The Canadian concept for nuclear fuel waste disposal is being assessed by AECL Research in a series of experiments at its Underground Research Laboratory (URL) near Lac du Bonnet. Manitoba, Canada. As pan of this research, the Mine-by Experiment has been designed to obtain information on rock mass behavior, the development of an excavation-induced damage zone and failure mechanisms around a circular bored tunnel. An iterative design approach was used to effectively reconcile the experiment objectives and construction logistics. This paper discusses the design considerations and construction methodology adopted on the project.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. Introduction Continuous monitoring techniques have been used in the US and abroad for many years. A continuous miner has a monitor that measures methane and automatically gives a warning if the methane exceeds 1%. It deenergizes the continuous mining machine automatically at a maximum concentration of 2%. Main fans are also continually monitored to ensure operation. Alarms may also be given at a remote location should a fan slow or stop. The systems being developed can continuously monitor various gases and equipment throughout the mine and transmit pertinent data to a surface monitoring station. At this station, conditions throughout the mine can be monitored and, in some instances, controlled. These are known as Mine Wide Monitoring Systems (MWMS). History The use of environmental monitoring systems began in 1976 when a federal court approved the petition of modification to use belt air at the face. The first mine to receive a modification did install a system to supplement existing safeguards. Later, the Mine Safety and Health Administration (MSHA) and the US Bureau of Mines (USBM) conducted tests dealing with the use of belt air. Findings from these tests are being used to set guidelines as requirements of a petition. These requirements include: • Velocity of air has to be 0.25 to 1.5 m/sec (50 to 300 fpm); • Monitors will be installed at each belt drive and tailpiece and at intervals not to exceed 610 m (2000 ft); and • An alarm level of 10 ppm, above the ambient level is appropriate. The early uses of environmental monitoring could only be used outby the last open crosscut. That may be a reason for an initial slow growth of these systems. In June 1982, MSHA began evaluating systems that could be used in returns to ensure that monitoring systems being used in areas where permissible equipment is required does not of itself pose an explosion hazard. This is known as the Mine Wide Monitoring Systems Evaluations and Sensor Classification program. The evaluations and classifications granted are based on electric currents and voltages. Use of mine wide monitoring systems The environmental aspect of MWMS in today's coal industry deals with carbon monoxide (CO), methane (CH4), and air velocity. Just as all mines are different and encounter different problems, the MWMS are diverse and can be used to provide necessary data in all areas of coal mines. Mine operators in an ultragassy seam, for example, may be concerned with monitoring methane, while a mine that used diesel equipment may want to continuously monitor for diesel contaminants. In a mine with roof fall problems, airflow monitors may be helpful as an indication of whether the air is flowing in its normal course and at its normal volume. Today's MWMS can monitor any or all of these parameters. Most systems can be expanded as mining needs require. For example, a mine is now being monitored for methane and five years from now CO monitoring would help increase safety. It may be possible to use the same system by adding additional equipment. In the US, 30 environmental monitoring systems were installed from May 1985 through May 1986. In 1984 and 1985, there were 38 and 44 environmental monitoring systems in operation, respectively. Due to mine closings, 11 of these are no longer in use. However, the number of mines using environmental monitoring systems increased to 63. The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

INTRODUCTION A number of tunnels supported and permanently lined by steel-fiber-reinforced shotcrete (SFRS) have been built in North America in the 1980s. The material is more economical than, and technically equal or superior to, conventional shotcrete using wire mesh. The design and construction of SFRS-lined tunnels is straightforward, and only a few new design principles, laboratory tests or construction equipment modifications appear necessary in order to use this material. Modern tunnel Contractors may use cyclic drill-and-blast methods on some tunnels, with intermittent shotcreting as part of an orderly cycle. The Dry Mix method is most suitable for cyclic, intermittent, relatively small-scale shotcreting. However, modern Contractors excavating tunnels continuously using large long Tunnel Boring Machines (TBMs) or Roadheaders may prefer Wet Mix shotcreting on a mass production basis. In either case, the use of steel-fiber-rein¬forced shotcrete (SFRS) promotes the rapid and economical excavation of tunnels. The addition of microsilica will improve SFRS properties and reduce rebound, and is expected to become standard practice with SFRS in North America, as it now is in Scandinavia. HISTORICAL REVIEW Steel-fiber-reinforced shotcrete (SFRS) at the present time (1985) is essentially conventional shotcrete with straight or deformed steel fibers added, and in general SFRS for tunnel linings encounters the same problems that conventional shotcrete does. An innovative sprayable waterproofing membrane in combination with the traditional Nordic method of waterproofing with polyethylene foam sheets was used for the waterproofing of the tunnel. The sprayable membrane was integrated in the final sprayed concrete lining in a sandwich structure, hence constituting a composite water-proof lining based on sprayed concrete. The spray able membrane was applied in areas with small to moderate water ingresses, making up approximately 50% of the total area requiring waterproofing in the tunnel. State-of-the-art application technology with a computerized spraying robot was used. A consistent application of the required thickness at a high speed was thereby achieved.

INTRODUCTION A 100 ft long, 20 ft high and 18 ft wide NATM tunnel was excavated through grouted clean sands beneath a busy city street, including a variety of existing utility lines. The new tunnel associated with a hospital expansion will serve as a pedestrian tunnel connecting a parking structure with a new hospital facility. Tunnel construction started on December 15, 2005 when drilling for the grouting program started and was completed on May 26, 2006 when the tunnel final lining was completed. The tunnel was constructed by Kiewit Construction Company as a tunnel subcontractor to The Christman Company who is constructing the hospital facility for Spectrum Health in Grand Rapids, Michigan. URS was the project designer. GallZeidler Consultants, LLC were the contractor’s NATM consultant. PROJECT DESCRIPTION The Michigan Street Pedestrian Tunnel is a component of the Michigan Street Development located along the north side of Michigan Street NE between Coit Avenue NE and North Division Avenue in the downtown area of the Grand Rapids, Michigan. The Michigan Street Development includes a parking deck and four new towers to be constructed over the proposed parking deck. The tower planned furthest east is being developed by Spectrum Health as the Lemmen-Holton Cancer Pavillion. The purpose of the pedestrian tunnel is to connect the proposed Lemmen-Holton Cancer Pavillion with the future Spectrum building to be located on the south side of Michigan Street NE. The southern end of the tunnel was constructed with a bulkhead until the future Spectrum building is constructed at which time interconnection will be required. The tunnel site plan and profile are shown in Figure 1, Site Plan, and Figure 2, Tunnel Profile. Several challenges were faced during the design and construction of the Michigan Street Pedestrian Tunnel. These challenges included compressed design and construction schedule, maintenance of traffic and protection of old underground utilities. The tunnel was being constructed as part of the Michigan Street Development and coordination with other concurrent construction activities was required. The tunnel was constructed within a specified window of time to allow other associated construction activities to take place without compromising the overall project schedule. The design started in June 2005 and construction was completed by June 2006.

global mining boom and in-creased demand for iron ore has lead to a resurgence in the mining industry in Minnesota. At the combined 81st Annual Minnesota Section of SME Meeting and 69th Annual University of Minnesota Mining Symposium, April 15-16 in Duluth, MN, this resurgence was the hot topic as new mining projects were featured in the keynote session. The meeting attracted more than 400 mining industry professionals, including engineers, executives, mining managers and suppliers from around the world. This year?s theme was ?New Ventures in Mining.? The meeting included concurrent technical papers sessions, a keynote session that featured three distinguished speakers and a panel discussion that provided updates on new mining developments in the state. The Minnesota Section of SME technical papers were presented in concurrent sessions, one on mining and one on mineral processing. The mining session included papers on drilling, ore blending, slope stabilization, dust control and operations management. The mineral processing session included papers on plant-control technology, ball mills, pellet strength and fans. Also offered was an SME short course titled ?Simulation based pellet induration optimization.? The Minnesota Section of SME held its annual business meeting during the conference. The 69th Annual University of Minnesota Mining Symposium technical sessions were held on April 15 and also consisted of concurrent sessions on mining and mineral processing. Mining session topics included logistics management, real-time performance measurement, uses for taconite aggregate and environmental issues. The mineral processing session included papers on ore liberation characteristics, zeta potential studies, induration modeling, fuel optimization and conveyor belts. The combined conference included a tradeshow with more than 80 booth spaces featuring vendors offering products and services to Minnesota?s booming mining industry. More than 900 people, including conference registrants and special invited guests of the vendors, at-tended the tradeshow opening reception. This was the largest trade show in many years ? an indication of the vitality of the mining industry in Minnesota.

Many mining companies apply ergonomic principles, but it is done either informally and/or reactively. Examples of an informal approach include replacing worn equipment, such as seats, with models that have ergonomic features, or modifying tasks to eliminate safety hazards that will also reduce risk factor exposures that may result in musculoskeletal disorders (MSDs). A reactive approach is followed when modifying a task/equipment after an MSD occurs. Neither one of these approaches involves a systematic method of proactively applying ergonomic principles to actually prevent injuries or illnesses. This paper will discuss how Vulcan Materials Company applied ergonomic principles and the interventions implemented to reduce risk factor exposures.

Cyanide is a fast-acting, highly toxic substance but, at the same time, is deemed essential for sustaining life as well as our standard of living. In this manuscript, the facts about cyanide are presented beginning with a brief history and definition and ending with a discussion on cyanide alternatives. Other topics include speciation, physical characteristics, toxicity, manufacturing, cyanogenics, cyanide cycle, separation, destruction, and markets including those outside the mining industry. Emphasis, of course, is placed on gold production by leaching and how it is influenced by ore type, mineral characteristics and economics as well as its advantages and disadvantages.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

Measurement of gamma radiation occurring in nature to characterize geological formations has been widely recognized in mineral exploration. Different methods and apparatuses have been developed for drill hole logging purposes. Geological formations vary in amount of naturally emitted gamma radiation. A gamma signature from a geological formation is captured by utilizing different types of gamma detectors. A natural gamma radiation detector (NGRD) can be used to control mining whenever there is a significant difference between the radiation levels in the mineral or ore being mined and the waste materials surrounding the ore. Surface miners, such as the one shown in Figure 1, can precisely control the elevation of the cutter as the machine moves over the surface of the formation. This type of machine is predominantly used in selective mining operations, e.g. surface coal mining. If there is a means to know the position of the cutter relative to the interface between the ore and waste, the miner can recover all or most all of the valuable mineral with very little out-of-seam dilution. This paper discusses the results of a successful application of gamma detectors to control a surface miner at one of North American Coal Corporations? locations - Red Hills Mine. The mine has nine coal seams in total with thicknesses ranging from 12? to 60?. The bottom six seams (Figure 2) are minable. The mine has complex geology and a significant amount of annual rainfall (4.7 ft). The mine produces approximately 3.5 million tons of coal and about 40 bcy of overburden per year. The operation utilizes diverse mining equipment including Dragline Marion 8200, electric shovel P&H 2800, Caterpillar end dump trucks CAT 785 and 789; bulldozers CAT D11, D10, D8, and D6. Coal is mainly extracted by utilizing a Wirtgen SM 4200 surface miner that is loading CAT 785 trucks with high volume coal bodies and payload of 150 t. Operational cutting depth is 24 inches with maximum cutting depth of 36 inches. Surface miner operators determine a cutting depth based on multiple cues, the most important being visual observations of a coal seam being cleaned or mined. The cleaning process involves removal of the last foot of waste material covering the coal seam. This is one of two critical phases in the coal extraction process. If, during the cleaning process, an operator sets a cutting head too deep, valuable product is wasted. If it is set too shallow, waste material is left to be mined with the coal. The second critical phase occurs in the last cut on the interface between the coal and waste material at the bottom of the coal seam. If the cutting head goes deeper than favorable, then waste material is delivered to a power plant.

In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

The development of information concerning mesothelioma in South Africa started with the 1959 finding of Dr. J. Christopher Wagner of cases of mesothelioma in persons living in the vicinity or working in crocidolite mines in Cape Province. After more than 40 years, the data from South Africa now provide important insights into the differences in mesothelioma risk associated with different asbestos fiber-types. Three case series reports and one analytical report were reviewed in this session. In total, information on 504 proven cases was presented. There were 28% of cases arising from occupational exposure in mining, 35% from non-mining occupations, 23% from environmental exposures; 14% where no exposure was established and 9% where the exposure was unknown. Among the 129 cases for which occupational exposure and asbestos fiber-type were established, 115 cases were associated with occupational exposure to Cape crocidolite; 1 case associated with occupational exposure to Transvaal crocidolite and 9 cases with occupational exposure to amosite (grunerite asbestos) and 4 cases with occupational exposure to mixed fiber-types. There were no cases associated with chrysotile asbestos. There were 33 cases of environmental mesothelioma linked to Cape crocidolite exposure and 2 to exposure to amosite and crocidolite but none to Transvaal amosite alone or to chrysotile. The evidence shows that amosite is capable of causing mesothelioma but that the major risk in South Africa is associated with Cape crocidolite.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

Germany as an industrial nation is highly dependent on the import of mineral or metal resources. Sources which have not been considered until now are the marine mineral resources (MMR), which in recent times are enjoying more and more increasing interests and which might provide in the future a considerable contribution to the supply security on metal resources not only for the industrial countries. Backed up by the German government’s "National Masterplan Maritime Technologies" (NMMT) and corresponding industrial R&D-activities, the idea and the advantages of deep-sea mining is gaining more and more interests and supporters with respect to industrial and political considerations on strategic raw material resources as well as on the development of deep-sea mining technologies. The NMMT aims to initiate growth and increase the competitiveness of the German maritime industry on international markets and covers about 10 different marine and ocean technology sectors including deep-sea mining.

The metallurgical processing involved in the produc-tion of the new Canadian one dollar coin is reviewed starting with the hydrometallurgical production of pure nickel powder, followed by the powder metallurgy process for the production of nickel strip and coinage blanks, and concluding with the Aureate bronze electroplating and heat treatment procedure. Coinage requirements are then reviewed with regard to economic, public acceptance, and service requirements. Finally the properties of Aureate nickel coinage are presented in the light of the many and varied coinage requirements, and it is concluded that the new Canadian dollar coin exceeds the requirements admirably.

Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction, and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation. As most mining companies are taking advantage of the high market prices for base metals such as steel, copper and zinc, numerous challenges still face them. While demand is strong from countries like China and the United States, demand is still mixed in Europe. This leads to the question of how long these high prices and overall high global demand will last. The tremendous market prices of most precious and base metals have enabled many companies to pay down a significant amount of debt accrued during acquisition and capital expenditure phases. Additionally, mining companies have been able to internally fund and engage in large projects to address future growth, (Less, 2006), thus maximizing the performance of the existing asset base, driving maintenance costs down, and improving and empowering the work-force (Mining Journal, 2006). Market prices and general efficiency gains have addressed these issues to some extent. However, critical issues still face operating managers in the mineral pro-cessing side of the industry. Energy prices, for example, continue to have a negative impact on cash costs for producing an ounce of gold or ton of a given base metal (Cummins, 2003).
