INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. In recent years, miners have tried many approaches to maintenance such as: - Highly sophisticated computerized programs. - large planning groups designed to preplan and schedule work. - Contract maintenance. - Break down maintenance. Each of these approaches has faced the added constraints: - High replacement cost of equipment necessitating longer useful equipment life - management?s increased scrutiny of all indirect costs such as maintenance. Faced with these factors, what system of maintenance control is right? After visiting many properties recently, it appears there is no right system. Maintenance programs need to be tailored to the people and production constraints that occur at an individual property.

The Goldstrike Mine is in Eureka County, Nevada, approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike subdistrict of the Carlin Trend of sediment hosted, disseminated gold deposits. The Carlin trend comprises over 15 major gold deposits with production, reserves and geological resources of approximately 50 million ounces of gold (Fig. 1). In the Bluestar/Goldstrike subdistrict, there are four major deposits; Post, Betze, Bluestar, and Genesis, plus numerous smaller deposits (Fig. 2). Betze is located on property controlled by Barrick Goldstrike Mines; Bluestar and Genesis on Newmont Gold property; and Post on both Barrick and Newmont property.

The Meikle Mine uses long-hole open stoping and cut-and-fill methods with backfill as the primary ground support technique. The mine operates at 2,858 tonnes per day (3,150 tpd) and has sustained operation in excess of 3,175 tonnes per day (3,500 tpd). Consistent backfill production is critical in achieving these mining rates. The heart of the system is a 7.65 cubic meter (10-cyd) horizontal shaft ribbon mixer located 328 m (1,075 ft) underground. System control is through several PLC's, allowing for a high degree of automation and process flexibility. Aggregate feed is routed 257 m (842 A) through vertical drop pipes in the ventilation shaft, a rockbox, transfer raises, and then into either of two raisebored storage silos. The aggregate is crushed mine waste, nominally 70% 3.8 cm x 1.0 cm (1-1/2"x 3/8") and 30% -1.0 cm (- 3/8"). The binder is routed through a vertical borehole, surge bins, and transfer raises. The binder is a mixture of Type II cement and fly ash. Two primary manufactured fill designs are produced: a high strength mix for stopes which will be undercut; and a low strength mix for stopes with only rib exposure. The high strength target is 5.5 Mpa (800psi) unconfined compressive strength in test cylinders. The low strength target is 2.8 Mpa (400 psi). The systim has allowed consistent achievement of these targets, while experience has allowed reduced costs and increased efficiencies. Fill placement is through 6.1 cubic meter (8 cyd) LHD's dumping into stopes. Specific sills and cut-and-fill drifts are jammed to the back. System enhancements have included colloidal mixers for cemented waste slurry placement and transfer raises for sending manufactured fill to the lower levels of the mine.

Heap leaching was introduced to the precious metals mining industry approximately two decades ago as a simple, low cost method for recovering gold and silver from ores. Since that time, operational experience has contributed to knowledge and understanding of the process, making it a reliable alternative to conventional milling processes for low grade ores. At time of this writing, dozens of heap leach operations are active producing hundreds of thousands of ounces of gold and millions of ounces of silver annually. These successes have caused the popular press to acclaim heap leaching "high-tech" gold mining, but, despite the hype, the process remains a simple one. An example of simplicity in heap leaching is the operation established in 1986 at Amax Gold's Sleeper Mine. Starting with a simple goal, namely to produce gold from sub-mill grade ore at low cost, heap leaching was rapidly implemented at Sleeper; only five months after testwork started, leaching commenced on the first commercial scale, 50,000 ton heap of low grade ore. Sized at 600,000 tons per year to produce 10,500 oz gold per year, the low grade heap operation has performed beyond expectations. During the first year of production, 881,800 tons have been leached producing 15,665 oz of gold and 35,528 oz of silver. Operating ·costs for the first year have averaged $112 per oz gold produced ( or $95 per oz if silver credit is included). Successful implementation of heap leaching at Sleeper has had a dramatic impact on ore reserves and future operations.

By using physical and chemical method to increase the bulk density of newly mined coal, the productivity of a mine can be significantly increased. Greater amounts of coal can be placed in fixed volume shuttle car by increasing bulk density. This can increase mine productivity by about 15%. Small, easy to achieve changes in mining operations are required to obtain the increased productivity. This article deals with chemical methods used to increase coal bulk density, the results and discussion are based on experiments performed in the laboratory.

In-mine Continuous Wave (CH) Radio Imaging method (RIM) instrumentation has the capability of measuring EM wave propagation constants in layered formations. The RIM method is based upon the fact that seams of coal, trona, potash, quartzite, gilsonite and oil bearing sands form natural waveguides for low loss transmission of electromagnetic (EM) waves. The waveguide forms whenever the seam is bounded by more conducting claystone, mudstone, shale or in the case of oil/gas traps, by a floor of saline water. Disturbances caused by faults, shear zones, paleochannels, sills and dikes significantly alter the propagation constant. The analytical values of the EM wave propagation constants depend on the physical and electrical parameters of the seam. The values are presented in this paper in a graphical form to assist in the interpretation of RIM tomographic images. This paper compares in-mine geologic mapping obtained during mining to tomographic images of the geologic disturbance zones in a Central Utah coal mine.

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

The most important witwatersrand gold placers occur on extensive unconformity paleosurfaces that were produced during protracted periods of fluvial degradation. The erosional etches on what was generally unlithified substrate indicate that low sinuosity erosion patterns prevailed. The transport systems were dominantly braided fluvial with a minor debris-flow component. The placer sediments were non-cohesive sands and gravels which were evidently transported by fluctuating, yet perennial, discharges across extensive, low relief, bra1dplains, not far from littoral environments. Progress made in understanding heavy-mineral transport processes now emphasizes the importance that selective entrainment probably had in producing concentrations. Cognizance that these characteristics are not unique to the Witwatersrand should be taken into account when designing exploration models.

The degree of fragmentation obtained in primary quarry blasting has always been a factor in the speed of digging' the muckpile This paper will discuss a case history of increased production and associated lowered costs from increased fragmentation. The quarry under discussion is fairly new, located in Georgia, and is in the large operation .category. Loading is done by three yard shovels, and, primary crushing by a 48" x 60" haw crusher preceded by a 5' wide feeder. The stone is a hard granite gneiss, of Los Angeles rating 22, and apparent specific gravity is 2.68. The product is shipped to points in that state for railroad ballast, concrete aggregate, and road building stone. Inasmuch as fairly large shovels and a large Jaw were to be utilized, initial drilling and blasting were pointed toward producing fairly large sized muck for this large equipment. This was following a concept somewhat in vogue for some years in the Southeast wherein many large equipment plants would tend towards larger fragmentation, and smaller equipped plants would conversely tend toward attempts at smaller sized rock piles for smaller shovels and crushers.

INTRODUCTION In the region of Zurich several of the Swiss Interstate Highways meet and have to be linked to form a continuous network. The subalpine glacial topography with hills, ridges and lakes requires the construction of many tunnels (Figure 1). The Milchbuck Tunnel forms part of the inner arterial highway system of the city of Zurich. It passes underneath the ridge separating the Limmat and Glatt valleys. In its final configuration the tunnel will consist of two parallel three-lane tunnels (Figure 2). For the time being only one tunnel is constructed. This tunnel will be operated with two outbound (climbing) lanes and a single inbound (descending) lane (Figure 3). The owner, the Canton of Zurich, awarded the contract for the construction to a joint venture with the following three contractors: Locher & Cie AG (leader), Prader AG, A. Brunner's Erben, all located in Zurich. The actual freezing was performed by subcontractor Philipp Holzmann AG, Mannheim, West Germany. Electrowatt Engineering Services Ltd, Zurich, was design engineer and performed the construction supervision.

This paper will discuss some of the equipment used to construct the middle segment of the MetroWest Water Supply Tunnel. The $252 million, seven-year project located in Framingham, Massachusetts consisted of two hard rock TBM drives worked from a single shaft. The 24,407-foot long west heading was constructed at the same time as the 35,006-foot long east heading. Also included was raise bore construction of four, 30-inch diameter steel lined riser shafts, one 12-foot finish and one 10-footfinish shaft as well as two major valve chambers. The main shaft was 400-feet deep and 32-foot diameter.

History of Underground Coal Mining in Illinois The production of coal in Illinois using underground mining methods, commenced early in the 1800's; however, the first shaft entrance was not sunk until 1842. The shafts range in depth from 16 feet (4.9 m) in Peoria County to 1,001 feet (306 m) in Christian County. The earlier mines were smell, private operations that worked outcrops and shallow seams at less than 100 feet (30.5 m) in depth. By 1975, there were reported 4,076 abandoned underground coal mines in 70 Illinois counties (Nawrot, 1977). There were many more mines; however, only 4,076 underground mines have been documented. Small mining operations characterize the majority of the underground mines. There have been no significant multiple seam operations in Illinois. The most extensively mined seams were the number two, five, and six seams. Number two seam was worked in the early 1900's by 252 mines in the longwall mining region of northern Illinois (Nawrot, 1977). Available records for 2,054 abandoned mines identify 1,043 as shaft nines, 700 as slope mines, and 311 as drift mines. Some operators began reporting annually to the State Department of Labor in 1879 and by 1882 all mine operators were reporting. Annual reporting still continues to date. The information is compiled by the State Department of Panes and Minerals in their "Annual Coal Report." By the end of 1974 there were 800,000 acres (323,756 hectares) of abandoned underground coal mine workings (Smith-Stall, 1975)2 Copies of abandoned underground coal mine maps may be inspected by interested parties in the State Department of fines and Minerals office in Springfield, Illinois, or at the office of any county recorder for mines within their county. Copies of active underground coal mine maps may be inspected at a State mine rescue station near the mine site or at the county recorder's in the county in which the mine is located. Copies of active underground coal nine naps shall be open to the examination of all interested persons, but such examination shall be made only in the presence of the State mane inspector or the recorder. At the present time, the Department of Mines and Minerals has 1,746 maps of abandoned underground coal mines in its possession. These maps cover the majority of

This report focuses on the procedures required to review, prepare specifications, bid, and purchase a fully integrated computer system for utilization by engineering personnel in all phases of mine engineering. The presentation is based on the experiences encountered in 1984 in procuring an engineering computer system at The North American Coal Corporation's Western Divi- sion. A two-phase report detailing the purchasing process and subsequent utilization of the engineering computer system will be given. Special detail is also provided on the final system hardware and software setup.

Natural lightweight aggregate may be defined as inherently low density natural mineral materials. In most all instances they are relatively young volcanic rocks which, because of their geologic environment, are limited to the Western U.S. These Tertiary and Quaternary volcanics are low-density glass and vesicular material including, but not limited to, pumice and volcanic cinder. The distribution is widespread throughout the West with the principal producers being New Mexico, California, Oregon, Idaho and Arizona. The primary user is the construction industry where weight reduction equates to cost savings. Principal products in which natural lightweight aggregate is utilized because of its lower density include lightweight portland cement concrete and lightweight concrete masonry units. In addition, due to location, some natural lightweights compete with normal weight constructions aggregates for uses such as road base and common backfill material.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. The Bullfrog and Montgomery-Shoshone deposits, outside Beatty, Nevada, have a combined drill-indicated reserve of 17.4 M tons of ore with an average grade of 0.103 oz/t Au and 0.240 oz/t Ag. The deposits occur in Miocene volcanic rocks which underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff which experienced brittle deformation during plate movement. Open-space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micron-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults.

The Vulture Mine near Wickenburg, Arizona was a major gold producer from 1863 to 1942, having yielded about 11,000 kg Au and 8,000 kg Ag. Gold occurs as coarse native metal and electrum in quartz veins and also finely disseminated within a quartz monzonite sill and its silicified wall rock. The sill is semi-conformable within a Proterozoic volcaniclastic-dominated sequence all dipping north about 35°. Early mining focused on the vein-hosted gold particularly in the immediate hanging wall and footwall of the sill. Later efforts included some open-pitting of the outcropping sill and adjacent altered and mineralized rock. Two sets of post-mineral faults have complicated the orebody geometry.

A method has been developed in the USSR for processing the low-grade high-silica raw material by sintering the aluminacontaining mixes, which is widely used both as a principal process and in combination with the Bayer process. The process parameters were obtained on the basis of a study of interaction and equilibrium states of the individual profiles of a multi-component system Na20-A1203-Fe203-CaO-Si02 at the sintering temperatures. The compositions and melting temperatures of eutectics of the individual profiles are given. It is shown that the most easily meltable mix is one having a red mud as the main component. The variations are given of the sinter physical characteristics and recovery of the useful components with the sintering temperature. Considerations are given on selection of a sinter leaching flowsheet and directions are shown for improving a series method of processing the low-grade raw material.
