This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

During the year 1940 a complete investigation was made of the whole of the stoping operations throughout the Great Boulder Mine and, as a result, it was decided to convert some of the existing shrinkage stopes into cut-and-fill stopes, and also to mine many of the more recently developed ore blocks by the latter method. The necessity for filling was due primarily to the structure of the ore blocks, the character of the walls and possible excessive dilution, but was influenced also by the grade of the ore-block and by the fact that cleaner mining can be carried out by cut-and-fill stoping.The comparatively few cut-and-fill stopes in operation prior to 1940 had been filled mainly with waste rock from development work, but as the amount of this material available, or likely to become available, would have been wholly inadequate for future operations, it was proposed to construct a system of passes to supply filling material from the surface.Owing to the distribution of the stopes, no central pass or system of passes could be devised which would service all the stopes satisfactorily.However, work was commenced on two passes, one designed to service the cut-and-fill stopes in the Eastern Section of the mine, and another to service those in the Western Section. It was realised that these passes could serve only a small proportion of the total number of Stopes (Figs. 1 and 2). During the progress of this work experiments were undertaken to test the possibility of using filtered tailings underground as an adjunct to the above scheme, but for various reasons these were only partially completed.Early in 1942 it was suggested by the Mill Superintendent that an attempt be made to fill with wet classified flotation tailings as practised at Mt. Lyell in Tasmania and at the Triton Mine at Reedy, West Australia. For the purpose of testing this, an experimental stope was prepared on the 309-ft. level, "X" Lode. This was 100 feet long and averaged 4 feet in width. Water-tight rearings were built at each end of the stope and waste rock fill was spread to a height of 6 to 8 feet above the timber. Used filter cloths were laid on top of the fill and brought a few feet, up the walls of the stope. A two-inch victaulic drainage line was then placed in position, the end passing through a hole in one of the bearings and thence to a sump. In the central portion of the stope two vertical pipes were brought up from this line. To date Iron Monarch is the most important Australian source of iron ore and since HH5 has produced about 84 million tons of direct shipping ore containing 62 per cent iron and 3 per cent manganese.Previous geological work, mainly by Rudd, Edwards and Miles is reviewed and the results of later exploration by quarrying and drilling are discussed and modified interpretations of both stratigraphy and structure are advanced. Renewed study of the mineralogy of the iron ores is advocated.The Iron Monarch orebody lies on the up-thrown side of a major transcurrent fault that truncates it on its northern boundary. The nearby Iron Knob orebody is believed to occupy a horizon that is some thousand feet stratigraphically above Iron Monarch.The origin of the ore cannot be explained by any simple theory; development probably took place over a long period of time from Lower Palaeozoic to Tertiary.INTRODUCTIONIron Monarch orebody has supplied the Australian iron and steel industry with the greater part of its ironstone requirements since the establishment of the Newcastle steelworks in 1915. Annual production of direct-shipping ore has exceeded three million tons but declined slightly after 1956 when Iron Prince was brought into production. Total production of ore from Iron Monarch to the end of 1962 is about 84,000,000 long tons containing some 55,000,000 tons of metal.The deposit (Lat. 32°44'30"S : Long. 137°08'30"E) is 34 miles north-west of Whyalla, on the western shore of Spencer Gulf. Over several decades in Southern Africa the advance rates when sinking vertical shafts have declined significantly. The upside has been a substantial improvement in shaft bottom conditions and a commensurately improved safety performance, with an increasing number of shafts being sunk without fatalities and disabling injuries. This paper briefly reviews historical sinking rates and matches changed sinking productivity to the introduction of new sinking methods that have been adopted to eliminate/mitigate safety risks. Meeting the challenge of returning to historical advance rates whilst progressing in the quest for zero harm by utilizing three dimensional animated computer modelling is described. Making use of commercial modelling software makes it easier to evaluate different methods, sequencing, in shaft barrel ergonomics, and stage and shaft bottom layouts before procuring project plant and equipment. Benefits accrue not only in better communicating methods and configurations for detailed planning and design, but also during crew training. The traditional engineering ?as-built? drawing practice has been extended to the concept of an ?as executed? sinking model which seeks to capture operational experience and learning for future best practice. The paper concludes with some of the organizational culture challenges being overcome as this non traditional approach to shaft sinking optimization is being introduced.

Jointed micropiles were investigated to support bridge foundations where shallow rock was present. In this application, micropiles would have some amount of unsupported length, and would be subject to nominal lateral loads. Five lateral load tests were conducted on micropiles to demonstrate the impact of casing joints and rock socket embedment on lateral behavior. Load tests were simulated with FB-Multipier, a hybrid-finite element program for analysis of deep foundations, for proper design of the loading apparatus and instrumentation. The micropile sections were 2 m (6.56 ft) long, 273 mm (10.75 in) in diameter, 13 mm (0.5 in) thick walled, with a 50-mm (2-in) long threaded joint. Micropiles were made of one to three casing sections and were embedded 0.3, 0.6, 1.5, or 3.0 m (1, 2, 5, or 10 ft) into rock. In each test, two identical micropiles were pulled together using a simple frame until the weaker pile failed. All micropiles were instrumented with inclinometer casings while two contained strain gages at 0.76 m (2.5 ft) intervals. Load and displacement were measured at the pile heads. Tests showed the embedment of 0.6 m, 1.5 m, and 3.0 m (2 ft, 5 ft and 10 ft) sufficiently carried lateral loads over 180 kN (20 tons). The piles embedded 0.3 m (1 ft) were not able to maintain lateral load. In general, all micropiles tested to failure exhibited a brittle failure mode where there is small lateral deflection followed by a sudden failure at the casing joint. This was demonstrated in three of the load tests. In most cases, the micropiles were stiffer and stronger in the load tests than originally predicted numerically. The final test, where piles were not loaded to failure, verified that embedding vibrating wire rebar strain meters in the grout captured the bending moment profile of the micropile. The results showed the maximum moment in this case being carried directly across the threaded joint as predicted by the preliminary models. The results of these tests were used to calibrate the FB-Multipier numerical model. Using a load test that included bending strain measurements for a match, the soil properties were adjusted to produce reasonable matches for all of the load tests.

The lead concentration of flotation feed ore slurries is determined using two ?-ray absorption gauges mounted directly on a 6 in. diameter flotation feed pipeline. One gauge is a conventional "density" gauge using CS137. The other is a "lead-sensitive" gauge, which depends on the preferential absorption. by lead of 225 key y-rays resulting from Compton backscatter of CS137 y-rays.Gauge outputs are combined using an analogue computer the output signal of which is directly proportional to the lead concentration of the pulp. The accuracy of measurement of the pulp lead concentration is ± 3·6 per cent for ore slurries with lead concentrations in the range 0'07-0·16 g/c.c. and pulp densities 1.43-1.60 g/c.c.This paper sets out the development of the technique and details are given of the two experiments (1964, 1966) conducted in the plant at North Broken Hill Limited. The installation of the two-gauge system inthe plant during May 1968 is described. Details are given of the calibration technique used and the results obtained.

Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. Additive manufacturing (AM) brings disruptive changes over the ways parts and products are designed, tested, qualified, assembled, inspected and marketed. With these changes come real technical challenges, therefore, concerns that mainly stem from the maturity and diversity of today’s AM processes, the feedstock materials, and the interactions between the numerous process parameters. Additive manufacturing is somewhat similar to laser and electron-beam conduction-mode welding and involves a multitude of dynamic physical events between projected feedstock and moving heat source that influence process robustness, thus deposit properties. For this paper, a simple air vent, selected for its size, thin-wall, hollow geometry and materials (specifically 316L) was made using a laser-based powder blown technology (Construction Laser Additive Direct or CLAD) and systematically inspected by optical microscopy, microhardness indentations, and electron-back-scattering diffraction (EBSD). This exemplary part is first analyzed to broadly discuss metallurgical phenomena in additive manufacturing, particularly solidification and texture development. The paper then expands to other alloys and continues correlating metallurgical observations to process parameters and part properties, also borrowing from past experience with the same 3D printing CLAD system.

Keywords: Pyrometallurgy, zinc, electrowinning Zincor has been producing zinc since 1969 via the roast-leach-electrowinning process. It is the only primary zinc producer in South Africa, and currently supplies the entire country with zinc. The plant was built by Goldfields of South Africa, on the site of an old gold and uranium mine. Since then, the ownership of the plant has changed a couple of times, and the plant and process have also been improved. Production output has increased from around 80 000 tons per year to more than 110 000 tons per year. This was done mainly through increasing the capacity of the roasters and acid plant. Zincor produces four main grades of zinc: SHG, Zn1, Zn2, and Zn4, in three shapes: a 25 kg ingot and 1 and 2 ton jumbos. In 2005, a pre-alloy furnace was built that enabled the production of jumbos pre-alloyed with aluminium. This has allowed Zincor's customers to improve the efficiency of their continuous galvanizing lines and to lower their production costs.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

According to the U.S Department of Energy (DOE), mineral processing activities including comminution (size reduction) uses 4% of the world electrical energy consumption. Such numbers reinforce the need to invest in energy savings initiatives in order to produce more using less. ENERGY EFFICIENCY OPPORTUNITIES AND CHALLENGES IN MINING OPERATIONS In addition, DOE, in its Mining Industry Energy Bandwidth Study, has identified huge potential for energy savings for the coal, metals and mineral industries. Even knowing the overall causes of energy waste and some potential tools for remediation, mining companies may struggle to apply such tools and get the desired results due to the following reasons: ? Limited staff ? Lack of accurate economic and investment analysis to justify energy savings projects ? Lack of knowledge to identify low or no-cost savings opportunities ? Internal competition for resources According to the workforce and talent management experts, the Talent Strategy Advisors, the demand for mining engineers is expected to exceed supply by 30% by 2013. Mining personnel are likely to be burdened with increasing and varied workloads with limited training. This will result in the need for automated and simple tools to support energy efficiency activities. Mining engineers will simply not have the time and resources to create such tools, collect and analyze the data to make decisions, and track results.

Energy Metals Corp. (EMC) holds numerous mineral properties in the northern portion of the Great Divide Basin. The JAB property is one of several potential properties being planned for development as a satellite facility to the greater Antelope uranium project. A National Instrument 43-101 Technical Report was completed for the JAB property. This report estimated total measured and indicated mineral resources on the property totaling 1.6 kt (3,555,022 lbs) U3O8 contained in 2.2 Mt (2.4 million st) at an average grade of 0.073 percent U3O8 at a 0.25 grade times thickness (GT) cutoff in accordance with CIM Standards on Mineral Resources and Reserves. The JAB property is located in Sections 13, 14, 15, 16, 21, 22 and 23, Township 26 North, Range 94 West, approximately Latitude 42° 14’ North and Longitude 108° 00’ West (Fig. 1). This property consists of unpatented mining lode claims and Wyoming state mineral leases com-prising approximately 850 hm2 (2,100 acres).

Important factors in dredge design are the estimation of total head, and the determination of flow in and around suction nozzles and in pipe lines. Total head for the dredge pump is calculated from velocity, static, and friction heads. Flow into suction nozzles depends on whether hydraulic jets or mechanical cutters are used, and on nozzle shape. Design of pipe lines depends on the transportation characteristics of the pulp, skin friction, swirl, and the avoidance of cavitation. Measurement and control of flow is important.INTRODUCTIONEconomic deposits of heavy minerals along the east coast of Australia occur in frontal dunes, which are normally unconsolidated and granular, or in hind dune areas which may contain indurated seams interspersed with loose material. In working frontal dunes, dredging depths are usually shallow since values do not persist for more than a few feet below sea level. However, the controlling factor in dredging the hind dune areas is the level of the water table and suction dredges may be designed to mine to depths of 120 ft, or even more, if necessary.In previous applications of suction dredges in the industry attention was directed primarily towards production and there was only limited research on fundamental techniques. However, with lower grade deposits now forming the major ore reserves, production levels and profit margins will fall unless more efficient dredges are developed.For satisfactory design of dredges it is essential that the total head be accurately estimated and that detailed information of the principles of flow in and around suction nozzles be determined. This paper presents information gained from field experience and laboratory investigation on these aspects.

The Canadian steel industry is now in many ways a mature one, having achieved many technical successes during its hundred-year history. It is interesting to look back over this period, to learn something of the histories of the different producers and of the people and forces that shaped their development. The following article provides a thumbnail sketch of the Canadian steel industry as it exists today. It is intended for the general reader, not for the specialist who will want to consult the several books and theses written on the development of the industry during the last hundred years. The famous Les Forges du Saint-Maurice, an important iron producer for a century and a half, provides a natural historical starting point for a look at the four major players - Dosco, Algoma, Stelco and Dofasco - who have provided most of the hundreds of millions of tonnes of steel, in every form from horseshoes to tinplate, needed in the twentieth century. The smaller companies which have sprung up in the last 20 or 30 years are dealt with briefly - but only because their history is so recent. Not so long ago the mini-mill, based on scrap rather than on the blast furnace, was thought to be specially suited to the economies of the smaller developing countries of the Third World. However, recent history has made it evident that the small plant, specializing in a few basic products (e.g. reinforcing bar) or taking advantage of special circumstances, can successfully compete with the large blast furnace/primary steel producers.

The opencut coal mine is located about 50 km west of Brisbane, the capital city of Queensland in Australia and produces about 140 000 tonnes per annum of high grade steaming coal utilising a small team (ten) of personnel to mine remnants of the Aberdare and Bluff seams left by previous underground mining. This, in itself, is not remarkable except that one of the seams has commenced spontaneously cornbusting resulting in temperatures in excess of 55’C commonly being encountered with portions of the p’it being wreathed in steam. To extend mine life, the mine required a blasting system that would: . Safely blast in temperatures below 100°C . Significantly reduce overall unit costs . Not increase the current vibration impacts on nearby housing . Not increase flyrock.

The history of zinc production in Australia is outlined including attempts to make zinc electrolytically at Cockle Creek, N.S.W. in the last century, the use of horizontal retorts at Cockle Creek and Port Pirie, South Australia, production by electrolysis at Risdon, Tasmania and at Port Pirie using zinc oxide fumed from lead blast furnace slag and production by the Imperial Smelting process at Cockle Creek. Developments in the electrolytic process are described including those in roasting, acid manufacture, leaching, purification, electrolysis, melting and casting. The Imperial Smelting process technology is also outlined. In both processes global technology is reviewed, including important Australian contributions.

Different variations of soil nailing techniques have been used in the United States since the late 1970's. Such techniques owe their origins to French developments, which began in the early 1970's as a spin-off from European tunneling excavation support practice. The growing demands of urban infrastructure development and rehabilitation and environmental protection have created an active and expanding soil nailing market demand for earth retention and slope stabilization in the United States since its early developmental years. There is a clear need for a fundamental review of the large number of soil nailing techniques that are currently being used in the United States. Following a brief summary tracing the historical development of soil nailing and a generic classification of applications, this paper provides a review of the different recent advances in the design and construction of soil nailed systems. Discussion topics include nail design advances, permanent "top-down", structure support/underpinning, alternative face stability measures, composite systems, hollow bar and fiberglass nails and architectural reinforced concrete/shotcrete facings. Case histories will be presented to illustrate each of these advances.

"At the end of 2010 the AMSA Esperanza Concentrator started commissioning. Located in the Atacama Desert this project is the first of several large size concentrators developed recently to operate in Northern Chile. In addition to the new operations to be implemented in the short term, many existing installations are planning expansions. The use of large size equipment is one of the common characteristics of the new concentrators, but also new technologies are being considered and innovation is present in most cases. Sea water or desalinated water will be required to process large tonnages of sulphide copper ores as well as gold bearing ores, since process water supply from the Andes will no longer be available. The high cost of sea water or desalinated water supply and the high cost of energy are not a limitation as the current metal market scenario allows obtaining an attractive NPV even from installations designed to process relatively low grade ores. A review of the current concentrators being developed in Chile is presented, including a description of the main design issues related to technology and innovation. An analysis of the Chilean mining industry is also presented, detailing mine and plant capacities as well as expected final products.INTRODUCTION The mining sector in Chile has become a reference when analysing the large concentrator plants projected or currently in operation all over the world. At present and as a consequence of the high price of metal commodities, most South American countries have an active mining sector. Chile is known as a major producer of metals. First records of copper production exported to Spain are dated to the early XVII century. Since then Chile has produced over 13% of the total copper ever produced in the world. After 1990 Chilean mining and the associated cluster of activities has substantially grown to levels never reached before, especially in the production of copper, gold and other non-metallic minerals. This dramatic increase is the result of an economic policy based on delivering comparative advantages and incentives for the admission of foreign capital to offset the weak domestic investment in previous decades. Massive mining of its huge mineral resources has allowed Chile to be a world leader in the production of copper and other base metals and mineral products."
