This report describes the development of new electroplating baths from which tin-nickel alloy plate was deposited. Although tin-nickel plate can be deposited from an aqueous ammonium bifluoride bath, the corrosive nature of this bath has served as a deterrent to its use. The Bureau of Mines felt that more general acceptance of this new alloy plate would follow if neutral or alkaline baths could be developed. Promising results were obtained from electrolytes containing both tin and nickel chlorides dissolved in triethanolamine-hydrochloric acid or in ethylene glycol hydrochloric acid baths. Current efficiencies close to 100 percent were obtained with these baths. Research revealed that tin-nickel plate could be produced from organic solvents or from mixed aqueous-organic electrolytes. The composition of the alloy deposit - 65 percent tin and 35 percent nickel - was found to exhibit the same single-phase structure that is obtained from the commercially accepted fluoride-type bath.

This contract was directed toward a study of the attenuating properties of earmuffs as worn by miners. Two attenuation measurement procedures were utilized. Human subjects were tested in a diffuse sound field according to threshold shift procedures recommended by the American National Standards Institute and a physical measurement procedure was accomplished in the same diffuse field on the same human subjects with microphones placed simultaneously on the inside and outside of the muffs. All measurements were obtained in one third octave of random noise. The results of the study indicated that physical and psychophysical attenuation measurements are in essential agreement at frequencies from 125 Hz to 2 KHz. Above 2 KHz the psychophysical measurement demonstrates larger amounts of attenuation than the physical measurement. The difference in attenuation ranged from approximately 7.0 dB to 9.0 dB at frequencies of 4 KHz and above. A possible explanation for the observed differences in attenuation has been presented.

The Bureau of Mines conducted research to simulate in situ leaching of a chalcopyrite ore. The purpose was to obtain a direct comparison between moderate-temperature and elevated-temperature in situ leaching of copper trom minus la-inch ore and to analyze the sulfuric acid and oxygen requirements of the leaching system. Experiments employing oxygen were conducted at 35° and 90° C on 362-and 367-1b ore charges, respectively, under flooded conditions and at 400 psig. At 90° C, 47 pct of the copper was extracted in 913 days of leaching; at 35° C, 27 pct of the copper was extracted in 915 days. Diffusion into and out of the ore fragments con-trolled the rate of leaching. Oxygen consumption was 1.46 lb/lb of copper extracted at 35° C and 3.15 lb/lb of copper extracted at 90° C. Sulfuric acid requirements of the ore were 5.49 and 7.48 lb/lb of copper extracted at 35° and 90° C, respectively.

A technique of seismic refraction data analysis has been developed in which a digital computer is used to generate a two-dimensional model representing a layered-earth depth interpretation. Travel times are picked on seismic records by the human interpreter. These times, together with shot point and geophone locations and refraction layer control information, are submitted to the computer on punched cards. A first approximation delineation of each refraction horizon is obtained by a computer adaptation of the delay-time method. The approximation is then tested and improved by the computer through the use of a ray-tracing procedure in which ray travel times computed for the model are compared against field-measured travel times. The model is subsequently adjusted in an iterative manner so as to minimize the discrepancy between computed and measured travel times. The Fortran program is listed in the appendix of the report together with instructions for preparing data cards and examples of results.

Laboratory measurements by the Bureau of Mines indicate that failure in dry rock specimens measuring approximately 13 cm in length is preceded by tilt anomalies lasting a few milliseconds. The tilt behavior is qualitatively similar to that reported to precede earthquakes. Test results suggest that the time duration of this tilt anomaly for laboratory specimens of this length is independent of rock type, in agreement with theoretical predictions and other experimental data on rock failures including earthquakes.

A nomographical approach is proposed as a fast, easy-to-use, and reason- ably accurate method for estimating expected discounted cash flow (DCF) rate of return and payout time for onshore development drilling and oil production. All costs pertaining to drilling, completing, and equipping development wells, annual expenses of operation, maintenance, and taxes incurred in producing properties, and crude oil prices were considered in developing the nomographs. This report briefly outlines the origin, derivation, and use of the nomographs.

The supply of arsenic trioxide in 1982 was adequate to meet domestic demand. Allocation of supply by major domestic and foreign producers that began in 1977 ended during the first quarter of 1982. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. Domestic Data Coverage.-Commercial- grade arsenic trioxide and arsenic metal were produced by only one U.S. company. In order to prevent disclosure of proprietary data, arsenic production data have been withheld.

The Federal Mine Safety and Health Act of 1977 defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work (e.g., shaft and slope sinking, material handling within mine property, drilling and blasting) are required to report the number of employees who perform work at coal mines and at metal and nonmetal mines.

Experimental work by the Bureau of Mines indicates that when a coalbed is degassed by boreholes, the flow of methane may actually increase with time. This phenomenon appears to be the result of a relative-permeability effect; that is, the coalbed permeability to the gas increases sharply with decreasing water saturation. This report reviews the background of experimental evidence indicating a relative-permeability effect, and presents the results of a computer simulation of two-phase flow in coal.

High-purity lanthanum metal was prepared by electrolysis of La003 in a LaF3-LiF-BaF2 bath at 950° C. The requisite bath temperature for the deposition of molten metal was maintained by supplying the heat as current directly to the electrodes. A current efficiency of about 60 percent was obtained. The lanthanum nodules contained carbon and oxygen as major impurities. The total impurity content was from about 0.1 to 0.2 percent.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

PETROLEUM INVESTIGATIONS. The work of the petroleum division of the Bureau of Mines during the period of the war was under the supervision of Chester Naramore, chief petroleum technologist. In its petroleum investigations the bureau cooperated freely with other Government bureaus and acted as a source of information on petroleum matters. COOPERATIVE WORK ON INTERALLIED PETROLEUM COMMISSION. On July 15, 1918, Mr. Naramore and W. E. Perdew, chemical en- gineer of the bureau, left for London to act as representatives of the United States Fuel Administration and the United States Shipping Board on the Inter-allied Petroleum Commission. Numerous con- ferences were held with representatives from France, England, and Italy on specifications and requirements of the various allied Govern- ments for petroleum products, and for this purpose meetings were held in London, Paris, and Rome. EXAMINATION OF PETROLEUM FACILITIES IN FRANCE. The storage facilities and the transportation system in France were studied, and recommendations based on the information gained were made to the director of the oil division of the Fuel Administra- tion and to the chairman of the Shipping Board. Refinery plants in France were inspected, as well as filling stations and shipping facilities from ports in France and Italy to the various fronts and the petroleum base of the American Expeditionary Force at Romorantin. France. At the request of Ambassador Sharp, a re- port was prepared on the advisability of developing the petroleum resources in France.

This report has presented a literature review of explosion proof¬ing of coal mine electrical equipment. The international "state-of¬the-art" is an extremely difficult definition to quantify but, from the preceding paragraphs, it is evident the international community be¬lieves that it is represented by the International Electrotechnical Commission&apos;s Publications. Five questions were set forth during the beginning of this report. Each will be evaluated in light of the preceding discussion. 1. Can Schedule 2G specifications on explosion-proof containers be substantiated? Literature was found in the three main problem areas, surface temperature, mechanical strength, and explosion transmission, to determine this. Surface temperature requirements are adequate except for equipment that can normally overload, and the required intern¬al pressure does afford some margin of safety. However, in terms of safety, gap dimensions are about ten times smaller than that needed. 2. Is it possible to replace the Schedule&apos;s design requirements with performance specifications? Two primary areas were determined as mechanical strength and explosion transmission. As was mentioned, for present flange and gap standards, the 150 psig requirement is adequate. Furthermore, it is the authors&apos; opinion that the level cannot be re¬duced if the present gap requirements are retained. The Schedule now requires that 16 tests be run, but the literature suggests that only from three to six examinations are necessary. Data input is divided into three divisions for discussion purposes below. These divisions are: a) Information Retrieval and Control Options; b) Gaming Options; and c) Descriptive Parameters. The data input for model application, which is listed in Appendix B, is segmented to show the location of these divisions. In actuality, however, these divisions form a continuous data file. Each 80 character record of data input is edited by an alpha¬numeric editing routine which permits the format free numerical speci¬fication in most data divisions. The editing routine searches each record for numeric types and when found, converts these numbers into computational forms. The Fortran convention of decimal and integer numbers is not used by the editor so that a number may appear on the data record in either form desired by the user. Since the editor seeks only numeric types, the input records may be freely commented and identified with alphabetic letters (A - Z). One or more input records may contain only commentary information or be entirely blank. On the other extreme, any data record may contain up to 40 numeric elements, each separated by a blank space. The application of this capability can be seen by reference to the data. Provide mine safety personnel, MSHA inspectors, and original-equipment manufacturers with guidelines and a check list for inspecting rollover protection structures (ROPS) being used in mining operations. The Problem ROPS are provided on mobile surface mining equipment to protect operators from such safety hazards as machine rollovers, falling objects, and collisions. However, the protective capability of a ROPS can be greatly reduced if it is damaged. Certain kinds of damage, such as hair- line cracks, corrosion, and loosened bolts, may occur as a result of normal machine use but may not be recognized as unsafe by untrained personnel. Therefore, the Bureau of Mmes designed a manual which can be used by mine personnel when inspecting ROPS equipment. The Manual The manual was prepared to help acquaint mine safety personnel and MSHA inspectors with typical ROPS deficiencies and their causes. It provides a systematic means for inspecting ROPS so that the identified deficiencies and their causes can be corrected. It is suggested that an inspection of the ROPS be conducted after every 1,000 h of equipment operation, or sooner if the structure has been subjected to any unusual loads which could cause damage, such as a rollover, highwall caving, or collision. The manual also details common deficiencies in the structure and attachment hardware which may affect the service life. The checklist, when used as instructed in the manual, provides a means for systematically inspecting the structure to ensure maximum protective capability and conformance with applicable Federal regulations.

"INTRODUCTION Among the hazards that may attend the use of Diesel engines in mines, tunnels, or other underground operations the presence of harmful or objectionable constituents in the exhaust gas must receive due consideration to prevent the formation of unsafe or unhealthful working environments in these places. Previous reports of this series have presented discussions of the composition of exhaust gas from engines in proper mechanical condition, 6/ the effect of adding some of the exhaust gas to the intake air of the engine, 7/ the effect of operation in atmospheres containing natural gas, 8/ and the effect on exhaust-gas composition of conditions that influence the characteristics of fuel injection in Diesel engines. In all these studies the properties of the fuels used were in general conformity with specifications usually recommended by the manufacturers of Diesel engines. In evaluating the physiological significance of the various components of the exhaust in these experiments, the toxic or objectionable gases determined were carbon monoxide, carbon dioxide, oxides of nitrogen, and aldehydes. Because of the low sulfur content of' these fuels, compounds such as sulfur dioxide and sulfur trioxide were not determined, although in discussion of the test results attention was directed to the fact that if fuels of higher sulfur content were used, the concentration of such compounds in the exhaust would become a significant factor in establishing the quantity of ventilating air required to furnish satisfactory dilut1on of the exhaust gas in underground working places."

Legislation and Government Programs.-On February 4, 1977, the Occupational Safety and Health Administration (OSHA) issued its final environmental impact statement on the occupational use of inorganic arsenic.2 The statement examined the ramifications of the original proposed standard published in the Draft Environmental Impact Statement (DEIS).3 The DEIS proposed to limit the exposure of employees to no more than 4 micrograms of arsenic per cubic meter of air as determined on an 8-hour-time-weighted average basis; or a ceiling limit of 10 micrograms of arsenic per cubic meter of air based on a 15 minute sampling period. The purpose of the proposed regulation is to reduce the risk of smelter workers developing lung and skin cancer as a result of exposure. A comprehensive study compiled by the Committee on Medical and Biologic Effects of Environmental Pollutants concluded that "there is strong epidemiologic evidence that inorganic arsenic is a skin and lung carcinogen in man."&apos; In April 1977, the Environmental Protection Agency (EPA) served notice to ASARCO Incorporated that its Tacoma copper smelter and associated arsenic-producing facilities were in violation of State laws which limit sulfur dioxide and particulate matter emissions. This notice followed the Washington State Pollution Control Hearing Board overturning a prior ruling by the Puget Sound Air Pollution Control Agency (PSAPCA) which had permitted a 5-year variance from the State of Washington air quality standards. In December 1977, ASARCO appealed in court the decision of the Hearing Board.

The Bureau of Mines, U.S. Department of the Interior, has developed a flue gas desulfurization process as part of its goal of minimizing the undesirable environmental impacts associated with energy and mineral-processing plants. This process, known as the citrate process, involves absorption of sulfur dioxide (SO2) in a buffered solution of citric acid. The S02-loaded solution is regenerated by reaction of the S02 with hydrogen sulfide (H2S) to form elemental sulfur. As an adjunct to the citrate process, bench-scale research has shown that S02-loaded citrate or glycolate solutions can be regenerated by countercurrent contact with steam (stripping) in packed towers. Concentrated S02 is produced by condensing the steam from the stripper product. Thus, steam stripping provides strong S02 gas for liquefaction, sulfuric acid production, or reduction to elemental sulfur. Stripping steam requirements were determined for treatment of 0.25-, 0.50-3 1.0-, and 2.0-pct-S02 waste gases. Steam requirements decreased with increasing S02 concentration n the simulated waste gases. For example, 5 grams of steam per gram o S02 was required to remove 90 pct of the S02 from a simulated copper smelter gas (2.0 pct S02), while 30 grams of steam per gram of S02 was needed for 90 pct S02 removal from a simulated coal-fired powerplant gas (0.25 pct S02).

The washability examination of a coal establishes the quality of the product that could be prepared by mechanical cleaning, shows how much impurity would have to be eliminated to attain a particular quality of product, indicates what type of cleaning process would be suitable, and tells whether the coal could be cleaned efficiently, The coal-preparation laboratories of the Bureau of Mines make washability examinations of coal for a variety of purposes. Sometimes these examinations are made as an integral part of research conducted on coal-washing problems. Occasionally they are made on coals mined on Government-owned land or on coals destined for use in Government installations. Often they are made on coals from new fields or new beds in existing fields to help establish the characteristics of the Nation&apos;s coal reserves. Whatever the original reason for doing the work, the results often are useful later in evaluating deposits or in the design of cleaning plants. Publication of the results of such studies provides for the widest possible usefulness. This report brings together the results of washability examinations made on 1 coal each from Oregon and Idaho, 2 from Wyoming, 5 from Utah, and 11 from Washington. Material of this nature is inherently difficult to summarize. Some of the coals are so clean} despite full-scam mechanical mining, that they could not be improved materially by washing; others present some of the most difficult preparation problems found in the country.

The Bureau of Mines hydrogenated coals of different rank that had been irradiated with either x-rays or gamma rays. Lignite, high-volatile A and C bituminous, and low-volatile bituminous coals were exposed to l billion roent¬gens of gamma-ray radiation; specimens of high-volatile A and C bituminous coals from other sources received 6 million roentgens of X-ray radiation. Irradiated and unirradiated control specimens of those coals were hydrogenated in autoclave experiments at (6,000-p.s.i. final pressure and 400° C. with retention times of 15, 30, or 60 minutes depending on the coal rank and catalytic treatment. Comparison of results from irradiated specimens with those from the control experiments showed that the radiation had no beneficial effect on the coal. High-volatile C bituminous coal may have been affected by radiation more than the other coals. One billion roentgens appeared to reduce the amount of coal converted to liquids and gases by about 10 pct., and 6 million roentgens reduced it by about 6 pct. then catalyzed with tin. In all other cases, the conversion of irradiated coal was either reduced by as much as 4 pct. or was essentially the sank as that obtained with unirradiated coal. Irradiation during hydrogenation nay be effective for increasing the reactivity of coal and should be investigated; further work with coals irradiated prier to hydrogenation is not recommended.
