OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell-with certainty what mineral rights exist within any area that is not covered by patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go. through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, by $miner of the old school, as of no value. Think of the litigation over rights of possession on the Com-stock lode—12 leading companies involved 'in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service—such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. This paper gives the results of experiments conducted in the metallurgical laboratory of the Ohio State University with the objects of determining: First, the calorific powers of a number of coals in general use in Ohio; and second, how far ordinary analytical methods could be used as a basis for computing these values. Incidentally a test of the performance of the calorimeter was involved. The chemical work has been carried on in the department for some time, so that the whole investigation has extended over three or four years. The Mahler calorimeter was purchased from L. Golaz in Paris, and is practically identical with the one described and figured by Mahler in his monograph "Contribution a l'Etude des Combustibles," from the Bulletin de la Société d' Encouragement pour l'lndustrie Nationale. A figure and description is also given by William Kent in The Mineral Industry for 1892, page 97. There were furnished with the instrument three thermometers covering a range of from 7°.5 C. to 31° C. Thermometer "A" (17°.5 to 31°) was carefully calibrated by reading the ends of a thread of mercury in sixteen positions covering the whole scale, supplementing this by readings of longer threads and deducing the errors of scale by the method published by Prof. Holman in the Technology Quarterly of September, 1887. The maximum error of a single reading was found to be 0°.0042 C. Thermometer "B" (13° to 25°) was compared directly with " A " over the scale common to both, and a variation was found of 0°.0145 C. for 7°.5 (or 0°.002 for l°) of the scale. Thermometer " C" ('7°.5 to 19°.0) was omitted from the cornparison, as it was rarely used, being only required where measurements were made at low temperatures. From the

CREATION of atomic energy, aside from its influence on war or peace, has posed these basic questions for the world: How soon can energy from atoms be harnessed to do man's daily work? How much of this power will there be, to what degree will it supplant present fuels, and what does it imply for the future of civilization? Answers to these questions may be found in part in analysis of just what atomic energy is and how far its development has come. The answers are encouraging. One of the first questions encountered in considering the application of atomic reactions is whether such reactions can be controlled. Fortunately, this has been adequately demonstrated by the operation of the Government plutonium plants at Hanford, Wash. Here nuclear reactions are carried out on a large scale involving liberation of about a billion B.t.u. per hour. This hourly heat liberation is equivalent to that obtained from about 7100 gallons of fuel oil. It has been possible to operate these plants day in and day out with the reaction controlled at the intensity desired. There should therefore be no question that, under proper conditions, reactions involving nuclear fission can be controlled.

ONE of the most unusual oil field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fe Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. It is often necessary to calculate the size of a hoisting-plant required to raise a given quantity of material, either as a preliminary to the detail design of the machinery, or to decide whether machinery on hand or offered by a manufacturer is adapted to the work to be done. The first element of the problem to be determined is the load to be raised. In a mine that is already developed, this is limited by the size of car that can be hoisted out of the mine and that will pass through the underground gangways. If these place no limits on the design, the size of the load will depend on the output desired per day, and on the number of hoists that call be made per day. The latter are fixed by the time required per hoist and the number of hours available for hoisting, after deducting from the working-day the time required for raising and lowering men, sending down supplies, and for the many small delays in handling cars. It must also be decided whether the hoisting is to be done in one shift or in all of them.

The development of a simple method to predict the autogenous grinding possibilities of new ore deposits is attained. This method employs a 45-cm (18-in.) dry grinding Aerofall mill to grind small quantities of core or crushed samples in the top size range of 2 to 5 cm (1 to 2 in.). An extensive program has been carried out to correlate the data obtained in the 45-cm (18- in.) test mill with the actual results obtained in large commercial plants or autogenous test plants. Enough evidence now exists from these correlation programs that the 45-cm (18-in.) mill can be used to grind small samples from a new deposit and correctly predict the autogenous grinding mill requirements of a commercial plant to treat this ore.

IN the recent world-wide deflation of commodity prices the coal industry, including both anthracite and bituminous coal, had reached a level where the actual delivered market prices received by the operators were usually less than the cost of production. Many steel companies and public utilities, operating their own "captive" mines, could have bought coal during the past three years for less money than the true cost of coal produced at their own properties. Competition within the coal industry itself was cruel to the point of profitless operation, and the competition of other forms of fuel was bearing heavily on the coal producers. They were thus forced into methods of production and utilization that they had hitherto ignored; there had been almost complete absence of any appreciation (by the bituminous operators especially) of the necessity of real research work in finding better methods of preparing coal for specific uses, and in finding new and profitable uses for different kinds and grades of coal.

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:

Lime-roasting is a term proposed by Ingalls' for the operation of forcing air under pressure through a mixture of galena and lime at the kindling-temperature with the object of oxidizing lead and sulphur and of fritting or fusing the charge. If finely-divided galena were treated in this manner without the addition of lime, the heat set free by the oxidation of part of the lead and the sulphur would be sufficiently great to fuse un-decomposed sulphide, and thus stop desulphurization. Besides the chemical action that the addition of lime, limestone or gypsum to the charge may have, the admixture has the physical effect that it keeps the particles of galena separated from one another and accessible to the oxidizing effect of the air. At present, three methods of lime-roasting are carried out on a working-scale,—the Huntington-Heberlein, the Carmichael-Bradford and the Savelsberg2 processes. In the last, which interests us here, an 8-ton charge is made up of galena, limestone and perhaps some siliceous or ferruginous flux; the whole is crushed to pass a screen with 3-mm. holes and moistened with 5 per cent. of water. It is fed gradually into a bowl-shaped converter, 6.56 ft. in diameter, supported by trunnions attached to a truck. On the bottom the converter has a grate with blast-inlet beneath. One Sunday night last month the phone rang and it was George Schenck from Penn State. How would we like to see a big scrap operation, he wanted to know. A few days later we were on the Connecticut turnpike headed for New Haven to visit a large scrap operation, M. Schiavone and Sons. George had a large clam basket in the back which he explained was for collecting trophies. The car shredder, he said, turns out some fancy metal shapes. In fact, they have gained a certain acceptance as objets d’art among George's friends and relatives. He thinks there may be a small, but possibly lucrative secondary market for shredded cars in the art world if the idea is imaginatively promoted. On the way to New Haven we received a briefing on the scrap industry. The scrap business grew from humble beginnings. Mostly it was started by a few immigrant Jews who collected junk in hand- or horse-drawn carts. The fortunate one might even have had a truck. Before proceeding further, we hasten to point out that the word "junk" is strictly taboo among scrap people, who prefer to refer to their industry as the "secondary metals industry."

The microstructures and textures developed by the working of high-purzly thermochemically deposited tungstem sheet have been inuesligated. Greater than 60 pct reduction was required to deslroy the columnar grain structure which existed in the as-deposited sheet. With increasing reductions the texture gradu-ally charged from the initial as-deposited orientation with (100) parallel to the sheet normal to a (100}(011) ideal ovienlation with some spread about the rolling direction. This texture was retained after recrystalli-zation a1 2000°C. THE processes for depositing tungsten by hydrogen reduction of tungsten hexafluoride have been under development for the past several years.1,2 The nature of the deposition process is such that the as-deposited material contains a highly oriented columnar grain structure perpendicular to the deposition substrate. This well-defined columnar structure may be useful in certain applications293 but a wrought or equiaxed structure may be desired for some components such as tubing. Knowledge of the effects of working ther-mochemically deposited (TCD) tungsten is therefore necessary in order to establish the feasibility of obtaining worked and recrystallized microstructures and textures. The details of a recently developed technique for thermochemically depositing flat, uniformly thick tungsten sheet are presented with emphasis on the effects of deformation by rolling on the microstructure and texture. Although no work has been previously reported on the rolling and the annealing textures of TCD tungsten, there have been some determinations of textures for cold-rolled tungsten foil prepared from powder-metal -lurgy billets.4-8 The general description is that of a predominantly lurgy{100}(011) texture, with some spread about the rolling direction as an axis. pugh5 reports data both for cold-rolled and for annealed foil having about 96 pct initial cold work. He observed no change in texture, except for a decrease in the spread, for annealing treatments of 30 min at temperatures up to 1800°C. On annealing at 1900°C, both the low-temperature components plus new components which were described alternately as {001}(320) plus {001)(230) or as {100}(011) ± 12 deg about the sheet normal were observed. Above 1900°C, the new orientation existed alone, and it was stable up to 2500°C, the highest temperature that Pugh investigated. THERMOCHEMICAL DEPOSITION OF TUNGSTEN SHEET High-purity tungsten sheet was reproducibly deposited on the inner walls of a molybdenum mandrel by the thermochemical reaction WFs(g) + 3H2(g) - W(s) + 6HF(g). The mandrel was heated by a five-zone tube furnace which afforded a controllable fixed-temperature profile. Sheets measuring 1+ by 12 in. have been deposited with uniform thicknesses of up to 0.145 m. As shown schematically in Fig. 1, the purified reaction gases were metered into a mixing chamber at a Hz-to-WF6 ratio of 15 and preheated to 350°C. The flow rate of the WF6 was 300 cu cm per min at stp. These gases were directed through a conical injector into the deposition chamber. Inside this chamber hydrogen reduction of the WF6 to pure tungsten metal occurred on the hot walls of the molybdenum mandrel at a total pressure of 5 Torr. Typical temperatures for the five zones in the chamber were, respectively, 565", 540", 550°, 570°, and 590°C. The search for ore continued at its relentless pace throughout 1967. Canada, South Africa and Australia plus a few scattered localities on the globe reported minerals finds of significant importance. Many of the reported finds were not high grade ore, but they nonetheless will assist in sup- plying a highly industrialized, mineral hungry world. No longer does inaccessibility and remoteness close an area to mineral exploration and development. The communication and transportation systems of today have closed the gap and, moreover, the demand for essential mineral commodities is causing price shifts which encourage exploitation of deposits heretofore considered uneconomical.

The United States Coast and Geodetic Survey has announced the completion of a new outline map of the United States on the Lambert conformal conic projection, scale 1-5,000,000. This map is intended merely as a base to which may he added any kind of special information desired. The shore line is compiled from the most recent Coast and Geodetic Survey charts, state names and boundaries, principal rivers, capitals, and the largest cities in the different states are also embodied. The value of the new outline map on the Lambert projection can best be realized when it is stated that it shows that throughout the largest and most important part of the United States, that is, between latitudes 30 ½ and 49°, the maximum scale error is only 0.5 per cent. This amount of scale error of 0.5 per cent. is frequently less than the distortion due to the method of printing and to changes from the humidity of the air. Only in southernmost Florida and Texas does this projection attain its maximum error of 233 per cent. The map measures 25 inches by 39 inches and will be sold by the Government at 25 cents.

Discussion of the paper of Norman B. Braly, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1881 to 1906. GEORGE A. PACKARD, Butte, Mont.:-I would like to ask Mr. Braly if he has any information as to the relative efficiency of the sinking pump, using it as he refers to it, discharging the exhaust into the water column or otherwise. MR. BRALY :-I have never gathered any information on that point. It is a question of getting the work done. In driving the shaft, using that method, we find it easier on the men and everything else. In the bottom of the shaft, if you exhaust back into your column, it is a quiet. shaft. Another thing is the freezing: if you are sinking with air in your pump, you will find it is liable to freeze, and in that case as the air is still under compression it will not freeze the pump. The difference is very small if there is any. But, as might be expected, the pump is a little less efficient when exhausting the air into the column. MR. PACKARD :-I suppose all of us know what a pump in the bottom of the shaft is. My experience has been, although I have no figures, that the capacity of a pump is quite considerably decreased if you are pumping, say, from a depth of 200 ft. through a No. 7 Knowles pump, when you exhaust the air into a column, but, on the other hand, it is also my impression that we can raise the water to a little greater distance. I would like to get some figures from somebody who has made actual tests.

The strategic importance of the metallic minerals in our industrial economy, and the declining rates of discovery have focused attention on means of exploration for new mineral deposits. A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geo- physics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining.

Isothermal temper-embrittlement studies were conducted on a 5140 steel at various temperatures for times as long as 3000 hr. Specimens from the embrittled steel were subjected to impact tests, metallographic examination, microhardness, and lattice-parameter measurements. SEVERAL of the steels in the low alloy group are subject to a pronounced decrease in impact energy if held within, or cooled slowly through, a range of temperatures below the lower critical. This phenomenon, known as temper embrittlement, is quite pronounced in the chromium steels of which AISI 5140 is typical. This study considered the response of one heat of 5140 steel when embrittled isothermally at various temperatures for times as long as 3000 hr. Excellent reviews of the work done in the field of temper embrittlement have been written by Hollomonl and Woodfine.' Both authors list the various theories which have been advanced to explain temper embrittlement. Some of the mechanisms considered were: 1—a transformation below 700°C; 2—an allotropic modification of iron; 3—precipitation from the ferrite of such compounds as carbides, nitrides, phosphides, or chromium oxides; 4—decomposition of retained austenite; 5—modification of special carbides; 6—grain-boundary segregation; and 7—selective distribution of carbides. The present study investigated the changes in hardness, Meyer's number, impact properties, micro-structure, and lattice parameter which occurred on embrittlement. Previous studies considered the influence of microstructure and of prior austenitic grain size3 on the response of 5140 steel to temper embrittlement. Equipment and Procedure All samples were taken from one heat of 5140 steel; the chemical composition of this steel was: 0.43 pct C, 0.86 pct Mn, 0.020 pct P, 0.019 pct S, 0.27 pct Si, 0.84 pct Cr, 0.10 pct Ni, 0.06 pct Mo, 0.10 pct Cu, and the remainder Fe. The material was received as % in. rounds. This stock was cut down to blanks measuring approximately 0.425~0.425~2.196 in. Heat Treatment: The rough blanks were normalized at 1600°F (870°C) for 1 hr, then austenitized at 1600°F (870°C) for 1 1/2 hr, and quenched into an agitated oil bath. The specimens were tempered at 1275°F (690°C) for 5 hr and water quenched. These tempered specimens were designated as the toughened state. Embrittling Treatments: The tempered bars were divided into sets and subjected to the various embrittling treatments listed in Table I. Temperatures from 750" to 1050°F were investigated for times of 1 to 3000 hr. Special tests to determine the effect of heating a short time at a higher temperature after long-time embrittlement at some lower temperature were also conducted. All specimens were water quenched at the end of the embrittling cycle, then ground and notched to obtain standard Charpy V-notch specimens. Impact Tests: The bars were fractured in a 260 ft-lb Charpy impact unit; specimens were fractured at temperatures ranging from —315°F to room temperature. Fixed temperatures used consisted of —315°F with liquid nitrogen, —115°F with dry ice and acetone, and 32°F with ice and water. Intermediate temperatures were obtained by suspending the bars in a jig over the liquid nitrogen, dry ice and acetone, or ice and water.

Tests of the MRDE firedamp prediction method have been carried out in a number of longwall districts with different conditions. The method itself and its development have been described previously At many test sites the prediction has been good, i.e. the calculated gas emission levels have agreed with measured values, averaged over a period of many weeks, within a few percent. In other cases, where there have been larger discrepancies between calculation and measurement, investigations have shown that these may be attributed to particular conditions of mining or geology. Recognition of these conditions in advance of mining is clearly desirable to improve the accuracy of the initial prediction. It has been shown that variations in gas emission rates depend largely on coal production in terms of the weekly advance of the coal face. Although there appears to be a random element present, variations in gas emission levels calculated from changing face advances agree well with measurement. The accuracy of prediction therefore depends on how well face advance can be forecast and needs to be updated as the working proceeds in the light of the face performance actually achieved. Continuous monitoring of the mine environment provides the information necessary to compare actual gas emission with predicted levels, and computerised systems make it possible to carry this out in real time. Predictions can thus be adjusted to take account of emission levels measured in previous weeks These adjustments, whether they are made after the first few weeks or subsequently during the district life, would also be used to alert management to particular abnormalities or significant changes in gas emission.

As air-pollution regulations become increasingly more stringent, increased significance is being placed on the amount of sulfur present in coals used for steam generation. These regulations are aimed at minimizing the pollution of the atmosphere with noxious gases such as the sulfur oxides that are formed and emitted when coal is burned. Two meet these future requirements, a definite need exists to reduce the sulfur content of some of the coals used for steam generation. Reducing pyritic sulfur involves liberating the pyrite from the coal and then removing it. The specific gravity of pyrite is high (5.0) compared to that of coal (about 1.2, mineral-free), and standard coal-washing devices, such as wet concentrating tables, will efficiently remove pyrite particles larger than about 100 mesh. Particles below this size will be entrained in the table water and will be carried into the clean coal product. Techniques such as froth flotation are of little benefit for pyrite reduction because the flotation characteristics of pyrite are similar to those of coal.
