On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

Agnico Eagle (Cadillac Quebec, Canada) selected the new Eimco PEC E – CAT™ clarifier thickeners for their counter-current decantation circuit, which handles approximately 200tph leached gold/silver ore. The E-CAT is based on rakeless ultra-high rate thickening technology that originated in South Africa. Four 9m diameter and two 10m EIMCO E – CAT ultra high rate, rakeless thickeners were installed in the fall of 2000. Thickening and clarification performance has been excellent. Problems with level control have been resolved and the plant personnel continue to improve the operating control techniques. The CCD circuit is critical to the success of the operation and good recovery. Data will be presented showing the wash ratios and recovery achieved. A brief history of the operation and the decision to utilize the CCD system will be presented.

INTRODUCTION The control of nuisance water in a mine is extremely important; left uncontrolled, nuisance water can have a severe effect on haulage, ventilation, production, and the health and safety of miners. To control water in mines, a four-step process is followed: (1) prevention, (2) collection, (3) transportation, and (4) treatment. This chapter will be devoted to the collection and transportation of mine water because prevention is usually dictated by pre-mining conditions and initial planning, while treatment is variable and highly site specific. A mine drainage system is nothing more than a collection of gathering points (sumps), machines that impart energy to the fluid (pumps), transportation ducts (pipes), and control devices (fittings, valves, etc.). A pump does not pull the fluid up the suction pipe; atmospheric or external pressure pushes the liquid up the suction pipe to the pump. All references in this chapter will be to centrifugal pumps, due to their popularity for mine drainage. PUMP CHARACTERISTIC CURVES The performance of a pump is plotted on a graph as an indication of its characteristic. To develop the data points, a test facility similar to that shown in Fig. 1 is established. The calibrated Venturi meter is used to measure quantity, the Bourdon gage measures pressure, and the wattmeter measures power input. Various discharge pressures are obtained by throttling with a gate valve in the discharge pipe. Quantity and power are measured at each of these pressure levels, giving the necessary data for plotting the characteristic curves. Fig. 2 shows a typical characteristic curve for a centrifugal pump. Notice that pressure is measured as so many feet of vertical water column above the outlet level, or head. Knowing the quantity (in gallons per minute), head (in feet), and power input (brake horsepower), the pump's efficiency can be plotted based upon the following relationship:

Stope instability at Ashanti Goldfields Company Ltd. (AGC) is a major concern. Using information from field mapping, major discontinuity sets were defined, Rock Quality Designation (RQD) was determined. The stability of wedges in the stope walls was assessed using the commercially available computer program UNWEDGE(Rock Science, 1992). Analytical results indicate that the presence of graphite infilling in joints contributes to instability, while steeply dipping joints control wedge slabbing and wedge toppling in the hanging wall. Stable stope widths and dimensions were determined to range from8.1 to 30 meters (m).

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. Peat is a natural organic material of botanical origin. Peatlands are situated predominately in shallow wetland areas of the Northern Hemisphere. Commercial deposits are formed from the gradual decomposition of plant matter under anaerobic conditions for about 5,000-years. In 2004, peat was harvested in 16 states. Florida, Michigan and Minnesota accounted for more than 80 percent of the U.S. production. Reed-sedge was the dominant variety of peat harvested in the United States, comprising almost 80 percent of the output. This was followed by humus, hypnum moss and sphagnum moss.

"The mineral raw materials industry is a key-component of the Gross Domestic Product of industrialised economies, closely related to both the building and the industrial sectors. Despite this, at local level mining and quarrying are associated with both irreversible environmental damage and several visual alterations affecting the natural landscape. In this sense, SIA (Social Impact Assessment) has become a strategic tool that can not only improve the prediction but also the assessment of the social impact by involving the local communities in a participatory process. Taking into account the SIA experience, together with the examination of some relevant international case studies, it is possible to draw up a list of good practices for mining project management, from exploration through to closure and beyond, with quarry restoration. Such good practices will complement the existing studies, focusing on environmental issues, with the social issues arisen considered in SIA application."

The Empire mine began operations on 1963. Low grade Magnetite ore is processed to produce iron pellets for blast furnace feed. Three expansions were added to the original plant and several equipment upgrades have been completed to improve the plant performance as the ore characteristics have been changing through the life of the mine. Size reduction is carried out by two grinding stages, the first one using autogenous grinding and the second one using pebble mills. Pebble crushing is also used to break the critical size fraction and increases primary grinding capacity. This paper describes changes in the configuration of the grinding circuits that have helped increase plant throughput and reduce power consumption by more efficiently utilizing assets available. Understanding the different components of the size reduction circuits and plant sections has allowed shifting part of the load from one section of the plant to another without affecting plant throughput.

Lime production is the largest single chemical use for limestone and dolomite. The term “lime” in this review refers to high-calcium and dolomitic quicklime, their hydroxide forms and dead-burned dolomite. This review is restricted to a discussion of the U.S. lime industry. Production and consumption In 2004, according to preliminary data, U.S. lime production was about 20.1 Mt (22.1 million st), an increase of 900 kt (990,000 st) compared with 2003. Production in2004 was valued at about $1.4 billion. Commercial sales of lime totaled 18.6 Mt (20.5 million st) and captive production was 1.5 Mt (1.65 million st). Total U.S. consumption was about 20.2 Mt (22.2 million st). The majority of U.S. lime trade was with Canada.

Many states rely upon the Pennsylvania 1957 “Gas Well Pillar Study” to evaluate the coal barrier surrounding gas wells (Commonwealth of Pennsylvania, 1957). The study included 77 gas well failure cases that occurred in the Pittsburgh and Freeport coal seams over a 25-year span. At the time, coal was mined using the room-and-pillar mining method with full or partial pillar recovery, and square or rectangle pillars surrounding the gas wells were left to protect the wells. The study provided guidelines for pillar sizes under different overburden depths up to 700 ft. The 1957 study has also been used to determine gas well pillar sizes in longwall mines since longwall mining began in the 1970s. The original study was developed for room-and-pillar mining and could be applied to gas wells in longwall chain pillars under shallow cover. However, under deep cover, severe deformations in gas wells have occurred in longwall chain pillars. Presently, with a better understanding of coal pillar mechanics, new insight into subsidence movements induced by retreat mining, and advances in numerical modeling, it has become both critically important and feasible to evaluate the adequacy of the 1957 study for longwall gas well pillars. In this paper, the data from the 1957 study is analyzed from a new perspective by considering various factors, including overburden depth, failure location, failure time, pillar safety factor (SF), and floor pressure. The pillar SF and floor pressure are calculated by considering abutment pressure induced by full pillar recovery. A statistical analysis is performed to find correlations between various factors and helps identify the most significant factors for the stability of gas wells influenced by retreat mining. Through analyzing the data from the 1957 study, the guidelines for gas well pillars in the 1957 study are evaluated for their adequacy for room-and-pillar mining and their applicability to longwall mining. Numerical modeling is used to model the stability of gas wells by quantifying the mining-induced stresses in gas well casings. Results of this study indicate that the guidelines in the 1957 study may be appropriate for pillars protecting conventional gas wells in both room-and-pillar mining and longwall mining under overburden depths up to 700 ft but may not be sufficient for protective pillars under deep cover. The current evaluation of the 1957 study provides not only insights about potential gas well failures caused by retreat mining but also implications for what critical considerations should be considered to protect gas wells in longwall mining.

Introduction In terms of the world's recoverable coal reserves, Canada ranks 10th, providing 0.6% of the world's total. The US is first with 27.8% and the Soviet Union follows with 24.1%. Figure 1 shows the principal coal mines in Canada. Several provinces contain substantial coal deposits, but the largest deposits are found in the western provinces of Alberta, British Columbia, and Saskatchewan. Conservatively, 90% of the lignitic, 80% of high volatile bituminous, and nearly 100% of subbituminous, and low and medium volatile bituminous coals are located in these three provinces. During the past decade, Canadian coal production of all types increased from 18.8 Mt (2 million st) in 1972, to 25 Mt (28 million st) in 1975, to 61 Mt (66 million st) in 1984. About 38 Mt (43 million st) of this output was classified at thermal and 23 Mt (25 million st) as coking and metallurgical coal (Table 1). The three western provinces currently produce 57 Mt (62 million st) of coal - 95% of Canada's total. The remaining 3.6 Mt (4 million st) (5%) is produced in Nova Scotia and New Brunswick on the east coast. The majority of western coal (98%) is produced by surface mining methods. On the east coast, though, mining is predominantly underground and only 15% is produced on the surface. In 1985, Canada exported close to 28 Mt (30 million st) of metallurgical coal and thermal coal. During the same period, 15 Mt (16 million st) of coal were imported, mostly from western US for use in Ontario and Quebec. Almost 60% of the imported coal was used for thermal applications. The remaining 40% was metallurgical coal for the steel industry. It is generally cheaper to import coal into central and eastern Canada from the eastern US to augment local supplies rather than from western Canada. This is mainly because of high transportation costs. Mining methods The suitability of mining methods in a particular area depends largely on the geological setting. The ST separator utilizes electrical charge differences between materials produced by surface contact or triboelectric charging. When two materials are in contact, material with a higher affinity for electrons gains electrons and thus charges negative, while material with lower electron affinity charges positive. This contact exchange of charge is universally observed for all materials, at times causing electrostatic nuisances that are a problem in some industries. Electron affinity is dependent on the chemical composition of the particle surface and will result in substantial differential charging of materials in a mixture of discrete particles of different composition. In the ST separator (Figures 1 and 2), material is fed into the thin gap 0.9 ? 1.5 cm (0.35 -0.6 in.) between two parallel planar electrodes. The particles are triboelectrically charged by inter-particle contact. For example, in the case of coal combustion fly ash, a mixture of carbon particles and mineral particles, the positively charged carbon and the negatively charged mineral are attracted to opposite electrodes. The particles are then swept up by a continuous moving open-mesh belt and conveyed in opposite directions. The belt moves the particles adjacent to each electrode toward opposite ends of the separator. The electric field need only move the particles a tiny fraction of a centimeter to move a particle from a left-moving to a right-moving stream. The counter current flow of the separating particles and continual triboelectric charging by carbon-mineral collisions provides for a multi-stage separation and results in excellent purity and recovery in a single-pass unit. The high belt speed also enables very high throughputs, up to 40 tonnes per hour on a single separator. By controlling various process parameters, such as belt speed, feed point, electrode gap and feed rate, the ST process produces low carbon fly ash at carbon contents of 2 % ± 0.5% from feed fly ashes ranging in carbon from 4% to over 30%.

During the past several years — much to the delight of producing firms and countries — copper prices have surged from under $1 to more than $3/lb. Anyone familiar with the industry also knows that since the early 1970s the long-run trend in real copper prices has been significantly downward. This sharp contrast between short-run and long-run trends raises the issue of the forces behind these developments. What has been driving short-run prices up and long-run prices down? Simple economics suggests that it is all a matter of supply and demand. When demand is rising faster than supply, prices will rise and vice versa.

Attractive geology does not guarantee mining investment if a region’s policies are bad, according to mining executives surveyed in the Fraser Institute’s seventh Annual Survey of Mining Companies. Companies responsible for a combined US$642.4 million in international exploration (during 2002) rated the policy attractiveness and mineral attractiveness of mining jurisdictions around the world. Jurisdictions like Chile, Australia, Quebec and Nevada bolster their attractive geology with mining-friendly policies, the report said. These locations do well on the overall investment attractiveness index. On the other hand, jurisdictions like British Columbia and Indonesia, each with excellent geology, are hurt by their policies, which have lowered their score.

The Fort Knox Mine is located in Alaska’s interior, where the average ambient air temperatures range from -24oC in January to 16oC in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and a conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leach, carbon adsorption and cyanide destruction kinetics. Additionally, an energy balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post project plant performance that validates the model and shows the mine produced an additional 596 kg (19,155 ounces) of gold, while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

A multiyear, comprehensive study of flotation reagents used in phosphate beneficiation was conducted. The study involved the evaluation of pure fatty acid compounds, comparison of various anionic collectors and testing of iso-acids. Various C12 to C22 fatty acids were tested as Florida phosphate collectors. The saturated fatty acids were found to be very poor collectors when using the standard conditioning procedure, whereas the unsaturated C16 to C22 fatty acids showed fair to good phosphate collecting ability. The C18 fatty acids oleic, impure oleic and linoleic and the C20 eicosenoic acid were shown to be the best phosphate collectors. The best flotation results were obtained using Liqro GA tall oil and oleic acid. Four isostearic/iso oleic acid type fatty acid collectors were compared with a commercial grade oleic acid and with Liqro GA tall oil as phosphate collectors using standard laboratory conditioning and flotation procedures. The most selective collector evaluated was Century 1108, a high isostearic acid-type reagent. However, it was concluded that this excellent-performing reagent was too expensive for commercial use. Overall, the most promising reagent was probably Century MO-5. This collector is essentially an iso-oleic acid/stearic acid mixture (not isostearic acid), and it costs much less. This program laid a sound foundation for developing single collector, all anionic flotation processes.
