Disposal of mine tailings in "waters of the United States" is presently prohibited even though case studies indicate that the practice may be environmentally viable. To simulate disposal in the natural environment, nine containers of tailings and sediment were instrumented and placed on the ocean floor near Juneau, AK as were ninety-six biosample containers. Pore water concentrations of five metals were determined, and biota populations were characterized for both materials. After 500 days of exposure there were no statistical macro scale differences between tailings and sediment biota populations or Cu, Pb, and Zn pore water concentrations. Tailings released slightly more Fe than sediment, but sediment released significantly more Mn than tailings. Disposal of mine tailings in marine waters may be environmentally safe.

"Early on Jan. 9, 2014, approximately 37,800 L (10,000 gal) of crude 4-methylcyclohexanemethanol (MCHM) leaked from a storage tank sitting on the bank of the Elk River near Charleston, WV (WVDEP, 2014; CSB, 2014). MCHM is a chemical commonly used in preparation of fine coal and is considered nonhazardous in terms of transportation, storage regulations and also toxicity (CDC, 2014a). Freedom Industries Inc., a producer and vendor of specialty chemical products, had acquired the storage facility from Etowah River Terminal, LLC just a few weeks prior in December 2013 (WVDEP, 2014; Freedom, 2005). The direct cause of the spill was ultimately determined to be two small holes in the base of the 76-year-old tank, which were created due to corrosion damage (Bauerlein and McWhirter, 2014).The spill site was located a little more than 1.6 km (1 mile) upstream from the intake of a municipal water treatment facility operated by West Virginia American Water (WVAW), which serves a population of 300,000 across nine counties in central West Virginia (CDC, 2014a). In a matter of hours, the leaked MCHM made its way through the treatment facility and into the water of nearby homes and businesses, where its strong smell was noticed almost immediately. On the evening of the spill, WVAW concluded that its conventional treatment processes, which include carbon filters to remove a variety of contaminants from water, were not capable of fully removing the MCHM and a "Do Not Use" order was issued for all customers (WVAW, 2014a).With little information readily available regarding the potential human health effects of MCHM, the U.S. Centers for Disease Control and Prevention (CDC) quickly issued an advisory ruling that set a maximum screening level of 1 ppm for safe drinking water (CDC, 2014a). Based on this recommendation, the "Do Not Use" order remained in effect for a total of eight days, until Jan. 17, when the WVAW distribution water was confirmed to have MCHM concentrations below the approved level (WVAW, 2014a). However, due to the pungent odor of the chemical, its presence was still recognizable in the WVAW facility and in consumers’ tap water after the order was lifted (Manuel, 2014). Recent studies have shown that the chemical can be detected in water at sub-ppb concentrations, a fact that undoubtedly added to growing public concern (Rosen et al., 2014; Gallagher et al., 2014). In response to numerous complaints and demands, WVAW continued flushing the treatment facility and pipes until Feb. 25 when MCHM levels were measured below 2 ppb (WVAW, 2014b), and eventually replaced the affected filter media (WVAW, 2014c)."

Tailings dam failures have been occurring in recent years. They are considered more vulnerable than hydraulic dams due to the lack of regulations on specific design criteria, and stability requirements regarding monitoring during the construction and maintenance process. Thus, monitoring the dam is essential to know the dam's existing state and ensure its safety. One of the reasons tailings storage facilities fail is slope instability caused by moisture content. A relationship does exist between moisture content and surface strength, early detection of seepage would help to assess the physical condition of the dam. Moreover, to cover the tailings dam area in an efficient way Unmanned Aerial Vehicles (UAVs) are suitable because of their versatility and high-resolution data acquisition. Mounted with a high-resolution RGB camera, and thermal, or hyperspectral sensors UAVs can acquire good quality images that combined with image analysis and machine learning algorithms yield a good estimate of soil moisture.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

QUEBEC CARTIER MINING COMPANY was incorporated in 1957 to explore and develop low grade iron are deposits in Northeastern Quebec. Four separate deposits were located and identified as being of ore quality and size to support commercial development. Said deposits were located at Lac Jeannine, Mount-Wright, Fire Lake and Mount-Reed. In 1970, in preparation for the replacement of the depleting Lac Jeannine are reserves, construction of an SS-mile railway extension was initiated, towards the newly selected mine site at Mount-Wright. This orebody was selected because the physical and chemical characteristics of the ore were very much similar to those of Lac Jeannine, as well as its huge reserves, estimated at more than one billion tons. In addition to the railroad extension, a mine, concentrator and related facilities were constructed and the new town of Fermont was created. Total investment for the Mount-Wright project exceeded $700 million and initial production commenced in 1976. Quebec Cartier is presently (1992) the leading producer and seller of iron ore in North America at 15,5 million tons and employs some 2,300 people.

No one envisioned at the time that the Coeur d’Alene Mining District would become known as the “Silver Valley” and produce more than 37.2 kt (1.2 billion oz) of silver. Or that Hecla would become the United States’ largest primary silver producer and the last of the pioneer mining companies from this illustrious mining district.What is the origin of the name “Hecla?”That will forever be a bit of a mystery. Some say it was named for an Icelandic volcano. Or that it was the foresight of James Toner, who staked the original claim, that it would go so deep, fulfilling the medieval folklore definition of the word ‘Hekla’ which is the ‘Gateway to Hell.’ I kind of like that one as the Lucky Friday Mine is almost 3.2 km (2 miles) below the surface. It has operated for more than 70 years and has all the markings of being one of only a handful of mines that will exceed 100 years of operations.Is there a common theme, or thread throughout the 125 years?Yes, Hecla has always had a solid core of high-quality and long-lived assets, positioning the company to survive times of low prices and reap the rewards when cycles turn and higher prices are realized. The U.S. Bureau of Mines has conducted investigations on extracting phosphate values from wastes generated during the mining and beneficiation of phosphate matrix. These wastes may contain up to one third of the phosphate originally present in untreated ore. Samples of wastes were air-dried and leached using 93 pct sulfuric acid in the presence of methanol. Evidence for the formation of a calcium sulfate hemihydrate coating that hinders complete dissolution of phosphate is presented. Solid-liquid separations were enhanced when flocculation was effected using poly(ethylene oxide) (PEO) in conjunction with hydroxypropyl cellulose (HPC) or hydroxyethyl cellulose (HEC. A conceptual flowsheet for a proposed process using an acid-alcohol leaching technique is presented.

This is an extension of the work on recovery of silver and manganese from Ag-Mn ores, and recovery of silver and gallium from flue dust from phosphate industry. Carbon adsorption was considered as the most adequate method for recovery of silver from thiourea leach solutions. For this reason it was decided to examine the characteristics of adsorption of silver on activated carbon. Coconut hard shell activated carbon was used for this study. Ag(TU)2C1 complex was dissolved into thiourea solution to give 2 gpl stock solution. Thy studied parameters were: loading isotherms at 25°C, 35°C, and 45°C, initial kinetics as a function of thiourea concentration, temperature, pH, N2, and O2. It was found that the loading capacity of carbon for silver and thiourea was 137-150 mg/g and 514 mg/g, respectively, at 25 °C.

Asbestos production in the United States is no match for the vast operations of Canada and the U.S.S.R. The majority of U.S. production is limited to the states of Vermont, California and Arizona, and the type of asbestos is limited to the variety of serpentine known as chrysotile. What little production of other varieties of asbestos such as tremolite and anthophyllite that has occurred over the past 100 years since asbestos became a useful commodity is of practically no significance. However, new developments in the field of environmental and occupational health hazards has startled the mining industry in this country and has already given a few particular companies reason to be concerned about the profitability and probability of their continued operation in the business of mineral processing. At the heart of these developments is the question and controversy over just what constitutes asbestos and what exactly is the definition of a fiber. To the mineralogist or, in fact, to practically anyone engaged in the process of mining and separating minerals there is little or no question about asbestos. It is not a distinct mineral but rather a commercial product serving specific applications for which a number of fibrous mineral types can qualify. To the hygienist pr health authority this definition is too general. They demand something they can detect, measure and control. To suit their purposes and simplify their task of detection, they have labelled the minerals chrysotile, crocidolite, amosite, tremolite, anthoph-yllite and actinolite as asbestos, and any particle of these minerals with an aspect ratio of 3:1 as an asbestos fiber. This paper discusses the use of Conditional Simulation (CS) models to provide mill feed grade profiles for different time periods. The conventional approach of classifying block estimates as ore or waste generally does not adequately represent dilution, lost ore and the anticipated grade control data, including variability of mill feed from the pit and possible stockpiles. The detailed simulation of grade control practices can be done, but at the Pre- or Feasibility stage of the project may be impractical, since drawing dig limits on multiple benches is tedious and time consuming. Using the Feasibility Grade Control (FGC) method as developed by the Centre for Computational Geostatistics (CCG, University of Alberta-Edmonton), the CS models can be processed quickly to establish dilution and lost ore, and predict daily or short-term feed to the mill. The simulated nodes can be aggregated into selective mining units with adequate representation of likely geometries to be recovered from the pit, to mimic anticipated selectivity. An example from a large copper deposit is shown. The study provides an estimated stream of tonnages and grades fed to the plant by mining periods of interest and based on a specific mine design and schedule. The resulting cash flows support the economic and financial analyses of the Feasibility Study; also leads to improving mine schedules; and aids in developing blending schemes if necessary. INTRODUCTION The conventional approach of separating mineralized material into ore or waste categories does not always include a realistic amount of dilution and ore loss. Also, often it does not provide a good estimate of the grade that will be fed to the mill. If the grade control estimates are unbiased, they will over the long run represent the long-term average of grades fed to the mill; but the anticipated variability of mill feed from the pit and stockpile sources may be misrepresented. Some references on traditional grade control implementations can be found in Chunnett (1982); Davis et al. (1989); Srivastava et al. (1992); and Nowak (1992). Alternative methods based on economic variables improved significantly on the purely grade-based control methods, see Douglas et al. (1994). Further developments involved the use of geostatistical conditional simulations (CS) and profit models, which in several cases have been successfully implemented (Aguilar and Rossi, 1996; Rossi, 1997; Deutsch et al., 2000; Norrena and Deutsch, 2002; Neufeld, 2005; Jewbali and Dimitrakopoulos, 2009). But they can be impractical, mostly due to the lack of understanding of the methodology involved; even if semi-automatic dig limit drawing is implemented, there is always a need for is tedious and time consuming checking and corrections, even if using a single profit model derived from the simulated grades.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-1 and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

Experimentation was performed on the flotation of apatite and dolomite separately using anionic collectors in the presence of Mycobacterium phlei. Also, the flotation of mixtures of dolomite and apatite in the presence of anionic collectors and in the absence and presence of the bacterium were studied. It was found that M.phlei functions as a depressant for both minerals. However, it functions as a better depressant for dolomite than for apatite. Experimentation was extended to two different Florida dolomitic phosphate rocks. In this investigation a concentrate grade of less than 1.0% MgO was achieved.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (K088) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron-and steel making and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

This article describes and analyzes the history of research into the origins of the uranium-vanadium(-radium) deposits of the Paradox Basin. For several decades after their discovery in 1881, research was desultory and almost entirely descriptive, fluctuating with demand for vanadium and radium. Systematic geologic descriptions, accumulated between 1910 and 1950, supported rapid progress during a government-backed surge of research in the 1950s, when uranium was the chief commodity of interest. Most of the major theoretical innovations date from this decade, including the use of concepts from solution chemistry to identify the conditions and constrain the processes of deposit formation and alteration. Research from this time was highly influential in geology at large, providing the model for sandstone-hosted uranium deposits worldwide and numerous new minerals and mineral structures. After about 1960, mine production remained high but research dwindled, and most new advances were to the details of the hydrothermal model of ore formation rather than its core concepts. By the end of the 1960s, the deposits were understood to have formed at the mixing interface of an oxidized, metal-bearing water with a reducing fluid of debated origin. Research was desultory over the ensuing decades; the source of the metals and the nature of the chemicals constituting the trap were not clearly established. They remain questions today, as do factors like the relationship between ore mineralization and the geologic history of the basin. (More in the full paper.)

The selection of a shaft size for ventilation purposes is a classic problem of concern to mining engineers. This presentation is concerned with the sizing of conventionally-sunk circular shafts with concrete or shotcrete linings. Costs of sinking shafts of three different depths (from 500 feet to 1000 feet) and six different diameters (from 14 feet to 24 feet) were obtained through questionnaires to shaft contractors. The primary objective of the economic model presented is the balancing of detailed annual capital and operating costs to achieve the minimum overall cost of the shaft installation over its life. The economic model is similar to previous analyses but treats several of the individual cost categories in an updated fashion. Included in the paper is a detailed analysis of the effects of varying power costs on optimal shaft size. Also included are a statistical analysis of current shaft costs and comments on the choice between shotcrete and concrete linings.

Chemical and physical properties of typical low-rank coal (LRC) ash are significantly different than bituminous coal ash. With the exception of extraneous ash, which is incorporated during mining or is due to ash partings within or between coal seams, LRC ash consists primarily of inherent ash that is bonded into the coal's organic matrix or finely disseminated mineral matter. This paper reviews the nature of LRC ash, both inherent and extraneous, and how this impacts the prospects of washing and utilizing LRCs. A literature review, as well as washability data, proximate and ultimate analyses and ash analysis of 25 Alaskan LRC seams are used as a basis for this discussion. Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.
