Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

In 1944, the 78th congress of the United States enacted Public Law 290, which directed the Secretary of the Interior, acting through the Bureau of Mines, to furnish industry with basic information and cost data for the development of a synthetic liquid fuels industry. Recently published information with respect to the cost of synthetic liquid fuels processes indicates a wide variation in estimated results. To clarify the results and inconsistencies for the hydrogenation of coal, the Bureau of Mines has prepared preliminary designs and calculated detailed investment costs from which the operating costs to produce 30,000 barrels per day of liquid products, mainly gasoline, by coal hydrogenation were obtained.

The Cortez gold mine is located in Lander County, NR, about 130 km (80 miles) southwest of Elko. Cortez Gold Mines (CGM) is a joint venture between Placer Dome US Inc. (60% operator) and Kennecott Corp. (40%). The claims that supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka counties. These include the Cortez and Horse Canyon deposits, all operated by the joint venture. Other deposits outside the CGM claim area include Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain-Eureka Trend. History Mining in the Cortez district began in 1862 with the discovery of high-grade silver ores. Grades in the hundreds of ounces per ton occurred in an area 7 km (4.5 miles) southeast of the current CGM mill site. Underground mining through the Garrison and Arctic tunnels provided the bulk of the ore production between 1864 and 1895. To a lesser extent, the Mill Canyon area also supplied ore until 1930.

The applicability of the beam theory in analysis of roof- pillar-weak floor interaction in partial extraction room-and-pillar mining is presented. The mine structure is modeled as an equivalent multi-indeterminate overburden elastic beam supported by elasto-plastic pillars; resting on a viscoelastic layer of immediate weak floor strata underlain by a competent rock mass. The developed analytical model was initially utilized to conduct sensitivity analyses of different variables affecting the mining system, such as the deformability of coal and weak floor strata, thickness of weak floor strata, number of pillars in a panel, width of pillars, width of panel etc. These analyses were then extended to three overburden strata - coal pillar - floor strata lithologies typical of active coal mining areas in Illinois.

The Bega granite at Whipstick, N.S.W., consists of a granite metasomatically altered to leucogranites and a spessartite-granite. The ore occurs in pipes controlled by jointing and shows evidence of post-depositional tectonic forces.The principal ore minerals are molybdenite and bismuthinite, with minor amounts of uraninite, pyrite, gold, bismuth, joseite A, joseite B, tetradymite, chalcopyrite, arsenopyrite, and skutterudite. The gangue minerals are microcline, albite, quartz, muscovite, and spessartite, with fluorite, chlorite, magnetite, and biotite as accessory minerals.The intrusion of granite was followed initially by ascending metasomatic fluids which penetrated along joints to be trapped in the domed roof of the intrusion to form the leucocratic granite. Iron-manganese-rich fluids metasomatically altered the granite to a spessartitegranite which is associated with the later deposited ore.Quartz veins and dykes of varying composition post date the ore deposition.

In 1984, at the request of Bureau of Land Management, the U.S. Bureau of Mines studied the 13,730-acre Burnt Lodge (MT-065-278) Wilderness Study Area (WSA) in order to evaluate the mineral resources. The WSA is located in Phillips and Valley Counties, MT, about 55 miles south of Malta adjoining the Charles M. Russell National Wildlife Refuge. It is underlain by near horizontal sedimentary beds of the Hell Creek Formation, Fox Hills Sandstone, and Bearpaw Shale. No mines or prospects were found in the WSA. Bentonitic beds were examined, but are generally less than 1 ft thick and, except where exposed, are deeply buried. Kaolin-bearing sandstone in the Colgate Member of the Foxhills Sandstone was sampled and may have potential for use in structural clay products. However, remoteness and inaccessibility of the area make it unlikely that the material could be economically extracted even though some of the material is marginally useful.

The computer program introduced in this paper is based on design guidelines developed for selection of support systems used in mine roadways. The support types considered include rock bolts as well as rigid and yieldable steel arches. Using the computer program, the design engineer can select the type, pattern and specifications of the support systems suitable for various roof conditions. The concepts utilized, assumptions made, support selection criteria and description of the computer program, developed for the PC, are included.

The distribution or the userul minerals or Tasmania is so closely connected with the geological structure of the island that it will be convenient to briefly recapitulate the principal ract or its geological history, before describing the ore and other deposits. In many cases these present features which are very puzzling in the absence of knowledge of the structure of the districts in which they are found and in all cases it is of benefit to mining engineers to be acquainted with the main facts of the geological·history of the regions in which they have to carry on operations. Moreover, in speculating as to the origin of lodes and other deposits, we have constantly to rerer to the crumplings or the earth's crust by mountain-making movements, and to the igneous rocks which have been thrust throngh the other strata, to explain the origin or the lode fissures, and this discussion cannot be carried on without knowledge of local geology.The oldest rock yet met with in Tasmania are of Archooan age, and consist of highly crystalline quartzites and micaceous schist. They are most extensively developed towards the western side ot the island, forming a belt parallel to the West Coast from South-West Cape to Cradle fountain; but they also crop out here and there to the west and northward of this belt, where the covering strata or later age have been denuded away. Though not seen in situ in the eastern part of the colony, the abundance or pebbles derived from this formation in the conglomerates of the coal measures shows that it must in those day have formed land surfaces there also, and makes it likely that the archooan strata exist at no great depth: below many of the beds of later age now occupying the surface. Lying unconfortably upon these highly metamorphic strata we find next an extensive series of subcrystalline metamorphic conglomerates, grits, sandstones, slates, and limestones,of Cambro-Silurian age. These are well seen in the Gordou River Basin, along the West Coast Range, aloug the North Coast, and in the goldfields of the north-eastern portion of the colony. They are much broken by later intrusive rocks, and covered by younger rormations, but the series is spread more or less over the whole island.

There are numerous mines throughout the world that have open pit highwalls developed partially or wholly in soil or soil-like materials. Soil-like materials are considered to include soils (either transported or residual) and highly weathered rock, which may have soil-like behavior. These materials generally have characteristics or material properties that vary considerably from those of moderately weathered or fresh rock. Given these differences, it is important to consider the characteristics of soil-like materials to design safe open pit slopes. In the design of open pit slopes in soil-like materials, it is important to recognize the behavior of these materials is strongly dependent upon their mineralogy, degree of weathering, cementation, stress history, depositional history, and presence of water. As a result, soil-like materials may contain one or more of the following characteristics that can have a significant effect slope stability and design: - Relict structural features (joints, faults, etc), - Sensitivity to moisture (both wetting and drying), - Zones of alteration with variable strength and drainage characteristics, - Zones of low permeability creating perched ground water conditions, and - Undrained and drained strain softening or strain hardening behavior.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. The sudden, violent collapse of large areas of room-and-pillar mines poses a special hazard to miners and mine operators. This type of failure, termed a "Cascading Pillar Failure" (CPF), occurs when one pillar in a mine layout fails transfering its load to neighboring pillars causing them to fail, and so forth. Recent examples of this kind of failure in coal, metal and nonmetal mines in the U.S. are documented. Mining engineers can limit the danger posed by these failures through improved mine design practices. Whether failure occurs in a slow, nonviolent manner or in a rapid, violent manner is governed by the local mine stiffness stability criterion. This stability criterion is used as the basis for three design approaches to control cascading pillar failure in room-and-pillar mines, namely, the containment approach, the prevention approach, and the full extraction mining approach. These design approaches are illustrated with practical examples for coal mining.

A survey and critical appraisal of published information about Young's modulus was originally made by the writer because of a complete lack of information about this very important quantity in works on. mechanics, physical metallurgy, physics, and other sciences. It was felt that a comprehensive summary of such information about Young's modulus might be of general interest and may suggest new problems or lines of attack on other problems that involve E. Hence this paper has been prepared even though it is only a review, with no new ideas or experimental data. The references are only those used in assembling the paper. No attempt was made to compile a complete bibliography on the subject of Young's modulus. The earliest calculations were probably those of Tomlenson (1883) and Souther-land (1891), but Fess'enden4',~ made extensive calculations a few years later and arrived at the relationship: £ = 78.TOw(i)* where V is the atomic volume. In 1923, Peczalski, working from the same standpoint but with more information available on atomic structure, arrived at an identical relationship, which he expressed as: where B is a constant of value about 8 . 107, p is density and mis atomic weight; the atomic volume, of course, being ml p. Portevind4 immediately pointcd out that while the equations of Fessenden and Peczalski were true of the common metals, they gave low values for the refractory metals with high moduli (Fig. I). He showed (Fig. 2) that much better concordance was obtained by means of an empirical equation of the form: F- KT" where K is a constant; T the absolute melting point; V, atomic volume, and a and b constants of value approximately I and 2 respectively. This constant K in the Portevin equation is not necessarily the same for all elements, as shown by Thompson. Born in Bothaville (OFS) on the 26th August 1919, Daniel G. Krige grew up in Krugersdorp on the West Rand. Hematriculated from Monument High School in Krugersdorpin 1934 at the age of 15 and graduated with a B.Sc. (Eng.)degree in mining engineering from the University of the Witwatersrand at the end of 1938 (age 19). In 1938 he joined Anglo Transvaal where he worked on a number of gold mines until 1943, gaining a wide range of valuable practical experience in surveying, sampling and ore valuation. He then joined the Government Mining Engineer’s Department where he worked for 8 years during which time he participated in the uranium negotiations with the British and American authorities and designed the uranium pricing formula for the contracts which led to the establishment of South Africa's profitable uranium industry in the early 1950s. During the same period he began his pioneering work in the application of mathematical statistics to the valuation of new gold mines using a limited number of boreholes and of ore reserves for existing mines. His early papers in the application of mathematical statistics, some republished in French, created world-wide interest that led to the development of the science and concepts that surround the spatial evaluation of mineral resources and reserves known as geostatistics. This technique has contributed to improved ore evaluation techniques as well as the reduction of the financial risks associated with investment in mining enterprises. Furthermore, it led to the recognition of his contributions to the evaluations of mineral deposits through the coining of the term ‘kriging’ that is used to describe a spatial mineral evaluation process known and practised in international mining circles. He continued his work in geostatistics throughout his career as Group Financial Engineer of the Anglovaal Group until his retirement in1981 and afterwards for ten years as Professor of Mineral Economics at the Witwatersrand University. He is still active as a consultant and is a registered Professional Engineer. He has published some 90 technical papers both locally and overseas, some in Russia, and has lectured and participated in international congresses in many countries. His contributions were recognized by the Witwatersrand University through the award of the D.Sc. (Eng.) degree in1963, by three honorary degrees (from the universities of Pretoria, UNISA and Moscow State Mining University), by many awards from the South African Institute of Mining and Metallurgy, the International Association for Mathematical Geology, Die Suid Afrikaanse Akademie vir Wetenskap en Kuns, the SME of the American Institute of Mining Engineers, the International APCOM Council in1999, the University of Antofagasta in Chile, and by the South African President (Order for Meritorious Service, Class 1, Gold). He has served on various Government committees, notably that for State Aid for gold mines (1967/8) and designed the State Aid formula which enabled many mines to survive a period of low gold prices; also various taxation committees, and the mining mission to Iran in 1974. He is a fellow and/or honorary life member of various technical societies locally and overseas, including the Royal Society of South Africa. During the period in the Government service he also handled several of the post-war lease applications in the Free State and Klerksdorp goldfields. The fact that decisions on new gold mines of critical importance to the State and the economy as a whole, were being taken on a limited number of drillholes without any scientific analysis of the risks of failure, stimulated him to start basic research into ore evaluation. His approach was based on the application of Mathematical Statistics to these problems, an approach of which very little was known world-wide at that stage but which had already been initiated in South Africa by Sichel via the lognormal frequency distribution model. In Krige's 1951 paper published in the Journal of the Chemical, Metallurgical and Mining Society of South Africa he covered the statistical explanation of the conditional biases in ore block valuations and stimulated the use by several gold mines of regression corrections for routine ore reserve valuations, a technique which, in effect, was the first use on an elementary basis of what is now known as kriging. His 1952 paper introduced, inter alia the basic geostatistical concepts of ‘support’, ‘spatial structure’,’ selective mining units’ and ‘grade-tonnage curves’. His 1951 paper was based on his M.Sc. (Eng.) thesis submitted in the Department of Mining Engineering to the University of the Witwatersrand, and expounded his pioneering work in geostatistics in more detail. His early research papers that had stimulated interest in several mining circles overseas, were republished in French in1955, resulting in a major research effort by French mining engineers in this field. This, in turn, led to the establishment of the now world-renowned French school of ore evaluation in Fontainebleau, Le Centre de Geostatistique de l’École des Mines de Paris. AN acute current shortage of copper, with the prospect that conditions may become worse, indicated by Office of Production Management information. Present estimates of copper requirement for defense indicate that nearly all the available metal will be required in the future for this purpose. Severe dislocations are, expected, but the objective is to distribute the copper available for civilian use in such a manner as to minimize these dislocations. The advisory committee on metals and minerals has been asked for a suggestions which may be helpful in meeting this situation.\

The assessment of liquefaction vulnerability is crucial to understanding the potential consequences of a tailings dam failure. The “Plewes method” is a relatively well-known and simple screening method to assess liquefaction potential based on results of cone penetration testing (CPT) which may be complemented with laboratory testing. The objective of the current work is to emphasise the screening nature of the method and its uncertainties when applied in tailings deposits. Specifically, the paper highlights the difficulties in assessing the intrinsic uncertainty of the method and the additional uncertainty that results from variations of the slope of the critical state line (λ10) along the depth of the CPT sounding. The results of the method are too uncertain for detailed characterisation of tailings even when a relatively low intrinsic uncertainty is assumed. However, the method characterises weaker soils with lower uncertainty (although still too high for detailed characterisation) than stronger soils. The uncertainty of the method is negatively affected by the relatively low λ10 values that are typical of nonplastic tailings. It is suggested that the results of the method should be presented in scatter plots in which the spread of the data is consistent with the uncertainty of the method.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Ore-bearing intrusions in the Central Asian Orogenic Belt (CAOB) were examined from nine mines: Boshekul, Nurkazgan, Kounrad, Borly, Aktogai, Koksai, Baogutu, Tuwu and Erdenet. The intrusions are diorite, granodiorite and tonalite with SiO2 contents ranging from 58 to 75 wt per cent, and show mildly fractionated rare earth elements (REE) ([LREE]N/[HREE]N = 2.7–4.7) – light REE and heavy REE – and varying Eu anomalies ([Eu]/[Eu]* = 0.58–1.4). The ratios of Sr/Y vary from 7.9 to 115 and the contents of Y from 4.6 to 23.9 ppm. The parental magmas of the intrusions are intrinsically oxidised. Zircon grains in the ore-bearing rocks from large- and intermediate-sized porphyry Cu deposits show high Ce4+/Ce3+ ratios characterised by 65–422 at Boshekul (>4.1 Mt Cu), 76–480 at Kounrad (>4.8 Mt Cu), 90–280 at Aktogai (>12 Mt Cu), 80–250 at Erdenet (>11 Mt Cu) 74–370 at Nurkazgan (>3.9 Mt Cu), 100–210 at Koksai (>1.6 Mt Cu), and 71–340 at Tuwu (~2.0 Mt Cu). In two small deposits, the ore-bearing rocks display low values of Ce4+/Ce3+; Borly (0.6 Mt Cu) ranging from 28 to 158, and Baogutu (0.6 Mt Cu) from 29 to 113. The Ce4+/Ce3+ ratio of 120 distinguishes large intermediate-size deposits from small-size deposits. The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19&apos;-2&apos; EPBTBM mined tunnel using 16&apos;-8&apos; ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48&apos;, 66&apos;, 27&apos;, 84&apos; in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72&apos; in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

THE zinc-smelting industry of the United States has grown very rapidly in recent years and bids fair to outrival that of all other countries in the future. On account of the geographical situation of the chief ore-supplies, the industry may be divided into two main groups, the eastern and the western. The eastern and older group includes the works of Pennsylvania, New Jersey and Virginia, which practically control their own ore-supply. The western group includes the works of Illinois, Missouri, Kansas, Wisconsin and Indiana, which do not control their own ore-supply, but are compelled to buy the ore in the open market. It is for this reason that the western zinc-smelting industry has been undergoing continual changes since its inception 40 years ago. During the early discoveries of lead- and zinc-ore in the lead- and zinc-districts of Wisconsin and northern Illinois, the zinc-ore (sinithsonite or " bone " as the miner calls it) had no value and was considered waste; but later, when this ore was found in large quantities, it attracted the attention of metallurgists, which finally resulted, during the early sixties, in the building of the Matthiessen & Hegeler Zinc Works at LaSalle, Ill., the pioneer zinc-works of the West. A few years later, zinc-ore was discovered associated with the lead-ore in Jefferson county, southeastern Missouri, which started the industry at Carondelet or South St. Louis. Still later, the discoveries of zinc-ore in the lead-ore region, first&apos; at Granby and then around Joplin, lead to the introduction of the industry in the southwest Missouri and Kansas districts. At first the development of the industry was slow, but it progressed steadily and it is now one of the leading metallurgical industries of the middle West.
