The Penstock Access Tunnel (PAT) concrete plug is a reinforced concrete plug separating the pressure tunnels from the personnel accessible tunnels and has leaked since the first filling at the Helms Pumped Storage Plant located in Fresno County, California. A grouting program was successfully implemented in 2009 to reduce the leakage from PAT concrete plug from over 1,000 gpm to 25 gpm. Recent observations indicated increasing water leakage through new pathways, leading to a decision to execute a high-pressure grouting and waterproof membrane installation program in 2017. The high-pressure grouting and membrane installation program was successfully executed in the areas adjacent to the PAT concrete plug where most of the inflows originated and the largest hydraulic gradients are suspected to present. It reduced the leakage from over 300 gpm of inflow to less than 20 gpm.

The concept of mine safety is highlighted in the literature of sustainable mining but not extensively discussed. This study analyzes various aspects of underground and surface mine safety and emphasizes its importance in the context of sustainable mining. More specifically, this research attempts to find the relationship between mine hazards and demographic characteristics, examine and compare the perceptual difference among miners, and determine the impact of mine hazards on workplace safety and safety climate. Descriptive analysis, chi-square test, independent samples t test, and linear regression modeling were conducted to achieve study objectives. Results confirmed that mine hazards were significantly associated with age and experience. Miners perceived lower levels of management safety practices, followed by supervisor safety, coworker safety, and job safety. The analysis showed that underground miners reported lower safety scores than surface miners. There was a statistically significant difference between miners’ perception of safety climate (p < 0.05). The results showed that the higher prevalence of mine hazards predicts poor workplace safety and a low safety climate. The regression models revealed that mine hazards have a significant effect on workplace safety (p < 0.05) and safety climate (p < 0.05). In conclusion, the distinctive model of mine safety presented here contributes to the monitoring and design of comprehensive safety interventions and helps to better understand how certain factors interact on multiple levels to influence the overall safety of the industry. In this study, some suggestions are put forward to provide directions to develop a sustainable mine safety system.

To facilitate effective land reclamation and comply with existing state regulations, surface coal mine operators have in recent years adopted new mining techniques and equipment utilization for steep-terrain mining. In contrast to direct spoiling with draglines or shovels, these new mining methods require some form of overburden haulage from the excavation face to the point of reclamation. Although current mining methodologies such as Block-Cut, Modified Block-Cut, and Mountaintop Removal with Head-of-Hollow Fills have proven effective in achieving reclamation objectives, some production problems have resulted from pit congestion and excessive equipment delays. Recognizing this problem, the United States Bureau of Mines contracted Skelly and Loy to design innovative mining concepts utilizing conveyor haulage in place of trucks, loaders, dozers and scrapers. Project objectives required definition of current bottlenecks and development of mining systems to: alleviate bottlenecks; increase production potential; facilitate additional resource recovery; enhance reclamation; reduce safety hazards; and improve mining economics. Successful completion of project goals within a four year program involves systematic implementation of the following separate work phases: 1) Develop Concepts for Block-Cut Mining Systems; 2) Determine the Economic and Technical Feasibility of Concepts; 3) Prepare Detailed Design and Specifications of Concepts; and 4) Prepare Specifications for Conducting Field Tests of the Most Promising Concepts. At the time of this publication, Phases 1 and 2 are finalized with Phase 3 efforts well underway.

The Waterview Tunnel comprises twin 2.4 km long 13.1 m internal diameter three lane road tunnels in Auckland, New Zealand. The City Rail Link (CRL) is a 3.45 km long, 6.24 m internal diameter twin rail tunnel underneath Auckland’s city center. This paper presents an overview of the tunnel geometry, segmental lining congurations, geometric constraints, performance criteria and functional reuirements for the large diameter Waterview Tunnels and smaller diameter CRL tunnels. Other key aspects, which include sustainability, innovations, construction performance and practical aspects are discussed and compared. Lessons learnt from these mega tunnelling projects are also presented.

When it comes to safety in the mining and extractive industries, success is literally a matter of life and death. Anything short of perfection is not acceptable. In recent years, the mining industry in the United States has made tremendous strides in terms of health and safety for its workers. Part of that success has come with an increased focus on the issues of safety, an intense examination of procedures, liberal sharing of best practices and a focus on the synergy between safety, reliability and environment. During his closing keynote address of the Safety Management & System Reliability Conference in Minneapolis, MN on Nov. 15, Joe Driscoll, vice president of Great Basin Gold, showed a calendar from the coal fields in Pennsylvania from the early 1900s. The calendar marked the number of mine-related deaths each month. Some months, the number was as high as 50. It was an illustration of how far things have come, but there is still much more work to be done.

The stability of key strata is of utmost importance in ensuring safe and effective coal seam mining operations. To minimize disturbance impacts on these strata and ensure their stability, it is crucial to assess the degree of disturbance caused by mining activities. This study proposes the evaluation index “disturbance degree of key stratum (KSDD)” and establishes a quantitative KSDD criterion to measure the degree of disturbance on key strata. To facilitate the assessment process, an intelligent calculation system for KSDD is developed. The classification criteria are derived by combining the measured three-zone heights from multiple mines. The reliability and accuracy of the KSDD quantitative criterion are validated using field measurement data. Furthermore, the KSDD quantitative criterion is applied to the Meihuajing mining area No. 23, and the distribution characteristics of KSDD are analyzed. The findings of this study can serve as a valuable reference for reducing disturbance and enhancing the stability of key strata during subsequent mining operations. Overall, this work contributes to the field of ground control in coal seam mining by providing a comprehensive approach to assess and mitigate the disturbance caused by mining activities on key strata.

ABSTRACT It has been suggested that effective disaster prevention and response in mining requires that elements of emergency management be incorporated into everyday operations, planning, and decision-making, much in the same way that the industry approaches routine risk management. Since Congress passed the MINER Act in 2006, the newly mandated structural and technological advancements in mine emergency response preparation have been made and are apparent, but measureable improvement in mineworker emergency preparedness is difficult to ascertain. To begin exploring whether measurable indicators of mine workforce preparedness can or should be addressed within a risk management framework, NIOSH researchers examined the datasets from two separate research efforts—one which measured the organizational safety climate and self-reported safety performance, and the other which measured individuals’ perceptions of their own self-escape competency. INTRODUCTION In response to the mine disasters in 2006, the United States Congress passed the Mine Improvement and New Emergency Response Act (MINER Act), which strengthened existing regulations [30 CFR, Part 48] and introduced new provisions to improve mine emergency response. Since that time, new technological and structural features, such as mandated redundant communication systems, personnel tracking systems, and lifelines in primary and secondary escapeways, have been installed in underground coal mines across the country. Additionally, mine operators are required to develop emergency response plans, provide adequate supplies of breathable air throughout the mine, provide more frequent and realistic expectations training, and are required to immediately notify the Mine Safety and Health Administration (MSHA) in the event of an accident. While the structural and technological advancements in emergency preparedness are readily observable and easily measured, levels of individual mineworker preparedness remain difficult to assess. There is a general consensus that deficiencies in competence in the non-routine tasks required for individual miners to effectively respond to a mine emergency likely remain (e.g., National Research Council [NRC], 2013), and NIOSH research continues address this concern (Haas, et al., 2015; Hoebbel et al., 2018). To maximize an operation’s capacity to effectively prevent disasters and/or respond to emergency events, it has been suggested that individual and emergency management efforts be incorporated into everyday operations, planning, and decision-making in much the same way organizations manage routine risks to health and safety (Haddow et al., 2017). To the authors’ knowledge, the mindful intersection of routine risk management policies and practices and emergency prevention and response readiness have yet to be empirically studied within the mining industry.

The relationship between hydrothermal ore deposits and hot spring systems has received intensive study in recent years, particularly as a consequence of interest in the energy potential of geothermal systems. Base and precious metal deposition in surface pools and at shallow depths in modern geothermal systems has been recorded in numerous publications (1, 2, 3) Theoretical studies of hydrothermal fluid flow at depth, connected to surficial hot springs systems, have been presented by White and others (1), Cathles (2) , Henley and McNabb (3). As a result of these and additional studies, numerous hydrothermal ore deposits are thought to have originated as genetic parts of larger geothermal systems. In particular, it appears that metal precipitation is greatly enhanced in zones of boiling where volatiles and steam are escaping (4). High grade, near surface concentrations of base and precious metals, deposited as a result of partial vaporization of rising fluids, are such a common aspect of modern not spring systems that ore deposition models are becoming based on what may be called a geothermal model. In its most general terms, this model requires an anomalously high thermal gradient which acts as the driving force behind a convecting hydrothermal system. The water may be entirely meteoric or may be In part at least of other origins. The water migrates towards the higher temperature area, becomes heated, and picks up alkalies and metals by dissolving minerals along the fluid path. As water exits to the surface above the heat source, a mass balance requires the incoming hot water to rise to replace the lost water. As the water rises past the elevation where the hydrostatic pressure is insufficient to prevent boiling, then boiling will occur. Depending on the salinity and the temperature of the water, boiling can occur anywhere from great depths to near surface. Boiling results in a loss of volatiles, a pH rise in the fluid phase, cooling of the remaining fluid, a rise in oxygen fugacity, a concentration of salts in the remaining liquid, and precipitation of ore and gangue minerals.

The Piedmont province of the southern Appalachians is becoming the focus of interest for many exploration geologists. In the past, only those deposits with significant surface exposure have been exploited. Thus, few deposits have been found and relatively little exploration has been conducted in recent years. Modern geochemical and geophysical techniques can alleviate this problem of concentrating on exposed ore bodies by allowing us to "look through" the soil and saprolite to detect the presence of significant mineralization at depth. This paper will attempt to evaluate the feasibility and effectiveness of several geo¬chemical exploration techniques in the Piedmont, of Cabarrus and Stanly Counties, North Carolina. The area chosen for the study is shown in Figure 1, lying almost wholly within the Mt. Pleasant quadrangle, North Carolina. The area is on the eastern boundary between the Charlotte belt, a zone of plutonic and intermediate grade metamorphic rocks, and the Carolina Slate belt, a series of complexly interbedded volcanic and sedimentary rocks of predominantly low grade metamorphism. The area is now considered to be a 500 million year old active, continental margin.1 As is typical of most of the piedmont, outcrop is sparse. Figure 2 is a sketch map of the general geology of the area under study, showing the Charlotte belt rocks in the northwestern quadrant and slate belt rocks, to the east. Within the area are a number of old mines and prospects, the most famous of which are the Furniss and the Phoenix mines in Cabarrus County. All are reported to have contained Au and Cu. Ag and Pb were reported from some. A summary of the deposits is given in Table 1. Data used in this study are from three Master&apos;s theses conducted at the University of North Carolina at Chapel Hill. 3,3,6 In separate studies, well waters5, B-zone soils3, and vein and float quartz6 from the area described were sampled and analyzed. Each study concluded separately that geochemical anomalies in the vicinity of the ores justify use of that specific sample type in a geo-chemical exploration program. The use of high-efficiency electrical submersible pumps (ESPs) for large scale, open pit mine dewatering operations provides a good example of how technology, products and services from the oil and gas industry can be adapted to the mining industry. In this case, the mine is Goldcorp?s Peñasquito in the Zacatecas state of Mexico, at the Peñasco and Chile Colorado open pit deposits. The technology, products and services are from Schlumberger artificial lift (AL) and Schlumberger industrial water services (IWS). Overview of high-efficiency ESPs This section provides a brief description of the basic components, specifications and operating capacity ranges for the ESPs compared with traditional or conventional dewatering well pumps. This information helps to establish how ESPs provide certain functional and economic advantages over conventional pumps in a mine dewatering application. A schematic of a high-efficiency ESP in an oil and gas (O&G) application is shown in Fig. 1.

In most operating coal-cleaning plants, a significant amount of pyrite is recovered in the froth during flotation of high-sulfur coal. Reducing the pyrite recovery first requires that the primary recovery mechanism should be Identified, as different measures are required for reducing entrainment, locked-particle flotation, or true hydrophobic flotation. In this paper, evidence is presented which suggests that hydrophobic flotation is not an important mechanism for recovery of liberated pyrite from freshly-ground coal when the collector is a neutral oil, and that the bulk of the floated pyrite occurs either as a result of simple entrainment or by mechanical locking with floatable coal particles. Column flotation results are also presented which show that significant sulfur reductions can be achieved by reducing levels of entrainment.

Poland lies at the junction of three geologic provinces: the East European Precambrian platform, the Middle European Paleozoic platform, and the Alpine orogenic belt comprising the Carpathian Mountains. However most of the rocks that contain mineral deposits and many of the recently explored and mined deposits are commonly hidden under thick overburden, sometimes up to over 500 m thick. The discovery of these mineral deposits was due to the combination of geologists talents for inference and the keen interpretation of geophysical data ultimately tested by drilling. Examples of such use of the state-of-the-art geology include the following: 1. Sedimentologic and paleogeographic reconstructions led to the discovery of 8.8 Gt of bituminous coal under 500 m of Jurassic and Cretaceous cover in the Lublin basin, 2. Tectonic and paleogeografic data suggested a potential for discovery of burried Upper Permian copper de-posits on the Foresudetic monocline; subsequent exploration discovered 75 Mt of copper and 0,17 Mt of silver, 3. Geological interpretation of gravity and magnetic da-ta combined with sedimentologic data and regional subsur-face geology resulted in the location of 1.3 Gt of Fe-Ti-V ore in the Precambrian basement of northeastern Poland under -500 m of cover 4. A combination of metallogenic theory and geological interpretation of regional geophysical mapping led to the discovery of Caledonian-Hercynian granites and grano-diorites with accompanying porphyry-type Mo-W-Cu ores below 300 m cover on the northeastern border of the Upper Silesian coal basin 5. Tectonic reconstructions based on gravity and seismic data combined with theory on the origin of native sulfur led to the discovery of 1.0 Gt of native sulfur under cover up to 300 m thick. Five deposits were found at the northern margin of the Carpathian Foredeep. The other deposits found include lignite, polyhalite, lead-zinc ores.

Selective flocculation was used to produce superclean zinc concentrate with minimized silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, Tennessee. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but has never been used for processing zinc. The feed material assayed 0.45% Si02. Use of 0.56 kg/tonne (1.13 lb/st) of sodium silicate and 0.070 kg/tonne (0.141 lb/st) of causticized tapioca starch resulted in 98.2% zinc recovery in a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The present target level for silica contamination in JMZ zinc concentrates is 0.3% Si02. This work has shown that selective flocculation offers a potential method for cleaning flotation concentrates, particularly where low silica products are required.

The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. A continuous pilot-scale test of the GranuFlow Process was conducted using a screen- bowl centrifuge for the dewatering and reconstitution of column flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine-clean-coal slurry from the column flotation concentrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free-flowing granular form, while the untreated products were wet, sticky, and difficult to handle. Specifically, test results indicated that the average moisture contents of the dewatered coal were 35.7, 35.5, 32.6, 29.9, and 26.5 wt% with Orimulsion additions of 0,0.7,3.2,4.8, and 6.4 wt%, respectively. The handleability and dust reduction of the dewatered coal product were also vastly improved.

Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

The approach to Risk Management during the procurement of major projects often has a significant outcome on the ultimate successful delivery of a project. The $NZ4.4B Auckland City Rail Link project is the largest and most complex transportation project yet undertaken in New Zealand. Risk management prior and during procurement was undertaken in accordance the ITIG Code of Practice for Risk Management of Tunnel Works (TCoP) and through the use of an Alliance Geotechnical Baseline report. This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. This included the use of cloud-based delivery of geotechnical data and 3-D geological models, reducing tendering costs and allowing a focus on risk mitigation measures during the tender rather than data management.

Ice frozen from a dilute chemical solution is mechanically weaker than ice frozen from pure water. This phenomenon is the basis of a practical method for reducing the strength of a mass of frozen coal. If a chemical additive is applied to moist coal, prior to its shipment during freezing weather, the resulting frozen coal can be more easily broken than in the absence of the chemical additive. This greatly expedites the unloading and handling of coal during winter. There has been considerable research into the nature and mechanical strength of ice frozen from various solutions. The literature relating to this process has been reviewed as has the literature relating to the chemical treatment of coal and mineral particulates. Some important articles are discussed and speculations are made about the nature of the ice-weakening process. A laboratory evaluation of the effects of chemical additives on the mechanical strength of ice and frozen coal has been made. An apparatus designed for this purpose is described, and some results obtained with it are discussed.

Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.
