Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. When considering the biodiversity of fauna endemic to hydrothermal vents or hydrocarbon seeps one must consider not only the numbers of unique species, but also the physiological diversity (and potential biochemical/physiological uniqueness) of the fauna. The deep ocean ridge system is home to some of most extreme animal habitats found on Earth. In addition to the high pressure, low temperature, and lack of light characterizing the deep-sea in general, hydrothermal-vent environments are characterized by toxic chemicals and temperatures that would be hostile to most other animal life. Perhaps even more challenging than the absolute levels of chemicals, dissolved gases, and temperature with which vent animals contend are the extreme gradients in time and space of all of these parameters. For example, temperatures around some vent animals can fluctuate from ice-water to hot-tub levels over seconds and can exceed 350°C only inches away. Specially adapted animals not only tolerate these conditions, they often thrive under them. As a result, the biomass of many deep ocean ridge ecosystems rivals that of coral reefs and tropical rain forests. In the Gulf of Mexico, hydrocarbon seepage through the sea floor driven by salt tectonics results in environments that are geologically very different from hydrothermal vents, but are geochemically similar enough that closely related animals are found in the two habitats. This includes seep mussels, clams, shrimp, worms, and other animals whose close relatives are found in hydrothermal vent environments. Although many aspects of the biology of the animals from the two environments are very similar, there are also significant differences in their life histories and physiologies that reflect the fundamental differences in the geology of their habitats.

The Mining Foundation of the Southwest will hold its 15th annual American Mining Hall of Fame Awards banquet on Saturday, Dec. 6,1997 in Tucson, AZ, preceeding the Arizona Conference of SME. The Mining Foundation's Hall of Fame, located in Tucson, recognizes outstanding contributions to the mining industry by individuals and industry partners. A permanent display of honoree vitae is located at the Arizona Historical Society at 949 E. Second St. in Tucson. Each year, one living award recipient and up to two honorees from mining history are chosen by the Hall of Fame committee and the board of governors of the Mining Foundation. In 1989, the Mining Foundation also initiated a Medal of Merit to recognize outstanding individual technical and professional contributions to the mineral industry. And in 1995, an award was instituted to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee is James R. Moffett, chairman and chief executive officer of Freeport-McMoRan Copper and Gold Inc. He will be present as guest of honor and featured speaker. The Hall of Fame will induct John V. Dorr, metallurgist and chemical engineer. Also inducted will be Frederick L. Ransome, a geologist. Medals of Merit will be awarded to Hugo T. Dummett, senior vice president, Exploration BHP Minerals, and Spencer R. Titley, professor in the Department of Geosciences at the University of Arizona. An Industry Partnership Award will be presented to the Colorado School of Mines for its continued support to the mining industry through education and research. HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. The Waste Isolation Pilot Plant (WIPP) performed a feasibility analysis for the purpose of either modifying, supplementing, or replacing its two main mine fans. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) fa¬cility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Since the centrifugal fans were installed in 1988, multiple op¬erational and performance concerns have been identified. A com¬prehensive engineering study was conducted in 1995 to: 1) Qualify and quantify operational concerns, 2) Evaluate possible alternatives, and 3) Recommend an optimum solution. Multiple system modification and/or replacement scenarios were evaluated with associated cost estimates developed. The study considered replacement with either centrifugal or axial fans. Multiple fan duties are required at the WIPP. Therefore, Variable Frequency Drives and Inlet Vane Controls (IVC) were investigated for centrifugal fans. In-flight adjustable blades were investigated for axial fans. The study indicated that replacing the existing system with two double-width, double-inlet centrifugal fans equipped with IVCs was the best choice. This alternative provided the most desirable combination of: 1) ensuring the required operational readiness, and 2) improving system performance. The WIPP is currently planning to replace the first fan in 1997.

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. This study is primarily concerned with future coal markets for production from those counties near the Wabash River in the heart of the Eastern Interior Province. An objective here is to consider a most pessimistic energy (and hence, coal) demand for planning purposes.

After 15 years of production, 91 Mt (100 million st) of ore mined and nearly 227 kt (500 million lb) of molybdenum produced, Climax Molybdenum Co.'s Henderson Mine and Mill are being modernized as a new mining level is brought on line. The $40 million investment in mine development and plant modernization positions the Henderson complex as one of the largest, low-cost primary molybdenum producers for the next 15 years. Henderson history The Henderson Mine and Mill facilities are located on the east and west flanks of the Continental Divide about 80 km (50 miles) west of Denver, CO. The underground mine and surface mill sites are linked by 16 km (10 mile) of railroad tunnel and 8 km (5 mile) of surface trackage. The mine, railroad and mill were built between 1968 and 1976 at a cost of $500 million. Each has operated at various levels of production over the past 15 years. The Henderson Mine was originally developed using a highly mechanized, panel caving mining system. Over the past 10 years, mining methods, equipment and railroad operations have been improved to position Henderson as one of the most productive and lowest cost underground mining operations. At the same time, the mill and concentrator facilities were upgraded to reduce costs and improve product quality. During this time, manpower was reduced from 2000 to 560 employees. These 560 people increased productivity to 54 t (60 st) per total manshift. They reduced operating costs by 50%. And they dramatically improved safety performance. However, as the 1990s approached, the modernization of the Henderson mining and milling complex and the development of the new 7700 mining level became the primary goals to guide Henderson into the 21st century.

Turkey is one of the oldest natural stone producers with its 4000 years of production history, starting from the Marmara Island. Therefore, the territory of Turkey possesses 4000 years of natural stone processing technology and experience. Turkey has fairly richer reserves of marble compared to other countries. This is why the rich and quality marble deposits of Turkey are resembled to the appearance of the Alpine-Himalayan marble belt of the world. Turkey has almost 40% of the total marble reserves (13.9 billion tones) of the world with 5.2 billion tones. Turkey?s marble reserve?s monetary value is worth about 2 trillion dollars. However, only 1% of these reserves are currently being utilized.

Mineral resources comprise of metallic, non-metallic, and fossil fuels. Our civilization, and the associated economic and industrial developments are inherently dependent on the availability and use of minerals. This is evident from historical development and identification of civilization eras throughout human history: the stone age, the iron age, the bronze age, and the current computer age. This paper deals with the depletable fossil fuel sector of minerals; this is represented by crude oil, natural gas, and coal. Fossil fuels provide approximately 80% of total global primary energy supply; the rest being provided by renewables (wind, hydrothermal, solar), nuclear, and biomass. Economic, industrial, and population growth will, inevitably, lead to an increase in demand for energy. In general, per capita energy consumption is correlated with per capita income, with the US showing the highest energy use per capita, and South Asia having the lowest. This paper examines the underlying interrelated issues (factors) of energy reserves, production, scarcity, depletion, economic, and technological factors and impact on long term availability and thus sustainability. Is it possible to extend the time to economic depletion of these resources? This will have an impact, direct or otherwise on total energy availability, and the inter-temporal allocation of the resource. Specific economic and physical parameters relevant to mineral supply and their respective impact on depletion, and inter-temporal welfare are investigated. These variables include own price, substitute price, population, income, technical innovation-both on supply as well demand, and resource substitution.

The set of discoveries for a mining district or camp is a reflection of the exploration history. In the western Abitibi greenstone belt of Ontario, future exploration can be guided by a study of statistical trends of known gold deposits. In this area simple trends indicate a strong decrease in the contained quantity of gold discovered through time. Much of this decrease is attributed not to falling mining grades but to smaller tonnages of ore. A plot of the largest discovery in each ten year time period suggests that deposit discoverability is following a size-biased sampling model. Cumulative ounces of discovered gold indicate that an asymptotic value has been reached where exploration is not expected to add significantly to known reserves. This is substantiated by a downward trend in the exploration success ratio of the number of new deposits discovered versus the number of new mineral prospects. The set of discovered deposits reflects a non-random sampling process where size- biased modeling suggests that the largest deposits will be discovered early in the exploration effort. It is the exceptionally large deposit contributing to the observed size-biased distribution. Although this pattern is observed for the western Abitibi the model is complicated by recent, large reserve additions that are attributed to the original discovery. There is present in this area a subtle learning process in exploration leading up to the largest discovery. For comparison a learning model was estimated using cumulative size of discovery per unit of time. This model yielded results consistent with the statistical trends and is thought to be a superior forecast of future discoveries in this region.

In contrast to pyrometallurgy's six thousand year history in the production of metals, that of hydrometallurgy is of relatively recent origin. The earliest reference to it at all was in the 16th century, with the first applications to copper in the 17th and 18th. In the 19th century, increased demands for pure metal resulted in development of electrolytic refining, and early in this century electrowinning. The rapid growth in wpper production in the present century, paricularly in the United States and Chile, stimulated the development of new technology for leaching, and for the recovery of copper from leach solutions. Solvent extraction has become a major factor during the past quarter century by permitting novel leaching technology which produces dilute or complex solutions. In addition, solvents other than sulphuric acid, and chemical methods for precipitating copper metal are now of increasing interest. These are trends which should grow in importance in the future with the need to process lower grade and more complex materials. The evolution of copper hydrometallurgy is reviewed briefly and key factors in recent major developments are presented with details of specific operations and with trends for the future indicated. The relative importance of copper hydrometallurgy is compared to that of pyrometallurgy in the light of probable changes in ore supplies and character.

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. Introduction Pegasus Gold's Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine's de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

This section on case histories of discoveries of volcanic-associated and volcanogenic massive sulfide deposits is divided into a preliminary discussion of models and then into three parts: Kuroko- type, Anyox-type, and shale-hosted. The separation is made to accommodate the use of exploration models, and these may not coincide with genetic models discussed in the literature. The exploration models grew as knowledge was gained concerning ore guides and ore controls in the volcanic-related deposits. The evolution of the genesis of massive sulfide deposits in volcanic terranes from a replacement to a syngenetic hypothesis in the 1950s and 1960s necessitated changes in exploration approaches in ore search. The acceptance of a syngenetic origin for conformable or concordant sulfide masses led to more widespread adoption of stratigraphic ore guides. 'The occurrence of epigenetic stringer ore with and stratigraphically below many conformable massive sulfide deposits did not diminish the importance of stratigraphic ore controls. Proximal conformable sulfide masses were formed near their seafloor hot spring source and normally are underlain by epigenetic sulfides: whereas. distal conformable sulfide masses were deposited away from the hot spring and may have no associated feede; zone. Industry groups that early recognized the syngenetic nature of volcanogenic massive sulfides were responsible for discovery of some of the large and economically significant deposits. Ultimately, the rest of the geological profession accepted the leadership of the early iconoclasts.

Production techniques of these minerals are part and parcel of the training that mining engineering educators must, and do, impart to their students. This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

The Tunnel and Reservoir Plan (TARP) is the largest tunneling program in the history of the metropolitan Chicago area (Figure 1). Between September 1976 and September 1977, rock tunnel contracts having an estimated cost of approximately $420 million will be advertised. During the past six months, the Metropolitan Sanitary District of Greater Chicago (MSDGC) has awarded contracts for 16.5 miles of rock tunnels in diam of from 9 ft to 30 ft having a total bid price of $120,261,750. RECENT CONTRACT AWARDS Addison-Wilmette Tunnel $63,140,480 Upper Des Plaines #20 Tunnel 35,749,664 Upper Des Plaines #21 Tunnel 21,371,607 Addison-Wilmette Tunnel The first contract was advertised in September 1975. This contract, described as the Addison-Wilmette Tunnel, runs from Wilmette Harbor at Lake Michigan under the North Shore Channel to Addison Street in the City of Chicago, a distance of 10 miles. The contract calls for constructing approximately 27,750 linear ft of 30 ft ID and 24,020 linear ft of 22 ft ID unlined rock tunnels, excavation of two construction shafts, and the excavation of 32 drop shafts of various diam. Two hundred ninety-three companies were notified of this contract being advertised, 70 companies took out contract specifications and 3 companies ultimately submitted bids.
