Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. The assessment of liquefaction vulnerability is crucial to understanding the potential consequences of a tailings dam failure. The “Plewes method” is a relatively well-known and simple screening method to assess liquefaction potential based on results of cone penetration testing (CPT) which may be complemented with laboratory testing. The objective of the current work is to emphasise the screening nature of the method and its uncertainties when applied in tailings deposits. Specifically, the paper highlights the difficulties in assessing the intrinsic uncertainty of the method and the additional uncertainty that results from variations of the slope of the critical state line (λ10) along the depth of the CPT sounding. The results of the method are too uncertain for detailed characterisation of tailings even when a relatively low intrinsic uncertainty is assumed. However, the method characterises weaker soils with lower uncertainty (although still too high for detailed characterisation) than stronger soils. The uncertainty of the method is negatively affected by the relatively low λ10 values that are typical of nonplastic tailings. It is suggested that the results of the method should be presented in scatter plots in which the spread of the data is consistent with the uncertainty of the method.

Sedimentary deposits of pluvial Lake Bonneville are an important source of sand and gravel suitable for aggregate and construction in Utah. Data on Lake Bonneville basin sand and gravel deposit thickness, volume, grain size, percent of fines, and durability were statistically analyzed to detect variations associated with geologic domains, geographic location, Lake Bonneville shorelines, and sand and gravel deposit type, and to construct quantitative deposit models. Analysis showed several trends; (1) sand and gravel in younger shorelines was slightly more durable and the deposits considerably larger in volume, (2) younger shore- lines are also more likely to contain more than one genetic deposit type, (3) the volume of terrace deposits is larger than beach deposits, (4) terraces and beaches are generally thicker than spits and bars, (5) the northern part of the Bonneville Basin contains slightly more durable sand and gravel than the southern part of the basin and is more likely to contain deposits composed of more than one genetic deposit type, aid (6) the Wasatch domain deposits are composed of more than one genetic deposit type more often than deposits of the Basin and Range domain. Three additional conclusions with immediate economic significance are; (1) the median sand and gravel deposit in the Wasatch domain, 360,000 m3 (275,000 yd3), is three times larger than that of the Basin and Range domain (120,000 m3 [90,000 yd3]), (2) the median deposit thickness in the Wasatch domain, 5.8 m (19.0 ft), is nearly twice that of the Basin and Range domain (3 m [lo ft]), and (3) the Wasatch domain also contains slightly larger diameter gravel. These three conclusions are significant because the trend for sand and gravel development in the Bonneville Basin is to move from the Wasatch domain to the Basin and Range domain. Smaller, thinner deposits with smaller diameter gravel will require more surface area to mine than would have been necessary in the Wasatch domain. The result is a higher cost for sand and gravel in construction projects in the Salt Lake City area, especially since the gravel must also be hauled farther.

There are numerous mines throughout the world that have open pit highwalls developed partially or wholly in soil or soil-like materials. Soil-like materials are considered to include soils (either transported or residual) and highly weathered rock, which may have soil-like behavior. These materials generally have characteristics or material properties that vary considerably from those of moderately weathered or fresh rock. Given these differences, it is important to consider the characteristics of soil-like materials to design safe open pit slopes. In the design of open pit slopes in soil-like materials, it is important to recognize the behavior of these materials is strongly dependent upon their mineralogy, degree of weathering, cementation, stress history, depositional history, and presence of water. As a result, soil-like materials may contain one or more of the following characteristics that can have a significant effect slope stability and design: - Relict structural features (joints, faults, etc), - Sensitivity to moisture (both wetting and drying), - Zones of alteration with variable strength and drainage characteristics, - Zones of low permeability creating perched ground water conditions, and - Undrained and drained strain softening or strain hardening behavior.

"Some of the weakest roof in United States coal mines is found in the Illinois Basin. Historically, the Illinois Basin has also suffered from high rates of unplanned roof falls and rock fall injuries. During the past decade, however, roof fall and rock fall injury rates have fallen dramatically, and are now lower than the national average. Several technologies are responsible for the improvement. Roof screen was rarely used ten years ago, but a number of mines now use it on a regular basis to prevent rock falls and rock fall injuries. Other roof skin control fixtures and work practices have contributed as well.The reduction in roof falls is also directly attributed to enhanced intrinsic roof support. Stiffer primary bolting patterns have reduced the magnitude of roof spalling and roof sag. They have also helped create a more intact beam that is able to be suspended from longer cable bolts. Cable bolt design methodology has also contributed to this reduction in roof falls. Some early cable bolt applications were unsuccessful because they employed as few as two cable bolts per intersection. This paper describes a methodology for estimating rock loads for support design.ROOF FALL TRENDS IN THE ILLINOIS BASINAlthough the Illinois Basin has a long history of poor roof conditions and high rates of unplanned roof falls and rock fall injuries, recent data indicates a change in the trend. Roof fall rates are determined by dividing the total number of non-injury roof falls by the total number of hours worked underground. The data is considered for 200,000-man hours. While the Illinois Basin was once a coalfield experiencing roof falls at nearly twice the national average, it is now at or below the national rate. Figure 1 indicates the trend over the past 20 years. In 2008, the Illinois Basin mines experienced 5.06 roof falls every 200,000-man-hours, compared to only 0.75 in 2018.There has also been a significant reduction in the rate of rock fall injuries in the Illinois Basin coal mines, as shown in Figure 2. In 2008 there were 1.48 rock fall injuries every 200,000-man-hours, compared to only 0.43 in 2018.ILLINOIS BASIN COAL ROOF GEOLOGYThe roof rock in the Illinois Basin has been studied in the past to understand the primary causes of roof failures (Molinda et al., 2008; Thompson, 2010; Molinda and Mark, 2010). Rusnak and Mark (2000) evaluated 10,000 laboratory strength tests from 800 rock units and concluded that for shale, siltstone, and sandstone, the strength of the Illinois Basin variety was less than half that of the same rock types in Central Appalachia (Figure 3). A study of Coal Mine Roof Rating (CMRR) measurements in more than 200 US coal mines also found that weak roof was predominant in the Illinois Basin (Mark and Molinda, 2005)."

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19'-2' EPBTBM mined tunnel using 16'-8' ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48', 66', 27', 84' in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72' in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.

Geologically simple deposits can be modeled quickly and easily with inexpensive gridding and mapping software. Hundreds of mines around the world use RockWorks99 and Surfer 7 for generating contour maps, producing log plots and cross sections, and performing other useful geological calculations. These programs are used by many mining operations as their only modeling and graphical software or they are used in conjunction with larger systems. The investment in learning time is low and the programs produce reasonable quality results with standard computing equipment. RockWorks99 and Surfer 7 provide a good level of capability while maintaining high quality technical integrity. Both programs are used for many applications in mining, oil and gas, environmental and other fields that require analysis of spatial data.

The McDonald gold project and two satellite gold deposits near Lincoln, MT were discovered in the early 1990s. They contain at least 307.9 t (9.9 million oz) of gold and 933 t (30 million oz)of silver. The McDonald gold deposit alone contains 223.9 t (7.2 million oz) of gold reserves that can be open-pit mined and processed by cyanide heap leaching at a projected cash operating cost of $6.10/g ($190/oz). The deposit is predominantly oxidized with no chance of acid production. It can be mined, operated and reclaimed with minimal permanent environmental disturbance other than the creation of an open-pit filled with a fresh-water lake that would support trout.

As part of a purchase of a fleet of Caterpillar 785 trucks, Round Mountain Gold Corp., Cashman Equipment Co. and Caterpillar Inc. entered into a four-year contract for the major maintenance of the fleet of trucks. This contract includes fixed costs and guaranteed availability. The results have been excellent, and the fleet of trucks performs well. History The Smoky Valley Common Operation is a unique mine. Through a mixture of diligence and foresight, it has become the largest open-pit, heap leaching gold mine in the world. This was no small feat considering the remote area surrounding the mine. Round Mountain is located in north-central Nye County, NV. To the east of the town and mine lies the Central Toquima mountain range. To the west is the Toiyabe mountain range. Between them is the Big Smoky Valley, a flat expanse of sagebrush, salt grass and fine dirt.

At the start of the 20th century Denver?s population was 203,795. Most streets were unpaved. Buildings were constructed of wood frame or masonry. Transport was by horse-drawn-wagon or rail. Statewide, aggregate consumption was less than 0.25 metric tons per person per year. One hundred years later Denver had a population of 2,365,345. Today Denver is a major metropolitan area at the crossroads of two interstates, home to a new international airport, and in the process of expanding its light rail transit system. The skyline is punctuated with skyscrapers. The urban center is surrounded with edge cities. These changes required huge amounts of aggregate. Statewide, aggregate consumption increased 50 fold to over 13 metric tons per person per year. Denver has a large potential supply of aggregate, but sand and gravel quality decreases downstream from the mountain front and potential sources of crushed stone occur in areas prized for their scenic beauty. These issues, along with urban encroachment and citizen opposition, have complicated aggregate development and have paved a new path for future aggregate development including sustainable resource management and reclamation techniques.

During the past three years, a new rear-dumping dragline bucket technology has been patented, developed and tested at North Dakota coal mines. Field testing has shown that this new concept in dragline bucket technology can improve strip-mining efficiencies by reducing cycletimes and increasing dumping radius. This article details the process, participants and the results for the development of a rear-dumping dragline bucket. Participants in the process In November 1995, the board of directors of Dakota Coal authorized the execution of a field test and option agreement and a license agreement with the partnership of D.F. Schmidt, electrical/maintenance supervisor, and Bill Lengenfelder, president of Modern Industrial. The board also authorized entering into a dragline bucket field-testing agreement with the Falkirk Mining Co.

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health and personnel from Coeur Silver Valley, Wallace, ID, conducted tests using rock strain strips and Split-Set rock bolts instrumented with strain gauges to monitor wall rock strain at the Galena Mine, Osburn, ID. The objective of the test was to identify whether strain on the rock bolts increased prior to a rock burst. Although results were inconclusive, researchers learned that the Split-Set rock bolts yielded in stick-slip fashion in the highly jointed walls of the stope. The bolts were also bent as stress was redistributed following blasting and subsequent movement along joints in the wall rocks.

One of the biggest challenges for the mining industry is, quite literally, how to the keep the equipment rolling. There is a limited amount of companies that manufacture the 4.2-m- (14-ft-) tall, 5,670-kg (12,500-lb-) tires needed for the haul trucks that are approaching the 362 t (400 st) pay-load class, such as Terex?s MT6300-AC and Caterpillar?s 797F. And, while these might be the most impressive tires, they are not the only ones that are in short supply. The shortage of tires has affected just about every kind of machine, and the demand for those tires has been extremely high for more than five years with no end to the shortage in site. American Tire Corp. (www.americantire.us) is one of the companies working to supply tires to the mining industry. It announced that the demand for its 1.6-m (63-in.) tires that have a zero failure history globally is great and that the company signed contracts worth more than $500 million at MinExpo. By March 2001, shrinking global markets, reduced consumer spending and declines in domestic manufacturing and industrial output ended the longest economic expansion in US history and pushed the nation’s economy into its first recession in a decade. Aggravated by the terrorist attacks of Sept. 11, the recession led to large reductions in the domestic production of processed mineral materials. Some of the most significant production declines in the US metals industry were registered by aluminum, copper and steel producers. They faced strong foreign competition, higher energy costs and lower prices for their products. However, homebuilding and other domestic construction sectors — major users of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above previous year levels. A strong US dollar continued to weaken the competitive stance of US metal and nonmetallic mineral materials companies alike against foreign producers in markets at home and abroad.

"The Subtropolis room-and-pillar mine extracts the Vanport Limestone (Allegheny Formation, Pennsylvanian System) near Petersburg, Ohio. Strata instability problems associated with excessive concentrations of lateral stress caused the mine operator to implement a change in layout design. This mining method has been identified as a stress control layout, which has been used by other underground stone mines in the past with varying degrees of success. Practical experience has shown that entry headings advance in the direction of the principal lateral stress, producing lower stress concentrations with better mining conditions. It is important to minimize stress concentrations along the mining front, so an arrow-shaped advance is recommended. This technique advances more developments (headings) in a “good” direction and reduces developments (crosscuts) in a “bad” direction. As is expected, the stress control layout enhances the potential for shear failures in crosscuts. It is, therefore, important to focus crosscut engineering interventions that either: (a) lower stress concentrations (for example, an arched roof) or (b) enhance strength of the strata containing the shears (for example, rock reinforcement). This study focuses on observing strata conditions on a regular basis and monitoring the response of this strata to changing geologic and mining conditions through 3D Dynamic LiDAR scans.INTRODUCTIONProject AimsThe Subtropolis Mine is extracting the Vanport Limestone in northeastern Ohio. Since the start of mining in 2006, ground conditions have been significantly affected by excessive lateral stress condition. In some other mining districts with this hazard, certain mine layouts have been shown to lessen the potential for unstable ground conditions. The term “lessen” is used to state the realization that stress concentrations are not eliminated but instead occur in less frequency and intensity, and their locations can be projected.The stress-control mine layout, specifically for large-opening room-and-pillar stone mines, naturally evolved at mines suffering from excessive lateral stress problems. These mines will typically experiment with methods to mitigate adverse impacts, thus developing best practices for their conditions. These practices have evolved into a basic framework for the stress control mine layout. For example, Jack Parker was able to write about personal experiences at the White Pine Mine in Michigan (Parker, 1966, 1973). Various researchers at the U.S. Bureau of Mines (USBM), the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and Health (NIOSH) have studied the effectiveness of stress-control mine layouts over a wide range of geologic conditions (Emery, 1964; Mark and Mucho, 1994; Iannacchione et al., 2003). While the stress control layout design approach has proven successful in many categories, it can be difficult to implement. For example, excessive stress conditions in crosscuts can put the ground control focused intervention at odds with ventilation and haulage constraints, thus limiting optimal crosscut size, shape, and location. Therefore, more information on the effectiveness of this approach is needed."

Sophisticated information technology, quality management systems and a commitment to the environment has allowed Solutia’s Soda Springs phosphate mine and elemental phosphorus plant to reduce operating costs, improve product quality and contribute to the sustainable development of Idaho’s industrial minerals. Soda Springs background The Soda Springs phosphate mine and plant is a joint venture between Monsanto and its operating partner, Solutia Inc. The operation is based in southeastern Idaho in the Western Phosphate Field. The plant is located about 275 km (170 miles) northeast of Salt Lake City, UT and about 4 km (2.5 miles) north of the town of Soda Springs.
