In the past decade Australia has seen the development, construction and commissioning of three complex processing plants for the treatment of lateritic nickel ores. These have all been based on high pressure acid leaching (HPAL) for extraction of nickel and cobalt into solution, followed by solid liquid separation in a CCD circuit. However, flowsheets for separation and purification of the nickel and cobalt diverge markedly. The existing plants have been commissioned with varying degrees of success, with a variety of problems ranging from materials of construction to inadequate design. While the process problems are not insurmountable, there is much room for improvement. Currently there are several new HPAL plants at the feasibility or financing stage. All of these have adopted one of the existing flowsheets. Most of the enhancements have focused on increasing autoclave size. It is now time to assess the success and failures of the three existing plants and incorporate this experience in a design for productivity, efficiency and reliability. Towards this end, this paper discusses aspects of flowsheet optimization, materials of construction and engineering design.

As part of the Bureau of Mines program to reduce U.S. reliance on foreign suppliers of strategic and critical metals, research was conducted to improve technology for the recovery of critical metals from hardface alloy grinding waste, a form of superalloy scrap. This report describes a hydrometallurgical process that demonstrated on a laboratory scale that 79 pct of the chromium, 97 pct of the cobalt, 99 pct of the manganese, 99 pct of the nickel, and 90 pct of the tungsten could be recovered in chemical form from hardface alloy grinding waste. The process involved deoiling the grinding waste, followed by chloride-based dissolution of the deoiled material. A high-grade calcium tungstate (CaW04) product was recovered from the resultant leach residue by caustic leaching and precipitation. Iron, cobalt, man-ganese, and nickel chlorides were sequentially recovered from the leach liquor by solvent extraction. Amine extractants were used to extract the iron, cobalt, and manganese; decanal oxime was used to extract the nickel. Market-grade cobalt chloride (CoCI2), manganese chloride (MnC12), and nickel chloride (NiCl2) products could be produced directly from the resultant strip liquors. The final raffrnate was a relatively pure chromic chloride (CrCI3) solution that compared favorably with commercial solutions.

As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

As part of a comprehensive investigation of tie mechanism of desufurization of iron and steel by slags, the Blast Furnace Studies Section, Metallurgical Division, Bureau of Mines, in cooperation with the Institute of Technology-, University of Minnesota, has made a study of the forms in which sulfur occurs in blast-furnace slag. This report presents data on the three sulfides most important in iron smelting, namely, ferrous sulfide, manganous sulfide, and calcium sulfide. The tendency of these sulfides to form colloids in the molten slag was determined by an examination of quenched samples with an ultramicroscope. Vogt5/ conducted experiments on sulfide silicate melts and examined synthetic blast-furnace slags in a partly crystallized condition. His conclusions were that FeS, CaS, and bins, or isomorphous compounds, such as (FexCay)S and (MnxCy)S, were precipitated Prom the melt, depending on the composition of the slag. In all specimens sulfides were visible and were spherical.

In the estimation of reserves the known values of the variables of interest from surrounding drill holes are used to compute or estimate the unknown value of the orebody over a given region or at a given point of interest. The classical means of doing this are: 1. The Polygonal Method û where the region is divided into polygons centred on bore holes, each variable is then assumed to have constant value over each polygon. 2. Inverse distance methods, where the variable is assumed to vary linearly with the distance between the known values of the drill holes. 3. Inverse distance squared method û a quadratic variation is assumed for the variables between the bore holes.

Wilbur Smith Associates (WSA) has provided planning, engineering and construction oversight assistance to the Tennessee Department of Transportation (TDOT) for three construction projects intended to widen and improve segments of I-40 and associated interchanges in Knoxville, Tennessee. The projects are within the karst terrain of the Valley and Ridge Province. Subsurface conditions are characterized by an irregular rock surface coupled with differential weathering. Because of the projects? impact to local and interstate motorists, consideration was given to innovative planning, materials and construction practices that could accelerate construction. Two innovative deep foundation measures included rock-socketed pipe piles, which act as both foundations and substructure elements for a bridge?s interior bents, and the first widespread use of rock-socketed drilled shafts as bridge foundations on a TDOT project. The pipe piles were used at a site with significant cavities within the limestone bedrock. This resulted in design verification and constructability difficulties that required delays, but measures were ultimately employed to produce a sound foundation system. Over 110 drilled shafts have been constructed at sites with generally low solution activity. Relative to H-pile footings, which were included as an alternate foundation, they have apparently allowed accelerated construction at a competitive cost.

The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS's) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

To solve the support stability control problem for a coal face with large angles along both strike and dip (CLSD), the ’support-surrounding rock’ mechanical model has been developed, which takes into account the impact of the dip angle of the seam on the stability of the support in the strike direction. The mechanical relationships of the critical topple angle and critical slip angle of the support along the strike of the coal face with large dip angle and the support height, support resistance, friction coefficient, and other factors have been derived through the mechanical analysis of support stability in the strike direction of CLSDs in the free state, the operating state, and the special state. The research findings were applied to a fully mechanized CLSD in Xinji Coal Mine. The maximum underhand angle and overhand angle in strike are 42° and 25° respectively, and the maximum dip is 39°. It is calculated that during underhand mining and overhand mining, the critical support resistances for avoiding support toppling are 3723 kN and 1714 kN respectively, and the critical support resistances for avoiding slipping of the support are 7405 kN and 6606 kN respectively. Thus, the selection of type ZZ7600/18/38 hydraulic roof support for the coal face is justified. Measures to prevent sliding of the support and the installation of a limiting stop maintain the support runs in good condition and ensure safe and efficient mining of CLSD.

"A graphical method to assess the size reduction by grinding is presented and illustrated with data collected from laboratory grinding tests and industrial grinding circuits. The method lies between the graphical comparison of size distributions and the population balance model. The method is easy to apply and provides a quick way to compare grinding mill performances under various operating conditions and processed ores. The application of the method to industrial mills shows that a grinding mill operation could present an invariant behaviour that can be exploited for simulation purposes.INTRODUCTIONThe size reduction of particles by grinding has been studied for decades and several books were published on the subject. Most of the recent studies focus on the modelling of the ball, semiautogenous and autogenous grinding mills operation (Napier-Munn et al., 1996) because accurate simulators can be used for design, optimization and control. Although the development of realistic simulators is progressing, the trial and error method is still used by many operators to identify optimum operating conditions for a grinding machine.Laboratory tests allow the characterization of the material submitted to grinding and the analysis of various operating conditions, such as ball size or shape, mill speed and slurry concentration of solids, on particle size reduction. Similar tests can be conducted in a plant, but results are often difficult to analyze due to errors associated with sampling and sensor accuracy. This paper presents a graphical method to assess the degree of size reduction carried out by a grinding machine. The paper consists of three sections. The first section describes the method and the following sections illustrate the method with data taken from laboratory and industrial grinding machines."

The problem of overbreak in underground construction and mining is normally approached by a variety of smooth blasting methods. Numerous small diameter, low velocity explosives have been developed specifically for blasting the contour line. Increased mechanization in rock excavation has led to the development of several methods of mechanical explosive loading. A new mechanically loaded smooth blasting explosive was developed in Sweden . However, several limitations were realised, which after several trials resulted in a hybrid smooth blasting method, The Suaer Cautious Contour Blasting Method which will be discussed in this paper.

The SnO2/CdS/CdTe thin film solar cells were fabricated on glass substrates by using the spray pyrolysis (SP) technique for the deposition of the SnO2 and CdS layers and vacuum evaporation for the CdTe layer. The transmittance curves were used to investigate the interdiffusion in the two interfacial regions SnO2/CdS and CdS/CdTe by taking the first derivative of the absorbance as a function of wavelength. The appearance of new bandgaps around the bandgaps of SnO2:F, CdS:In and CdTe layers is a strong evidence on the interdiffusion in the two interfacial regions and/or the formation of quantum dots.

Present indications are that in about 2-3 years phosphor tags will be required in commercial explosives. A permissible 254 run ultraviolet lamp assembly has been developed to permit mine inspectors to detect such phosphor tags and therefore to establish if non-permissible explosives were used. This new lamp is powered by a Miner's cap battery without interference with the normal lighting requirements of the cap lamp battery. It is compact, light, and rugged with very high ultraviolet output.

The use of continuous mining machines has greatly minimized the necessity for blasting in coal mines, even during pillar recovery; however, explosives are still used to blast stumps. The use of improper blasting materials, improper procedures, or both has caused mine explosions and fires, with loss of life and property damage. Researchers and manufacturers are continuously improving explosives and blasting accessories; use of the more recently developed materials will make the blasting operation safer. Extreme caution is mandatory when blasting stumps, as the ignition of methane or coal dust may trigger an explosion or cause a fire. Since the blasting of stumps will no doubt continue, although often unnecessarily, this paper summarizes recent findings published by the Bureau of Mines and recommends safer methods.

Recent legislation and expected future legislation is aimed at reducing the dust levels developed in underground coal mines. Several techniques for reducing dust levels are being evaluated. One of these is the modification of cutting parameters such as feed rates, cutting speeds, and pick configurations in order to reduce the amount of dust generated. In order to evaluate the feasibility of modifying cutting parameters to reduce dust, the Bureau of Mines commissioned Battelle to construct a small scale mining machine which could be used for evaluating the effects of those changes in cutting parameters. Specific features of this machine were that it should be highly instrumented to measure various cutting parameters, should have a wide range of feed and speed controls, and it should be possible to vary the pick configurations and geometries on the machine. In addition, it was desired that this machine should have cutting capabilities which greatly exceed present coal mining practice and also that the unit should be small enough and portable enough that it could be taken into and out of operating coal mines with a minimum of interference with the normal coal mine operations. The first step in constructing a machine to meet these requirements was to determine the cutting forces and approximate sizes of components which would be required to cut at the speeds and feeds specified by the Bureau of Mines. Initial calculations using; published data on cutting forces indicated that cutting forces in the neighborhood of 5,000 lbs and power levels of approximately 30 horsepower would be adequate for the application. However, further data developed during the course of the project indicated that when low efficiency picks are used, cutting forces and powers can be two to three times as high as these initially estimated values. The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. Understanding the appropriate gold recovery to associate with copper recovery when assessing laboratory testing on porphyry deposits is often complicated by several factors including variable and/or complex mineralogy, and the variability contributed by the low Au content of the various flotation products. As a result, gold recovery is often underestimated and the value contributed by the gold to project economics is less than it should be, a problem that could influence overall project viability. Typically, for these types of deposits, the gold recovery is found to be lower than the copper recovery. In this unique project, having the objective of seeking a better understanding of gold recovery relative to copper recovery, mill feed samples from a selection of six operating world-class Cu-Au low-grade deposits were collected along with the mill metallurgical results for the corresponding sample periods. The samples were subjected to laboratory flotation tests, as well as the Laplante gravity recoverable gold (GRG) test, mineralogical assessment and cyanidation leaching. The aim was to better understand the copper and gold recovery relationship, the links between laboratory and plant flotation performance, the influence of mineralogical differences, and the potential for enhancing gold recovery by gravity recovery techniques. A new correlation of copper and gold recoveries based on the results is presented in the paper. The results showed that the link between copper and gold recoveries established in the best laboratory tests were maintained in the plant results, and further, that the potential for improving Au recovery by gravity or flash flotation methods is directly proportional to the amount of gold greater than 75 microns.

The U.S. Bureau of Mines constructed a large-scaJe facility to study the self-heating of a large coal mass under conditions that simulate a gob area of a mine. The insulated coal chamber can hold up to 13 short tons (st) of coal and is provided with a forced ventilation system and computer-controlled temperature and gas measurement systems to monitor the heat and mass transfer phenomena that occur in the coalbed. Three experiments were completed with high-volatile C bituminous coals that exhibited high spontaneous combustion potentials in laboratory-scale tests. In the first two tests, a sustained heating was not achieved. In the third test, temperatures throughout the coalbed increased steadily from the start, with thermal runaway occurring near the center of the coalbed after 23 days. The thermal reaction wne then moved toward the front of the coalbed. The results of these tests showed that the self-heating of a large coal mass depends not just on the reactivity of the coal, but also on the particle size of the coal, the freshness of the coal surfaces, the heat-of-wetting effect, and the availability of O2 at optimum ventilation rates.
