INTRODUCTION Frontier-Kemper Constructors, Inc. is an Evansville, Indiana based heavy construction contractor engaged in projects for both the public and private sectors of the underground construction industry. Construction activities range from conventional shaft, slope, tunnel and chamber excavation through state-of-the-art mechanical excavation, ground freezing, standard support and structural concrete operations. Conventional excavation and concreting equipment, as well as raise boring machines, road headers, tunnel boring machines, and freeze plants are owned, operated, maintained and modified "in-house" to suit the needs of individual projects. The balance of this paper wilt present a general overview of the Frontier-Kemper planning and construction operations on the recently completed Phase II of the U.S. Army Corps of Engineers, John Day Dam, Juvenile Fish Bypass Project. General Project History The U.S. Army Corps of Engineers is responsible for designing, constructing and maintaining various navigation and impoundment structures on the nation's inland waterways. Maintenance involves both the work required to maintain the structure in fully-operable condition and the ongoing work required to maintain a positive impact on the environment. John Day Dam is located on the Columbia River approximately 95 km (60 miles) upstream of The Dalles, Oregon. It was constructed to: provide electric power to the Pacific Northwest; provide Locking for up-and-downstream bound commercial and private watercraft; act as a water impoundment structure to control flooding conditions; and to provide a source of irrigation water

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Successful implementation of computer systems deals with meeting final systems objectives and cost and schedule requirements, but the final success is dependent upon personal inter- action. This is a case history of the installation of responsibility reporting at The Anaconda Co.'s Twin Buttes operation, later to become Anamax. The study has been documented as it occurred in hopes that it will illuminate the "people" side of computer systems implementation. Systems implementation involves negotiating with people. "The cooperative approach to negotiation (Nierenberg, 1968) the approach which vostulates that all varties must come away having gained something is based on a simple but important premise. Negotiation takes place between human beings. You cannot negotiate with a computer." This is a look at the human side of a major system installation. An attempt is made to show how a reporting system enabled a company to take a new look at itself. It is also an example of statements made by Toffler (1970) in Future Shock. "As machines take over routine tasks and the accelerative thrust increases the amount of novelty in the environment, more and more of the energy of society (and its organizations) must turn toward the solution of non-routine problems. This requires a degree of imagination and creativity that bureaucracy, with its man-in-a-slot organization, its permanent structures, and its hierarchies, is not well-equipped to provide."

Coal production in the Central Appalachian region has a long history, and it remains a major US coal-producing region. The coal industry consensus is that the region is in a state of decline as evidenced by the recent lower regional output. Are Central Appalachian coal reserves adequate for the region to continue as a major supplier of low sulfur coal? To answer that question, this paper focuses on the Central Appalachian coal reserve base estimates and production trends. Central Appalachian (CAPP) reserve evaluations face the difficulty that there are no publicly available databases that provide a thorough analysis of remaining CAPP reserves. Based on best available Energy Information Administration (EIA) data, a coal reserve estimate of 17.6 billion tons is developed. This estimate appears high according to industry perception. Recent United States Geological Survey (USGS), and other state agency coal reserve estimation projects are evaluated as alternative approaches to the re-serve estimation problem. Using the conclusions from these studies, the CAPP reserve base is estimated at 7.1 billion tons. Another perspective on the CAPP reserve base is provided by reserve holdings of major CAPP operating companies reported at 5.2 billion tons. A conceptual mining cost analysis indicates substantial price increases will be necessary to offset this deterioration in the economic viability of the reserve base.

INTRODUCTION Thermally induced fracture of rock is one of the oldest rock breakage techniques known to man. Primitive underground miners used fires to heat and crack rocks as early as the third century B.C. (Ref. 1). History aside, however, present-day tunneling and mining interests are reconsidering the use of modern heating units for rock fracture for some very good reasons. One of the most important advantages of many heating techniques is the lack of direct contact between the heating device and the rock. This means a lower wear rate relative to mechanical cutters, and no large reactant force to be supplied by the tunneling machine. In addition to avoiding physical contact, some heating systems (e.g., electron-beam guns and lasers) can deliver energy to a rock face much more intensely than can be conveniently handled mechanically. Thus, heating power densities of the order of lob to 107 watts/in.2 and greater can be achieved with high-power lasers. These high power levels allow much higher instantaneous penetration rates than can be achieved by mechanical cutting. Another advantage that accrues to some thermal techniques, such as, for example, surface spalling, is that the thermal fracture process works particularly well in certain rock types (e.g., granite) that are particularly hard to cut mechanically. A computer program has been written to simulate ground vibrations induced by multiple- hole surface blasts. The program is an inexpensive and relatively easy to use tool for predicting the principal blast vibration characteristics that determine damage and annoyance potential: peak particle velocity, frequency content and pulse duration. The program generates a complete ground motion history by superposing, at any surface position, the vibrations induced by each individual explosive charge. It requires specification of (hence allows accounting for) the blast geometry, initiation sequence (including random delays), position with respect to blast, pulse characteristics induced by each charge, and propagation laws. A methodology is outlined to determine the necessary variables either on the basis of site investigations (e.g.,velocity, attenuation, single-hole input pulse), or by back-calculation from measured blast vibration records. The latter procedure has been applied to blasts from two coal strip mines. Main difficulties encountered are backcalculating individual input pulses, propagation (especially dispersion) parameters and delays. A normal distribution of delays, based on published results, has been shorn to influence the results and the response of a single degree of freedom structure significantly. Broadening of the wave types included, improved input pulse determination and propagation laws, and more detailed verifications with field results are required in order to make the program more directly applicable to practical situations.

In several investigations the correlation has been studied between the fuel consumption and the reducibility of the charged material in the zone of indirect reduction in the blast furnace (1, 2, 3, 4, 5). It has been found that increased reducibility allows greater gas utilization which accordingly lowers the fuel consumption. In direct reduction units this relation has not yet been fully established partly owing to the lack of accurate test methods and experience with different materials as regards reducibility. However, since the production rate in a direct reduction unit is closely related to the time required to reach high degrees of reduction, the reducibility must be regarded as one of the most important properties of the material.

The Janet Annenberg Hooker Hall of Geology, Gems and Minerals, located in the National Museum of Natural History, Smithsonian Institution, in Washington DC, opened in September, nine years after initial fundraising efforts were begun. The 1,858-m2 (20,000-sq ft), $16-million hall was mostly funded by private groups and individuals, including $1.7 million from 43 National Mining Associa¬tion (NMA) member companies. Companies that contributed more than $100,000 included Cyprus Amax, Phelps Dodge, Asarco, Homestake Mining, BHP, Caterpillar, Cleveland Cliffs, Exxon Coal and Minerals, Freeport-McMoRan, Newmont Mining and Peabody Holdings. The mining industry's contributions funded a walk-through Mine Gallery. It. features diora¬mas of four mines, as well as numerous specimens associated with the mines. The Mine Gal¬lery demonstrates to the public the importance of mining. The hall was named in honor of Hooker. She contributed $5 million in cash plus the Hooker Yellow Starburst Diamonds to the project. The hall is touted by the Smithsonian as the "most comprehensive earth science complex of its kind." It consists of seven galleries, each devoted to different aspects of gems, minerals and rocks. In addition to the Mine Gal¬lery, the hall contains a collection of gemstones and jewelry pieces, an extensive collection of minerals, a gallery devoted to plate tectonics and a gallery devoted to the moon, meteorites and the solar system. The new hall is a complete makeover of the old and outdated Geology Hall. It was built in the 1960s and finally closed to the public in 1995.

This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

The Northeast Raw Water Tunnel transports untreated water to the Detroit Water and Sewerage Department's (DWSD) Northeast Water Plant where it is treated and distributed. The occurrence of a subsidence area which was attributed to the tunnel prompted the DWSD to have the tunnel investigated. After an extensive historical and geotechnical investigation, two access shafts were constructed along the alignment in the vicinity of the subsidence. Following completion of the shafts, the subsidence area was inspected in the wet prior to dewatering the tunnel. Upon the completion of dewatering, a dry inspection was performed. During the dry inspection, an area of significant distress was encountered where sand and silt were boiling into the tunnel along with large volumes of groundwater. This distressed area was located 800m (1/2 mile) north of the original subsidence area. The tunnel was immediately refilled with water and an emergency repair program was planned and implemented. As a result of the distressed nature of the secondary tunnel liner, dewatering of the tunnel could not be performed until the secondary liner and the surrounding soils were stabilized. This paper presents a case history of both the investigation and the repairs of the Northeast Raw Water Tunnel including the various grouting and unique tunnel stabilization methodologies which were utilized.

Today, in Detroit, Michigan, a 14 ft. 6 in. diameter soft ground tunnel is being mined at penetration rates limited only by the logistics of liner handling and spoil removal. Soil conditions are highly variable and include clays ranging from very plastic to very hard, gravels, sands, silts and boulders. The permeable soils contain high concentrations of methane gas, compressed by groundwater levels some 40 ft. above tunnel invert. Despite these adverse conditions, mining crews frequently complete their 70 ft. production quota in six hours and go home. In one 4000 ft. reach of tunnel, progress averaged 68.9 ft. per mining shift. This paper has been written to explain this extraordinary accomplishment, and to demonstrate that truly continuous rapid excavation in difficult grounds is now limited by factors other than the excavation process itself. BACKGROUND The Detroit metropolitan area has a long and interesting history of soft ground tunneling. From 1949 to 1968 the city of Detroit alone constructed some 75 miles of soft ground tunnel. During this period the development and common usage of rotary or "wheel-type" soft ground tunneling machines was pioneered in the Detroit area. These machines are designed for, and were successful in, the cohesive or clayed soils that predominate the downtown Detroit geology.

Although it is only utilized in a few U.S. longwall mines, a bleederless ventilation system can be an effective spontaneous combustion control method in mines with a demonstrated history of spontaneous combustion. In order to provide insights for the optimization of bleederless ventilation systems for U. S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical ventilation data for a longwall mine was used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of nitrogen injection to prevent spontaneous heating in the gob was also examined. Chemical metathesis and electrochemical reductive conversion of chalcopyrite in the presence of cupric ions were studied in sulfuric acid solutions for temperatures up to 90°C. The process results in the displacement of iron in the chalcopyrite lattice by copper ions with rejection of ferrous ions to the aqueous phase. The rate of reaction was found to be very slow, requiring subsieve-sized particles for extensive reaction to occur. The reaction was insensitive to copper ion concentration. Stirred ball milling of chalcopyrite introduces lattice strain. The reaction rate with strained particles was markedly higher than with annealed chalcopyrite. The reaction rate was found to be diffusion-limited, showing two distinct reaction stages corresponding to the formation of CuS (covellite) followed by Cu1.8S (digenite). The experimental activation energy for the first stage was 102 J (24.4 kcal) and the second stage 123 3 (29.4 -kcal) per mole. The rate-controlling process is diffusion of lattice ions, probably iron. The enhanced rate after milling is attributed to a recrystallization process which provides new paths for diffusion along dislocations and grain boundaries.

This paper discusses the research results of sulphide ore properties with respects on self-heating and the assessment techniques on mine spontaneous combustion for several mines of sulphide ores in China. A group of experimental devices for testing the chemical behaviour of sulphide minerals, the geological structures, the rate of oxygen absorption, the initial self-heating temperature, and the ignition point of ore samples, etc. are also described in detail. These methods have been proved to be effective by several sulphide mines which all have the history of spontaneous combustion of sulphide ores. INTRODUCTION A fire disaster from the spontaneous combustion of sulphide ores in a mine can produce large quantities of toxic gases and heat to pollute the working environment, lead to large economic losses and loss of human life, and even compell the mine to be closed. Some mines of copper, lead, zinc, tin and iron in China are of high content of sulphur. It is of great importance to evaluate the potential of spontaneous combustion of sulphide ores before beginning to design and mine the ore deposits. At present, the mechanism of spontaneous combustion accepted commonly is that sulphide ores undergo slow oxidation on exposure to moisture air at ambient temperature, with the evolution of heat, gases and moisture. The heat generated, if not dissipated, gives rise to an increase in the temperature of the sulphide ores. As the temperature of the sulphide ores rises, the rate of oxidation increases. If this is allowed to proceed unchecked it can eventually result in the ignition of the sulphide ores. For pyrite (FeS2), it reacts with oxygen and water according to the following equations.

INTRODUCTION The use of precast concrete tunnel liners as the initial and final tunnel lining for transit systems has been a major consideration of designers for over three decades. The obvious benefit of building a tunnel that requires only a single pass in constructing the structural lining can provide the opportunity of saving both time and cost. This technique has had worldwide application in transit systems in London, Munich, Hong Kong, Toronto to name a few. In the United States precast liners were evaluated for use on the BART System in San Francisco in the early 1960's but did not provide sufficient confidence in the sealing capabilities available at that time. In 1976 it was decided to call for bids on the Lexington Market Tunnels in Baltimore with a precast concrete liner alternative for one of the tunnel drives. This option was selected by the owner and UMTA to provide a study evaluation for the benefit of the industry. HISTORY In 1983 Washington Metropolitan Area Transit Authority began calling for a series of bids on soft ground tunnels on the Green Line, which included the option of using precast concrete tunnel liners first as an alternative to fabricated steel tunnel liners. The United States is totally dependent on imports for all primary chromite and most ferrochrome supplies. Although the United States imports chromite and ferrochrome from a number of countries, the long-term future of chromite supplies appears to lie in southern Africa (Republic of South Africa and Zimbabwe) where 88 percent of known world reserves exist. Floreover, low mining costs and the availability of low-cost electricity for ferrochrome production gives South Africa a comparative advantage over most other chromite and ferrochrome-producing nations. A well-known problem faced by the United States is that when viewed from a longer-term perspective, the major sources of supply of metallurgical grade chromite and ferrochrome may be subject to disruption. The three countries that have caused the greatest concern have been the Republic of South Africa, the Soviet Union, and Zimbabwe. South Africa presents a particularly difficult problem because it may be subject to internal political unrest and/or U. N, economic sanctions. South Africa has increased its share of world chromium production from about 30 percent in 1968 to 62 percent in 1978.1

Acid mine drainage (AMD) is a common problem in different areas with a past history of mining activities, which is characterized by low pH (2-4.5) and significant toxic metals concentration. The main aim of the present work was to perform a process feasibility analysis in order to remove heavy metals (Cd, Zn, Ni, Mn, Cu) from AMD (Acid Mine Drainage) in a relatively cheap and environmentally friendly way, by means of electrowinning and biosorption. A first characterization of an Italian AMD sample was performed evidencing a zinc concentration around 2 g/L, cadmium and nickel content of about 4 mg/L, manganese of 85 mg/L and iron 190 mg/L. Electrowinning tests lead to the following metal removal after three hours treatment: Zn 99%, Ni 99.9%, Cd 99.9%, Cu 99%, Mn 87%, Fe 96%. Moreover, an high grade of purity of the metal deposit has been achieved (Zn>95%), as observed by X-ray diffraction analysis. Considering that metals concentration in the effluent was still above legal limits (in particular for Zn, Mn and Fe), a further biosorption treatment was planned in order to produce an effluent fitting environmental limits. Experimental electrowinning tests and literature multimetal column biosorption data have been used in order to perform a preliminary techno-economic feasibility analysis of the process aimed at metal removal from AMD. A treatment cost of about 6.5 ?/m3 AMD has been estimated, for a plant capacity of 10 m3/h AMD inlet flow rate.

The global mining industry has been proactive over the last decade in finding ways to embrace the concept of sustainability. However, legacy mine sites (which include abandoned derelict and orphan mine sites) across the world continue to present issues for the global mining community, governments, local communities and NGOs. Unfortunately there has been much less academic focus on this area of mining and sustainability. This paper seeks to address how principles of sustainable development can be used to guide the development of processes for addressing post mining landuse issues for legacy mining areas. This is being done using a case study area located near Ipswich, in southeast Queensland, Australia. This area has a 160 year history of coal mining, and was one of Queensland?s crucial early industries. Mining in the area ceased in 2003 leaving a degraded landscape covering an area in excess of two thousand hectares adjacent to one of the fastest growing urban areas in Australia. A sustainability criteria and indicators framework for post-mining landuse on legacy mined land, developed from current best practice used for measuring sustainability across a range of industries is being developed. A review of current best practice suggests the framework should: (1) consider in equal measure environmental, social and economic factors; (2) have a minimum number of indicators which should be easy to identify and measure; (3) must have indicators with a meaningful output; and overall, the framework must consider particular requirements of the site being investigated. Application of the framework to the case study area is an ongoing aspect of this research, and the results will be evaluated through the use of expert stakeholders.

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.
