Decision making can be defined as the selection process of the best routes from the alternatives in order to achieve a goal, and mostly involves uncertainty. Additionally, mostly qualitative variables (weak rock, massive ore deposit, etc.) are in question. Mine planning engineers often use their intuition and experience indecision making. As fuzzy set theory has been used since 1970, these uncertainties are easily evaluated in the decision-making process. Real world study is decision making under vague constraints of different importance, involving uncertain data (qualitative variables), where compromises between antagonistic criteria are allowed. This paper presents a new approach in the selection of an underground mining method based on fuzzy set theory for the Ciftalan Lignite Site located close to Istanbul in Turkey. The physical parameters such as geology and the geotechnical properties of ore, hanging and foot wall, economic effects, environmental effects, are established with field and laboratory tests together with the determination of other qualitative variables. Meanwhile, some qualitative variables dealing with the matter was described according to the view of a number of experts. Then fuzzy set theory is applied to these parameters, considering the available underground methods in order to choose the proper method. At the end of the evaluations, the room and pillar method with filling was determined as the most suitable method for the test site. This study investigated the corrosion rates of various steel types and coatings used for friction rock stabilisers in a deep-level gold mine under diverse underground environmental conditions. Testing was conducted in situ within ramps, intake airways, and exhaust airways, and through simulated laboratory experiments. Results revealed that environmental variations significantly influence the corrosion performance of different materials and coatings. Duplex coatings, made up of galvanised steel with an organic paint layer, demonstrated the highest corrosion resistance. Zinc-based coatings provided moderate protection, while 3CR12 stainless steel and uncoated S420 carbon steel exhibited comparatively poor resistance under both aqueous and atmospheric conditions.

One of the main bottlenecks in the carbon-in pulp process for the recovery qf gold is the elution procedure, which typically requires the heading of caustic cyanide eluants to high temperatures for 16 to 24 hours. The present work demonstrates that sodium sulphide solution as an alternative eluant can effect complete elution in about 4 hours at ambient temperatures. Elution efficiencies of around 100 per cent were obtained in 4 hours with a single pass of eluant containing 0,2 M Na2S and 0,4 NaOH about 10 bed-volumes of eluant The initial rate was slow over the first hour of elution, probably because the activated carbon catalysed the oxidation of sulphide to polysulphide. Elution efficiencies of around 100 per cent were also obtained in less than 4 hours during the batch elution of carbon at liquid-to-solid ratio of about 100. Lower liquid to solid ratio resulted in the re-adsorption of gold, probably owing to the oxidation of sulphide to polysulphide, with the resultant formation of gold complexes that were eluted less readily. Improved rates of elution were obtained at higher sulphide concentrations and pH values greater than about 13. Higher temperatures increased the initial elution rate, but lowered the overall extraction efficiency, probably because of the deposition of elemental gold on the carbon. Variation of the ionic strength by the addition of NaCl had no defect on the elution, which confirms that the elution mechanism in the case of sulphide is different from that when cyanide or I1)1droxide is used as the eluant. It is proposed that the elution of gold by sulphide solutions proceeds by means of an initial step that involves the reaction of polysulphide ions with the adsorbed aurocyanide speeds, forming AuCN on the carbon and thiocyanate in solution. This step is followed by the formation of poorly adsorbed complexes with sulphide ions, such as [AUS3-2]-The presence of polysulphides, whether generated in situ by the catalytic oxidation effect of activated carbon or by the addition of elemental sulphur, reduces the elution rate and efficiency dramatically. This is probably due to the formation of complexes such as AUS-3 and AUS-2 , which have a high adsorption affinity.

This paper investigates the recovery of platinum group metals (PGMs) from a dilute cyanide leach solution containing base metals, in a manner similar to that used for gold extraction in a typical CIP process, and focuses on both the adsorption and elution stages. The carrier-phase extraction of precious metals using activated carbon offers significant advantages over other processes in terms of simplicity, the high pre-concentration factor, rapid phase separation, and relatively low capital and operating costs. As a sorbent, activated carbon is still by far the most important material because of its large surface area, high adsorption capacity, porous structure, negligible environmental toxicity, low cost, and high purity standards. Adsorption tests were performed on a pregnant alkaline leach solution (0.15 ppm Pt, 0.38 ppm Pd, 0.1 ppm Au) resulting from cyanide extraction performed in column leach tests. The initial adsorption rates of platinum, palladium, and gold were very fast and recoveries of these three metals were approximately 90 per cent after 2 hours and 100 per cent, 97.4 per cent, and 99.9 per cent respectively after 72 hours. The parameters that influence the extraction of PGMs and Au were examined to assess their relative importance during the adsorption process in order to provide the basis for process optimization. The concentration of thiocyanate was not identified as significant factor for PGMs adsorption, while nickel concentration was the most significant extraction process parameter. Base metal cyanide complexes adsorb and compete with the PGM complexes for sites on activated carbon, and while copper adsorption can be minimized by adjusting the residence time, nickel adsorbs at approximately the same rate as that of the PGMs, influencing the loading capacity and adsorption kinetics of the PGMs. The feasibility of eluting platinum and palladium cyanide complexes from activated carbon using an analogue of the AARL process was investigated. Platinum and palladium elute from activated carbon almost to completion in 4 to 5 bed volumes at 80°C, while the elution of gold at this temperature is slow, with a significant amount of gold still to be eluted after 16 bed volumes. Cyanide pre-treatment was found to have a significant influence on PGM elution. Higher cyanide concentration in the pre-treatment step results in more efficient elution up to a point, and experiments suggest the possibility of an optimum cyanide concentration, beyond which elution efficiency starts decreasing.

Previously, the grade of ore at the shaft head was taken to be equivalent to the grade measured in the faces by means of chip sampling. The tonnage mined from the stopes is determined from survey volumetric measurements. Estimates of shaft head grade and tons include the grades and tons of waste, development ore, sweepings from old areas, and other sources, not all of which are sampled. The tonnage of ore delivered at the shaft is often estimated using skip factors. These factors are subject to manipulation and not all the skips are filled to the same level. Consequently, both the grade and tonnage of ore delivered at shaft head are subject to a measure of uncertainty. For many years, these uncertainties have led to disputes between shaft managers and metallurgists over the reconciliation between shaft tons and grade and plant tons and grade. These problems are compounded when several shafts feed a central processing plant. Shaft bonuses and a shaft?s profitability are affected by poor gold allocation methods. Without measurement of the grade and tonnage from all shafts, a poorly performing shaft could benefit at the expense of the other shafts. In order to improve the measurement of grades and tonnage at the shaft head, which is the custody transfer point between the mine and surface operations, South African mining companies have developed a methodology to measure the mass of ore from each shaft using rail weighing equipment, and the run-of-mine grades delivered from each shaft using cross-stream (go-belt) sampling. Harmony Gold Mining Company has implemented the rail weighing and go-belt sampling methods for their shafts. This paper deals with the statistical tests on the procedures and control measures that are in place to establish confidence in the gold allocations. The metal accounting system for examining the allocations follows the first principle of the AMIRA P754 Metal Accounting Code of Practice namely ?The metal accounting system must be based on accurate measurements of mass and metal content. It must be based on a full check-in check-out system?. The check-in is mass and grade of run-of-mine ore and the check-outs are the plant input grades and the recovery and residue from the plant. The balances between check-in and check-out are the subject of the statistical analyses, which have been conducted using the classical statistical tests and procedures that are generally used in all fields of endeavour. It is concluded that the gold allocation procedures that rely on go-belt sampling and rail weighing of ore from shafts has been successfully implemented, and that the system, which has been in operation at Harmony since 1993, has won general acceptance from stakeholders, with the gold allocations being perceived as being fair to all. Apart from the on-mine issues of bonuses and fair allocations, accurate metal accounting assists in the broader issues of generating accurate production figures for management. An added benefit of weighing and sampling ore at the shaft head has been that shafts now have daily moving average grades, which are used for grade control. The go-belt sample at the shaft head is the first accurate sample of production in the value chain from face sampling to gold bullion. "Near-infrared (NIR) spectroscopy sorting technology is incorporated in an automated optical mineral sorter that can discriminate between materials using the differences in characteristics when exposed to near-infrared radiation. During September 2014 to April 2015, a pilot plant that utilized NIR technology to discriminate between kimberlite and waste materials was commissioned to determine the viability of including this technology in the diamond winning process flow sheet at Cullinan Diamond Mine. The plant was used to minimize the waste content in the size fraction -70+35 mm that reports to the crushing section and then to the dense media separation process. This paper describes the initial test work, conducted at Mintek, that led to the decision to conduct a pilot-scale study. The mineralogical characterization of the feed and product streams to establish the sorting criteria and the operational data obtained during the pilot plant campaign are described. The results indicated a good possibility of discriminating between the kimberlite and waste material using NIR technology. However, the consistency of discrimination was not good enough to avoid the risk of potential diamond loss. Furthermore, a lower than expected availability of the machine reduced the throughput capabilities. IntroductionUsing near-infrared spectroscopy (NIRS) technology for ore sorting is a new concept for the mineral processing and mining industry. NIRS has been used for decades in the laboratory for the identification of pure minerals, and has its roots in the recycling, food, and pharmaceutical industries (Salter and Wyatt, 1991; Robben et al., 2009). Ore sorting in itself is not a new concept; it was introduced during the Stone Age with handsorting being the first method to separate valuable materials from gangue (Wills and Napier-Munn, 2006; Sassos, 1985). However, over the years the scale of mining has increased and hand-sorting has become challenging to implement (Joensson, 2014).Sensor-based sorting is an advanced technology that can help overcome problems such as ore dilution experienced in mineral processing operations. The benefits are lower energy and water costs, reduced ore dilution, lower environmental impact, and improved profit margin (Mathew, 1974; Jonsson, 2014; Salter and Wyatt, 2009; Death et al., 2009). In sensor-based sorting, materials are mechanically sorted based on certain physical properties that are detected by a sensor (Dalm, 2013). Research has found that with NIR scanners it is possible to obtain a ‘fingerprint’ of a sample that is directly related to its mineralogical composition. According to Woutruba et al. (2009), molecules absorb NIR radiation by means of electronic and vibrational transitions. Nowadays, there are many sensors available in the market that utilize different material properties; the choice of a sensor is dependent on the mineralogy of the ore."

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

The pump is the heart of most industrial and mining plants, providing the energy to separate valuable minerals from process feed. The actual effect of the pump, both in terms of production costs and overall process efficiency, is often assumed or misunderstood by engineers due to insufficient pump performance data. Pump performance can be understood and corrected, where required, through continuous performance monitoring, leading to dramatic improvements in both pump life cycle costs and system efficiencies. The performance of every pumping application is subject to variation and the main contributing factors are as follows: ?Unavoidable deviations from pump supplier curves ?Pump wear ?Pump curve derating factors for slurry pumping ?System curve variation ?Deviation from basic principles of centrifugal pump operation. These are discussed in detail through case studies and the author?s personal experiences. This paper shows ways to minimize the effect of these variations, thereby reducing performance loss and preventing damage to the pump. The paper discusses the benefits of efficient pump operation, the requirements of pump performance monitoring, and its practical application to pump operation in the slurry and water environments. The cost of remedial actions is explored and compared against the savings in both power and plant reliability, resulting in a reduced life cycle cost of the pump.

"The variability of copper mineralization at Kansanshi mine significantly affects the efficiencies of the processes used to recover copper. Quantifying this variability is therefore essential for monitoring and optimizing the performance of the concentrator, which comprises three different flotation circuits (sulphide, mixed, and oxide) and an atmospheric leach circuit. Onsite automated scanning electron microscopy with energy-dispersive X-ray spectrometry (Auto-SEM-EDS) is used to analyse routine weekly composite samples for each circuit, providing detailed analyses of bulk mineralogy, copper deportment to different minerals, mineral liberation, and associations. Weekly mineralogical trends are used to assess changes in process performance, and characterization of the copper losses has inspired a number of projects to target the specific particle types responsible for the main losses. In this paper we describe the relationship between mineralogy and plant performance at Kansanshi, and discus IntroductionKansanshi is a copper and gold mine located in the Northwestern Province of Zambia, with an annual production in the region of 250 000 t of copper and 160 000 ounces of gold. Ore mined from the epigenetic vein-hosted deposit is classified into three ore types based on the extent of oxidation and supergene enrichment. Sulphide, oxide, and mixed ore are fed to separate mineral processing circuits tailored for recovery of the dominant copper minerals in each. After comminution to a target grind size of 80% passing 150 µm, each ore type is subjected to flotation to recover the copper sulphide minerals (chalcopyrite, bornite, chalcocite, covellite). The oxide float tails and a large proportion of the mixed float tails are then treated by atmospheric leaching to extract copper from the remaining copper-hosting minerals, which include cuprite, malachite, chrysocolla, and delafossite. Some native copper is recovered by flotation and some of it is recovered by leaching. A small portion of the combined concentrate from all circuits is subjected to high-pressure leaching and the rest is sent to the smelter. Sulphuric acid produced during smelting is used for the atmospheric leach."

A variety of backfills is presently being placed in different gold mines. The backfills are pumped as slurries to stopes where they are discharged into some form of retaining paddock. The effectiveness of fill as a support medium will depend on a number of factors. These can largely include (i) inherent properties of the material, e.g. particle size, shape, distribution and com- position, and (ii) conditions of placement. The terminology required for describing backfills is introduced, and the various laboratory-measured properties are presented for a variety of fills. Finally, the properties of the fills as they are placed underground are discussed.

"Despite the recognized influence of product fineness on line capacity and downstream process performance, few mineral concentrators today use particle size measurement of the final product in automatic control applications for particle size. ‘Near-line’ particle size instrumentation has existed for decades and is utilized in modern concentrators, but low availability and measurement frequency, due to problems with slurry sampling and transport systems, make these technologies unreliable for use in automatic control. An innovative technology for real-time particle size measurement on individual hydrocyclones, named CYCLONEtrac™ PST (particle size tracking), has been developed by CiDRA Minerals Processing, and proven in commercial installations, demonstrating near 100% availability with minimal maintenance requirements, thus overcoming the limitations of previous technologies. Potential stakeholders require convincing, reliable information regarding the economic value delivered by automatic grind control projects. In this paper we present a methodology for estimating such value with the CYCLONEtrac™ PST technology, and demonstrate unique opportunities to improve process stability and performance. Based on actual plant data accumulated over time, the evaluation approach assesses and highlights the significant potential process improvement that can be expected with the particle size tracking technology. As an extension of previous work, in this paper we present the key operating criteria for optimizing the production of valuable metals and increase mill throughput by identifying the optimal grind size. As this requires operating closer to the process boundaries, accurate real-time particle size measurements, such as those provided by the CYCLONEtrac™ PST system, become essential for achieving the maximum potential value from every operation. For further illustration, data from three different copper plants is compared.Introduction Owners and operators of mineral concentrators constantly search for the most economically attractive way to increase the output of valuable metal. A logical approach is to identify a key parameter that has the greatest impact on the performance of multiple stages of the process and then use a holistic analysis methodology to determine how this key parameter can be controlled to optimize the final output.Particle size is widely recognized as such a key parameter; however, very few concentrators today use real-time particle size measurements for automatic control of the final product size due, to a large extent, to the inherent limitations of existing technologies. ‘Near-line’ particle size measurement instrumentation, which has been used for decades, typically suffers from low availability because the fundamental measurement technologies were developed for other, less demanding industries and then adapted to the harsh environment of the typical mineral concentration process. An outline of the key differences among the available technologies used for particle size measurement in comminution circuits has been completed in previous work, and plant data has proven the benefits of measurements on individual cyclones – something that, until now, has not been possible (Cirulis, 2017)."

INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.

"To extend the variety of lump ores that are used in the COREX shaft furnace and to optimize iron ore blending, the original evaluation method for iron ores that was proposed by Voestalpine AG has been improved. Physicochemical and metallurgical properties of iron ores, including Sishen lump ore and CVRD pellets, which are currently used in the COREX process, and three other lump ores, were assessed and compared. Ore matching principles were proposed and five optimized iron ore blending schemes designed and verified by laboratory experiments to prove the effectiveness of the improved evaluation method. The replacement of Sishen lump ore by the alternative L2 and L3 lump ores without varying the proportion of CVRD pellets could improve the degree of reduction and rate of metallization, and decrease the bonding index. Based on the results of laboratory test work and industrial- trials, an ore blending scheme of 60% CVRD, 20% L2, and 20% L3 is recommended for use in the COREX process. IntroductionIn recent years, problems such as environmental pollution and a shortage of coke and coal resources for blast-furnace ironmaking have become increasingly apparent. Based on sustainable developments in the iron- and steelmaking industries, the environmentally friendly COREX smelting-reduction process with low energy consumption was developed and introduced (Zhou and Du, 2013; Song, Lv, and Yin, 2015; Xu et al., 2016; Kurunov, 2010). The evaluation system for lump ore that was proposed by Voestalpine AG recommends that only Sishen lump ore from South Africa be used in the COREX process, because of the stringent physicochemical and metallurgical property requirements. This situation significantly hampers improvements to the technical and economic aspects of the COREX ironmaking process, especially in China (Eberle, Siuka, and Bohm, 2006). No theoretical or technical basis has been provided for the evaluation system, and the assessment approach for iron ores also presents problems that need to be discussed and resolved.The COREX process consists of two reactors: the prereduction shaft furnace and the melting gasifier as shown in Figure 1 (Wu et al., 2017). Pellets and lump ores which are charged to the prereduction shaft should have a good reducibility and metallization with a low degradation index (Li et al., 2016; Wu et al., 2011; Kumar et al., 2009; Kang, Gupta, and Sahajwalla, 2007). The properties and microstructure of the iron ore pellets which are required to achieve a high productivity and a lower fuel rate in the COREX process have been investigated (Umadevi et al., 2011). Some efforts have also been made to investigate the behaviour of lump ores in the COREX shaft furnace, including the disintegration characteristics and the reduction degradation (Umadevi et al., 2011; Zhou et al., 2015; Xu et al., 2013; Li, Feng, and Zou, 2013; Hou et al., 2014). However, few studies have focused on the optimization of ore blending for partial or total substitution of the expensive Sishen lump ore by other, cheaper lump ores to reduce the production cost. The technology for the utilization of blended lump ores in the COREX process is still in its early development stages (Zhou et al., 2017; You et al., 2017)."

MunroPapers:Corporate exploration strategies by MacKenzie, B.W.The Engel Simulator and the search for uranium by Griffiths, J.C. and Singer, D.A.The Chairman opened the session by tracing the changes which have taken place in the exploration field since the days of the lone prospector who relied upon his individual skills and to a large extent on luck. The deposits which now remain to be discovered are better covered and are of lower grade. A much greater team effort, involving geoscientists and engineers, is required. The gamble is thus much greater -not only are the probabilities of failure still significant but the consequences are more severe. A recent Canadian survey indicated that expenditures of between two and nine million dollars on regional exploration programs are required to locate one significant deposit.The Chairman went on to say that these facts have led companies to regard exploration as another form of investment and to treat it accordingly. This had placed exploration in the context of corporate strategics and structures, which was the subject of the first paper of the session.In introducing his paper, Dr B. W. MacKenzie said that the paper suggested a decision framework for exploration planning. Initially the environment is analyzed to define observable and relevant economic characteristics. The terms of reference for exploration planning and the appropriate allocation of capital and skills are then established in the light of corporate objectives and growth alternatives. With the aid of this information and in the light of profit and corporate risk criteria, exploration strategies can be selected.Dr MacKenzie went on to say that the usefulness of the concept and criteria outlined in his paper depended critically upon three characteristics of any particular economic environment, namely, the return resulting from an economic discovery, the unit discovery Cost and the probability of making an economic discovery. He then showed by means of a case history relative to the Canadian Shield and Cordilleran areas that these three characteristics could, in fact, be evaluated for regions with reasonable histories of mineral activity.The first contributor to the discussion of the paper, Mr Alfred Weiss, mentioned that his group had been involved in exploration modelling for some ten years and were thus particularly interested in the paper. He went on to say that they had experienced greatest difficulty with reconnaissance programs and that he sensed that these difficulties were also present with the methodology which had been outlined. Mr Weiss asked Dr MacKenzie how he would deal with such situations when no information was available but where there was the potential for both exploration and discovery. Dr Mackenzie agreed that the lack of information was a very severe limitation and said that at the present time his methodology probably did not provide a basis for breaking down the broad geological regions he considered into areas for further assessment."

"South African mining operations depend on the skilled professionals produced through the tertiary education sector. In geoscience courses at the University of the Witwatersrand, which lead into the mining sector, there has been a significant increase in student intake over the past 15 years. This increase has been characterized by a radical shift in demography: in classes where white male students once formed the majority, black female students are now in the majority. This demographic shift appears closely linked to policies addressing issues of social justice and transformation in post-apartheid South Africa. We document this change and consider the role played by employment equity legislation (as in the Mining Charter) and corporate social investment strategies in the mining industry, notably through bursaries offered to black female students. We also look at the changing needs of the industry, where the critical need for managerial skills, not just technical knowledge, is highlighted through data from surveys of past students and industry managers. Our findings indicate the need for a curriculum adjustment to meet these changing requirements, as well as more rigorous selection criteria for bursars than simply gender, race, and appropriate matric results. IntroductionThe South African economy has historically been linked to mining and the exploitation of mineral resources. South African mining operations are dependent on the professional labour that is produced through the tertiary education sector, with critical thinking, teamwork, and the art of negotiation having been identified as the crucial skills required for this industry (Sideropoulos, 2014). Over the past three decades the South African system of education has gone through a period of dysfunction that it is struggling to rectify (Maphai, 2014). This has impacted on the levels of academic preparedness of students applying for places in higher education. Concurrently, government and university policies have widened access to higher education in response to the need to address issues of social injustice and transformation related to South Africa’s history of apartheid. As a result, the number of students admitted to universities has increased dramatically. In the School of Geosciences at the University of the Witwatersrand (Wits), the increase in student numbers has been accompanied by a significant change in demographics: classrooms which in the past were dominated by white males have given way to classrooms in which black females are often in the majority. This demographic shift is related to legislation such as the Mineral and Petroleum Resources Development Act and the Broadbased Socio-Economic Empowerment Charter, developed to reshape the socio-economic and equity frameworks of the country (Botha and Cronje, 2015). Requirements aimed at transformation in terms of management, skills development, and employment equity, together with corporate social investment (CSI) requirements, have resulted in bursaries being made available to attract students from designated groups, which in turn has increased the number of black students, and notably black female students, taking courses in geosciences. However, due to the economic downturn, instability in the mining industry has recently resulted in the downsizing of some mines, with international investors pulling out of South Africa. This instability resulted in devastating strikes across all sectors of the mining industry (Stewart, 2013) and in Marikana, an important platinum mining area, the strike culminated in a deadly shoot-out between miners and police. The resulting tensions spilled over into the gold mining sector, resulting in further strike action, shaft closures, and retrenchments. These challenges have implications not only for the mining industry in South Africa, but for the tertiary education providers whose graduates would have been absorbed into the mine-related workforce."

"Developing a greenfield mining project is a complex exercise: doing so in an increasingly volatile, uncertain, and ambiguous global economy adds significantly to this complexity. In the context of an elevated cobalt price, this paper outlines the metallurgical and process development of the Mutoshi copper–cobalt project for copper cathode and cobalt hydroxide production in the Democratic Republic of Congo. Chemaf has a long production history on the Copperbelt, a region widely perceived to be tough to operate in. This history stretches back to 2001, during which time the company has developed two copper–cobalt processing facilities. The experience gained in the development and operation of these two facilities has been used extensively in the Mutoshi copper–cobalt project. The metallurgical test work, process design, and project delivery approach are presented. Additionally, the decisions taken to minimize risk and maximize upside to the project are discussed. IntroductionChemaf (Chemicals of Africa), a mining company located in Katanga province of the Democratic Republic of Congo (DRC), has been operating since 2001 with two major copper– cobalt processing facilities: the Usoke and Etoile plants. In 2016, Chemaf acquired the Mutoshi mine, which belonged to Gecamines and had been explored by Anvil Mining since 2004 under a joint venture with Gecamines. Chemaf appointed African Mining Consultants Ltd (AMC) to undertake a preliminary economical assessment, then develop a JORCcompliant Mineral Resource estimate and finally a full life-of mine feasibility study. Both a Mineral Reserve and Mineral Resource were developed and the final life-of-mine feasibility study is to be published shortly. A metallurgical test work programme was initiated and carried out by Chemaf’s research and development laboratory with assistance from the Chemaf process team. After completion of the initial test work, Chemaf developed a process design criteria document for a 20 kt/a copper cathode and 8 kt/a cobalt in hydroxide production plant, followed by a flow sheet and supporting METSIM mass balance. As the drilling progressed, the plant design capacity was revised to 16 kt/a cobalt production. The life of the mine at this production rate is over 40 years."
