The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.

An acid-extraction procedure developed in Germany for determining mineral matter in coal was investigated by the Bureau of Mines to determine its application to American coals. It was found to be suitable for all ranks of coal from anthracite to lignite if modified slightly for coals containing considerable quantities of calcium compounds, such as calcite or calcium humate. The precision of the method is satisfactory, and the results are probably closer to the true content of mineral matter than those obtained by empirical formulas. The method requires considerably more analytical data than the Parr or approximation formulas but is no more time consuming than obtaining the necessary data for the King, Maries, and Crossley formula (theoretically the most comprehensive empirical formula used). An appendix to this report includes a detailed description of a recommended procedure.

Indonesia is the second largest coal exporter to Japan, accounting for about 30 M tons annually. They produced about 150 M tons in 2005, over 99% of which being from open-cut mines [1]. However, the conditions of surface mining are becoming worse each year: the stripping ratio is increasing, approaching the economic ratio and the infrastructure for coal transportation from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. At present, there are only five small underground mines, three of which are old and the other two have only recently begun mining operations [2]. However, severe ground control problems have been occurring regularly, roof falls in particular. At a new mine developed from the highwall, a large bolted roof fall occurred at the heading face, killing two miners. Unfortunately, mining engineers and/or miners in this mine do not have a lot of experiences, expertise and know-how concerning the operations of underground coal mines. Since 2001, Japan has started a ?five-year plan for coal technology transfer? to fill Japan?s moral obligation as the largest coal importer in the world. The research team for this accident was organized and the on-site investigation was conducted in order to find the cause of this accident and make the solution. This paper describes the roof fall accident at the mine, discusses its causes and mechanism and suggests the introduction of some techniques for improving the current support system considering the strata and stress conditions by means of field observation and finite element modeling.

This Bureau of Mines publication estimates that U.S. helium resources as of January 1977 were 710 billion cubic feet. These resources are broken down into four classifications, as follows: Helium in measured natural gas resources and in storage, 201 billion cubic feet; helium in indicated natural gas resources, 150 billion cubic feet; helium in hypothetical natural gas resources, 175 billion cubic feet; and helium in speculative natural gas resources, 184 billion cubic feet.2 Most of the helium in natural gas is presently dissipated as natural gas is consumed as fuel and for other purposes. Helium resources of the United States may also be divided into three other categories: (1) Depleting and undiscovered natural gas resources, 589 billion cubic feet; (2) nondepleting natural gas, 83 billion cubic feet; and (3) storage, 38 billion cubic feet, of which 37 billion cubic feet is federally owned and 1 billion cubic feet is privately owned. The United States does not have any significant leasehold rights in the depleting fuel gas resources. However, through the Department of the Interior, it does have leasehold rights to about 70 percent of the helium found in nondepleting natural gas, and it owns over 90 percent of the helium in storage.

The Bureau of Mines conducted laboratory studies to investigate methods for desilicating sodium aluminate solution derived from leaching a limestone-anorthosite sinter with 10-pct Na2C03 solution. Desilication tests were made at atmospheric pressure to determine the effects of time and additions of lime and desilication residues. A two-stage, countercurrent desilication procedure was developed to reduce the Si02 content sufficiently to meet specifications for cell-grade A1203. Both stages were conducted at boiling temperatures at atmospheric pressure. Reagent lime was charged as desilication seed to the partially desilicated solution in the second stage, and a product (desilication residue) precipitated by the lime addition was charged to the freshly leached solution in the first stage. Average A1203 loss in the desilication circuit was 5.8 pct, and the product solution contained less than 0.04 g/l Si02. Complete precipitation of A1203 by carbonation resulted in a hydrate containing less than 0.01 pct Si02. Calcination of this hydrate would produce A1203 meeting the 0.015 pct Si02 specification for cell-grade material.

Geological modelling has historically been done using sectional interpretation of paper sections or on a computer screen. Boundaries of geological units or grade shells are interpreted by a geologist section by section and the shapes are drawn onto paper to be digitised later or they are directly digitised into a computer. This approach is referred to as explicit modelling. Such methods are time consuming if there are many section lines or boundaries to be interpreted. The number of metres drilled and resource models made is increasing each year and it will be difficult to keep up using explicit modelling methods. Alternatively, it is possible to use information carried in the drill holes, known geological relationships and point estimation methods in two or three dimensions, to create similar geology boundaries, while eliminating or at least greatly reducing the need to manually interpret and digitise detailed sectional interpretations. Such methods are referred to as implicit modelling and are available in a number of software packages. Implicit modelling approaches have been used in iron ore and found to significantly reduce the time needed for modelling while producing results that are comparable or better than standard explicit modelling approaches. A number of case studies have been undertaken of implicit modelling in iron ore deposits. Stratigraphic surfaces of bedded, folded and faulted iron ore deposits have been modelled in various deposits by Leapfrog Geo, GOCAD (with SKUA) and Vulcan Integrated Stratigraphic Modelling. Leapfrog Mining was used to model iron grade shells at particular cut-off grades. The modelled surfaces are of a high standard equivalent to those that could be produced by traditional explicit modelling but the time required by the implicit methods is far less. A whole-mine experiment to assess the practical feasibility and utility of the dedicated-wire technique for overcoming poor trolley carrier phone system performance at a large underground coal mine was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated and branched auxiliary wire placed in the rail haulageway. This auxiliary dedicated wire allows signals to electromagnetically couple to the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated-wire demonstration program and its results, conclusions, and recommendations are described. The dedicated-wire technique is shown to be a valid and practical one for significantly improving carrier phone system performance in coal mines.

The PT Freeport Indonesia‘s Deep Ore Zone(DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start in year 2000 and to ramp up to25,000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarizes the technical aspects related to the installation and commissioning of one of these fans. The fan was installed on the surface in a parallel arrangement with two others. It has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

The Forestry Reclamation Approach (FRA) specifies that the upper 1.22 m of material on the reclaimed surface should be left as uncompacted as possible to facilitate tree root growth. One of the main concerns about applying the FRA to steep slopes is that the upper 1.22 m of material could cause the reclaimed slopes to be unstable. Successful application of FRA on flat and rolling surfaces precipitated this investigation. Details of a field investigation conducted at a steep-slope mine are available in an earlier publication (Kumar and Sweigard, 2011). A total of 70 survey monuments were driven into the slope in a regular pattern to monitor slope movement. Quarterly surveys of the monuments were done to quantify any type of mass movement either horizontally or vertically. The methodology proposed for slope movement was verified using numerical models. Analytical models based on limit equilibrium technique and numerical models based on the finite element method were developed for slope stability analysis. The limit equilibrium analysis was done using Geo-Slope software following the Simplified Bishop Method. The finite element (FEM) numerical model was developed using the Plaxis computer program following the strength reduction technique. Two kinds of slope stability analysis were performed: first with the top 1.22 m of loose material and second without top loose material. Finally, the field investigation results were compared with stability analysis results. Both of these approaches showed that application of the FRA on steep slopes is not causing any significant instability problems that would not exist otherwise for overly steepened slopes. It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

A South African gold mining rock-related fatal accident database has been analysed in order to determine rock-related fatality trends in the gold mining industry over the period 1990 to 1998. This analysis was extended further to include some of the individual reefs mined and focused particularly on the Carbon Leader Reef, the Ventersdorp Contact Reef, the Vaal Reef and the Basal Reef. Rock-related accident locations are also presented. A stope rock-related risk is proposed, where the fatality rate in terms of rock-related fatalities per million square metres mined for the gold mining industry as a whole is compared to individual reefs, allowing a stope rock-related risk to be attributed to the individual reef. This comparison is extended further by removing the contribution by the reef being evaluated from the industry data, thereby allowing this reef to be directly compared to the rest of the industry with respect to a stope rock-related risk.

An electromagnetic (EM) system for the location of trapped mine workers at coal-mine (300 m) depths has been developed. The use of such a system in deep mines (1-km depth) requires transmission at extremely low frequencies (ELF) and a reduction in the effective noise level beyond that which can be obtained by acceptable Integration times. Automatic-noise-cancellation (ANC) techniques reduce the effective noise level by combining several received signals that contain correlated noise. Such signals can be obtained either from a remote magnetic antenna or a local electric antenna. During Phase III of this program, real ELF noise data were acquired and used to test the ANC algorithms developed during Phase II. The ELF noise data were obtained from analog recordings made by Develco under another Bureau-of-Mines contract. Digitization was accomplished by an ND converter that was added to a GMRR computer. Phase III tasks Included preparation of software for digitization, computer-computer communication, data processing, and statistical analysis. Useable data were obtained from eleven half-hour tapes containing noise from one axis of the primary antenna and three axes of the remote antenna. The overall average Improvement in SNR was 4.1 dB. However, the average Improvements for the Individual X, Y, and Z axes were 4.2, 11.9, and -1.9 dB, which roughly follow the observed noise power. Nonlinear processing was not effective with this noise.

"The flotation of fine particles has been a challenge to scientists and engineers in mineral processing. A novel concept of reactive oily-bubbles as carrier to float fine particles is described in this paper. The reactive oily bubble flotation is considered attractive for fine particle flotation. In addition to the role of fine particle agglomeration by oily films, the surface properties of air bubbles coated with a thin oil film can be better controlled for the desired selectivity by adding certain types and concentrations of water insoluble collectors into the oil phase. This approach can eliminate the addition of collector to the aqueous phase, avoid undesired synergetic interactions among collectors, activators, depressants and dispersants present in slurry, minimize undesired activation of gangue particles and significantly reduce the amount of collectors needed.The concept of using reactive oily-bubble to achieve selective flotation was demonstrated in contact angle measurement and by microflotation tests with fine sulphide minerals: sphalerite and galena in this paper. The flotation behavior of sulfide minerals can be radically modified with adjustment of solution pH, addition of depressant and activator as in conventional flotation. The successful separation between PbS/SiO2, ZnS/SiO2 and PbS/ZnS was demonstrated using mixed mineral systems. Compared with conventional flotation, the reactive oily-bubble flotation showed a stronger collecting power.INTRODUCTIONThe challenge for fine particle flotation has long been recognized and well documented (Fuerstenau, 1980). Because of drastic changes in surface properties of fine particles and associated physicochemical and hydrodynamic conditions of flotation systems, fine particles responded poorly to the conventional flotation processes. For instance, the small mass and hence low inertia of fine particles would result in a low efficiency of collision and attachment of fine particles with flotation bubbles. Large specific surface area of fine particles, on the other hand, would cause an increased reagent consumption. Dominating colloidal forces of fines may cause slime-coating, accompanying a low selectivity (Somasundaran & Arbiter, 1979; Fuerstenau, 1980; Sivamohan, 1990)."

Recent advances in solid-state, field portable, fast framing compact video camera systems and PC based frame capture hardware now allow blast imaging up to 1000 frames per second. Up to 4.1 seconds of data can be captured directly into the unit, downloaded to a PC or archived to a standard VCR without data compression. Since no film processing is involved, motion analysis can be performed instantly and on-site within a few minutes. This paper will describe the design features and applications of the MotionMeter system and compare these with the analogous aspects of film-based cameras and other systems. Of all blast monitoring systems and techniques available today, high-speed motion picture photography and videography still remain as the most valuable, stand alone, diagnostic techniques for troubleshooting and evaluating full scale blasts in the mining and explosives industries. High-speed image data, coupled with information obtained from other instrumentation systems, such as continuous velocity of detonation recorders, laser surveying systems, refraction and ground vibration recording seismographs, etc., can eliminate many assumptions about what actually took place in a blast. Thus, diagnostic confidence in evaluating both excellent and poorly designed blasts is increased, and optimum blast results, (which are application dependent), are achieved considerably faster when compared to the trial and error approach of relying on strictly the experience factor. Applications include developing site-specific blast designs, decay equations relating burden, burden velocity and explosive energy, determining ground response times, reducing coal damage, quantifying backbreak, evaluating the effectiveness of sternming, checking delay detonator firing times, evaluating air decks and for studying general dynamics. Motion analysis is performed with a 2D and 3D software package developed specifically for video analysis, but is also directly applicable to film analysis when using a digitizer. Dimensional controls, lens aberration, field set-ups and camera orientation are all automatically corrected for with matrix analysis.

As opposed to fine dry sizing, where the length of the screening machine is critical for high separation efficiency, introducing slurry feed to screens in a thin and even layer at minimal velocities across wider screen surfaces allows for high capacities and efficiencies, with maximum screen cloth life. This is due primarily to the combination of free liquid and high frequency vibration of the Derrick motors, which allow fine undersize material to pass through the screen apertures. Lacking either of these factors would be extremely detrimental to the screening process. Without the high frequency vibration of the motor, the screen is essentially a low efficiency sieve bend. Without the free liquid to carry fines through the screen openings, the screen is for all intents and purposes a glorified conveyor or dewatering unit, as little or no sizing takes place once the screen is devoid of free liquid. For optimal screening results, Derrick recommends feeding slurry to a screen at approximately 20% solids by volume. Figure 1 shows the Stack Sizer design concept. Note that a single feed point is used to evenly distribute the flow to the five separate feed points."

Surface defects on continuously cast slabs require treatment by grinding. This extra phase in the process causes lower throughput of final product and extra energy costs. The elimination of slab treatment after casting implies that slabs can be direct rolled or hot charged, resulting in higher throughput and lower energy costs. To increase the number of slabs that can be direct rolled or hot charged, defects have to be predicted before a slab has completed the casting process. Transversal and longitudinal cracking, casting powder entrapment and other inclusions, bleeders, deep and uneven oscillation marks, stop marks and depressions are the defects thatare considered for prediction. A structure with two models is proposed. The first model describes the effect of mould level, water inlet temperature and casting speed (MV?manipulated variables) on 38 thermocouple temperatures (IV?intermediate variable). Casting speed is a manipulated variable while mould level and water inlet temperature are treated as measured disturbances. This model is known as the MV to IV model, and is used to control the occurrence of defects. The second model describes the effect of the thermocouple temperatures on the defects at different positions and locations on the slabs (OV?output variables). This model is known as the IV to OV model and is the predictor of defects. The models are determined using time-series methods in the form of auto regression with exogenous input using data of approximately 500 slabs cast over a period of 6 months. The models are validated using plant data from 44 slabs gathered three years later, with good results. As an example, published results give a sensitivity and specificity of 61.5 per cent and 75 per cent respectively for longitudinal cracks on validation data, while the presented method gives 63.6 per cent and 93.5 percent, respectively. The IV to OV model is used in an inversion to determine the optimal thermocouple temperatures for each slab width. In pursuance of the investigation into the influence of various elements on the properties of lead during the past year, the effect of several elements on the creep rate of commercially pure lead has been investigated; a standard initial stress of 500 lb. per sq. in. having been adopted for comparison purposes. Other work which has been carried out indicates that the relative results of creep tests may be altered by varying the applied stress, but this aspect of the problem will need to await further investigations for itscomplete elucidation. The results obtained with dilute tellurium alloys are considered sufficiently interesting, and in some respects are so extraordinary, as to warrant publicatiorr at this stage.n must be realised however that, since the results obtained appear to be at variance with those said to have been obtained in practice and those previously published, the present investigation can only be considered as a contribution to our knowledge of the general problem.Consequently it is not considered advisable or necessary to offer detailed explanation of the results given. In fact, some features of the tests about to be described will need further investigation before an adequate explanation is possible.

Because of their chemical reactivity and affinity for oxygen, rare-earth elements are difficult to extract, and due to their close chemical similarity, it is an exacting task to separate one from the other. Nevertheless, these same characteristics can be used to benefit other metals by enhancing their resistance to high-temperture oxidation/corrosion and by inhibiting their corrosion in aqueous environments. This paper gives an overview of the use of rare-earths: [a] as alloy additions, [b] in coatings, and [c] when added to hostile environments, to retard rates of high- temperature oxidation and inhibit aqueous corrosion.
