" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

The Ottoman law, which was in force in Palestine before the British con- quest of the country (1917-18), still forms the basis of the legal system. Nevertheless, with respect to mining, legislation has been considerably re- vised since the British occupation and mandate, some of the Ottoman laws having been either radically altered or wholly abolished, in order that the legal status of Palestine might be more in harmony with that of western States. Legal transition is still far from being complete; however, no further mining legislation is pending at the present time (March, 1931). Revisions during the British military occupation (1917-20) took the form of proclamations of the commander in chief. After the establishment of the civil administration (1920) changes in the legal system were a decided de- parture from the Turkish laws. In 1922 the practice was begun of giving con- secutive numbers and short titles to the ordinances. The basic mining law is the mining ordinance of 1925, No. 19 (amended by mining ordinance No. 10 of 1926), an "ordinance to make provision regarding the winning of minerals, and the conditions under which minerals may be gotten, and to replace the existing Ottoman laws relating thereto." The chief regu- latory provisions are embodied in regulations (A) and (B)--mining ordinance, 1925. This mining legislation of 1925 repealed the following laws:

The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska's program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

Thirteen miners died as a result of 2 explosions in the Jim Walter Resources No. 5 mine near Brookwood AL in September 2001. Both explosions were ignited in intake air entries, and both were probably ignited by electrical equipment. With few exceptions, permissible equipment is not required in intake air entries of US underground coal mines Researchers with the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory. studied the electrical equipment ignition sources for the Brookwood and other w disasters to develop recommendations for preventing similar disasters Adherence to National Electrical code® requirements for flexible cords installed in hazardous (classified) locations may have prevented the second massive Brookwood explosion. The 30 CFR Part 7 requirements for battery assemblies should be reevaluated, taking into consideration United Mine Workers of America recommendations and the Zone 1"increased safety" standard requirements for battery assemblies, Class 1 Division 2 or Zone 2 explosion protection techniques are recommended for intake air equipment so that they do not present a methane air ignition source under normal operation before mine power is shut down during emergencies Battery powered circuits intake air that are likely to remain energized during emergencies should be protected by more stringent protection techniques, to protect rescue/recovery personnel. Information Circular (IC) 9453 Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During1996-99, 44 coal miners lost their lives in rock falls and nearly 2,400 were injured. In addition, nearly 6,000 non injury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH).During 2000-01, NIOSH conducted a series of open industry briefings on New Technology for Coal Mine Roof Support in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, the proceedings describe what types of coal mine roof support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, and material handling considerations. The proceedings volume also contains information on several important new technologies, which are described for the first time, e.g., guidelines for selecting roof bolt

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

1. Summary This investigation is concerned with description of the loading function at the underground coal face, and the identification of varia¬bles - geological, geometric, mechanical, and operational - that affect the loading function. The immediate objective of this work was to provide information for operations-research studies as applied to underground coal mining, and the broad objective was to provide guide¬lines for planning and equipment selection in underground coal mining. The loading function was expressed as -a statistically-developed linear mathematical model. Originally, fifteen independent variables were considered which potentially could have influenced the loading function. These variables were constructed on the basis of measurable or estima¬ble geometric and geological properties at the working face, mechanical characteristics of the mining machine, and certain operational proce¬dures of mining. The original model explained 64.0 percent of the experimental variation. The final condensed model explained 54.1 percent of the experimental variation in terms of only five indepen¬dent variables, namely: 1. Ratio: width of cut/total width of cutter 2. Ratio: height of cut/diameter of cutter 3. Total horsepower of cutter-drive motors 4. Rotation speed (RPM) of cutter 5,. A subjective estimate of machine quality and operator skill Certain limitations were found to exist in the evaluation of the variables. Principle among these limitations was the impossibility of precise measurement of tonnage loaded in certain instances.

This paper presents an approach for representing and analyzing random motions and hazardous events in a simulated three-dimensional workplace, providing designers and analysts with a new technique for evaluating operator-machine interaction hazards in virtual environments. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. The project's methodology includes human factors design considerations, ergonomic modeling and simulation tools, laboratory validation, and collaboration with a mining equipment manufacturer. Hazardous conditions can be analyzed in virtual environments using collision detection. By simulating an operator's random behavior and machine's appendage velocity, researchers can accurately identify hazards, and use that information to form safe design parameters for mining equipment. Analysts must be discerning with the model and not read more from the databases than what the simulation model was designed to deliver. Simulations provided an interesting approach to data gathering in that there was no need for live subjects and logistics - test sites and costs associated with experiments-became insignificant. Collisions versus speed, operators' size, and risk behaviors proved the versatility found in the data obtained from the model. Preliminary results show that response time significantly affects the number of collisions experienced by the virtual subject. Also simulation data suggests that more mishaps occur with hand-on-boom-arm risk behavior.

In 1999, 2,087 unplanned roof falls were reported from 841 mines. Nearly 55% of all mines reported at least one roof fall, and nearly 17% of the mines reported five or more falls. In order to investigate the variables that contribute to roof falls, the National Institute for Occupational Safety and Health (NIOSH) compiled a national database of roof performance from 37 coal mines. Geotechnical factors and their effect on roof fall rates were compiled from over 1,500 miles of drivage. The factor that is the best predictor of roof fall rate is the Coal Mine Roof Rating (CMRR). For a low CMRR (#30), almost all cases have high roof fall rates. Conversely, high roof fall rates are rare for strong roof rocks (CMRR $ 60). Roof fall rates were also higher in deeper mines, probably because of greater stresses. Intersections were much more likely to fall than roadways, and four-way intersections were more prone to fall than three-way intersections. In a controlled comparison of the effect of increasing bolt length on roof fall rates, it was found that longer bolts reduced the roof fall rates in 11 of 13 cases. A relationship between the roof fall rate, the intersection span, and the CMRR was also found. Finally, a systematic method for tracking roof performance and geotechnical variables was demonstrated.

"INTRODUCTION The Big Four fault and the Sandy Creek fault, with several cross faults, traverse the Stalion-Curnel fluorspar prospect in a northeasterly direction. The Big Four mine, about three-quarters of a mile northeast of the prospect, is the only active mine in the immediate area.A resistivity survey was made of a portion of the prospect by the Division of Geophysical Exploration, Bureau of Mines, in May and June 1946. As a result of this survey, five holes were drilled by the Bureau of Mines during the period from October 8 to December 16, 1946. The U.S. Bureau of Mines studied the 3,500-acre Winegar Hole study area, Idaho, a legislatively proposed (101st U.s. Congress) addition to the Winegar Hole Wilderness, Wyo.; it adjoins the western boundary of the Wilderness at the Idaho-Wyoming border, about 15 m; east of Ashton, Idaho. The study was part of an Idaho Land Assessment Program to provide minerals information for land-use decisions, and ensure domestic mineral supplies. The study area is an east-west elongated, wooded plateau south of Falls River. Although the area is covered with surficial glacial deposits, it is probably underlain by volcanic flows; light-colored and mafic flow rock were noted in sparse outcrop. No mines, prospects, mineralized areas, or mineral resources were found in the study area during a literature and field search. The only nearby prospects include geothermal and rock aggregate (volcanic cinder) sites, and several placer claims. Although the Winegar Hole study area lies within a region of potential geothermal resources, no evidence of geothermal activity was observed. Rock in the area does not split into flat slabs, which could be useful as dimension stone, and would require crushing to be used 8S aggregate. Alluvium (placer) samples contain less than SO.01 per cubic yard gold (at a $350 per oz price); alluvial deposits are too small to contain gold resources.

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coalbed at Jim Walter Resources, Inc. 's No. 4 Mine, Brookwood, Ala. , where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (3083) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x lo6 ft3 (1.1 x lo6 m3 ). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pct. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

The Belizean economy had an estimated annual growth of about 3.4% over that of 1986. Economic growth during the 2 previous years was slower and was characterized by a negative trade balance. The gross domestic product (GDP) was an estimated $200 millioni2 in current dollars. Limited natural resources and scarce finances continued to make the Government's task a difficult one. Belize and China signed an economic cooperation agreement in April under which the Chinese Government is to provide technical assistance, a cash grant of $60.000, and a long-term, interest-free loan of approximately $1.5 million. In May, it was reported that gold was discovered in a remote area of the Maya Mountains in western Belize. An estimated unassayed value of $400 million has been placed on the deposit by one of its discoverers. However, the government in Belmopan has played down the discovery. Two U.S. oil companies. Seahawk Oil International of California and Alston Oil Co. of Texas, were granted licenses to explore for oil. Seahawk Oil will explore a large area of the Orange and Corozal Districts, while Alston Oil will prospect a 90,000-acre area of the western Cayo District. Another U.S. oil company, Pecten Oil Co., recently completed seismic studies off-shore of Belize City. Pecten Oil has made plans to start drilling in 1988.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. 1.0 FRAMEWORK FOR COMPARISON This document describes the decision factors that bear on the selection of the modulation process for the wireless underground medium frequency (MF) communication system. The selected modulation process must satisfy the Bureau of Mines stated objective of improving general communications within an underground mine. The improvement being sought includes the development of a wireless communication technology of measurable benefit to both mine safety and mine productivity. The improvement will allow wireless communications paths to exist between roving miners. The wireless communication paths will also be made compatible with the existing underground telephone system to extend paging and voice communication throughout the underground mine. The new wireless equipment will include man-pack, vehicular, repeater, and base station transceivers. Repeaters and base stations will feature coupling networks for interfacing with the existing telephone circuits. Frequency modulation (FM) and single sideband (SSB) modulation processes are analyzed in view of the special conditions associated with underground mining. Of primary importance is the tremendous electrical noise generated in an operating mine that could adversely affect communications quality. High noise coupled with high attenuation rate of near field signals forces the communication system to be inherently short range. The research was funded, as a continuance of previous support from USBM Grants GO133077 and G0155003, to gain further knowledge in mine electrical system safety. Five reports have been separately produced, all under the grant title, "Coal Mine Electrical System Evaluation," and are as follows: 1. Volume I - Continuous Monitoring, 2. Volume II - Transient Analysis, 3. Volume III - Shielded Cables, 4. Volume IV - Computer Modeling, and 5. Volume V - Battery and Battery-charging Safety. Abstracts of these comprise the balance of this document with one exception. The explosive-expansion center-hole anchor was designed and developed for the specific purpose of use as a component of an instrument system that measures differential ground movement within a small drill hole in rock. Such anchors should have an unobstructed center hole, should be installed without a twisting action which could tangle connecting wires, and should be capable of being installed at depths in excess of 100 feet. The anchor has a thick-walled center tube and a thin-walled outer tube. Low-energy detonating cord, wrapped around the center tube and detonated with a mild end primer, expands the outer tube to produce anchorage. The explosive-expansion center-hole anchor can be installed easily in drill holes of any inclination but cannot be installed under water. Centering of the anchor is critical with regard to its subsequent holding power. The anchor is safe to make and handle.
