This paper describes the preliminary design of the fourth bore of the Caldecott Tunnels along State Route 24 in Oakland, California. The paper focus is on two major aspects of the project: initial support system design and seismic design. The initial support system was designed based on the New Austrian Tunneling Method (NATM).NATM provides the required flexibility to accommodate the variable ground conditions in the weak, folded, and faulted rock along the alignment. The seismic design provides a final lining system that meets serviceability requirements for a 1,500 year seismic event with an estimated peak ground acceleration of 1.2g.

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

Sustaining the region?s mobility needs, achieving projected economic growth, and maintain Midtown Manhattan as a center of regional, national and global importance has led to continued investment in commuter rail and transit infrastructure in New York City and resulted in design and construction of large underground caverns. The current plans for stations in Manhattan include New York Penn Station Expansion (NYPSE) caverns for Trans Hudson Express (THE) Tunnel Project for New Jersey Transit (NJ Transit) and the Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority Capital Construction Long Island Railroad (MTACC/LIRR) twin caverns for East Side Access (ESA) Project, and station caverns of the No. 7 Line Subway Extension Project and Second Avenue Subway Project for Metropolitan Transportation Authority Capital Construction/New York City Transit (MTACC/NYCT). This paper provides a general overview of these large caverns now in design or construction in Manhattan, the area?s geologic setting, the geotechnical factors considered and approaches commonly applied for cavern design.

For TBM tunneling no visual inspection of excavated ground is possible. This may hinder the high-speed excavation, particularly in complex ground conditions. The TBM Excavation Control System was developed for better prediction of geological conditions ahead of the tunnel face during excavation. The seismic reflector tracing produces volumetric images of anomalies in the ground in “near-real time.” These images are verified using logging data from pilot boring and TBM driving data, to improve reliability and precision of ground mapping. Also good correlation was obtained between the rock strength index computed from TBM data, and one derived from volumetric seismic images.

Historically in Australia and the United States many coal mines deposited raw wash plant fines into large slurry impoundments. At the time the technology and market economics did not exist to make it viable to recover coal from these tailings. Today better technology exist to dredge and clean the tailings and there are circumstances where government regulations and market forces have come together to make coal recovery from these old tailings impoundments economically viable. This paper discusses the processes and equipment being used in tailings impoundment reclamation operations in Australia and the United States, and discusses the economic forces driving these operations.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Energy West Mining Company (EWMC) has implemented a geologic program for improving stability and support requirements along deep two-entry longwall gateroads at its Deer Creek Mine operations located near Huntington, Utah. Together with geotechnical monitoring and concurrent review of mine seismicity in cooperation with MTI staff, it has become possible to improve longwall layout designs for two seam extraction of the Hiawatha and Blind Canyon seams. The geologic program consists of surface and in-mine exploration drilling, surface and in-mine geologic mapping, rock mechanics testing and detailed measurements of changes in depositional and structural conditions during development of every longwall gateroad. The geotechnical program consists of underground measurements at seven locations in two neighboring mining districts located in the Hiawatha and Blind Canyon coal seams under moderate to deep cover. Within the last five years, additional measurements, including data on seismicity and face conditions, have been incorporated into the data collection program for verifying the insitu coal strength and load transfer mechanisms for improving two-seam designs and support systems. Geologic mapping results are also used to predict local stability of headgate and tailgate entries, combining mine roof mapping, stratigraphic profiles of the coal and roof, and depth-of-cover information and dual-seam mine overlays, for use by operations personnel in planning roof and rib support for the retreating longwall sections.

The Blue Ridge Low Level Outlet (LLO) was a design/build contract to provide a secondary means of discharging water from the Blue Ridge Reservoir. The project involved driving a 3.25 m (11 ft) modified horseshoe tunnel by 293.5 m (963 ft) long utilizing conventional drill and blast methodology. The intake shaft and structure were constructed inside of a sheet pile cofferdam surrounded by a maximum of 20.1 m (66 ft) of water. The shaft was excavated 4.87 m(16 ft) diameter to a depth of 12.8 m (42 ft) below the tremie slab elevation. Steel lining, including a transition from 3.66 m to 2.74 m (12 to 9 ft) diameter and a90 degree elbow were installed in the inlet shaft and then backfilled with concrete. This paper will describe the RFP phase, the design phase, challenges of the underground construction and contractual challenges.

In mineral processing, poor froth-flotation performance translates into both an enormous loss of revenue and an unnecessary waste of the ore reserve. In this context, Bacís Mining Company developed a versatile new, high-performance flotation-cell design that can be incorporated into various flotation circuits. The main feature of this circular cell is that it is comprised of two separate sections, namely, a flotation cell that uses wash water to minimize the entrainment of fine gangue particles into the froth product and an external bubble generator that produces small bubbles of relatively uniform size at a specified aeration-rate. The air/water mixture is blended with the pulp by gentle agitation, so as to enhance particle-bubble aggregate-stability. Comparative metallurgical performance with conventional flotation cells show that the power requirements and operating costs for precious metal flotation are three times lower, while the concentrate grade is 7% higher and the recoveries of precious metals are 5% higher.

The National Institute for Occupational Safety and Health conducted laboratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing. Laboratory results show that nearly 100 percent of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

"The basic objectives of mine roadways are to provide sufficient cross sections in order to meet the needs of accommodation of equipment, transport, personnel travel and ventilation. However, many roadways become damaged to the extent of needing maintenance, generally dinting, and in some cases requiring re-ripping. The damaging of a roadway is a result of several factors including geological properties of surrounding strata, method of roadway formation, support systems and so on. Among these factors, strata conditions play important effects on the stability of roadways and other mining activities. Weak rocks cause excessive roadway closures, and water softens some rocks and worsens the closure problem. In Indonesia, over 250 Mt of coal is now produced from almost surface mines. In the near future, some coal must be mined from underground. Unfortunately, the mechanical properties of coal measures rocks are not so good to open underground mines. In this paper, a scientific discussion on the effect of water on the stability of roadways is given on the basis of results obtained by means of in-situ investigation and laboratory tests both in Japan and Indonesia."

The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). INTRODUCTION This paper is the outgrowth of work done by the authors to prepare the seismic design criteria for underground structures on the Southern California Rapid Transit District (SCRTD) Metro Rail Project. It is a follow-on to a similar paper presented at the October, 1984, ASCE National Convention (17). For design, the earthquake-induced distortions recommended herein are to be added to the normal static loading conditions for the underground structure. This design approach has been used by 18 section designers on the SCRTD Project. Preliminary results from two- and three-dimensional finite element solutions have partially verified the approach. Areas where additional research is needed for special cases are identified. EFFECTS OF EARTHQUAKE The effects of earthquakes on underground structures may be broadly grouped into two general classes -shaking and faulting. In response to earthquake motion of bedrock (shaking) , the soil transmits energy by waves. Seismologists identify various types of earthquake waves, but underground engineers are generally interested in the effects of transverse shear waves which produce a displacement of the ground transverse to the axis of wave propagation. The use of the National Science Teachers Association (NSTA) regional meetings as a forum to educate teachers on the role of minerals in our society has been immeasurably successful. Each year, on average about 3,500 to 4,000 teachers participate in each of the three regional NSTA meetings. At each of these meetings, nearly 2,000 teachers visit the “Minerals Coalition Booth” and receive free mineral samples and other educational support materials. Some rules of thumb for a successful booth at the NSTA are provided. Considering the level of effort for such a booth, are there alternatives? The NSTA also organizes a national annual meeting with attendance of about 20,000. All who have participated in a regional NSTA agree that the traditional approach of providing a mineral set and teacher materials for a substantial fraction of the 20,000 attendees is not feasible. Conceptual alternatives for minerals education at the national NSTA meeting are introduced and evaluated.

The Río Agrio of northern Patagonia, Argentina, is highly acidic due to inputs of volcanic gases (SO2, HCl, HF) in its headwaters. The watershed includes a hyper-acidic (pH <0.5) volcanic crater lake, a larger glacially carved lake that is also strongly acidic (pH 2.6 to 2.7) and an acidic river that flows for more than 40 km (25 miles) before its pH is completely neutralized. This unique watershed has many geochemical and biological similarities to acid waters caused by mining. This paper describes the Río Agrio watershed and draws a comparison with some famous acid mine waters. Learning more about naturally acidic lakes and river systems could have important applications to the bioleaching of ores or biological treatment of mine waters. Therefore, it should be of interest to the general community of mining and metallurgical engineers.

Large reserves of feldspar ore exist in the Aegean region of Turkey. The main colored impurities in these ores are iron- and titanium-bearing minerals such as anatase, rutile, sphene and ilmenite. In this study, a potassium feldspar ore containing mainly quartz and coloring impurities was subjected to beneficiation tests involving magnetic separation and flotation, which were applied either separately or in combination. Bench-scale flotation experiments using cationic collectors G-TAP and Flotigam V-4343 and using HF and H2SO4 as modifiers were employed to separate feldspar from quartz and to remove part of the titanium impurities. The best results were achieved with a combination of high-intensity wet magnetic separation and flotation. A feldspar concentrate containing 16.28% Al2O3, 10.75% K2O, 2.84% Na2O, 69.97% SiO2 and 0.16% Fe2O3 was produced. A quartz concentrate containing 2.30% Al2O3, 0.48% K2O, 0.42% Na2O, 0.07% Fe2O3 and 96.20% SiO2 was also obtained

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.
