I read the paper “The jackknife approach” with interest. There appears to be a widespread misunderstanding of the kriging variance as a measure of the error variance of the kriged grade estimate of an ore block. Virtually all mineral deposits display skew frequency distributions and are subject to the well-known proportional effect. Thus, it is usual to find in an ore body, when subdivided a really into subpopulations, that the variances of the grades (or the total sills of the variograms) for the subpopulations will be correlated with the corresponding mean grades (usually linearly with the squares of the mean grades). Thus, the variogram will be stationary.

In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

But one important truth remains unchanged; projects are built by people. What separates winning projects from the rest? Great people, working in great organizations. In straight-talk fashion this paper sets forth fundamental differences between good project leaders and bad ones, on topics ranging from client relations, design management, and scheduling, to use of the whiteboard, and everything in between. Broadly applicable to all corners of project delivery, this paper will resonate with project leaders from around the world and help identify skills necessary to succeed in the management of underground facilities. A NOTE FROM THE AUTHORS This is a training document, and not really a “paper” per se. We have attempted to tackle some big and potentially complex topics using bite-sized paragraphs, each of which are intended to promote thoughtful introspection and dialog. So please feel free to skip around, or even set this document down while you reflect on your own personal experiences, tactics, and philosophies. We have found that providing examples of “what not to do” is oftentimes more instructive than simply listing “what to do”, hence the Good/Bad format of this document. Please note that “PM” refers loosely to anyone on the project management team not just the “Project Manager”. We also wish to preface this with the following cautionary statements: • The authors do not pretend to be the “Good PM” in all cases. In fact, we’re almost certainly the “Bad PM” for some. We aim to improve on those areas. • It has been said that “The only real training for leadership is leadership.” (Antony Jay) We all started somewhere, and nobody has 20 years of experience on day one. • Converting this text into some sort of prescriptive checklist would be a disservice to the evolution of project management. "The Montreal Metro Blue Line Extension Project is part of a metropolitan Program that was launched in 2009 by the Transportation Ministry of Quebec to add additional extensions to existing metro lines in the cities of Montreal, Longueil and Laval with the intention to meet current demand and future growth within the Montreal agglomeration. Specifically the Blue Line Extension Project will add five underground stations to the East of the Montreal. The paper addresses the preparation and the implementation of a three-step geotechnical and geo-environmental investigation program and preliminary design considerations such as the selection of a preferred horizontal and vertical alignment, the selection of construction methods based on previous local experience and current industry trends, as well as preliminary sizing of underground infrastructures. PROJECT BACKGROUND An agreement between the three mayors of the Montreal Metropolitan City agglomeration, namely, Montreal, Longueil and Laval prompted the Government of the Province of Quebec to create a project office to oversee the studies of extending the existing metro network. The last extension of the existing metro network was completed in 2008 with the Laval extension, which consisted of adding three stations from the existing Orange line. The current extension Program consists of three different extensions, namely extending the Orange Line to Laval and finishing the loop, extending the Blue Line to the East of Montreal by adding five stations, and adding five stations on the Southshore of the St-Lawrence River for the Yellow Line extension. The extension program also requires the construction of an underground storage and maintenance garage located to the north-west of the existing Cote-Vertu station on the Orange line. Figure 1 shows the overall extension program with the existing network."

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

The installation of equipment and structures at mines often requires the evaluation of unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. The necessity for employing sound civil, structural and mechanical engineering techniques to the design of structures and equipment is well understood. However, the influence of geotechnical factors on the overall behavior during construction and operation of these facilities is less appreciated. Mine operators routinely perform exploratory drilling for the purposes of defining ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation, i.e., requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. This requirement during the project development is understood and adopted. Unfortunately, near surface exploration for the purposes of assessing soil and rock conditions for foundations are often given a reduced priority and less consideration. This paper is aimed at providing an outline into the benefits and importance of performing such explorations and to provide a brief discussion of the merits of such an approach. References in the paper relate particularly to shaft headframes, hoists and shaft collars but the issues raised apply equally well to other installations of a similar nature, e.g. milling equipment.

The purpose of this paper is to describe the geology and the modelling work carried out to date. The Lisheen Zinc-Lead deposit was discovered in April, 1990. The deposit comprises two stratiform sulphide orebodies, hosted within the Lower Carboniferous Waulsortian limestone formation. The fully diluted geological resource is 22.5 Mt @ 13.02% Zn and 2.19% Pb, based on a total of 548 diamond drill-boles and 10,998 sampled core intersections. Due to the absence of a geological marker it was necessary to apply economic criteria to define and model the resource envelope. In common with other drill-hole geological databases, the establishment of a workable geological model presents unique challenges.

This paper describes the surgical removal of a 24 ft dia. Slurry Shield TBM entombed beneath one of the country’s busiest commuter rail interlockings, the Harold Interlocking in Queens, NY, and the construction of the interface to a cut/cover tunnel which extended the mined tunnel section. A sophisticated SOE was built around the TBM to support active track loads within 8ft. of the excavation. Once the TBM head and guts were removed, a full round CIP lining was installed connecting the existing precast tunnel liner to the C/C tunnel under construction. All this construction was done on a narrow island of land without road access nestled between 7 mainline LIRR/Amtrak rail lines.

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Ms. Banick holds a BS in Civil Engineering from the University of Virginia and is a law student at New York Law School. She is a law clerk at Postner & Rubin.

This paper presents a preliminary phase of a study being conducted by the Department of Geochemistry of the Consejo de Recursos Naturales No Renovables in the vicinity of the Pachuca-Real del Monte Mining District. This district is located in central Mexico, about 100 km northeast of Mexico City. It has been in operation for the past 450 years and has produced about 38 million kg of silver and about 190 thousand kg of gold. At the present it is being worked by the state owned mining company of Real del Monte and Pachuca. The rocks of the area consist mainly of Tertiary volcanics, ranging in age from early Oligocene to late Pliocene. Ore bodies are recognized as epithermal, vein type fracture fillings. The main ore minerals are argentite and acanthite normally accompanied by base metal sulphides, Gold is present in small amounts as native gold and in other minerals. Orientation geochemical studies performed on soil and rocks over known veins in the district, showed zinc to be the best indicator. Lead and silver anomalies are restricted to the immediate vicinity of the veins, mercury shows the mineralized structures only when the "C" horizon is sampled, while antimony gave erratic values. The El Chico area is about 10 km north of the Pachuca-Real del Monte district and covers approximately 400 sq km. Geological evidence indicated the possibility of an extension of the Pachuca ore bodies in this area. Results obtained from soil and rock samples from El Chico, showed several anomalous area. Detailed investigations proved these anomalies to be related to faults and fractures which in several cases have been found to be mineralized. Drilling is planned with preliminary results expected by late 1974.

The major underlying threat to man's successful survival and happy existence on this planet is our own prolification. This poses an even greater threat to the future of civilization than continued wars and even "The Bomb" itself. Just the predictions of the world's population trend are awesome and demand our serious thought. This trend has been given the now well-known term, "The Population Explosion" - and this is literally what is taking place throughout most of the countries around the globe. Today, the world's resources support approximately 3.3 billion people. Based on the present world population growth rate of 2.1 percent, there will be another 65, million just one year from today. Such an increase in one year means that the world will add a greater population than that of Mexico and Canada combined. Projecting at this remarkable, but unchecked, growth rate, 6.7 billion people will be competing for survival by the end of this century.

As part of a larger study to identify factors influencing the practical operating life of wire rope used on large draglines in surface coal mining, field trips to operating surface coal mines were made during late 1975. Wire rope performance information was obtained from personnel at thirteen mine sites west of the Appalachians. Seventeen pieces of equipment, utilizing buckets ranging from 30-to 220-cubic-yard capacity, were documented. We have judged that U.S. surface coal mining draglines, 30 yards and larger, can be represented as 120 machines having 60-cubic-yard buckets, moving 1.8 x 10 yards of overburden during 6,650 hours of productive availability per year. Based on our limited field study, we have calculated that downtime resulting from rope-related causes averages 105.6 hours per year for each (typical 60-yard) dragline. The total lost production from this source alone is thereby estimated at about 25 x 10 yards annually. Although study findings did not reveal anything about dragline rope life that wasn't known or practiced by one operator or another, most operators could expect improved rope life by periodic review of their practices and by adopting or adapting one or more life-improvement measures employed at other sites. Since rope productivity was found to vary by about five to one, among the sites studied, we believe considerably improved average performance is possible. As little as ten percent overall improvement would mean increased national productivity exceeding two million yards of solid overburden removal, and associated savings in rope costs alone of some two million dollars annually, not to mention any reduction of labor-related expenses. This report outlines preliminary findings which may prove useful to many operators in extending wire rope life, thereby lowering expenses and increasing surface coal mining productivity. Some of these modifications or adjustments in maintenance/operating practices would not require capital investment. We did not find anyone who had tried cost reductions by using presocketed dump

The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

Injection of inert gases to combat mine fires has been practiced in various parts of the world for a long time. Of late, nitrogen has become the preferred inert gas for control of mine fires and safe salvage of longwall equipment as compared to carbon dioxide or fuel gases produced from burning of fuel. In India, carbon dioxide has been used for fire fighting in a number of mines during the 1960s and 1970s. More recently inert gas produced from burning of fuel oil in surface plants has been used in controlling the atmosphere in fire areas in two mines. In yet other cases, liquid nitrogen has either been poured directly into fire areas in liquid form or injected in gaseous form to keep the fire in check. Nitrogen produced in liquid form in an oxygen plant is more costly than nitrogen produced from PSA (pressure swing adsorption) based plants. A PSA-based plant has been installed in one of the Indian mines in 1986 and more are in the offing. This paper reviews the application of various inert gases in Indian mines and discusses the likely trend of inert gas application in Indian mines in the future.

Mining and tunneling in so-called “squeezing ground conditions” at high in-situ stress can result in substantial and enduring ground deformations. The magnitude of deformations is closely tied to the applied excavation- and support concept, though typically, they can reach tens of centimeters. The yielding principle is based on the idea, that the need for support capacity decreases as deformation increases. To enable controlled ground deformation and safe working conditions, yielding elements as a part of the shotcrete lining are implemented. These types of elements avoid an overstressing of the shotcrete lining. During the deformation process, the support pressure of the yielding elements and lining increases, thus stabilizing the ground. Furthermore, long-term creep deformations of the rock mass can be absorbed with such a system. This economic support technique represents the state-of-the-art infrastructure tunneling practice in squeezing ground condition. A novel yielding element of High-Strength Expanded Polystyrene (HS-EPS) was invented, which overcomes existing systems’ drawbacks. This innovative system is lightweight and allows for safe and rapid installation. Furthermore, the modular setup of the element enables an easy on-site adaption to react to in-situ deformation patterns and changing ground conditions. Recent experiences from applications in Alpine base tunnels in squeezing ground are presented.

The centre of the mining operations of the International Nickel Company, Ontario Division is Sudbury, a city of 160,000 population located 240 miles northwest of Toronto (Fig. 1). Within thirty miles of this city and located around the rim of the geological formation known as the Sudbury Basin are the ten underground mines and one open pit operated by the Company (Fig. 2). There are also four developing mines, three in the Sudbury area and one at Shebandowan, near the city of Thunder Bay, Ontario and approximately 150 miles north east of Duluth, Minnesota. In 1971 the mines produced 22,800,000 tons, 20,600,000 tons from underground and the balance from open pits. Also located in the Sudbury District are facilities to extract and refine the metals contained in the ore. There is a nickel refinery located at Port Colborne on Lake Erie. An additional nickel refinery is under construction near Sudbury. Fifteen elements are recovered from the Sudbury ores, nickel, copper, iron, sulphur, gold, silver, cobalt, tellurium and the six platinum group metals, platinum, palladium, iridium, rhodium, ruthenium and osmium. When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

Between 2005 and 2021, a NIOSH internal review showed that haul trucks were involved in 54 incidents at surface mines in the United States. Haul truck collision warning and avoidance systems (CXS) can assist in preventing accidents at surface mines. CXS use technologies to detect people or objects and alarm to alert haul truck operators. Robust testing can help ensure that they detect objects without excessive false positive alarms. Testing and validation would increase confidence in and encourage implementation of a CXS. Researchers from the National Institute for Occupational Safety and Health (NIOSH) reviewed documents related to the evaluation and validation of CXS with two objectives: (1) to identify methods and parameters used to evaluate detection performance and (2) to identify gaps in CXS test methods and in detection performance. Stakeholders can use the findings from this research to guide implementation of CXS to improve safety at surface mines.

The Main Pass sulphur and oil deposit is located at Main Pass Block 299 in the Gulf of Mexico, 30 miles east of Venice, Louisiana, in 210 feet of water. The deposit was discovered by Freeport-McMoRan and its joint venture partners, IMC Fertilizer and Homestake Mining, in late 1988-early 1989. The sulphur deposit contains 67 million long tons of recoverable sulphur. The sulphur occurs in bio-epigenetic limestone replacing anhydrite caprock on top of a salt diapir. Recoverable reserves of 39.4 million barrels of oil and 9.1 billion cubic feet of gas are also contained in the limestone caprock and in supracap sandstone stringers.

Controlled blasting experiments in small development drifts were conducted at CANMET's Experimental Mine, from August 1992 to November 1993. The objective of these experiments was to develop suitable controlled blasting techniques for small development headings drilled by jackleg with 32 mm diameter holes. The experimentation also aimed to provide insight into blast damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rockmass structural data in order to make the results applicable to other geological environments. The drift faces were approximately 2.4 m by 2.4 m with 36 to 43 holes drilled to a depth of 2.4 m. Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO as the main explosive and decoupled 19 mm diameter semigelatin dynamite charges were used in the perimeter holes. Smooth blasting techniques and pre-splitting were tested in the underground mine. All the blasts were monitored with a multi-channel blast vibration monitor to which was attached sets of high frequency geophones and accelerometers. This first set of experiments has illustrated the efficiency of con-trolled blasting techniques to reduce blast damage and demonstrated the need for further research to improve the safe and efficient use of explosives.
