The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Tornados are the most violent weather events in the world, and we have all seen the forces and phenomena created by tornados in nature. Airgrinder AB has been working with a material treatment technology, which most easily could be described as an artificial tornado. The process consists principally of one air fan providing a high-velocity airstream that enters a mechanical cyclone. When the gas enters the cyclone, an outer vortex is created. This outer vortex rotates next to the cyclone wall, and at the bottom of the cyclone funnel the gas stream is turned and an inner vortex is created. The control of the air flow is tuned by a special device on top of the cyclone. The gas outlet is at the top of the cyclone and the material outlet at the bottom. The material is fed through a feeding device into the air stream channel prior to the inlet into the cyclone. The process is basically an improved grinding and dehydrating system, which is very efficient and environmentally friendly and can even be employed with very sticky materials. Also due to its rotating comminution, the material particles become rounded during grinding, hence more free flowing and easier to handle. MEFOS has already tested more than 30 different applications in the pilot equipment. The materials tested range from metallurgical slags containing 2?3% moisture to sludges with up to70% moisture. This technology has a potentially strong impact on mineral beneficiation, including the drying of sticky fine-grained materials, improved and selective gas scrubbing and the manufacture of free flowing powders.

The monitoring of rock slopes is a common procedure in the management of hazards associated with slope instability. Slope stability radar has become widely accepted as the state-of-the-art method for management of hazards associated with unstable slopes in open pit mines. This is confirmed by the rapid adoption of the technology since inception in mid 2003, with over 70 GroundProbe slope stability radars now in use at open pit operations throughout the World. The use of a monitoring system such as slope radar to identify slope hazards is only part of the solution to minimise the consequences associated with slope instability. The presence of the hazard must also be effectively communicated to the mine personnel, so that the correct response to the hazard can be enacted, and the risk mitigated to an acceptable level. In some surface mines, due to the geotechnical characteristics of the rock mass, hazards can develop rapidly; with slopes progressing from stability to ultimate collapse in just hours. In these situations, it is vital that efficient systems are developed to evacuate the area of the pit affected. Such a system has been developed by GroundProbe in South Africa, with the vital driving force for the project being provided by the Anglo Platinum Mogalakwena mine operation based at Mokopane. The mine based development of the system was perceived as an essential aspect in the development of the successful system. From an early stage, the mine provided essential input on both hardware and software developments to allow the system to be rapidly integrated into the mining operation. This paper describes the pit evacuation alarm system that was developed and discussed the benefits obtained from a mine based development program.

Paper written on project work carried out in partial fulfilment of BSc (Eng) (Chemical) The generation and control of manganese sulphide particle size distribution using various mixing configurations were investigated. Specifically, this paper discusses how varying mixing intensities on a macro and micro scale affect the resultant manganese sulphide particle size distribution (PSD) at a constant concentration. The mixing variations were achieved using various Y- and T-mixers as premixing devices into a jacketed, agitated vessel. The reagents used to generate the seeds were aqueous manganese sulphate and sodium sulphide solutions. The results showed that the absence of micromixing resulted in very poor control of the particle size distribution, the particle size and the number of particles produced. This was due to the fact that the macromixing time is much greater than the corresponding precipitation time, resulting in different mixing regions existing within the reactor. From the micromixing experiments, the T?mixer was found to be the most effective mixing device at lower concentrations due to the T-mixer providing a faster mixing time than the other mixing configurations, thereby effectively localizing the supersaturation and hence controlling the precipitation. The results obtained from the direct addition without the extension pipe (i.e. short mixing time) indicated a general increase in mean particle size and decrease in total particle number at reagent concentration of 0.007 mol.dm-3as compared to the corresponding micromixing experiments. The phenomenon may be due to incomplete crystallization at the immediate exit of the mixing device. Further experiments need to be conducted before any conclusions can be drawn about the precipitation mechanisms.

The research presented in this paper investigated the practical aspects of the recovery of platinum group metals (PGMs) from a dilute cyanide leach solution containing base metals, in a manner similar to that used for gold extraction in a typical CIP process, and focuses on both the adsorption and elution stages. The carrier-phase extraction of precious metals using activated carbon offers significant advantages over other processes in terms of simplicity, the high pre-concentration factor, rapid phase separation, and relatively low capital and operating costs. As a sorbent, activated carbon is still by far the most important material because of its large surface area, high adsorption capacity, porous structure, negligible environmental toxicity, low cost, and high purity standards. Adsorption tests were conducted on a pregnant alkaline leach solution (0.15 ppm Pt, 0.38 ppm Pd, 0.1 ppm Au) resulting from cyanide extraction performed in column leach tests. The initial adsorption rates of Pt, Pd, and Au were very fast and recoveries of these three metals were approximately 90 per cent after 2 hours, and 100 per cent for Pt, 97.4 per cent for Pd, and 99.9 per cent for Au after 72 hours. The parameters that influence the extraction of PGMs and Au were examined to assess their relative importance during the adsorption process in order to provide the basis for process optimization. The concentration of thiocyanate was not identified as significant factor for PGMs adsorption, while Ni concentration was the most significant extraction process parameter. Base metal cyanide complexes adsorb and compete with the PGM complexes for sites on activated carbon, and while copper adsorption can be minimized by adjusting the residence time, Ni adsorbs at approximately the same rate as the PGMs, influencing the loading capacity and adsorption kinetics of the PGMs. The feasibility of eluting platinum and palladium cyanide complexes from activated carbon using an analogue of the AARL process was investigated. Platinum and palladium elute from activated carbon almost to completion in 4 to 5 bed volumes at 80°C, while the elution of gold at this temperature is slow, with a significant amount of gold still to be eluted after 16 bed volumes. The equilibrium loading of gold is exothermic in nature (Fleming and Nicol, 1984) which will result in an increase in gold elution kinetics with an increase in temperature at similar pre-treatment conditions. A similar result was found for the elution of Pt and Pd. Cyanide pre-treatment was found to have a significant influence on PGM elution. Higher cyanide concentration in the pre-treatment step results in more efficient elution up to a point, and results suggest the possibility of an optimum cyanide concentration, beyond which elution efficiency starts decreasing due to increased ionic strength.

Rock fall accidents continue to be the main causes of fatalities in the mining industry. The occurrence of rock falls in supported stopes implies a failure of the support system. The failure of the support system in turn implies a failure in design. In this paper, ethical issues associated with engineering design are discussed, with particular relevance to stope support design. A risk approach is introduced that will allow designs to be carried out that are compatible with the acceptable risk defined by the mining company management. The implementation of this approach would overcome the ethical shortcomings of current support design practices.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

Most copper/cobalt ores from the Central African Copperbelt contain sulphidic compounds, which are not extractable in direct leaching. Roasting provides the possibility to transfer the valuable components into leachable compounds. In an operation window defined by temperature and off-gas composition it is possible to selectively oxidize iron sulphides to haematite and copper/cobalt sulphides to sulphates. Selective sulphating of the valuable minerals is an important condition for the subsequent leaching stage. The dissolved copper and cobalt are recovered by solvent extraction and electrowinning. This technology has been part of an established process for many decades. The concentrates from recent projects on the Copperbelt have lower sulphur contents, and frequently higher copper contents, than those from older projects. The paper shows the consequences of this trend for plant operation and explains useful counter actions by means of case studies. Autothermal combustion is ensured even at very low sulphur contents. Off-gas treatment has so far been based on SO2 removal through sulphuric acid production. The generated acid is used to make up acid losses in the hydrometallurgical plant section. This well-proven process combination is still the preferred route if the feed sulphur content is high enough; however, some cases may require different off-gas cleaning concepts without compromising on clean air quality. Roasting in a fluid-bed furnace remains the core of the technology. Fluid-bed roasters are easy to operate and provide an excellent control of the calcine quality. Different feeding and heat-recovery systems are used to provide a tailor-made solution for each project. Outotec built it first sulphatizing roaster in Zambia about 30 years ago. At that time, the roasting of metal sulphides was already one of the main technologies in the company. Outotec has developed roasting solutions for copper, gold, zinc, lead, molybdenum, and pyrite ores. The continuously expanded and upgraded research facilities provide an excellent basis for developing sustainable, energy-efficient, and economic solutions for copper and cobalt production in Africa.

The South African platinum mining industry is using a number of different mining methods, including variations of the same method, to extract the narrow reef tabular platinum deposits of the Bushveld Complex. These mining methods fall into three broad categories, namely conventional, mechanised and hybrid mining. A question sometimes asked in the industry is whether mechanized mining methods are more efficient than conventional mining methods. An objective answer requires the methods to be evaluated against multiple criteria simultaneously, whereby each criterion has a relative degree of importance in the overall decision. The most efficient method is the one that scores highest on each criterion. However, some of the criteria can be conflicting, such as by increasing dilution the shaft head grade decreases. The analytic hierarchy process (AHP) methodology was selected for the study because it is used to solve problems of this nature. A survey was carried out to determine the relative importance of each efficiency criterion by drawing on the knowledge and experience of mine technical services and project management practitioners in the industry. Efficiency data for four different mining methods drawn from the Egerton (2004) study were used as a case study. The conventional mining method ranked as the most efficient mining method from the four methods considered. The exercise indicates potential for the AHP to be used in the South African platinum mining industry as a tool for selecting optimal layout designs, conduct regular evaluation of the performance of production shafts, or objectively evaluate line managers for promotion. The work described in this paper is part of the methodology used in a current PhD research study at the University of the Witwatersrand. In this study, a newly developed plaster stemming method is studied and compared with the usual dry drill cuttings stemming method for surface blasting in mines and quarries. Drill cuttings are generally used in open pits and quarries as the most common stemming material since these are most readily available at blast sites. However, dry drill cuttings eject very easily from blastholes without offering much resistance to blast energy. The plaster stemming method has been found to be better than the drill cuttings stemming method due to increased confinement inside the hole and better utilization of blast explosive energy in the rock. The main advantage of the new stemming method is the reduction in the cost of blasting. In one series of blast tests, blasting costs per unit volume of rock were reduced to 16 per cent by increasing burden and spacing distances. Also, better fragmentation was obtained by using the plaster stemming method. Blast trials showed that plaster stemming produced finer material. In the same blast tests, +30 cm size fragments reduced to 5.4 per cent of the total, compared to 37.7 per cent in the conventional method of drill cuttings stemming. With this method of stemming, vibration and air shock values increased slightly due to more blast energy being available for rock breakage, but these increased values were small and under the permitted limit for blast damage criteria.

"Studs are rods threaded on both ends and are used as mechanical fasteners for two or more components. Stud finds usage in industries such as automotive, construction and aviation. The advantage of studs is that they allow for disassembly of components during maintenance. Studs are continuously subjected to both tensile and shear stresses, depending on the application, therefore they should be manufactured from suitable materials that are capable of withstanding all these external forces. Studs are sometimes manufactured from re-sulphurized steel due to its improved machinability; however, there is a certain limit on the amount of sulphur, above which failure may occur. Premature failure of studs has been a common problem, but failed studs are commonly replaced with new ones without conducting failure investigations. The present work investigates the premature failure of two re-sulphurized steel studs used on a rocker arm assembly and recommends alternative materials. The investigation was carried out by conducting visual examination, microstructural analysis, hardness measurements, chemical analysis and a detailed scanning electron microscopy (SEM) investigation on the fracture surface.IntroductionTwo rocker arm studs used on a 16-cylinder diesel locomotive engine failed prematurely after being in service for less than 5 months. The rocker arm studs had a life-cycle of 5 years. The studs were manufactured from resulphurized steel. The paper aims to establish whether re-sulphurized steel is applicable for the manufacture of studs in the automotive industry.BackgroundLocomotives are classified as either electric or fuel-powered. Diesel locomotives are an example of fuel-powered locomotives. This type of locomotive uses a diesel engine as a means for propulsion. An engine converts chemical energy into mechanical energy required for traction. In an internal combustion engine a rocker arm is an oscillating lever that conveys radial movement from the cam lobe into linear movement to open and close poppet valves of cylinders (Husain and Sheikh, 2013). The rocker arms are secured on to the cylinder head by rocker arm studs."

This paper summarises some observations regarding the way SAG and AG mills work based on the last ten years of pilot plant operation, grinding circuit design and operational reviews for various projects in Australia and overseas. The main purpose is to promote discussion on key factors influencing breakage in a SAG mill. The focus of the paper is on two questions: ? How do mill lifters and liners really work and have an effect on grinding? ? How does the mill charge composition impact on grinding performance? The focus of the paper is on observations of mill behaviour in both pilot plant trials and plant operation, particularly on Cadia ore. DEM, by others, and JKSimMet modelling of SAG mill performance have greatly assisted in forming the ideas expressed in the paper and both are valuable tools in developing our understanding of the comminution process. Put in the `extreme' form the major observations and conclusions expressed in this paper are that: ? the main purpose of mill lifters is to reduce mill liner wear and not to promote rock breakage; ? the often promoted theory that balls impacting the ?toe of the charge? is a dominant form of breakage is incorrect; and ? fines production in a SAG mill is primarily a function of the rock load mass, with a secondary dependence on ball load for any given circuit configuration.

"More intense furnace operations require effective cooling in order to achieve low refractory wear and good furnace lifetimes, making cooling technology an important aspect of furnace operations. However, the use of water - today’s standard cooling medium - has some disadvantages, as it can cause problems both during furnace start-up and operation, namely hydration problems, corrosion, and explosions. Apart from these aspects, the energy that is removed by extensive cooling cannot be recovered and is normally lost in the cooling towers.With METTOP’s new patented cooling technology it is possible to overcome the disadvantages of water by using an alternative cooling medium, namely ionic liquids (ILs). The main advantage of ILs is the fact that there is no risk of explosion should this liquid come in contact with molten metal. Furthermore, ILs can be used at higher temperatures than water - up to 200°C. This relatively high cooling medium temperature avoids hydration and corrosion problems and allows recovery of the energy by combining the ILTEC system and the organic Rankine Cycle (ORC) technology, for example.Due to the removal of the explosion risk, much higher safety standards can be achieved, particularly in critical areas such as tap-holes"

The dewatering of coal, and particularly fine coal, continues to challenge coal prepatration engineers to find a cost-effective solution. With known world oil reserves being depleted daily, it is envisaged that the future price of coal may justify the use of thermal drying to achieve lower coal product moisture levels. The effect of exposure of the coal to elevated toemperatures on the mechanical strength of the coal was investigated. It was found that temperature does not play a major role in determining the volume breakage of a particle and that other variables such as orientation during impact has a much greater influence. A double breakage mechanism was reported during the grindability tests. Surface, as well as volume breakage, occurs for the first 4 minutes while only surface breakage takes place thereafter. Due to this double breakage action, it was found that exposure to temperature does play a role in the amount of breakage and breakage rates during grindability tests. It was also concluded that a particle will break to an optimum size due to impact, after which only its surface will grind away as it is subjected to breakage forces.

Magnetic separation has long been used to upgrade and beneficiate a wide variety of industrial minerals. Advances in both wet and dry magnetic separators over the years has broadened their use, and questions are often raised about which separation technique or equipment type is most appropriate for a particular operation. This paper will provide a brief look at existing magnetic separation technologies, and discuss their potential advantages and disadvantages when applied to heavy mineral applications. Relevant case studies for the separation of ilmenite and chromite are then presented. The process development efforts undertaken for each case are described, and the rationale for selecting appropriate magnetic separation technology is explained. The nature of the material being treated must clearly be understood, knowledge and access to testing the best separation technologies is required, and careful process development and economic evaluations are a must. As is shown in the case study discussions, it is imperative that these principles drive the separation technology selection and placement, rather than looking at typical or existing similar flowsheets as rules. As examples, the ilmenite tailings case study presented in this paper shows how advances in technology have allowed for increased recovery of -45 µm ilmenite by utilizing a multi-stage SLon® wet magnetic separator circuit equating to an additional 30 000 tons of ilmenite produced per year. The virgin chromite case study presented shows that through careful testing and circuit design efforts using RED technology, a 20% increase in overall chromite recovery was achieved over previous demonstration work.

In this paper, which is aimed to serve as a review article, first of all a breakdown of the earth?s total water reserves is given. The usage areas of water in the mining industry are mentioned and these uses are briefly outlined, together with the main pollution potential of each. According to this, most of the water (almost 80% of it) is utilized in processing. Later on, probable damages that the mining would give to groundwater as a result of acid mine drainage, heavy metal pollution, euthrophication and deoxygenation is described. Finally, the measures and controls that should be taken against water contamination in mines are presented.

Exxaro Sands KZN produces?among other heavy mineral products?high titania slag, which is used as feedstock to the pigment industry. The titania slag is produced from the smelting of ilmenite in two 36 MW DC furnaces. In this smelting process carbon monoxide gas is produced. This gas is cooled, scrubbed and washed to remove entrained dust. This paper provides details on the gas cleaning plant system and the chemistry, mineralogy and size distribution of the particulate material contained in the off-gas stream. Characterization of the dust shows that is consists mainly of ilmenite, but with relatively high levels of SiO2and MnO. Smelting of the dust in a 500 kW DC furnace was carried out to investigate the potential for recovering valuable elements from the dust.

Microwave technology has for decades been a tool for astronomers to map and understand the complexities of the universe its composition and extent. It is also used on a laboratory scale by spectroscopists to examine properties of atomic and molecular compounds. In this novel work we will introduce microwave technology to be used for the investigation of liquid slag structures. The preliminary results indicate that the alteration of the slag composition could be correlated to the measured microwave refractive index. The ability of soils to retain and hold cations is called the cation exchange capacity (CEC). Adsorbed cations, however, can be replaced by other cations through the process of cation exchange. Heavy mineral deposits contain a significant portion of slimes including the very fine clay minerals. In most circuits the slimes fraction hampers efficiency and has to be removed during early stages of the process. Being a nonvaluable process stream, the processing of the slimes is a costly exercise. In thickening applications it might be possible to manipulate the ability of clay minerals to retain and hold positively charged cations in order to optimize flocculation and therefore reduce flocculation costs. The CEC value of the slimes could be a measure of this possibility. To investigate this hypothesis, different slimes samples were characterized for size, chemical composition and clay minerals present. The CEC value of each sample was determined and explained in terms of the mineral phases present. Settling tests were conducted and an attempt was made to explain the CEC characteristics of the clay minerals in terms of settling rate. The scope of this investigation was to test the hypothesis and should not be seen as an in-depth study of the subject matter. A greater number of samples and detailed analyses to identify and quantify minerals and phases present would be required to investigate further the relationships between clay minerals in the deposit, CEC and settling rates. Location and geological setting Exxaro KZN Sands is mining a heavy minerals deposit at Hillendale mine located at Richards Bay, South Africa. The orebody consist of a dune some 8 km inland from the coast to the north of eSikhawini. A geological synopsis undertaken by Botha1 concluded that the Hillendale mining area represents a coastal dune sequence that accumulated north of the Tugela River. The northward movement of sediment by long shore drift currents result in a high sand budget on the beaches north of the river youth and is the dominant contributing factor to the accretion of the coastline and development of parallel dune systems along the coastal zone in this area. Beach swash zone processes and enrichment of the fine sand fraction occurs during wind transport off the beach by ascending parabolic dunes that form the coastal barrier dunes. This process results in heavy mineral concentration on the windward dune face and localized enrichment parallel to the dune forms. The aeolian sedimentary facies processes result in the primary concentration of higher grades in the upper silt-enriched reddish brown horizons of the profile. The synopsis by Botha1 further showed that an additional component of heavy mineral concentration can be ascribed to the post-depositional relative enrichment of heavy minerals due to weathering. Therefore, it is likely that the Hillendale orebody protolith was pedogenically weathered to form the homogeneous, silt-enriched, clayey reddish brown to dark red, palaeosol profile that grades downwards into yellowish brown, less clay-enriched sand. Slimes characterization Samples The Hillendale orebody was divided into geochemically discretized zones based on the concentration of ilmenite and other specific minerals and/or phases. Six composite samples were made up from exploration samples taken from Zone 9, Zone 11 and Zone 12. The red and orange horizons within these composite samples were separated and test samples were prepared to conduct test work and analyses. The test samples were submitted for preparation and analysis to characterize the slimes properties. Each test sample was deslimed at 45 µm representing the slimes fraction (-45 µm) and dried at 40°C. The -45 µm slimes samples were then split to conduct size analysis, chemical analysis, XRD and to determine the CEC. Size analysis The size distribution of the composite samples is shown in Table I. The size analysis shows that there is a difference in size distribution between the orange and red horizons of each zone. The orange horizons contain less 850 µ material as well as less slimes (-45 µm). The red horizons contain yore slimes (-45 µm). The size distribution of the slimes fraction (-45 µm) was determined using Malvern size analysis. The cumulative particle size distribution of the slimes is shown in Figure 1. The red horizons of the different zones show similar size distributions. The orange horizons show some differences. However, there is a difference in size distributions between the red and orange horizons.

Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.
