"This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

Newmont Mining Corporation owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006. Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix needed a process option to treat lowgrade transition and oxide copper ores. This meant that potentially revenue generating ore was being mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a run-of-mine (ROM) heap leach pad and solvent extraction/electrowinning plant (L-SX/EW). This paper will discuss the synergies and challenges of developing a copper L-SX/EW plant at the Phoenix copper-gold mill.

"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

"Float dust deposits in coal mine return airways pose a risk in the event of a methane ignition. Controlling airborne dust prior to deposition in the return would make current rock dusting practices more effective and reduce risks of coal dust-fueled explosions. The goal of this NIOSH study is to determine the potential of open-air water sprays to reduce concentrations of airborne float coal dust (<75 µm diameter) in longwall face airstreams. This study evaluated unconfined water sprays in a featureless tunnel ventilated at a typical longwall face velocity. Experiments were conducted for two nozzle orientations and two water pressures for hollow cone, full cone, flat fan, air atomizing, and hydraulic atomizing spray nozzles. Gravimetric samples show that airborne float dust removal efficiencies averaged 19.6 percent for all sprays under all conditions. The results indicate that the preferred spray nozzle is operated at high fluid pressures to produce smaller droplets and move more air. These findings can be used to select sprays and design spray arrays to control airborne float dust over the entire longwall ventilated opening. INTRODUCTION Coal mining processes produce airborne dust that naturally deposits on the floor, roof, and ribs of mine airways. These fine dust particles, termed float coal dust when smaller than 75 microns in diameter, are deposited in return entries of coal mines and can be re-entrained by pressure waves induced by methane-air explosions (Rice et al., 1911; Nagy, 1981; NIOSH, 2006). These particles are also those most likely to participate in coal dust-fueled explosions, which can potentiate and propagate explosions resulting in extensive damage. In order to meet compliance requirements of at least 80 percent incombustible content in the composition of material deposited in mine entries (CFR, 2016), coal mines apply an inerting agent, specifically, rock dust (Harris et al., 2009). Should methane be present in the mine atmosphere, the required fraction of incombustible content is further increased by 0.4 percent for each 0.1 percent methane. The removal of airborne float coal dust (AFCD) prior to deposition is an approach intended to make current rock dusting practices more effective by increasing the proportion of inert material to combustible material, resulting in a lower risk of coal dust-fueled explosions. Water sprays are both effective and widely accepted as a method for controlling underground coal mine dust. In fact, water sprays are considered to be the most economical and technically feasible means of reducing dust concentrations in underground coal mines (Courtney and Cheng, 1977; Barker and Humphreys, 1996). Sprays are used in several ways to control dust in mining processes: inhibiting dust formation, immobilizing dust to prevent it from becoming airborne, and capturing airborne dust (Cheng, 1973). Reductions in airborne dust concentrations have frequently been attributed to inertial impaction between water droplets and dust particles, forming larger agglomerates which then quickly precipitate out of the airstream (McPherson, 1993). Inertial impaction activity is generally accepted as the major capture mechanism for airborne particles larger than 0.5 µm in diameter. It is this mechanism that is evaluated in this study."

The U.S. Bureau of Mines (USBM) is investigating alternative methods to strip metal-loaded solvent extractants. Hydrolytic, precipitation, and hydrogen pressure stripping all recover metal or metal salts directly from the organic solvent extractant. Pure metals, metallic oxides, or metal salts can be formed, allowing direct production of value-added products. Aspects affecting commercial application are emphasized, including metal recovery from actual ore leach solutions, particle size control, organic modifier and diluent effects on stripping and metal recovery efficiencies, metal grade, seed addition, mixing intensity, recycling efficiency, and reactor plating. Metal separations from copper ore leach solutions and complex waste leach solutions were examined.

The Porgera gold district, like many other large gold deposits, has a long history of awareness, but only in the last five years has a geologic understanding of the district permitted the discovery of economically attractive gold reserves. The following sequence of events highlights the various significant steps in the evolution of the discovery process. The history of the district goes back about 50 years, and for several decades it was known only for its placer gold. Gradually, as gold became a more interesting metal, more and more attention was centered on the district. The sequence of events does not overstate the problems caused by isolation and climate, but the reader can imagine the difficulties inherent in such an area.

During any rush hour, tens of thousands of automobiles clog the main highways leading into or out of our large cities. Inevitably one or more cars stall or plow into another, causing a momentous traffic jam. Traffic backs up for miles as drivers try to maneuver around the roadblock. As commuters, we grin and bear the inconvenience, rationalizing the delay as part of the price one pays to live in a modern society. The truth of the matter is that the engineers planning the roads have the know-how to build adequate bypass alternatives into their design. The problem is one of economics -- can the cost of eliminating roadblocks be justified? Engineers designing solutions to complex materials handling problems for modem distribution centers are just now beginning to ask this question in relation to their work. Unfortunately in many instances, it has taken an expensive "traffic jam" to bring this question to the front. In these cases, a seemingly practical system promising an attractive return on investment -- using the latest equipment and computer controls -- was designed and installed. Everything went according to plan until one day a breakdown occurred. .Product flow stopped, and management realized it was at the mercy of the "machine." In such situations, management had assumed it could minimize the risks of the breakdown by injecting extra manpower to operate the system manually and pay the associated costs. What it had not recognized is that manual intervention is nearly impossible with sophisticated systems. Thus, too often -- and sometimes too late -- management found itself footing a very high bill for losses incurred because of major production stoppages and missed customer shipments.

The proportion of underground coal production as a percentage of overall Australian production has fallen in the last 10 years, with underground production remaining more or less static at about 53 Mt (58 million st). However, underground coal mining remains a viable industry in Australia, due to use of modern longwall mining systems. In 1993-1994, 26 longwalls were in operation, with total production exceeding 39 Mt/a (43 million stpy). Some of these longwalls achieve productivity levels approaching efficient opencut operations, and in some cases, they exceed them. These high-production longwall mines are not without problems when depth and distances from outcrop increase and the gas content of the seams approaches or exceeds critical limits. When gas content of a coal seam exceeds 6 m3/t (233 cu ft/st), gas flows into the mine may be sufficient to interrupt production from time to time.

Functional Description Figure 1 is a typical flowsheet for a system for solid fuel addition to filter cake. Solid fuel, coal, coal breeze, or charcoal, is fed from a,stockpile to a surge hopper. The solid fuel is metered into a grinding mill. The fuel is dried and ground in a grinding mill. The on-size particles are removed from the mill by air sweeping. The ground solid fuel is separated from the air stream by a cyclone and stored in a surge hopper. The ground solid fuel is then pneumatically conveyed to a small hopper in the balling area. The fuel is proportioned into the filter cake just prior to mixing. An efficient mixer is very important to have a successful operation. The exact flowsheet would depend on a number of factors including what fuel is used, how the fuel is received, and the cnaracteristics of the fuel as received. Availability of floor space in the plant may also affect the flowsheet. For example, drying air may be supplied from the pellet furnace if the grinding mill can be located near the grate, or the pneumatic conveying system and a surge hopper may be eliminated by placing the grinding mill adjacent .to the mixing area. Also, for a multiple line plant, a ball mill rather than a roller mill may be more suitable.

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen-bowl centrifuge for the dewatering and reconstitution of column -flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine clean-coal slurry from the column flotation con¬centrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free flowing granularform, while the untreated products were wet, sticky and difficult to handle. Test results indicated that the average moisture contents of the dewatered coal products were 35.7%, 35.5%, 32.6%, 29.9% and 26.5% (by weight) with Orimulsion additions of 0.0%, 0.7%, 3.2%, 4.8% and 6.4% (by weight), respectively. The handleability and dust reduction of the dewatered coal products were also vastly improved.

A 1 t/d continuous elution pilot plan is being operated by General Mining at their Grootvlei Gold Mine using the technology developed at the Anglo American Research Laboratories. Flowsheet design and plant erection was carried out by Van Eck & Lurie and completed in December 1989. Following the conclusion of six test runs designed to optimise reagent additions, it was shown that elution efficiencies of 98-99% could be achieved using reagent additions as· low as 16 kg/ton of carbon NaCN and 28 kg/ton NaOH while consistently producing eluted carbon containing less than 50 g/t gold. Significant savings were indicated when compared and power were indicated when com­pared with the traditional batch AARL, Zadra and Micron alcohol elution procedures.

Stationary air pollutant sources established prior to the New Source Performance Standard (NSPS) are not, at present, subject to federal emissions regulations. However, proposed legislation could require many existing stationary sources to reduce emissions. This paper will report upon the laboratory work undertaken to date by B&W to commercialize a limestone system for sulfur capture both in pulverized coal and cyclone coal-fired utility boilers. Updates will be provided on the US EPA/State of Ohio/Ohio Edison/B&W sponsored pulverized coal full-scale limestone injection demonstration, and on the EPRI/Baltimore Gas 8 Electric, Atlantic Electric/B&W sponsored laboratory-scale cyclone coal limestone injection investigations.

Trust in AI systems and the nature and amount of information about the system can influence decision-making. It is, therefore, crucial to understand how AI-powered monitoring systems (e.g., gas monitoring systems) influence miners’ trust and decision-making in emergency evacuation. This work focused on measuring the differences between how participants respond to a simulated underground mine emergency evacuation situation when warnings are represented as coming from a human or AI-based monitoring system. We also manipulated the amount of information participants received about the system, yielding a 2×2 between-participants survey design. The participants received an alert message about rising gas levels in a mine and provided a response on how they would react and reported their perceived safety. We also asked questions to assess their trust in, preference for AI over human-based gas monitoring systems, and whether they are willing to delegate the duties of underground gas monitoring to AI systems. The experiment results show the amount of information had a significant influence on miners’ trust and decision-making. The safety perception of participants based on age, number of children and ethnicity was significantly different from one category to another. This work provides valuable insights as the mining industry deploys AI systems to aid mine safety.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. The design of most underground support systems has largely been based upon empirical rules. This design method has proven to be satisfactory in most cases as witnessed by the number of successfully completed works. However, the adequacy of this approach to the developing technology of ground support systems associated with deep excavation has not been substantiated. In cases where the material has definite time-dependent behavior parameters, rules of past experience become extremely vague and conservative. The Spokane Mining Research Center is currently engaged in extensive research to develop rational design methods for underground structures which will account for the many interacting factors such as in-situ properties of the rock mass, excavation methods, proposed types of support system, construction sequence, and environmental variables. This paper documents a probabilistic resource modeling workflow for the Round Mountain epithermal gold deposit. The set of categorical and continuous variable simulated realizations provides a model of variability and uncertainty given the current orebody knowledge. These realizations can be used to quantify and understand expected deviations in reconciliation during mining and provide a more accurate measure of expected gold than an estimated model. Gold mineralization at Round Mountain is primarily contained within tertiary tuff units, which dip gently to the west and thicken towards the southern part of the orebody. Domain boundaries are modeled as combinations of lithology and alteration; alteration domains are constrained to be within the tuffs. Large-scale geologic uncertainty is strongly influenced by parameter uncertainty, particularly the input histogram. The spatial bootstrap characterizes prior global uncertainty in the input histogram for categorical and continuous variables. Categorical models are generated using hierarchical truncated pluri-Gaussian (HTPG) simulation. Continuous variable simulation is carried out within the simulated domain boundaries using trend models to account for non-stationarity.

The first wagon trail across Loveland Pass was built in 1869 thus starting the struggle between the Colorado Rockies and interstate travel. The 1st Pioneer Bore underneath Loveland Pass at the Continental Divide in Colorado was attempted between 1941 and 1943 and was abandoned due to ground conditions at the Loveland Fault. Construction on the nearby Eisenhower Tunnel began in 1967 and was completed in 1973. Numerous challenges associated with tunneling, including at 11,000 ft were overcome. The purpose of this paper is to summarize the history of investigation and construction challenges associated with the Eisenhower Tunnel to celebrate its 50th anniversary.

U.S. National Institute for Occupational Safety and Health (NIOSH) reports state that about 100 million rock anchors are installed annually in U.S. coal mines (Tadolini et al., 2006), and rock-related safety remains an issue. The majority of these coal mines have conditions that make corrosion probable in the longer term. Despite this, very little research has been performed to analyze corrosion and its effects on rock anchors in coal mines. To further evaluate the effects of corrosive conditions in coal mines on rock anchors, three different experiments were conducted during an initial Illinois Clean Coal Institute (ICCI)-funded project from 2008-2009. The results of these experiments were further studied, with additional tests, in the extended ICCI-funded project during 2011-2012. The experiments were destructive testing, electrochemical testing (potentiodynamic polarization tests) and open circuit potential (OCP) testing, conducted in order to study corrosion in environments similar to those found in Illinois coal mines with a focus on major rock anchor types typically installed underground. Destructive test results showed highest reduction in peak strength at higher pH and temperature. From the destructive test results, epoxy-coated and galvanized anchors were observed to be better when compared to uncoated. Electrochemical testing was performed to find the corrosion potential and corrosion rates of ASTM A615 steel grades 40, 60 and 75 in four different solutions of varying sulfur content at ambient temperature. The effect of temperature and pH levels on corrosion potential and corrosion rates of steel grades were also evaluated with additional electrochemical testing, where an increase in temperature with all other constant conditions caused a significant increase in the corrosion penetration rate. OCP data indicated higher corrosion potential values (-mV) for rock anchors in wet areas, when compared to those from the dry areas. OCP test results of the rock anchors from the laboratory corrosion chambers were similar to those measured in the sampled coal mines.

The history and development of the FMC Coke process has been reported in numerous presentations over the past 10 years (1, 2, 3, 4, 5, 6) but a short review is desirable, especially regarding the aspects that are influenced by the coal to be used. F&apos;MC has been developing this process in pilot facilities since 1956 and in a modest sized plant in Kemmerer, Wyoming since 1960 (Figure I). This plant produces strong uniformly sized coke briquettes from a completely non-coking coal, namely Elkol, a sub-bituminous coal of the Adaville seam. Since operating commercially, over 300,000 tons have been produced, 90% of which has been used in electric phosphorus furnaces and some 10% of which went for trials in iron blast furnaces. We believe that this commercial use of non-coking coals is a unique experience in the history of coke manufacture.

In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.
