Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. Cleveland-Cliffs’ Northshore Mining Company operates a magnetic iron ore (taconite) concentrator and pelletizer in Silver Bay, MN. These are two recent cost reduction projects: 1. Rougher Magnetic Separators were upgraded throughout the concentrator; throughput and recovery were simultaneously improved. 2. Green Ball Roll Screens on one agglomeration circuit were upgraded from 3.5-inch to 2.5-inch rolls. Throughput improved by 24% from 62 to 77 LTPH. Green ball size distribution improved as an added benefit.

INTRODUCTION The entire scope of new facilities for Lake Mead Intake No. 3 includes a sub-merged intake structure, a deep tunnel beneath Lake Mead, a tunnel access shaft, Intake Pumping Station No. 3, and connections to an existing intake and water treat-ment facility, as shown in Figure 1. In March 2008 Vegas Tunnel Constructors (VTC), a joint venture of Impregilo SpA and SA Healy were awarded a $447m Design-Build contract by SNWA for a section of this work (Contract 070F 01 C1), including the 185 m deep tunnel access shaft, the 4.7 km long, 6.1 m diameter tunnel and the submerged intake. Arup, supported by Brierley Associates, is the Design Engineer for VTC. The scope of the work is shown in Figure 2. This paper will describe the design and construction on this contract, with a focus on the access shaft which is the most complete section of the work. The shaft is being sunk using drill-and-blast methods with the finallining placed as excavation proceeds. The shaft passes through a major fault zone, and extensive pre-excavation grouting for water control is required for much of the depth of the shaft.

"Ferromanganese crusts contain hydrous Mn and Fe oxides as main metal compounds together with some economically interesting minor elements such as Co, Ni, Ti and Cu and trace metals such as Mo, W, Nb, Te, Ga, Pt, and REEs. Some of these metals or semimetals have a great future potential as innovative high-technology constituents. All of them are highly enriched in the crusts compared to seawater composition.The Mn in the crusts mainly originates from the O2 - minimum zone in the oceanic water column. The agent for Mn2+ oxidation is dissolved oxygen, transported upwards from colder deep water layers by turbulent eddy diffusion. The Mn itself descends from surface waters and is carried down to the O2-minimum zone by fecal pellet transport. In contrast, Fe is mainly supplied from carbonate dissolution of planktonic skeletons in the water column. These relationships result in the fact that the oceanic water depth strongly controls the metal composition of ferromanganese crusts: the Mn - group metals are more enriched in shallower water, whereas the concentration of the Fe - group metals increase with water depth. The REEs play a very important role with regard to the trace metal composition of the crusts: their concentrations increase with water depth mainly controlled by a decreasing Mn/Fe ratio.In seawater, REEs occur as carbonate complexes; preferably, the light rare earth elements (LREEs) form REECO3 +(aq) and the heavy Rare Earth Elements (HREEs) REE(CO3)2 (aq) complexes. The REEs are transition metals, their 6s orbital of the outermost shell is filled before the filling of lower 4f electron shells is completed, thus the configuration of the valence electrons is similar in all the REEs, and all REEs exhibit similar chemical behavior and exist, dominantly, as 3+ cations. The ionic radius decreases progressively from La3+ (1.18 Å) to Lu3+ (0.97 Å), this phenomenon is called "lanthanide contraction". Due to the fact that REEs in seawater form cationic and anionic carbonate complexes, the two main hydrogenetic constituents, hydrous !-MnO2 and Fe-oxyhydroxide, fractionate the group of REEs by surface absorption processes. According to the pHZPC-concept the ?- MnO2 phase has an electronegative surface, and Fe-oxyhydroxide a slightly positive surface charge at seawater pH. These relationships are the main reason for the observed REEs fractionation."

The fact that methane ignitions continue to occur at the mining face indicates that monitoring with machine-mounted methanometers does not always indicate the presence of high methane concentrations. Methane concentrations at the face change quickly due to changes in airflow. By measuring these changes in airflow, it may be possible to predict changes in face methane levels more quickly. Currently there are no techniques or instruments to accurately measure airflow inby the mouth of the ventilation curtain or tubing. Tests conducted in the NIOSH ventilation test gallery compare the data provided by one-, two-, and three-axis ultrasonic anemometers. The effects of changes in airflow direction and turbulence on instrument readings are discussed, and guidelines are given for selecting the type of instruments to be used for monitoring airflow near the mining face.

Color enhances expression and communication in all physical objects experienced in life. Pigments provide color and in some applications have a specific additional function. Natural iron oxides are widely distributed throughout the world but only a few deposits are sufficiently pure and possess acceptable color and brightness properties to merit their processing into pigment form. Ochre, the common name for goethite ore, is the best and most under used material in the buff colored pigment market. The geological occurrence of ochre in the basal Shady Formation of the Cartersville Mining District (Georgia) is described. Exploration, processing, and product applications of New Riverside Ochre Company, Inc. are discussed. An overview of the worldwide pigment market is presented with emphasis placed upon the North American activity in iron oxide production and application. The purpose of this paper is to increase the awareness of ochre and its potential market in the colored iron oxide pigment industry, encourage research on the origin of ochre deposits, and stimulate interest in new applications of this unique substance.

Steady increases in longwall production have required operators to apply greater quantities of ventilating air in an effort to control and dilute respirable dust. Significant increases in shearer speeds necessitate that longwall supports also be advanced at a faster rate. Both of these factors may contribute to overall respirable dust levels on the longwall face because as supports are lowered and advanced, broken material falling from the top of the canopy is entrained directly into the air stream. To address this issue, the Pittsburgh Research Laboratory collected respirable dust samples from four longwall faces to characterize shield-generated dust. This paper investigates the influence of air velocity and shield advance rates on respirable dust levels. Also discussed are engineering controls currently used to reduce shield dust and alternative controls being investigated by the National Institute for Occupational Safety and Health (NIOSH).

In 2004, management at Unimin’s Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

Global warming is a political reality in the United States today. The actual impact of the continued utilization of fossil fuels is not known and is open to debate. However, the growing concern about the continued use of these fuels is problematic. There are technologies available to us today that would permit America to meet its future energy demand and not contribute to global warming. The inconvenient reality is that fossil fuels cannot completely be replaced with energy conservation and the use of wind, solar, hydroelectric, geothermal and nuclear energy. The connection between the greenhouse effect and global climate change was first identified by physicist John Tyndall in the 1860s. To prove the greenhouse hypothesis, Roger Revelle and his research team started measuring carbon dioxide concentrations in the earth?s atmosphere in the early 1960s (Becker, 2007). With the rising concern about global warming, scientists throughout the world have been obtaining surface and air temperature data. Scientists have also been comparing CO2 concentrations found in glaciers throughout the world with theorized annual temperatures. Data for both dates back 1,000 years. Armed with this data, many nations of the world and the United Nations Intergovernmental Panel on Climate Change (IPCC) have concluded that climate change is a reality. 9K medium was used to isolate iron-oxidizing bacteria from 27 sump water samples collected from Dexing Cop-per Mine, Chengmen Mountain Mine and Yin Mountain Mine, Jiangxi Province, China. Lead acetate and silver nitrate were used to enrich metal-resistant iron-oxidizing bacteria from the above water samples. Isolate 16 was isolated from the sample taken at Dexing Copper Mine. Growth experiments indicated that when incubated under lead acetate (3,500 mg/L), isolate 16 still carried out ferrous ion oxidation, while isolate H1, a less resistant strain taken at Yin Mountain Mine, had a tolerance level of only 400 mg/L. When assayed with other metals, i.e., Ag+ (240 mg/L), Hg2+ (0.9 mg/L), Cu2+ (32,000 mg/L) and Mg2+ (22,500 mg/L), isolate 16 still carried out ferrous ion oxidation while, on the other hand, isolate H1 exhibited much lower tolerance levels, i.e., Ag+ (60 mg/L), Hg2+ (0.1 mg/L), Cu2+ (19,000 mg/L) and Mg2+ (13,500 mg/L). Based on 16S rDNA sequence data, isolate 16 and H1 were both identified as Acidithiobacillus ferrooxidans.

Exposure to the microscopic particles in diesel engine exhaust can lead to serious health problems, including the incidence of cancers, heart disease and increased susceptibility to respiratory ailments such as pneumonia, bronchitis, and asthma. In Australia, mining companies and state government authorities are actively responding to this major occupational health and safety issue. Their initiatives place considerable emphasis on routine monitoring of diesel particle matter (DPM) exhaust emissions, both for engine benchmarking and as a part of routine engine maintenance. Implementation strategies follow two complementary paths: determination of individual engines? emission signatures combined with periodic engine re-certification; and co-operatively agreed industry-government engine maintenance programs, which are subject to audit. Both strategies place heavy reliance on real-time measurement of DPM concentrations in engine exhaust, using ruggedized instrumentation, mainly based on laser light scattering photometry. Adding value to this cooperative approach, industry has also collectively funded a government agency to design and manage a database, into which the results of all-routine DPM testing can be uploaded directly by individual mines. This win-win outcome is a great example of how cooperative action between governments and industry can deliver the goods: in this case, a safer working environment, more efficient energy use and the capacity to benchmark performance with industry peers.

Frothers are surfactants used in floatation to aid generation of small bubbles. Studying events at the moment of bubble creation is a challenge because of the short time frame. This presentation introduces a novel acoustic approach. The technique has the resolution capable of detecting events that occur within 1-2 ms. The transition from coalescence to non-coalescence is tracked as a function of surfactant concentration and gas rate through the capillary. Results are given for some common flotation frothers and n-alcohols (C4-C8). A stress model is used to give a qualitative explanation to the observed action of frothers on coalescence prevention. Results for salt (sodium chloride) are included for comparison).

Interaction forces between a hydrophilic silica particle and an air bubble were measured by atomic force microscopy using simplified model systems with deionized water and dilute KCl solutions. Contributions from the hydrodynamic force were minimized by using a low piezo speed. Particle-bubble separation distance and the bubble spring constant were calculated from linear regression of the piezo extension versus cantilever deflection. The bubble surface potential was then estimated from fitting the AFM-measured forces to the Hogg-Healy-Fuerstenau (HHF) model, using the surface element integration (SEI) method. Surface potentials obtained for the bubble at a low applied force were comparable with the literature data, suggesting that the simplified model used here can give a reasonable estimation of the bubble surface potential under moderate applied forces. Interaction forces between a silica particle and an air bubble were also measured at different locations on the air bubble surface. The force curves obtained at the edges of the bubble fitted very well to the theoretical force curves regardless of the applied force, while curves obtained at the center and halfway to the center, were more difficult to fit, in particular at higher applied forces (> 13 nN), suggesting that force curves obtained at the edges of the air bubble might be less prone to deformation effects.

Your assessment of the minerals business. I would first like to express our profound sadness and sincere condolences to the families of the miners who lost their lives in recent mine mishaps particularly in West Virginia, and other locations. Any loss is unacceptable. It is time to review and, if required, re-establish a rigorous health and safety agenda in the mines. It must involve a review of health and safety regulations. And innovative training methods for sensing, awareness and mitigation of health and safety hazards must be developed. As far as the minerals business is concerned, I am excited about the outlook for mining. Over the last 20 years, global demand for minerals has closely mirrored the growth of the gross domestic product. Minerals re-main a major part of the world’s economic foundation. And that will continue to be the case. It is no surprise that the fortunes of the mining industry rise and fall with general economic trends. Globally, mining has been strong — thanks to the explosive economic growth in Asia. The U.S. mining industry has performed reasonably well, with notable strength in the metals, coal and construction and aggregate areas and with some softness in the industrial minerals sector.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R and TGA testing setups in our ventilation laboratory, samples from US coal mines have been collected and tested. 70 The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal which is a good indicator for potential of self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential of coal self-ignition. The trend of activation energies determined using TGA techniques and adiabatic tests are reasonably consistent with each other. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal are easier to be activated with a small amount of activation energy at a relatively low temperature, the coal will has a higher potential of self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with low potential of self-ignition has low self-heating rate, high activation energy and high minimum self-heating temperature.

Despite the abundance of solid mineral deposits, Nigeria only earns about 0.5-1% of its current Gross Domestic Product (GDP) from the solid minerals sector. This is as a result of the dominance of the oil and gas industry, which has negatively affected the competitiveness of other sectors of Nigeria’s economy. The dominance of this industry has resulted in unemployment, poverty, hunger, domestic price inflation, corruption, unstable government, and higher exchange rates. These impacts are typical for economies suffering from the effects of "Dutch Disease" and the "Resource Curse". Community-based small-scale mining offers hope as an economic activity that can create wealth, employment, reduce hunger and poverty, and provide basic amenities for rural communities with solid minerals endowment. This study presents preliminary results of ongoing research into the prospects of using community-based small-scale mining in a developing country like Nigeria to move towards rural sustainable development.

The fundamental objective of mine plans are usually to maximize the mine profit by extracting ore at the lowest possible cost over the mine life while some technical constraints are satisfied. Since the costs associated with the operation of trucks and shovels as resources are significant, determining the optimum number and allocation of these resources is an essential issue. This paper presents a Mixed Integer Linear Programming (MILP) model to determine the optimum number of shovels and trucks required to meet the short-term plan?s goals. Also, the model takes into account the allocation of trucks and shovels to mining faces. This model minimizes operational costs, while attempting to meet the production demand and to satisfy technological constraints. This paper also analyzes the operations of trucks and shovels in an open pit mine using ARENA simulation software.

INTRODUCTION The high speed rail link between Madrid and Asturias, in the North of Spain, has encountered in the Cantabrian range the biggest challenge of the whole line, a very deep tunnel, 25 km long through a foreseen difficult geology. This tunnel was divided in the following four lots for construction: ¦Lot 1: Pola de Gordón- Folledo. L=10,7 km ¦Lot 2: Folledo-Viadangos. L=4,166 m ¦Lot 3: Viadangos- Los Pontones. East tube. L=10,4 km ¦Lot 4: Viadangos- Los Pontones. West tube. L=10,4 km. Dragados S.A. leading a JV was contracted to design and built the Lot 2 on the captioned Pajares High Speed Railway Tunnel. The Lot 2, comprising the middle third section of the 25 km long tunnel has an additional challenge: the construction of one access from the surface to allow it own construction. Feasibility reports and preliminary design do not foresee the use of TBM due to the risk of squeezing ground at the deepest area of the tunnel. On the other hand, conventional NATM excavation of the twin tunnels and ancillary works, including access shafts were against the expected construction schedule by the client, due to the poor ground foresee at the early stage.
