The business world of tomorrow will experience a major change in its data communication systems, with the mineral industry being among those to feel the greatest impact of this change. This development can be expected to occur over the next two decades at a steadily increasing tempo. One major factor prompting this transformation is the fact that technological knowledge is doubling approximately every five years. Moreover, industry is becoming more and more dependent upon the flow and processing of information in its long-range planning, while government requirements and regulations demand increasingly detailed and precise information on plant operations.

IN his paper entitled, Development of Hindered-Settling Apparatus, Dr. Richards has related the history of the development of the hindered-settling classifier and given illustrations of the several types of this apparatus which lie has designed.1 An earlier paper,2 Close Sizing Before Jigging, shows the nature of the hindered-settling phenomenon and the results which it produces. In the first-mentioned paper Dr. Richards describes the method of getting hindered settling and shows the relation that the constriction bears to the classifier. The question of proper ratios between the area of the sorting column and the area of the constriction opening Dr. Richards leaves open, aside from certain statements as to the ratios which have been found to give good results in practice. While working with a hindered-settling classifier of the type now in use at the Boston & Montana Reduction Plant of the Anaconda Copper Mining Co. a number of interesting facts were brought out which have thrown considerable light on the question of proper ratio between the area of the sorting column and the area of the constriction and which will be made the subject of this paper. Free and Hindered Settling. -If a, mineral particle be dropped into a vessel containing still water, the particle will sink in accordance with the laws of free settling in water, which are as follows: 1. Of two grains having the same specific gravity but differing in size, the larger will settle in still water at the greater velocity. 2. Of two grains having the same size but differing in specific gravity, the heavier grain will settle at the greater velocity.

MY remarks will be confined to the experience of our company in mining the No. 8 seam of coal in Ohio, although I believe that the relationship existing here between the method of mining and the method of cleaning will hold true in many of the coal seams throughout the country. The increasing demand for a cleaner and better graded product is being felt throughout the entire coal industry, and the methods of mining are playing an important part in the control of various sizes and quality of coal produced. We have found a definite relation between the mechanical loading of coal and its preparation for the market. In the No. 8 coal seam the location of the non-combustible material is regular. The' marketable coal lies in three benches, separated by streaks or bands of impurities. These impurities must be removed from the coal to properly pre pare the product for the market. Where hand-loading methods are employed, the loader removes as much of this non-combustible material as possible at the working face. The impurities that are missed by the loaders are removed as the coal passes through the preparation plant, by means of picking tables. As this method of cleaning cannot improve the quality of the extremely fine sizes, a practice has been established in the company's hand-loading mines, of undercutting the coal about 2 in. above the bottom of the seam, thereby eliminating any possibility of impurities caused by the cutting machines cutting into the rock bottom below the coal seam.

Today's largest producer of domestic beryllium oxide, Mineral Concentrates & Chemical Co., Inc., has recently disclosed the basic outline of its unique process of beneficiating beryllium ores to high purity BeO. This process, known as the Mincon process, is a thermic-flotation scheme which has reportedly resulted in a recovery ratio exceeding 90% and in allowing up-grading of beryllium concentrates to as high as 33%. Mincon borrowed a step from the iron ore industry by introducing a pelletizing and sintering stage in their flow sheet at the company's mill at Loveland, Colo. This mill, now operating at full-capacity with three-shifts a day, is still undergoing some minor changes and adjustments in the equipment and chemical reagents.

In 1981 Ertec Rocky Mountain, Inc. completed a significant development in contemporary planning support; MINEPAK was completed, tested on various properties and offered for license. MINEPAK was one of the first computer systems for ore body analysis and mine planning that - Was designed as an interactive and completely integrated system - Was portable so that it can run on many hardware systems - Was really user friendly - Can run on minicomputers and on some microprocessors - Was built around a data base management system MINEPAK was designed to be a completely general block modeller and it achieved that goal. Since it contained a gridded file type, surfaces could be easily modelled but the system needed extensions to allow layered deposits to be modelled with the same ease as block models. So COALPAK was designed. COALPAK is an extension as well as a modification of MINEPAK. A 'layer' file type was defined and retrofitted into the existing system, new software tools were developed for modelling layered deposits, and tools for strip mining were written.

The negative charges on diaphragms of quartz, tungstic oxides, stannic acid, acid dyestuffs, soaps, and glass have for a number of years been explained on the basis of chemical equilibria—a hydrogen ion or light metal ion passes into solution leaving the solid complex ion negatively charged. While there are a number of observations which indicate a proportionality between the ( potential and the streaming potential it should be recognized that all the experimental evidence thus far presented shows that if hydrogen ion concentration is kept at a constant value, electrokinetic phenomena are influenced by salts. The multivalent ions exert the greatest effect on the reduction of osmotic flow. In the interpretation of all electrokinetic data the assumption is made that the potential of the solid remains constant. That this is not true is evidenced by the values of [ potential for quartz in contact with conductivity water as reported by the several investigators and by the authors of this paper. It is apparent that the nonreproducibility of surfaces will always prevent the obtaining of exactly comparable data. At best the experimental technique described depends on a theory which is capable only of showing a trend—another quartz surface should exhibit similar but not identical potential curves. It seems entirely reasonable to assume that the negatively charged laurate ions should have little or no attraction for a negatively charged quartz surface. The weight of previous experience in selection of flotation activators points unerringly to the usefulness of the multivalent metallic ions. The primary reason why the divalent barium ion is not available to two negative charges on the quartz surface might easily be that of distance between such adjacent negative charges. Otherwise activation could not occur, and the quartz could not assume the remaining unit positive charge of the barium ion. For this case no electrical double layer theory seems necessary. Clearly this is, at the negatively charged quartz surface, a case of partial chemisorption of the cationically divalent barium ion followed by the anionic neutralization of the remaining cationic charge by the freely moving laurate ion. As the established tailings disposal techniques do not meet the requirements of today, alternative methods of disposal are explored. McIntyre Mines Ltd., Coal Div. found a solution in the construction and operation of a tailings dewatering plant. The solids are recovered from the tailings slurry by means of mechanical dewatering equipment and are then dried in a unique drying system to provide an excellent thermal fuel for a power generating station.

The news pages of MINING ENGINEERING and other trade publications have for the past two years carried a great many items about new developments in phosphate and potash, reflecting the surge in world consumption of these products as fertilizer. Today the question often arises concerning how much growth can be further anticipated by the phosphate and potash industries. To answer this question, a 15-year projection of world fertilizer consumption in terms of the three basic plant food nutrients-nitrogen, phosphate and potash-has been prepared. Two of these, phosphate and potash, are basic products of the mining industry. Nitrogen, once an important product of mining, is now mainly a chemical product. Another mineral, sulfur, although not a primary nutrient, depends on the fertilizer manufacturing industry for the bulk of its market. In crop year 1962-63, there began a startling in- crease in world fertilizer consumption. In that year, consumption increased by about 10% and in the following year by 10-12%.

Open pit mining at Inspiration began in 1947 after 32 years of underground mining. Two separate pits are included in the operations: the Thornton pit, which measures approximately 2500 x 2000 ft, and the Live Oak pit, which is 1500 x 3000 ft. The geographic centers of the two pits are approximately 4000 ft apart, and at the closest point, the two slopes are only 500 ft apart. Today, much of the open pit mining is being carried out in areas which were broken by earlier underground block caving operations; less than 50% of the total material moved has required drilling and blasting. In the solid or virgin areas, the, material ranges only from soft to medium hardness, thus simplifying drilling, blasting and loading operations. As a result, most mining costs and problems have been centered around truck haulage, truck maintenance and the ever-increasing length of the grade haul.

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. A numerical method for solving partial differential equations in steady state fluid flow is described. This method, known as the "relaxation method," has two advantages over analytical methods: (1) practically any problem can be solved, and (2) a solution can be obtained quickly. A disadvautage is that the solution is not general. The method is applied to core analysis and relative permeability measurement to calculate constriction effects and to calculate the true pressure drop measured by a center tap in a Hassler type relative permeability apparatus. Further applications are suggested. INTRODUCTION Many problems in fluid flow cannot be solved analytically because of the nature of the boundary conditions. For many problems, however. an exact answer is not necessary because boundary conditions are not exactly defined or the parameters describing the porous medium are not accurately known. The relaxation method can be used to obtain an approximate answer easily and quickly for the flow of incompressible fluids in porous media. The method can also be used for other types of problems, such as determining the stress in a shaft under load. or the temperature distribution during steady state heat flow. In this discussion only calculations concerned with the flow of fluids in porous media will be considered. The method was introduced by R. V. Southwell in 1935.' THEORY The treatment given here follows that given by Enimons.2 Consider a porous medium to be replaced entirely by a net of tubes of equal length and uniform cross-sectional area as shown in part in Fig. 1. Assume that the net of tubes behaves exactly like the porous medium which it replaces; that is, the net can be made fine enough to reproduce exactly the porous medium. Assume also that Darcy's Law can be used to calculate the flow from one point to another point through these tubes. The flow from point 1 to point 0 is KA . ------ P-P) .......(11 where a is the distance between points: K is the "permeability" of a tube; A is the cross-sectional area of a tube; is the viscosity of the liquid in the porous medium; and (P1 — P0) is the pressure difference between point 1 and point 0. In like manner the flow can be calculated from points 2, 3, and 4 to point 0. The net flow into point 0 is Qo = KA/µa (P1 + P2 + P33 + P4-4P0) . . (2) MB For an incompressible fluid the net flow into point 0 will be zero or, Q. = 0. This says that at point 0 fluid is neither being accumulated nor depleted. 'Therefore. P1 + P2 + P3 + P4 - 4P0 = 0 .... (3) . If. now. with specified boundary conditions. the pressure i.; known at a finite number of points in a given region, as at the points shown in Fig. 1, Equation (3) will be satisfied at every point. If, on the other hand, the pressure is not known, the pressure can be guessed at these points. Then. unless the guess is perfect. Equation (3) will not be satisfied at all of the points. When Equatiol~ (3,) is not satisfietl. let d = P1 + I?, + P, + P, - If' .,....(4) where 6 is an apparent error and is called the residual at point 0. Equation (4) shows how much the pressure guess is in error at point 0 with respect to the surrounding points. A positive residual means that the pressure is too low, and a negative residual means that the pressure is too high. To bring the residual, 6. to zero in order to satisfy Equation (3). it is necessary to make changes in the pressure guesses. Equation (4) shows that a +1 change in Po will change the residual at point 0 by -4. A +1 change in the pressure at any of the four surrounding points will change the residual at point 0 by +l. Thus it can be seen that a change at any point will affect the residual at that point and the four surrounding points. By changing the pressure from point to point, all of the residuals can eventually be brought nearly to zero and the problem will be solved. This procedure is the essence of relaxation methods and is used to relax the residuals so that Equation (3) is satisfied at every point. The procedure can be most easily explained in detail by solving a simple problem. as Southwell says, "To explain every detail of a practical technique is to risk an appearance of complexity and difficulty which may repel the reader. Mineral exploration programs have often experienced mismanagement in the decision-making process, and these errors have consequently resulted in stockholder losses. Unfortunately, the events leading to these errors are little known and rarely studied, since managers aren't prone to publicizing their mistakes. However, a bit of magnified hindsight may serve to identify some of the problems. It is interesting to note that there does not seem to be a generally agreed-upon definition of the role and function of exploration management. Several articles have addressed this subject, written by both academic and industry exploration personnel. Two apparent thought trends can be observed: First, the theoreticians insist that modern scientific management principles can be directly applied, without modification, to mineral exploration. However, when one searches for the rules, the proponents rapidly retreat behind the computers and talk learnedly of management information systems and game theory.

INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.

IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

PROLOGUE The Yaguki mine, which is located near the southern end of the Tohoku region, Japan, near the coast of the Pacific Ocean, had had a long history as a copper mine, but had not been operated since 1925. About 30 years later it was reopened by Nittetsu Mining Company, and in 1958 a small flotation and magnetic separation plant, a so-called test plant, started production. The ball mill the author first met, a 8x4x4x7 ft tricone mill, called No.1 mill, had started running at that time. With his experience in initial, running of this mill he realized that the ball mill was not simply a preparatory process to flotation, but a determinant factor for flotation performance, an energy-consuming and costly process, and that its operation control was an important task in the plant (1). The working part of an operating ball mill is the ball load inside, whose properties govern the grinding performance. Its size distribution affects the efficiency greatly and the capacity is nearly proportional to its weight. When a ball mill operates for a long period of time with a constant and consistent addition of renewal balls, wear and renewal of balls are balanced, and an equilibrium ball load is formed. A stable equilibrium load is the primary requirement for a stable ball mill operation. However, renewal ball size would be the most influential factor affecting efficiency and capacity of operating ball mills. The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

The Department (formerly called State) of Tolima, which is beginning to attract considerable attention in this country on account of its mineral wealth, comprises an area of 18,415 square miles, lying between latitude 1" 34' 25" and 5" 44' 12/" N. and between longitude 74" 25' 45" and 76" 34, 25" W. from Greenwich. It is bounded on the north by the Department of Antioquia, on the east by the Departments of Cundinnmarca and Cauca, and on the south and west by the Department of Cauca. It is the most recently created of the States of Colombia, having been established by decree of April 12th, 1861, and being composed of the old provinces of Mariquita and Neiva, and of the districts Melgar, Carmen, Cunday and Santa Rosa, of Tequendama.

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laves, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for the: revision. That part of the mining industry which is affected by these laws has three general organizations to speak for it: the American Institute of Mining Engineers, Mining and Metallurgical Society of America, and the American "A Mining Congress: all of which are represented in this meeting. In the series of able and thoughtful presented here, prominent men have discussed the evils of the present laws aid some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we must induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.
