Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize productivity, the influence of reclamation parameters must be well understood ? which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass appraisals, and also the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, we use biomass production experimental plots on reclaimed mine sites established by the Powell River Project (PRP) for a comparative study between satellite measurements of Normalized Difference Vegetation Index and inventory estimates of biomass under a variety of conditions. The PRP is a unique public-private partnership in the coalfields of southwestern Virginia dedicated to enhancing beneficial use and environmental protection of mined lands.

The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.

The Functional Performance Equation for ball milling circuits allows us to isolate the circuit classification system efficiency (CSE) from the mill?s grinding performance. The factors which affect circuit CSE are reviewed, with emphasis on water usage at the classifiers. It is shown that manipulation of such water usage can be carried out to improve plant grinding circuit efficiency, at times by more than 30 percent.

Along with increased production from longwall units has come the likelihood of increased worker noise exposures. In recent years, equipment has become larger, more powerful, and noisier than its predecessors. For these reasons, the Mining Division of the National Institute for Occupational Safety and Health (NIOSH) is investigating worker noise exposure on longwall faces and researching possible solutions to reduce this exposure. Part of this research effort involves studying the effect of covering the underside of longwall shields with acoustical material to reduce reverberating noise along the face. Experiments using acoustical absorptive insulation to cover the undersides of the shields, shearer body, and the shield supports were conducted at the full scale simulated long-wall test facility located at the Pittsburgh Research Center. Sound levels were recorded every 1.5 m [5 fl] along a 15.2 m [50 ft] section of the simulated face for all of the conditions tested. The analysis of the data indicated that a 2.0-3.0 dBA noise reduction was achieved between the shearer drums and a 4.0-5.5 MA attenuation was attained upwind of the headgate drum.

The application of aluminum matrix composites, due to their unique properties, is significantly growing in the variety of industries such as aerospace and automobile. In comparison to other light metals, such as magnesium and titanium, aluminum is lower in price. These are the advantages that this metal dominates the others. In this research, first by applying the lost foam casting method, the SiCp/A356 composite was cast in the bottom and side gate conditions with 690°C and volume fraction of 10%. Furthermore, the effects of reinforcement particles (60 µm, 75 µm) were examined. The results present the particles distribution in the side gate methods is more homogeneous than the bottom gate casting method. Also, by increasing the particles sizes, the fading rate in the side gate are reduced from 22% to 19%, as well as from 26.4% to 25.4% in the bottom gate. Introduction Since the last decade the iron ore processing industry has undergone drastic changes from supplying screened and natural ores to manufacturing tailored concentrates and pellets. Increased need for the beneficiation of lower grade iron ore deposits and the increased demand for higher grade concentrates necessitate finer grinding of iron ores before concentration. The normal filtration stations used in the past are experiencing difficulties in dewatering the finely ground concentrates to moisture levels acceptable for balling. In addition to finer grinding, applications of complex beneficiation techniques has decreased the filterability of the concentrates and create problems in filtration of iron ore concentrates. An overview of the filtration literature indicates there are few research reports on the dewatering of iron ore concentrate slurries. There exists a need to understand the principles and mechanisms involved in the filtration of iron ore concentrate slurries with a goal of developing more efficient filtration techniques. This paper presents the results from the first phase of our research program that included the development of a reproducible benchscale filtration technique and the investigation of the filtration behavior of eight iron ore concentrates.

When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers. They can see how the existing fan performed — or failed to perform — in a specific application.

The gold leaching using cyanide from ore or waste has been almost universally in use [1]. Recently, biological gold bioleaching using cyanide producing bacteria, e.g. Chromobacterium violaceum, Pseudomonas fluorescens, or P. aeruginosa, has been investigated as environmental friendly and cost effective method. Among them, C. violaceum has been reported as effective cyanide producing bacterium on gold leaching [2, 3]. C. violaceum produces cyanide using glycine as a direct precursor and subsequently detoxify the cyanide by ß-cyanoalanine synthase [4]. However, until today only 0.026 ? 16.9 mg/L of cyanide production in YP medium has been reported in the literatures by C. violaceum [4-6]. Comparing with adding cyanide chemical, biogenic cyanide concentration is lower than the cyanide concentration added in traditional cyanidation. Since cyanide also forms complexes with a number of other elements such as iron, nickel, zinc, silver, copper, and platinum, it is very important for gold recovery to investigate the enhancement of biological cyanide production and set optimal experimental condition. Most of early studies on gold bioleaching by C. violaceum have been performed to investigate gold leaching mechanism using gold powder, and recently various resources such as ores, electronic scrap, and printed circuit boards of waste electronics [7]. Few studies have dealt with gold bioleaching from low-grade ore. In this research the feasibility of gold bioleaching by C. violaceum from low-grade ores containing gold was evaluated and fundamental study was performed for further scale-up study. The aim of this study was to improve the potential of gold bioleaching by C. violaceum from gold-containing ore; in particular, enhancement of biological cyanide production.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Conventional barrier pillars in underground coal mines are intended to protect mains and sub-main entries for relatively long periods of time. Inter-panel barrier pillars that may be used in especially deep coal mines, say, below 800 m (2,400 ft), are intended to protect longwall panel faces and adjacent panel entries for the life of nearby panels. Barrier pillar failures have serious consequences, especially when failure is sudden and catastrophic. Design of barrier pillars is thus of considerable importance to safety and efficiency of operations. Locally, failure occurs at the limit to elasticity when stress tends to exceed strength. Strength of rock is stress dependent, so an analysis of stress is central to rational design of barrier pillars. There are several approaches to stress analysis for coal mine pillar design that range from the simplified but popular tributary area method including variations that use empirical definitions of the tributary area (volume) to more sophisticated numerical methods such as the boundary element method and the finite element method. Despite ease of use, empirical methods are limited and always suspect when applied to conditions beyond their scope of definition, while boundary element methods do not generally include pillars in the solution domain. The finite element method is not so restricted and thus is a natural choice for conventional and inter-panel barrier pillar safety analyses. Caving of roof strata certainly affects the distribution of stress about longwall faces and nearby barrier pillars. Conventional wisdom that considers roof strata to respond as cantilever beams indicates the longer the span the greater are loads on longwall faces and face supports. Failure of roof beams, caving, shortens spans and relieves face and support loads. The same view is applicable to barrier pillars in that long roof spans outside of barrier pillars leads to higher pillar loads than short spans. Hence, caving should be beneficial to barrier pillar safety. However, the benefit may be small depending on the extent of caving and only in the form of a slight reduction in overburden weight transmitted to the barrier pillar, especially in case of inter-panel barrier pillars. FINITE ELEMENT MODEL Finite element models for stress analysis in rock mechanics are formulated in consideration of physical laws, kinematics, and material laws. These models meet the essential requirements for equilibrium of stress, satisfy strain displacements relations, and in a general sense, relate stress to strain through material laws, often referred to as constitutive relations. The last may be complex and replete with nonlinearities. A de facto engineering material law is the elastic model in the form of Hooke?s law for linear, homogeneous materials that may be anisotropic. A limit to elasticity is imposed by strength in the form of a failure criterion or yield function that accommodates triaxial stress states. Examples used in rock mechanics are the well-known Mohr-Coulomb (MC)criterion, the popular Hoek-Brown (HB) criterion, and the Drucker-Prager (DP) criterion. The first is linear in stress, while the second is nonlinear. Both do not include any effect of the intermediate principal stress. The last is also linear in stress but includes the intermediate principal stress. All show an increase in the major principal stress at failure with confining pressure. In the UT2/3 finite element programs, the failure criterion Y is a nonlinear, anisotropic form and is also the plastic potential [1]: [YJI=+ 11NYJI=+- (1) ] where N is an exponent, usually 2, and J2 and I1 are nonlinear anisotropic forms of the second invariant of deviatoric stress and the first invariant of principal stress. The form (1) reduces to DP when N=1and isotropy prevails. When Y = 1, the limit to elasticity is reached and plastic deformation is possible. The material constants that enter (1) are all computed from unconfined compressive, tensile, and, in case of anisotropy, shear strengths. These latter strengths may be estimated from conventional laboratory test data. Of course, joints in field-scale rock masses induce different values. How different is often a matter of conjecture. For comparative studies, laboratory rock properties seem adequate. Inelastic, that is, plastic behavior occurs with strain beyond the elastic limit. Strain hardening, ideal plasticity, and strain softening are possibilities. Ideally brittle behavior with complete loss of strength is an extreme form of strain softening [2]. Caving may also be considered as strain softening with a less drastic reduction of material properties. As intact roof strata fail, fall, and form a rubble pile below, a new material is formed with greatly reduced elastic moduli and strengths, say, 1/100th of the original intact moduli and strengths. From another viewpoint, caving is simply a natural cut and fill process. Input for stress analysis by the finite element method includes: 1. Preexcavation stress state 2. Geology (stratigraphic column) 3. Structure (major faults, joint sets) 4. Elastic moduli 5. Strengths, and specific gravities of each rock type 6. Excavation sequence Output from an analysis includes distributions of: 1. Stress 2. Strain 3. Displacement 4. Local factor of safety (element fs) The last is defined as the ratio of strength to stress and in view of the failure criterion (1), is the ratio [fsJstrengthJstress=] where the numerator is the maximum possible value and the denominator is the actual value of the square root of the second invariant of deviatoric stress. This invariant is a measure of shear stress intensity but also reduces to uniaxial tensile and compressive strengths as the case may be. This paper presents tunnel design considerations for the SR75/282 Transportation Corridor Project in Coronado, California. The project is managed by the City of Coronado in cooperation with Caltrans and the US Navy and may include a one-mile long twin-tunnel section with two options: a 36.5 foot diameter twin-bored tunnel or a twin cut-and-cover box. The alignment crosses the Coronado Fault, and design provisions were needed at the fault crossing to maintain life safety and prevent rapid inundation of the tunnel in the event of fault rupture. These provisions are discussed along with considerations related to liquefaction and ground shaking. The project is currently in the planning stage with construction to start around 2012.

Siskon Gold has started gold production at the San Juan deposit in northern California. The mine is located about 27 km (17 miles) north of Nevada City, CA (Fig. 1). It is scheduled to be-come the largest underground gold mine in California. It is situated in the western foothills of the Sierra Nevada Mountains in the Mother Lode gold belt. The property consists of 8 km2 (2,000 acres) of patented land. It is situated in a topographically high area known as San Juan Ridge, which is 213 m (700 ft) above and between the Middle Yuba and South Yuba rivers. The elevation is between 790 and 914 m (2,600 and 3,000ft) above sea level. Annual precipitation averages 1,346mm (53 in.). Most of that falls between November and April.

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). Economically favored Cr and Cu leaching out process from spent power plant fly ash (PPFA) had been investigated. PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry. Recent environmental regulation in S. Korea prohibits using PPFA as a fuel. Many researchers have also studied on extraction V and Ni from PPFA. Due to low concentration of V and Ni, 2% and 1%, respectively, economical and environmental friendly process could not be found. In this study, Cu and Cr have been removed in an economical way and which satisfied with KS Extraction Test. The rest unburned carbon, V2O5 and NiO2 in residue were found to be applicable for indoor and outdoor colored bricks or deodorant panel. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to leach Cr and Cu remaining C, V and Ni. The possibility of drilling oil wells from underground locations is not a new concept. It bas not been cost effective for the oil industry in the past and therefore disregarded. Today's state of the art in tunneling and shaft sinking greatly improves the potential for this type of oil field development scheme. This report presents a plan for providing a aeries of drilling bases and the design of the drilling location. The design minimizes the amount of excavation needed to develop the oil field and maximizes the use of rapid excavation techniques.

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The design of separation circuits can be a complex, labor-intensive and costly process. While the engineer?s experience along with extensive data sets and simulation are crucial tools for determining the final solution, a more fundamental approach is suitable to compare preliminary options and reduce the number of potential alternatives. In light of this need, the authors have developed the Circuit Analysis Reduction Tool (CART?). This software package relies on the fundamental principles of linear circuit analysis; however, the solution methodology has been streamlined to automatically incorporate stream splitting and unique separation performance for each unit. The resulting tool allows preliminary analysis of circuit designs without the need of detailed feed characterization. In addition to the basic analytical approach, this paper supports the veracity of the methodology with several simulated examples for various separation models.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.
