The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. When the word "gas"' is mentioned in connection with mining almost invariably it is inferred that the explosive gas, methane, is in mind and that the reference is to coal mining. Although methane is likely to occur in any coal mine the metal mines of the world contain by far a greater variety of gases than do the coal mines. Often the gases in metal mines are as dangerous as the gases likely to be found in coal mines, and sometimes are even more deadly. A coal mine is more likely to contain methane than a metal mine. In rare instances it may contain high percentages of nitrogen or carbon dioxide or it may be deficient in oxygen where the air is confined in a blind end or in a sealed region. Much more rarely relatively small percentages of ethane or other hydrocarbons with an odor of ether, gasoline, or kerosene, or minute percentages of hydrogen sulphide are found in a coal mine. During a coal-mine fire or explosion carbon monoxide content is likely to be high (4 per cent or more), and if the coal contains much sulphur the high fumes may contain some sulphur dioxide.

Most methods for the treatment of scrap printed circuit boards do not reclaim the components in working order as the boards are either fed to a copper smelter, to recover the valuable elements, or, simply landfilled. This work reports the dissolution of the solder in fluoroboric acid containing Ti4+ ions which was particularly selective for solder, allowing the components to be recovered. The solder was subsequently electrowon from the leachant. The boards were then shredded and the copper dissolved in ammonium sulfate and, then treated via solvent extraction to give an electrolyte suitable for electrowinning. The remainder of the metals were dissolved aqua regia, silver remained unattacked by the aqua regia, palladium precipitated as Pd(NH4)Cl6 in the presence of zinc and nickel, the gold was removed by solvent extraction and precipitated as nanoparticles. The aqua regia was then diluted and the zinc and nickel separated by solvent extraction.

As part of the regeneration of the centre of Dublin, a multi-functional development is being constructed on the site of the historic Smithfield Fruit Market. The site is being developed in three phases, and includes one of the deepest basements (10m) constructed in Ireland to date. Until the recent improved economic climate, there has been little requirement for deep basements in Dublin, and this is the first to be constructed entirely within fluvio-glacial gravels and boulders. The difficult ground conditions led to the adoption of a diaphragm wall solution to ensure a watertight construction. Tie-back anchorages are utilised in the temporary case, and the wall is propped by floor slabs in the permanent case. Where required by high bedrock levels, the diaphragm wall is dowelled into limestone bedrock to ensure toe stability. The recorded lateral movement of the wall is significantly below that calculated by numerical analysis. Temporary bentonite cut-off walls were installed to divide the site into discrete sections. The basement was constructed as a tanked structure, and is subject to uplift water pressure. Passive tension minipiles provides an innovative alternative to the standard stressed anchorage solution. Massive increases in the productive capability of open pit nines after World. War II were in a large part made possible by the introduction of ever larger trucks and the supply of a seemingly bottomless ocean of inexpensive and readily accessible oil. Over a period of about 25 years, a variety of technological developments permitted a tenfold truck payload increase, from about 32 tonnes (35 tons) to 320 tonnes (350 tons). There is no, doubt that this was a remarkable achievement resulting in impressive benefits of scale as well as the ability to control what would otherwise have become an intolerable traffic congestion problem in today's large open pit mines. It became fashionable and economically possible during this time to mine large quantities of low grade material and to tolerate very high stripping ratios. As tine has gone by and as easier to get at and higher grade deposits have been depleted, ore grades have tended to decline while stripping ratios have increased. The alternative to reduced revenues has been an ever increasing demand to step up production which in turn has led to a continuing demand for ever larger and larger trucks. While a larger truck has had the effect of reducing the cost of the operator per unit of material moved and of reducing traffic congestion, it has not specifically addressed the subject of fuel cost.

The Kiruna Mine in Sweden currently has three ventilation systems. The first two (a new and old system) serve the production areas. The third system is used for the facilities on the former main haulage level 775. That area includes offices and workshops for load haul dumpers (LHD) and drill rigs. The third ventilation system also covers the crushing and haulage on level 1045. At the present time, the total airflow for the mine is 1,600 m3/sec(3.4 million cfm). The current system serves the levels above the 775 level. The new one is for the levels between 775 and 1,085 m (2,540 and 3,560 ft), which are needed for the new ore body. When all of the production is below level 775, the old ventilation system will be closed down.

"The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of exploration results, mineral resources and mineral reserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. Some of the changes and their reasons are discussed. INTRODUCTION The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of Exploration Results, Mineral Resources and Mineral Rreserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The proposed 2016 update is not significantly different from previous versions of the Code. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. The Code sets out minimum standards, recommendations and guidelines for public reporting. However, reporting may be unclear, ambiguous, selective, obscure, distorted or unintelligible. Part of the purpose of the update is to provide better guidelines to Competent Persons (CPs) to ensure that the material information is being reported and that reporting is transparent in accordance with the guidelines of the Code. The information provided should, as required by the Code, be adequate to inform the “reader/investor or potential investor to make a reasonable and balanced assessment of the significance of the information”. The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) highlights the importance of the reporting Codes, as provided from a quote from their website (www.crirsco.com): The mining industry is a vital contributor to national and global economies. It is a truly international business that depends on the trust and confidence of investors and other stakeholders for its financial and operational well-being. Unlike many other industries, it is based on depleting mineral assets, the knowledge of which is important prior to the commencement of extraction. It is therefore essential that the industry communicates the risks associated with investment effectively and transparently in order to earn the level of trust necessary to underpin its activities."

The Soilex Pile combines a slender shaft, for quick and easy installation, with an enlarged pile toe, for high capacity. The key component is the Expander Body, which is inflated by injecting cement grout when in position. The latest development in the Soilex Pile System results in a reduction of the total cost of Soilex Piles, in many cases values that are competitive with pre­cast concrete piles and displacement piles. Soilex Piles can now be installed on top of a bearing soil layer, instead of 3 to 4 m into that soil as previously required, further minimising the ground disturbance. Soilex Piles achieve high capacity in relatively loose soils, with ultimate loads typically between 1000 and 2000 kN in a sand with CPT qc = 5 to 10 MPa or SPT N= 10 to 20. It is possible to pre-load and proof-load all piles with dynamic testing up to 2000 kN or using built-in jacks, thereby verifying the capacity. The vibratory installation method, which is extremely quick and causes very little soil disturbance and noise, is exemplified by two case histories.

Stope back caving in a mine using open stope mining interrupts the planned mining sequence and causes oversize muck and dilution with adverse economic implications. As many underground mines are mining or have plans to mine at depth, stope back caving could have significant impact on the mine sustainability. Therefore understanding the caving mechanism is important in preventing future occurrence and improving the mine economic performance. Falconbridge Ltd Kidd Mine is an underground mine using open stope method producing more than 2 million tonnes per year. Its current lowest mining level is approximately 2070m below surface and the lower portion of the orebody is being developed. In years of 2002 and 2003 the back of three stopes of approximately 1900m and 2040m below surface caved and caused substantial mining difficulties at the mine. As these caved stopes are subject to stress concentration, seismic activities and near major geological structures, the caving mechanism is much more complex than that of stopes near surface. In addition to the recorded caving history by site observations, the mine carried out cavity surveys and test drilling to define the caved profiles. The mine seismic monitoring database provided information at these stopes. Stress modeling work conducted by an external consultant provided the stress patterns at the caved stopes. Based on the field collected data and stress and seismic information, this paper presents details of the stope caving process and cavity surveyed profiles, reviews the predictability of the stability graph approach for these cases, discusses the caving mechanism and proposes preventive measures to stabilize the stope back.

This article explores the Fray Farthing Chen (FFC) Cambridge process, a novel method for the electrochemical deoxidation of metal oxides in molten salt, discovered at the University of Cambridge in 1997. The process was hailed as a highly promising, potentially low cost, novel method for the production of titanium metal direct from its oxides. The article should inform researchers in the field of some of the challenges in the commercialization of a novel, high profile process involving multiple stakeholders. The author, former senior process engineer at British Titanium Plc, the company originally tasked with commercializing titanium production via the FFC Cambridge process, reviews the latest literature and discusses past and present progress in the pursuit of low cost titanium metal via this process. Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

"The year 2011 witnessed a major surge in rare earth prices as China, supplier of +95% of the world’s rare earths, reduced export quotas and increased export taxes and duties. In response, companies around the world are scrambling for alternative sources. In Canada too, there is a race to be the “first” rare earth producer. Something that is not generally realized is that Canada has a long history of rare earth production and was a major supplier from the early 1960’s to 1990. At one stage, Canada was said to be supplying more than one third of the world’s yttrium and probably supplied even more than that. Five decades ago, thorium was a key element in many non-nuclear applications and Canada became a major supplier of thorium from the late 1950’s to 1968, first as a by-product of uranium and then as a co-product of rare earths. This paper reviews the development of Canada’s original rare earth and thorium production facilities, which were located in the Elliot Lake uranium camp in Northern Ontario. The uses of these elements, geology, mineralogy, markets of the time, and processing are all discussed. Some of the lessons learned from these pioneering operations might be useful in today’s race to develop the next generation of rare earth production plants.INTRODUCTION The rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960’s the invention of rare earth-based phosphors for the cathode ray tube in colour television sets launched a major demand for certain rare earths. The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950’s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950’s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths. Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available for thorium and the rare earths but unquestionably Elliot Lake production made a significant contribution to world production. This paper is intended to present as much of the information that is available."

One of the best kept technology secrets in U.S coalmining history involved a robust coal geophysics program used by a local coal company to detect and map various geologic anomalies and man-made structures ahead of mining for nearly 15 years. Several original mine plans were changed as a result of findings from two-dimensional (2D) and three-dimensional (3D) seismic data. They indicated the presence of geologic anomalies in reserve areas that could adversely impact future mine development and longwall production. By combining the surface seismic and exploratory drilling methods, the coal company learned how to properly leverage its risk by gathering a lot of useful subsurface information before making major commitments.

The geologist is often called upon to give judgment on the possibilities of reviving a former mining field presumably worked out as far as the evidence then available indicated. From time to time, scarcity and consequent high prices of metals has led to there-examination of many old fields. The possibility of resuming investigation on them where the practical miner ceased work, even where he had the aid of the trained geologist, has long since disappeared.Means of access to mines have been removed and water fills the workings. Hence an indirect mode of attack becomes essential.This method depends mainly on past history, and may be described as a reaching out by faith supported by shrewd guessing from the known to the unknown. Apart from whatever general intelligent observations may be made in situ of the evidence of former mining activity, the method depends largely on the examination of the past history of the field as revealed in the official records, company reports, plans of underground workings, local newspaper accounts, and the testimony of practical miners formerly employedon the field, the' reliability of which has to be carefully sifted. The matter derived from the examination of these sources must next be rigorously collated and correlated where possible. When the review of all individu!1l features and aspects has been completed, tentative and speculative conclusions may be drawn which, though not verifiable before the event, will usually prove to be more serviceable guides in exploratory operations than mere "blind stabbing."As an actual illustration of what is involved in the mode of procedure outlined above, the following is the description of an investigation in which the writer took part.In 1937, during the course of the Commonwealth Aerial, Geological and Geophysical Survey of Northern Australia, a detailed geological investigation was undertaken of the Croydon gold field, situated near the south-eastern. extremity of the Gulf of Carpentaria in North Queensland.The history of the field briefly is as follows: It was discovered in 1885, reached its peak of production 1896, declining thereafter till 1906, when operations ceased. The total production was about 1,000,000 ounces of gold bullion, containing approximately 40 per cent. of silver. The gold bullion was won from flat-dipping quartz reefs, which yielded an average of 2.oz. to the ton, and the maximum depth to which production occurred was 500 feet. Subsequent prospecting below this depth failed to locate further ore.In consequence of the inaccessibility of the mines and the almost total masking of the' surface by alluvium, the investigation of future possibilities became largely an. office ,study, which was conducted under the following headings:-1. A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

The solution mining of evaporites has a history of approximately 5,000 years. The insitu leaching of metalliferous ore will have many of the same characteristic problems which have confronted industry for years in the production of evaporite minerals. Basically we will be converting the less soluble forms of valuable metals into their more soluble salts and producing these in much the same manner as, for example, sodium chloride. There are a number of problems which we are faced with that are more complex and complicated and, therefore, will require a higher degree of sophistication than previously employed. One of our most important undertakings will be the clearcut definition of the problems involved. While a great deal of expertise can be drawn from the solution mining of evaporites and the oil industry, problems peculiar to the hydrometallurgical field will need to be solved. One of these is the introduction of permeability into an impermeable rock so as to expose the sought after values of metals which by volume are infinitesimal when compared with sodium chloride, potash or other type water soluble mineralization. After establishing this permeability which will be miniscule when compared to a solution cavity, there will be the maintenance of this permeability. In general, salt deposits are of a somewhat uniform chemical composition and thus their chemistry was relatively simple. Each metalliferous ore body is somewhat unique in its chemistry and will need to be treated accordingly.

The augered cast-in-place piling technique was used to install deep foundations 20 feet into weathered sandstone. The project involved the upgrading of the Air Quality Control System (AQCS) for a 560 megawatt coal fired power plant located in Stillwater, Minnesota. The site subsurface consisted of 20 feet of overburden overlying weak sandstone. The overburden consisted of sands and gravels with cobbles and boulders, and variable thicknesses of peat. Ground-water at the site was approximately 8 feet deep. Two foot diameter piers were selected to facilitate installation through the cobbles and boulders in the over-burden and to penetrate the sandstone 22 feet. During installation of the first pier, the weak sandstone broke down to sand-sized material that could not be cleaned from the pier hole without the use of slurry to hold the material in suspension. However, the use of slurry would significantly impact both schedule and cost. Since the sandstone could be easily drilled with the pier equipment, it was believed that 2 foot diameter deep foundations could be installed as designed using augered cast-in-place piling techniques. A brief test drilling pro-gram was conducted to evaluate the viability of 2 foot diameter continuous flight augers penetrating 22 feet into the weak sandstone. The test drilling indicated that augered cast-in-place installation techniques should be successful. Following a short delay to mobilize the additional required equipment, construction commenced. Installation of the 2 foot diameter augered cast-in-place piling to a depth of 22 feet into the weak sandstone was successfully performed.

"SynopsisScientific progress relies on the publication of ideas and experimental results that can be replicated, tested, and improved over time. The first printed book on metallurgy to have been published in Europe is considered to be De la Pirotechnia, written in Italian by Vannoccio Biringuccio, and published in Venice in 1540. Together with De Re Metallica, written by Georgius Agricola and published in Latin in 1556, this can be considered to mark the start of scientific and technical literature in this field. Scientific publishing of journal papers has been in existence for 350 years, since the world's oldest and longest-running scientific journal, the Philosophical Transactions of the Royal Society, was first published in London in 1665.The nature of scientific societies has changed significantly since the early days when regular meetings were held to discuss science and conduct experiments, and the reading of scientific papers took place, and publication of papers was undertaken to record the proceedings of meetings, often including rather robust debate. In today’s world, there is a plethora of publications, and it is close to impossible for anyone to keep up with the vast flow of information. International conferences with hundreds of presentations have taken the place of the local meetings that used to discuss a single paper or experiment. In this frenetic environment, it is essential that researchers are able to trust the material they read.The system of peer review is used to maintain standards and to improve the quality of papers. This vital system is, however, significantly flawed. There is little incentive for reviewers to invest sufficient time in picking up all errors in publications, and any ineptitude on their part is usually protected by anonymity. It has reached the point where some reviewers have mistakenly permitted the publication of hoax papers deliberately presented with a complicated scientific facade. In light of such astounding inadequacies, perhaps a more open review process would be an improvement. Electronic publishing allows errata to be linked to the original papers.There is an increasing trend towards open access for papers in scientific journals and conference proceedings, which helps to reach as wide an audience as possible. This also supports the statement in the Universal Declaration of Human Rights, which says ‘everyone has the right freely to … share in scientific advancement and its benefits’."

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1974 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and com-piled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.
