Since undergoing a major mill expansion in 1979, Canada Tungsten Mining Corporation Limited has successfully operated a somewhat unconventional rod mill/rod mill grinding circuit at its mill in Tungsten, N.W.T., Canada. The concentrator employs two rod mills in series, of unmatched size and horsepower, for production of feed to a gravity (tabling) circuit. Cyclones and screens are closed circuited with the secondary rod mill. Outlined in this paper are the rationale behind, and consequences of operation of this unusual grinding and classification configuration.

The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.

Thermal pretreatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The effect of pretreatment using conventional and dielectric heating followed by quenching on the fracture properties of a number single and multiphase brittle materials has been investigated. The reduction in the impact fracture energies and particle strengths with and without pretreatment has been measured in precise single-particle experiments using the Ultrafast Load Cell. Variations in the fragmentation pattern caused by different pretreatments were assessed by measurements of the progeny size distributions. The differences in the effect of thermal treatment on single and multiphase materials are discussed based on the experimental results.

This paper presents an analysis of the effect of the dynamics of bit wear on dust generation. Two surveys have been conducted in order to assess the mechanism and type of bit wear and to evaluate the impact of bit wear on the productivity of the continuous miners. Used bits were collected from the underground coal mines and these used bits were utilized in laboratory coal cutting. The effect of bit wear on dust generation has been quantified and its impacted on dust generation and ventilation system has been exemplified.

This paper describes how a knowledge of inherent rock characteristics can aid the mining engineer in his design of a mining method for a massive domelike structure. The paper shows how the pertinent rock characteristics were measured and analyzed and how the data obtained was used for design purposes. This analysis was conducted in 1964 in a producing salt dome, since that time, mine management has tried certain of the recommendations for mine design changes. The results of such changes are presented.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. The area from Ohio on the east, Tennessee on the south, and Minnesota on the west: contains some very unique and useful clay deposits. Included are fireclays and plastic clays in Ohio, Kentucky, Indiana, Illinois, and Missouri; flint clays in Kentucky and Missouri; ball clays in Kentuckv and Tennessee; adsorbent clays (fuller's earth) in Missouri, southern Illinois, and Tennessee; and alluvial clays and shales for structural clay products from every state. Unique kaolin clays are known in Minnesota, Missouri, and southern Illinois and halloy-site localities are known in southern Indiana. The geology, physical properties, and uses or potential uses of these midwestern clays are described.

In this paper, the compressive strengths, failure modes and acoustic emission behaviors of cubic coal specimens containing bedding planes at various inclinations are considered. Test results showed that the compressive strengths and the modes of failure of coal specimens depend on the inclination of the bedding planes. From the acoustic emission (AE) measurements, the count rate detected through a low-pass window (AE (L)) was compared with that through a high-pass window (AE (H)) in each test. The results of accumulated AE history were compared with AE signatures of others. It is shown that the AE signature of coal depends on the inclination of the bedding planes, and the AE signatures can be classified into three groups. Each group corresponds to a particular mode of failure, namely, slip on the bedding planes, fracture across the bedding planes and fracture extension through the bedding planes. The parameter r, defined as the ratio of AE (L)/ [AE (L) + AE (H)], is plotted against the stress for each test. Test results showed that r also depends upon the inclination of the bedding planes.

Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. The most striking manifesta¬tion of this extension is the 10 to 11 major east-west trending grabens (Ge¬diz, Buyuk Mendares, Kocuk Mendares, etc.) and intervening horsts, although a much greater number of smaller, gener¬ally northeast-striking grabens and half

Throughout the history of mankind, the principal use of coal has been to produce heat through combustion. The heat is used in many ways: to warm air space for our comfort; to provide heat or energy to power industrial processes, such as cement and steel production; and to produce electricity. Because it is our nation's most abundant fossil energy fuel, coal in the late 20th century is on the threshold of becoming a significant source for synthetic liquids and gas energy fuels for this country. This is made possible by conversion processes which can change solid coal into various synthetic gases and liquids. These coal-derived fuels are nearly identical to the processed fuels and chemicals provided by natural gas and crude oils, which presently provide almost all the petrochemical feedstocks and energy fuels needed for the residential, light commercial, and transportation markets. A revolution is beginning to take place, not only in the United States, but in many other countries with a return to a coal-based energy economy. Also, new combustion and conversion technologies which are compatible with national health and environmental goals are rapidly emerging. These technologies will allow coal's use to be expanded not only in its traditional markets, but also to supply markets held by natural gas and crude oil. With the worldwide decline in natural gas and crude oil reserves, coal is being-looked upon to meet the energy demand. Because of these new coal conversion technologies, coal will no longer be only a combustion fuel, but a valuable raw material for production of a variety of clean fuels and chemicals.

I have been asked to give you the National Coal Association's (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970's occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal's future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980's. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

The region of Asturias, located in the northwest of Spain, has an extensive mining history; coal, gold, zinc, lead, copper, cobalt, mercury, iron, manganese, fluorspar and others have been extracted from the antiquity. In the Asturian Central Coal Basin, the closure of all open pit coal mines and their restoration, the progressive closure of underground coal mines that is happening from the 1980?s, and the restoration of spoil heaps, provides post mining lands for alternative uses. In relation to metallic mining, the abandonment of all mercury mines without restoration in the 1970´s, has left significant quantities of wastes and mining works. More than thirty years later most of them remain without restoration. In these sites the legacy of the historical mining activities is apparent in the form of shafts, galleries and transversals, old mining installations and spoil heaps. Mine wastes have eventually become important Hg and As pollution sources, resulting in a widespread contamination of the surrounding soils and surface waters. Abandoned mines of other metals such as copper, cobalt, iron, etc. and industrial minerals such as fluorspar, have also left a mining legacy to take into consideration. In this context of declining mining areas, some remedial options have been applied to specific areas resulting in alternative uses as pastures, agro-forestry, industry and socio-cultural activities.

In early 1988, Chino Mines Co. began using a system of economic splits for all materials encountered in mining. All mined material is evaluated as mill ore, solvent extraction electrowinning plant feed, and non-ore material, to determine its disposition. Results thus far indicate a significant increase in financial returns on material mined compared with the copper cutoff grade previously in use. Chino Mines is a partnership between Phelps Dodge Corp. (two-thirds ownership) and Mitsubishi Corp. (one-third ownership). The company produces copper and byproduct metals from the historic Santa Rita del Cobre mining district in southwestern New Mexico. The history of copper production in the district began with the use of surface native copper by native Americans before 1800. Spanish soldiers from Mexico later became aware of this district and mining began in 1801. The district was worked intermittently until 1909 when the Chino Copper Co. was formed, with Daniel C. Jackling as vice president and managing director. Concentrator operations were started in 1911. Kennecott purchased the company in 1933 and built a smelter in 1939. Chino Mines Co. was formed in 1980 when Mitsubishi purchased one-third of Kennecott's holding at the property.

Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.'s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use. INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-
