Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). Human operators, geological conditions, equipment changes, mining sequences, and roof conditions are some of the continually changing operating conditions that drive a dynamic mining environment. These dynamic characteristics make it difficult to automatically analyze mining data because attributes change as the mining environment changes. Mine monitoring systems could provide mine managers with much more useful information than they do presently, if automatic analysis were possible. Automatic analysis of sensor data is also key to autonomous mining systems. This paper describes artificial intelligence (AI) and sensor fusion based sensor data analysis techniques developed over the past four years. These techniques were used to classify machine operating events by continuously monitoring machine power usage in a continuous miner section at an under- ground coal mine. The result is a report similar to an industrial engineering time study. First, numerical pattern classification techniques broadly identify operating events. However, domain knowledge about inter-machine and intra-machine interactions is necessary to identify and refine dynamic event boundaries. By implementing AI and sensor fusion based techniques we are able to classify machine events more accurately and recognize more specific events. These techniques could easily be applied to many different mining sensor data applications

Steel props are a type of standing support utilized in coal mines to support mine roof. In addition to the vertical roof loading, sometimes the steel props are subjected to lateral loading of spalled ribs. To enhance the safety of mine workers, the performance characteristics of the steel prop was studied under different scenarios of vertical and lateral loadings. Quik Stik props were used for use in this study. A uniaxial compression loading test was conducted for the Quik Stik prop assembly (inner and outer tubes, ball bearings, collar) to investigate the loading mechanism of the prop. Rupture tests were conducted for the inner and outer steel tubes of the Quik Stik props to estimate the yielding strength of the steel tubes. Nine Quik Stik props of 8-ft high were tested using the Mine Roof Simulator (MRS) at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh research facility. Three props were tested under vertical loading to measure the vertical loading capacity of the props. Six props were tested under lateral loadings with low and high roof-to-floor convergences to measure the lateral loading capacity and the retained vertical loading capacity of the props during lateral loading. Vertical loading tests showed that the tested props could be classified as yieldable supports with a stable load capacity of about 110 kips to 140 kips. Lateral loading tests showed that the vertical load capacities of the tested props were diminished because of applying lateral loads, and the props behaved as nonyielding supports with a maximum lateral load capacity of about 8.5 kips to 9.5 kips at stable lateral displacement up to 3 inches.

The U.S. Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu co-deposited. Decreasing Cu co-deposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A?h per 150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 ms. Graphite, lead, and stainless steel were evaluated as electrode materials. Square wave e1ectrowinning at 70? C gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10 to 30 pct, and a period of 100 ms to 1,000 ms gave the following results: Ag concentrations decreased from 34 µ g/mL to 0.1 µ g/mL, Au concentrations decreased from 54 µ g/mL to 0.2 µ g/mL, and Cu concentrations remained almost constant at 560 µ g/mL.

The Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) conducted laboratory testing of a self-tramming, remotely controlled mobile Dry Scrubber (DS) that J.H. Fletcher and Co. developed under a contract with NIOSH OMSHR to reduce the exposure of miners to airborne dust. The scrubber was found to average greater than 95 percent dust removal efficiency with disposable filters, and 88 and 90 percent, respectively, with optional washable filters in their prewash and post-wash test conditions. Although the washable filters can be reused, washing them generated personal and downstream respirable dust concentrations of 1.2 and 8.3 mg/m3, respectively, for a 10-min washing period. The scrubber’s velocity-pressure-regulated variablefrequency- drive fan maintained relatively consistent airflow near the targeted 1.42 and 4.25 m3/s (3,000 and 9,000 ft3/min) airflow rates during most of the laboratory dust testing until reaching its maximum 60-Hz fan motor frequency or horsepower rating at 2,610 Pa (10.5 in. w.g.) of filter differential pressure and 3.97 m3/s (8,420 ft3/min) of scrubber airflow quantity. Laboratory sound level measurements of the scrubber showed that the outlet side of the scrubber was noisier, and the loaded filters increased sound levels compared with clean filters at the same airflow quantities. With loaded filters, the scrubber reached a 90 dB(A) sound level at 2.83 m3/s (6,000 ft3/min) of scrubber airflow, indicating that miners should not be overexposed in relation to MSHA’s permissible exposure level — under Title 30 Code of Federal Regulations Part 62.101— of 90 dB(A) at or below this airflow quantity. The scrubber’s washable filters were not used during field-testing because of their lower respirable dust removal efficiency and the airborne dust generated by filter washing. Field-testing the scrubber with disposable filters at two underground coal mine sections showed that it could clean a portion of the section return air and provide dust reduction of about 50 percent at the face area downstream of the continuous-miner operation.

The main purpose of this study was to find the optimum values for factors affecting the Zn recovery rate using oxine or dithizone as a chelating agent collector during flotation in a Hallimond tube. Eight control factors, including four levels of pH, oxine/dithizone, corn starch, sodium thiosulfate, sodium citrate, sodium silicate, conditioning and floating durations were considered in a Taguchi experimental design technique. An L32 orthogonal array was applied to determine the signal-to-noise (S/N) ratio. Analysis of variance (ANOVA) was used to determine the optimum conditions and the most significant parameters affecting the reaction rate. Analysis of the experiments using the Taguchi approach indicated that pH had the highest contribution to the recovery rate of zinc oxide particles. The results showed that the recovery rate of zinc increased by 43.4 ± 3.0% and 24.9 ± 3.2% using oxine and dithizone, respectively, under optimum conditions with a confidence level of 90%.

Yeelirrie lies toward the center of Western Australia, 650 km (404 miles) northeast of Perth (Fig. 1). The ore reserves have been estimated as 52.5 kt (57,871 tons) of contained U3O8, at an average grade of 0.15%, of which almost two-thirds average 0.24% U3O8. the ore body is a thin, elliptical, more or less horizontal sheet measuring approximately 9 km (5.6 miles) in length, between 0.5 and 1.5 km (0.3 and 0.9 miles) in width, and up to 7 m (23 ft) in thickness, extending from the surface to a depth of 8 m (26 ft). In spite of its near surface position, there is only one small outcrop of significant mineralization. Carnotite is the only uranium mineral recognized so far, dispersed through a calcrete horizon, and deposited from circulating ground water which was also responsible for the carbonation of the clays completely filling an Early Tertiary drainage system. Calcrete, as seen at Yeelirrie, is quite distinct from the widespread, thin pedogenic horizons, as it often forms bodies many kilometers in length and up to 20 m (65.6 ft) in thickness, elongated parallel to the drainage lines. It is variously referred to as "valley calcrete" or "ground water calcrete" to emphasize the occurrence and mode of origin. The discovery of Yeelirrie in mid-1971 was the successful culmination of a grass-roots exploration program initiated in 1968 as part of Western Mining Cop's program of diversification from its historical position as a major gold producer. The object was simply to find an economic uranium deposit - with no constaints other than those normally taken as applying in the mineral search. There was, therefore, complete freedom in the selection of the exploration model, or models, to be applied and the areas to be considered, though the choice was inevitably influenced by both the nature of world occurrences and the local geology. One of the options avail- able was the sandstone environment. Yeelirrie was the direct result of pursuing this line of investigation through three sequential, but quite distinct, stages: first, a regional study; second, establishing a case for exploring the inland drainage systems of Western Australia; and finally, an evaluation of the calcrete environment. An assessment of the potential for sandstone-type deposits in Australia necessitated going back to first principles, since there were no known precedents in this country for guiding exploration and, as a consequence, the search need not be influenced by established prejudices. Previous uranium exploration during the 1950s had been preoccupied with vein-type deposits, and, although the sandstone environment was undoubtedly being examined in 1968, no discoveries had been announced to that time. When considering the necessary ingredients -a source of leachable uranium, a circulating ground water system, and a suitable reducing environment - it could be argued that considerable areas in the eastern part of the continent were theoretically prospective, but basin depth and the extensive superficial cover of Mesozoic and Cainozoic sediments presented considerable practical difficulties.

The paper describes the new design criteria and control strategies for multi-density dense medium separation (DMS) circuits. The role of the multi-density separation is discussed, and it is emphasized that for many processing problems -related to minerals and coals -it may be very important to perform two or more cuts at different densities in order to obtain a remarkable improvement in quality of products, process efficiency and economy. The two-density separation by dense medium cyclones was generally performed using two dense medium plants in sequence. In contrast to the former technology, the multi-density separation can now be performed by using a single medium circuit composed of different interconnected medium sumps. The sumps, one for each density, are fed with different medium streams selected according to their density, size composition and content in non-magnetic contaminant in such a way that the rheological properties of the media are optimized. This new technology is based on dynamic systems to density the medium, on the size-density segregation of the medium in the cyclones and separating devices and on accurate control systems for the density, viscosity and stability of the dense media of the different sumps. The present paper reports on the theoretical basis for the new, advanced medium circuits and on the systems for the control of the densities and of the rheological properties of the dense media. A typical circuit for a two-density separation is also described, and some industrial applications reported and discussed.

The study investigated the potential use of low activity circulating fluidized bed combustion (CFBC) ash and phosphate tailings for the production of a filling material based on the cement. The phosphate tailings were used as aggregate and consolidated by cement and CFBC ash. The results showed that the bleeding rate and fluidity of all mixtures decreased with the increasing the amount of CFBC ash. The fluidity of filling slurry is highly related to the experimental factors such as the content of sulfur solid ash, B/A ratio, and mass concentration. The replacement of CFBC ash ranging from 20 to 40% led to a significant decrease in setting time and an obvious increase in compressive strength, but the above effect was obviously weakened when reducing the mass concentration and B/A ratio. The hydrated calcium silicate gel and ettringite generated from the hydration of cement and CFBC ash were the main sources of strength for the filling materials. When the recommended proportion was 1/6 binder/phosphorus tailings ratio, 76% solid content, and 40% CFBC ash replacement, the filling material still met demands on working and mechanical properties; at the same time, the utilization of CFBC ash and phosphorus tailings was maximized.

The ventilation of coal mines has long been a major challenge for the mining industry. Prior to the 1969 Health and Safety Act, mine ventilation planning was almost entirely handled by individuals in mine operations and engineering who had extensive practical experience. Their background and expertise was sufficient to deal with existing ventilation problems and planning. A recent decline in the number of qualified individuals combined with more stringent state and federal regulations have necessitated a thorough engineering oriented approach to ventilation in mine planning design. To plan for an existing mine, a thorough ventilation survey must be conducted to determine the capabilities of the existing ventilation network. A ventilation survey also provides considerable useful data for long range planning. Essential information such as friction factors, entry resistance, and potential ventilation problem areas is gained from the survey data. With this information a comprehensive computer analysis can be conducted to evaluate alternative mine plans. This evaluation of mine plans is essential to minimize the number of shafts required while still maintaining the quality of mine ventilation. Using an existing mine as an example, this paper outlines a detailed procedure for organizing, con-ducting, and evaluating a ventilation survey. In addition, specific ventilation problem areas are isolated and alternative methods for their solution are considered. Furthermore, a long range mine plan is evaluated and the most feasible variation of the plan is selected.

Federal regulations require that refuge alternatives (RAs) be located within 305 m (1,000 ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines, in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature below 35 °C (95 °F). The U.S. National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from an RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for a mobile tent-type RA. The results of these studies show that 51 percent of the heat loss from the RA to the ambient mine is due to radiation and 31 percent to conduction. Three mine width and height configurations and four mine strata compositions were examined. The final DBT inside the RA after 96 hours varied by less than 1 °C (1.8 °F) for the three mine width/height configurations and by less than 2 °C (3.6 °F) for the four mine strata compositions.

The Tunnel of Guillermo Gaviria Echeverri, spanning 6.05 miles, will be Latin America’s longest road tunnel, is currently under construction in Colombia’s Antioquia Department with a single bidirectional tube connected to a parallel rescue tube through multiple cross-passages. The study faces challenges in implementing the prescriptive semitransversal ventilation system due to design restrictions. Different ventilation concepts are eplored to nd the most suitable system for regular operation and re scenarios. A quantitative ris assessment evaluates each alternative system and identies the longitudinal ventilation system, accompanied by ris mitigation measures, as the safest choice, since it surpasses the prescribed semitransversal ventilation concept.

Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.

The stresses in the materials surrounding an underground opening are dependent upon the virgin stress field, the geometry of the opening and changes in boundary conditions as mining progresses. For most underground openings especially in coal mines, roof bolts are installed to help stabilize the opening. While most parameters in roof bolt design and installation have been thoroughly investigated, the effects of the initial stress field on the effectiveness of roof bolts have not been recognized. This paper summarizes the results of investigation of the effect of the initial stress field on the performance of mine roof bolts. Roof bolt installations are duplicated in the laboratory utilizing conventional roof bolt frame, commercial roof bolts and shells, mine torque wrench and encapsulated rock specimens for anchorage. A special and primary feature of the laboratory set-up is the addition of a loading system for generating stresses at the anchorage specimens. For this preliminary study, different levels of hydrostatic stress fields were induced at the anchorage specimen, instrumented roof bolts were installed in the usual manner, and the bolt load loss-with-time observed. Statistical analysis of data showed that the stress field at the anchorage horizon has a considerable influence on the performance of mine roof bolts, i.e. the higher the stress field, the higher the anchorage efficiency. From this observation, methods of improving the performance of mine roof bolts utilizing new shell designs and methods of installing them are suggested.

Elastomeric liner products have been used for over two decades in a wide variety of uses including pond liners, hazardous waste barriers, dam face rehabilitation and mining applications. Asphalt blended with polymers is enjoying renewed interest in the engineering community because of its durability, high yield attributes, fewer CQA steps due to seamless installation, and ease of installation and repair. As in other lining technologies, advancements in polymer chemistry and improvements in installation techniques have had dramatic impact on the quality of fluid-applied asphalt (FAA) membranes. Membrane 6, man­ufactured by Deery Oil, Inc. for over 16 years is a hot-applied polymer modified asphalt membrane that can be applied to a variety of substrates in a reinforced configuration or installed directly on an asphalt surface. By blending thermoplastic polymers with asphalt, very favorable stress/strain characteristics can be achieved (Chambers, 1980). Typically the membrane will yield under rel­atively low stress and also exhibit high elongation capability. In service applications where puncture resistance is a concern, fluid applied asphalt materials have the flexibility and com­pressive strength under heavy loading that leach pad designers may find attractive. Additional security is achieved if long term service life is important as in the case of radioactive waste con­tainment. The Department of Energy selected Membrane 6 over seamed liners for a surface barrier that must isolate and contain radioactive waste for 1000 years. Asphalt has a long history of use as a water-stop material and it is believed that this natural construction material combined with SBS polymers will per-form for a millennium. (Freeman, 1994) The process of installing Membrane 6 varies according to job size and the type of surface to be protected. Lining applica­tions on compacted substrates require the membrane to be applied to a scrim cloth (fig 1). Some early pioneers in FAA technology neglected this step and therefore never achieved per­formance levels that satisfied regulatory guidelines. The scrim provides a cohesive surface that promotes membrane flow while achieving high impermeability (2Xl0 '11).

Covers with capillary barrier effects (CCBE) have been used in recent years as gas barriers for the isolation of wastes, including reactive mine tailings. Capillary barrier effects help to maintain a high degree of saturation in the moisture retaining layer, which then reduces gas flux. Various factors affect the degree of saturation of the moisture retaining layer in a CCBE, such as the material water retention characteristics and layer thickness. Slope geometry can also influence the hydrogeological behaviour of a CCBE, but this factor has frequently been ignored in the past. In this paper, the authors show some results of a numerical study that illustrates the influence of slope on the behavior of capillary barriers made of different types of material. The numerical model calculations are based on an actual case of a CCBE constructed in northern Quebec.
