Duties: The successful applicant will be responsible to the Planning Superintendent for long and short term Mine Planning. The current expansion programme requires production to be derived from new mines, using the most modern equipment. Considerable forward planning is required. Qualifications: Applicants should possess a degree or diploma in Mining Engineering. The reduction of fluxed and non-fluxed manganese, ores by ferromanganese silicide by W. P. CHANNON, B.Se. (Eng.), M.Sce. (Eng.) Wits. (Visitor) and J. B. SEE, B.Sce. Hons., Ph.D. (New South Wales), M.I.M., M.I.M.M. (Member) In South Africa, medium-carbonferromanganese is produced by the silicothermic reduction of slags containing MnO. Because of its importance in the production of refined ferromanganese, a study was made of the reaction between a premelted South African Mamatwan manganese ore and various ferromanganese silicide reducing alloys, with and without fluxing agents. Because the reaction is highly exothermic, temperature appeared to have little effect on the rates of manganese transfer to the metal and silicon transfer to the slag, and an apparent equilibrium was rapidly approached. Limits were determined for the favourable effects of fluxing additions, and manganese recoveries were found to decline as the ratio of CaO to MgO decreased as a result of the addition of basic flux. The recovery of manganese passed through a maximum, and subsequently decreased for variations in the ratio of alloy to ore. The results obtained, when used in conjunction with other physicochemical data related to this slag-metal system, suggest optimum slag compositions for the efficient manufacture of medium-carbon ferromanganese from Mamatwan ore.

Caving is the lowest cost underground mining method provided that the draw point spacing, draw point size, and ore-handling facilities are designed to suit the caved material, and that the draw point horizon can be maintained for the life of the draw. In the near future, several open-pit mines that produce more than 50 kt per day will have to examine the feasibility of converting to low-cost, large-scale underground operations. Several other large scale, low-grade underground operations will experience major changes in their mining environments as large dropdowns are implemented These changes demand a more realistic approach to mine planning than in the past, where existing operations have been projected to increased depths with little consideration of the change in mining environment that will occur. As economics force the consideration of underground mining of large, competent ore bodies by low-cost methods, the role of cave mining will have to be defined In the past, caving was generally considered for rockmasses that cave and fragment readily. The ability to define cavability and fragmentation, the availability of large, robust load-haul-dump units, a better understanding of draw-control requirements, improved drilling equipment for secondary blasting, and reliable cost data have shown that competent orebodies with coarse fragmentation can be exploited by cave mining at a much lower cost than by drill-and blast methods.

An evaluation was made of the wear and performance characteristics of liter bars, and the cost-life effectiveness of backing materials for rotary-mil liners. In a large run-of-mine mil in which the liter bars were mounted on grid liners of austenitic manganese steel (AMS), the liners had an average life that was five to six times that of equivalent unprotected liners. For a single mil, this is equivalent to annual savings in the cost of materials of up to R320 000, and to a downtime of 100 hours. Of the five materials tested in a large pebble mil grinding quartzitic ore, AMS grids and 'white iron' blocks performed best on a cost-life basis, with possibly improved performance from a real white cast iron. (The 'white iron' was shown by microstructural analysis to contain flake raphite and pearlite, being in reality a grey cast iron.) The high-chromium white iron had by far the longest predicted life, with mild steel a surprising second. Rubber was shown to last well in this type of mil. The wear rates of liners change during their lifetimes. The protective effect of liter bars was clearly illustrated by the reduction of over 40 per cent in the wear rates of the liners when the lifter bars were renewed to a height of 80 mm from a fully worn height of 35 mm.

The assessment of backfill as a support medium in gold mines has been based generally on its ability to reduce the amount of potential energy available to cause damaging rockbursts. While this regional support effect is very important, the methods of analysis commonly used to quantify it predict that, owing to the very compressible nature of the fill, the support provided in areas of small convergence will be negligible. This prediction, however, is contrary to the conditions observed in practice, namely that weak fill does provide a discernible beneficial effect. In addition to the regional support effect, several mechanisms of secondary support, particularly those applicable to areas of low convergence, are identified and discussed. These include the mechanism of deformation of the detached hangingwall beam, rotational and shear effects on bedding, joints and fractures, joint infill, the continuous support effect of the backfill under static and dynamic conditions, the preservation of the integrity of the hangingwall beam, and the potential modification of local stress fields. Confidence in the validity of some of these mechanisms is afforded by the results of theoretical investigations into the behaviour of backfill- supported stopes. The results dealt with are: ? the behaviour of the hangingwall as a beam on an elastic foundation; ? the behaviour of stope/backfill, modelling the surrounding rock as a jointed rock mass.

The rate of face advance in the gold mines is between 3 and 10 m a month, with a median value of about 5 m a month; it follows that faces are blasted less frequently than is planned. There are many advantages in the use of short holes for stoping to give face advances of from 0,7 to 0,8 m per blast. This has the potential for so increasing the frequency of blasting that monthly rates of face advance could be improved significantly. Cleaning with face scrapers is too slow to permit the maximum achievement of a complete clean, drill, and blast cycle for each shift. Short-hole blasting, combined with the use of mechanical conveyors for face cleaning, offers the possibility of completing two such cycles each day, yielding monthly rates of face advance of up to 35 m. Experiments aimed at developing safe, unitized explosive charges well-suited to produce reliable face advances of 0,7 to 0,8 m per blast under a wide range of gold-mining conditions have been notably successful. A novel method of assessing the effectiveness of a blast based on the percentage of holes that leave socket lengths of 5 cm or less was used. Unitized charges of 60 per cent Ammon gelignite, 600 mm long by 25 mm in diameter, appear to be near optimal. The explosive is de-sensitized to obviate detonation by chance mechanical impact, but requires only a 6D detonator for initiation; it has good water-resistance. Means have been developed for producing these cartridges automatically, but the necessary machines will have to be built specially and the cartridges are not yet available in large numbers. A second experiment by way of an extended pilot production trial using these cartridges in holes 0,9 m long is now under way. Preliminary results indicate that drilling and explosive efficiencies and productivity are well above average, even though face scraping is being used. Unitized charges of this type are likely to prove even more advantageous when mechanical face conveyors come into use.

Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of cable slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist cable. This detaching is carried out via an additional humble hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed for conformance with established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a 1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted to most existing shafts. "South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

For practical reasons all basic input data for the gold mines of the Anglovaal Group conform to a regular grid of averages of sample values within 25-ft squares in the plane of the ore body; individual sample values with their metric co-ordinates are input and converted by a computer program to the basic 25-ft square averages. At the Prieska copper mine the bore- hole data are forced on to a regular grid of 15-m squares corresponding to the coordinates of the grid points nearest to the actual borehole intersections. As for the gold mines the Prieska ore body, although some 3 to 30 m thick, is also dealt with on a two-dimensional basis (Krige, 1973). On the gold mines the data subjected to geostatistical analysis cover: gold values (in cm g/t), uranium values (cm kg/t), and channel widths (cm). The gold and uranium values are normalised on the basis of log (value plus constant) and all the geostatistical analyses are performed on these transformed values. The channel widths usually conform reasonably well to the normal distribution and are, therefore, not transformed. At Prieska the metal grades analysed cover the two main products, copper and zinc, as well as the impurities lead and bismuth; in addition the specific gravity values and the hanging- and foot-wall deviations from a projection plane are also handled. These were all previously used on an untransformed basis but because of problems associated with the proportional effect the lognormal-de Wijsian model is now used for some of the grade variables. The productivity indices of the Republic of South Africa compare poorly with those of its competitors in the rest of the world. The theory of productivity is relatively simple, and various models are available to demonstrate this. The problem is how to apply the theory in practice and to convert it into a practical management system that will guarantee results. The secret lies in a management approach that aims at a continuous improvement in achievement and that involves the entire work force down to the lowest level in the process. Good management systems ensuring the necessary attention to, among others, management by objectives, finance, personnel, maintenance, planning, and control are a prerequisite for continued improvement and staff involvement. The net result of such an approach is described by the term performance management, which encompasses the total integration of al a company's management systems.

Without minerals, man cannot possibly hope to maintain his present standard of living. Professional mining men throughout the world, particularly in mineral-exporting countries like South Africa, are faced with the increasingly difficult task of ensuring adequate supplies of minerals. The problems of gradually diminishing mineral reserves and rapidly rising mining costs can to a certain extent be overcome by the use of more-sophisticated technological techniques and by the improvement of efficiency wherever possible. However, there is growing concern in some quarters, that, despite the ingenuity of engineers, geologists, metallurgists, and scientists, the earth's mineral reserves will eventually become insufficient to meet man's needs. In order to ensure the continued well-being of the earth's population, it is therefore imperative that more attention should be paid to mineral research and the training of specialists in the field of mineral reclamation.

Liquidus temperatures in the Cr-Fe-Si system in the composition range representative of ferrochromium-silicide produced in South Africa J. C. M. Wethmar, B.Se. (Eng.) Rand D. D. Howat,U B.Se. Strydom, M.Sc., Ph.D. Alloys in the composition range of chromium, 20 to 50 per cent, iron, 10 to 30 per cent, and silicon, 25 to 55 per cent, were subjected to both differential thermal analysis and the classical quench method so that the liquidus temperatures of ferrochromium-silicide alloys could be determined. The results are presented as liquidus curves on pseudo-binary sections at various ratios of chromium to iron and as liquidus isotherms in the ternary section.

The theory of geostatistics covers a branch of .applied statistics aimed at a mathematical description and analysis of geological observations. Geostatistics can be used in pure geology (for example, for the analysis of trace elements in a metamorphic rock), in mineral exploration (for example, for the analysis of geochemical exploration data), as well as in mine valuation. This book is intended to provide a practical introduction to the theory of geostatistical methods of mineral evaluation. Over the years, various mathematical models have been developed to represent the distribution of values in mineral deposits. The simpler models are based on the assumption that the values are randomly distributed. Classical statistical methods, based on this assumption of the random distribution of values, are used to analyse mineral deposits to which these models apply or are assumed to apply. In all mineral deposits, however, one recognizes the presence of areas where the values are higher or lower than elsewhere. Also, the values of two samples in a mineral deposit are more likely to be similar if the samples are taken close together than if they are taken far apart. This indicates that there exists a degree of correlation between sample values, and that this correlation is a function of the distance between the samples. Models have been developed which take this correlation into consideration, with the degree of correlation between sample values being usually measured by the semivariogram function. In these models the fact that two samples taken next to each other will most probably not have the same value, must also be considered; even for very short distances the correlations are usually not perfect and a purely random component is present in the value distribution. The mathematical models will therefore assume the presence of two sources of variability in the values: a correlated component and a random component. Finally, one must consider the particular and very common case of mineral deposits in which the values present a systematic variation in space. This variation is usually referred to as a drift, or a trend. For example, the grade of an ore body may increase with depth of the ore, or it may decrease when one moves away from a central volcanic pipe. The earlier models did not give a satisfactory representation of drifts, and more complex models have been developed, in which three sources of variation are represented. These models are made up of: a deterministic component, a correlated component, and a random component. The deterministic component is used as a model of the drift. The correlated component explains regular changes in values which are not represented by the drift. The random component represents variations which cannot be explained by any of the above factors. The simpler models, based on the assumption of a single random component, will be described first (Chapter 2). The models based on the hypothesis of the superimposition of a correlated component on a random component, will then be analysed in detail. These models are most commonly used in the analysis of mineral deposits (Chapters 3-1 I). Finally, how to deal with the presence of a drift will be briefly described (Chapter 12). This book has been written essentially for students in mining engineering and for mining engineers who are interested in the background to the theory of geostatistics as well as its practical applications. The assumption is made that the reader has an elementary knowledge of statistics. Some knowledge of linear algebra is useful in part of Chapter 9, and is necessary to read Chapter 12. A proof is given of all the equations related to geostatistics, and which are not usually found in elementary textbooks on statistics. Understanding of these proofs is not necessary for practical application of the theory, and the reader may wish to skip them on a first reading, concentrating attention on the numerous simple practical examples given. Although the theoretical geostatistician will not find much new material in this publication, it is anticipated that he will develop some interest in the practical approach chosen to prove the various geostatistical equations. Many people and institutions contributed to the preparation and completion of this work. I am much indebted to Dr D. G. Krige and the Anglo Transvaal Consolidated In- vestment Company Limited, who gave me the opportunity to spend a considerable amount of time working on geostatistical problems, both theoretical and practical, during the time that I was in their employment. Gladstone Pacific Nickel Limited (GPNL) is proposing to develop the Marlborough nickel deposit in central Queensland and the Yarwun Refinery in Gladstone, Australia. The project proposes to connect the two sites with a DN 500, single pump station slurry pipeline, transporting up to 4 Mtpa of nickel laterite ore as slurry 180 km from Marlborough to Gladstone. Slurry viscosity is a key parameter influencing pipeline design. Not only is the slurry viscosity relatively high, requiring pumping at low concentrations, around 30% by weight, but the viscosity (yield stress and plastic viscosity) increases with shearing or agitation. It is argued that the viscosity changes can be analysed in terms of total energy input, including energy input during grinding. The slurry viscosity is therefore expected to increase along the pipeline and the pumping concentration must be low enough such that the increase in yield stress does not cause transition to laminar flow towards the end of the pipeline. The base viscosity of two ore types is determined using a rotational viscometer for minus 212 micron slurries. Viscosity variations with ore particle sizes of d99 212, 425 and 600microns are investigated. For each of these particle sizes the expected increase in viscosity during pipeline transport is simulated on a laboratory scale by agitation with a turbine mixer in a baffled container to give the same equivalent unit energy input as will occur in the pipeline. Tests were also conducted on the d99425 micron slurry in a 2.7 metre diameter DN 200Wheelstand, rotated for the 23 hour transit time and at a similar relative velocity as in the pipeline. Based on the Wheel stand test results the yield stress is expected to increase by a factor of 3.1during pipeline transit. The preliminary design allows for a reduced pumping concentration to accommodate this increase in yield stress towards the end of the pipeline.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.

A Colloquium and General Meeting was held jointly with the Mine Ventilation Society of S.A. in Kelvin House, Johannesburg, on 17th November, 1971, the theme being "The Economics of Mine Ventilation". Lambrechts to act as Colloquium Chairman for the day and he, in turn, introduced the three Session Chairmen namely, Dr A. Whillier (Chamber of Mines and President of the Mine Ventilation Society); Mr M. Barcza (Managing Director, Corner House Laboratories); and Mr L. W. P. v.d. At the conclusion of the three technical sessions the Symposium Chairman commented as follows, indicating that he would prepare a written summing up at a later stage: "The tone of the colloquium has had a sincerely practical note about it. It would have been a pity if the ventilation experts talked only theory and little practice. This practical theme has, I am sure, made the colloquium interesting to both ventilation men and others whose daily tasks do not touch so closely on this fascinating subject. This practical theme was in evidence through all the papers and contributions. Some of you may have felt that there was not enough emphasis on the word 'economics' as advertised in the broad title of the colloquium. I do not think this was really a valid criticism because as someone said 'it all boils down to Rands in the end!' So whether it was a case of low fan efficiency, poor design of cooling towers, wrong planning or low human efficiency due to high heat stress. . . it all boils down to money saving and therefore economics, whenever improvements are forthcoming. The title of the colloquium was thus not misplaced. The views of senior mining men on the production side are appreciated. Let us say that this exchange of views between ventilation engineers and those who have to take the final decisions and spend the money, should prove to be most rewarding." Professor Lambrechts finally thanked the Session Chairmen and everybody who had helped to make the colloquium a success and the meeting closed at 4.0 p.m. In a subsequent written summing up, the Colloquium Chairman gave the following as his impressions of some of the highlights which emerged from the papers and discussion thereof: (The names indicate the authors only). Drummond: It was hinted that the time had arrived to consider the introduction of a South African fan test code which would be better suited to local conditions than the currently acknowledged B.S.S. code which, however, is seldom enforceable in practice. In this connection also, there was prominent reference to the thermodynamic approach of McPherson. Wide variations in the quality of maintenance of, and repair work on, fans were stressed. It was mooted that ventilation engineers responsible for estimating the basic duty specifications for large fans, frequently played safe by overestimating the pressure required, thus ensuring that there would not be a shortfall in air volume delivered. This usually meant reduced fan efficiency and it was suggested that decision makers seemed to lay more emphasis on volume of air delivered than on real eco-
