brecciation and intense iron metasomatism of the Roxby Downs Granite, bedded clastic facies rocks and mafic-ultramafic dykes. The deposit contains over 100 minerals. Copper mineralisation consists of chalcopyrite, bornite and chalcocite. Uraninite, coffinite and brannerite are the dominant uranium-bearing minerals. Gold mineralisation consists of electrum, tellurides and Au-Cu alloys. Hessite is the major silver-bearing mineral. The economic minerals are disseminated throughout the breccia matrix where the average grain sizes of the Cu-sulfide, uranium, gold and silver minerals are ~50, 20, <5, <5 microns, respectively.A significant number of sampling theory-based test programs have been completed since the mid-1990s to establish sampling nomographs, select appropriate sampling (ie split versus chip and interval lengths) and sample preparation protocols, quantify the errors associated with each subsampling stage, determine the practical uncertainty limits of Olympic Dam matrix-matched standards, and identify improvement opportunities related to the ongoing assaying quality assurance / quality control (QA/QC) program. Invaluable knowledge and unexpected insights gained from sampling studies at Olympic Dam have helped to improve our understanding of the distribution of economic and deleterious elements within the Olympic Dam deposit.CITATION:Ehrig, K J and Pitard, F F, 2017. The structural framework for the major gold deposits of the Reefton Goldfield was largely established in the 1930s after a detailed regional geological mapping programme. Recent new mapping has now substantially modified the structural framework of the Globe Hill - Devils Creek area and the Waiuta area. Using bedding-cleavage vergence as a method of establishing fold limb facing, many new fold structures have been identified, some of which conflict with long-established structures such as the Globe Hill and Waiuta anticlines. In addition, the mapping of areas of west- versus east-facing limbs constrains the position of many faults. The mineralised Globe-Progress Shear is one such fault which graphically demonstrates major structural discordance of the folds in the hangingwall compared to the footwall. Recognition of the folding is establishing the structural framework for understanding of the origin of these productive gold mining areas.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. In panel caving in underground mines, it is essential to characterise and monitor the stress and stability state of production level pillars to ensure the extraction of the mineralised ore column and the safety of workers. Pilar Norte is a sector in the El Teniente mine that forms a pillar between the undercut fronts of the adjacent Esmeralda and Reservas Norte sectors. It exists in a high-stress environment, which may induce damage to the rock mass production pillars. Generally, numerical models are calibrated using observed damage in galleries. This procedure does not discriminate between the structural condition and/or the blasting damage effects. This paper proposes a technique that uses borehole cameras to measure stress-induced damage. This has the advantage of being at the intact rock scale, meaning that the effect of geological structures is negligible and the blasting damage factor is eliminated. Comprehensive geotechnical characterisation and tomography monitoring has been undertaken at Pilar Norte to describe and determine the rock mass behaviour of the production pillars. By combining analytical, empirical and numerical models, a correlation between the measured overbreak recorded by the borehole cameras and the stress level of the pillar was developed. The widely accepted concept of mineral resources are that they are finite - mining therefore being intrinsically unsustainable. Yet the modern global mining industry continues to grow production at strong rates - how can this be? In reality, mining is a complex industry, starting with exploration, development, operations and then rehabilitation and closure. A recent major study of Australia has shown that for most mineral commodities, exploration continues to find new deposits, or expand resources at existing mines. In parallel, however, there are a number of key 'mega-trends' which are growing in their importance - declining ore grades (or quality), increasing tailings and waste rock volumes, the need for deeper mining, more refractory ore types, increasing energy inputs and higher unit energy costs, increasing pollution issues and, of course, not to forget greenhouse gas emissions issues. This paper will present a detailed case study of the ultimate sustainability of the Australian mining industry - showing long term historical data sets on ore grades, waste volumes and economic resources and placing these trends in light of major twenty-first century issues such as energy supplies (especially Peak Oil), climate change and existing and emerging land use conflicts (eg agriculture versus mining). Australia is a critical case study in the sustainability of mining, as it is a major global exporter of numerous commodities, and this is expected to continue to underpin the ongoing industrialisation of countries such as China and India. The ultimate question begs - can Australia actually meet this fundamental challenge, or will our resources run out, or will we be constrained by environmental issues such as climate change, land use or perhaps water? Rather than a mere optimist's or pessimist's view, this paper will present a range of hard data which underpins the debate about the sustainability of mining this century: ultimately, we cannot assume that the patterns of past mining will continue to work in the future. The sustainability of mining continues to hang in a precarious balance.

In an underground mine, different mining activities such as undercutting and cave progression generate redistribution in the present in situ stress field, and these changes are represented in the rock mass through induced seismicity.In order to study and analyse the induced seismicity generated in El Teniente, a block model was developed to account for the dissipated seismic energy through different areas of the mine from 1992 to 2015. More than 2.1 million seismic events were unified and classified in 3D in order to be used for the interpolations. The resultant model variables account for the accumulated energy releases in a monthly time resolution, and provide the ability to intersect different 3D entities with the stored information in the blocks, and estimate the energy evolution inside these entities.The generated model was used to analyse the geotechnical variables that determine the seismic response for the rock mass in the mine, such as geometry and direction of advance of the undercut fronts, lithological domains, and to study the ‘work’ the rock mass needed to go through in order to generate caving in areas with different stress settings.A specific area of the mine under high-stress conditions was analysed by studying the seismic energy associated with two subsidence caves interacting around the project, the modelled lithology. Precrusher stockpiles are designed principally as buffers to decouple the mining and processing operations. They are usually paddock dumped or dumped over a face to form fingers by dumping haul truckloads and reclaimed by front-end loader in an ad hoc manner. In addition, they are often not built and reclaimed to completion but continually added to and extracted from. While this design suits the mining process and is operationally simple, there can be little confidence in the grade of the ore that is fed to the crusher. This makes short-term grade control difficult and reconciliation back to the mine face imprecise. Well-designed and operated precrusher stockpiles can overcome these deficiencies.The different types of grade variability in mining are reviewed in this paper. The role of precrusher stockpiles in reducing short-term variability is discussed and their ineffectiveness in addressing long-term variability is highlighted. Their role in removing the serial correlation of the extracted ore is explained.Precrusher stockpiles carry out the four, at times competing, objectives of storing, buffering, blending and grade separation. Their actual design and operation result from a compromise between these four competing roles. These roles are explained in detail along with the advantages and disadvantages of the different types of precrusher stockpiles. The recommended blended-in blended-out stockpile (BIBO) design is discussed in detail. Matched pairs of BIBO stockpiles of limited tonnage built and reclaimed to completion retain the best knowledge of grade and facilitate the reconciliation process.Simulation studies have been carried out on BIBO stockpiles to understand the blending opportunities of the different options for building and reclaiming, and to identify the methods that achieve maximum blending. It was found that laying down rows in one direction and reclaiming across these rows gives the best blending. Matching the width of the reclaim face with the daily crushing requirements is also important.
